because even one attack is one too many. this is abc 7 mornings. and good morning. it's saturday, october 26th. i'm kate larson. we get right to meteorologist lisa argen tracking a very busy weather weekend. good morning, lisa. >> good morning, kate. we are situated in a bit of a lull with a lot of watches and warnings to pass on. here is live doppler 7. first of all a cooling trend getting set for the weekend. and that is going to bring certainly less heat to the bay area. but we have a red flag warning in effect for tonight into monday morning. we're still looking at the gusts anywhere from 35 to 60 miles an hour in the upper elevations. you can see highlighted areas. all of the north bay process.

middle east most of the east except for the bay shoreline and peninsula. and we have a high wind warning into effect tonight through monday morning with the same gusts. also we could see gusts from 60 to 80 miles an hour upper emphasises. by 3:00 tomorrow morning we are looking at the gusty winds. and well talk about how long it's going to last the rest of your weather, the seven-day outlining if a few months. >> two breaking stories we're following for you. the kincade fire? sonoma county now burning nearly how acres firefighters rushing to increase containment before heavy winds move in it's making pg&e put much of the bay area on notice. in just a few hours we'll find out if you'll lose electricity in another planned power outage. >> we anticipate that in shutoff could impact 850,000 of our 5 million electric customers. >> this will be the strongest

event of the year. and if models are right, stronger than the october 8th, 2017, fire event. >> pg&e will make the final decision at 8:00 this morning who specifically loses power. if the utilities' forecast holds the north bay would lose power around 5:00 p.m. tonight. 7:00 p.m. for many other counties here is the full list of counties and numbers of customers potentially affected in the areas. alameda, kornet costa. marin napa santa clara, solano and sonoma counties. right now coverage begins with abc 7 news reporter chris reyes in hayward who caught up with many customers who may have power turned off. >> we already have a lot of things in place from the last time we thought there was going to be a power shutdown. >> we're prepared. our chef know what is to do how to prepare theed >> we have flashlights. we're old we just go to bed.

and have items we can offer from saute and/or oven and candle light. >> and of course some of the people went through the outages during the first round of shutoffs a few weeks ago. for others this could be the first time. 48,000 pg&e customers in contra costa county were told they may lose power. including businesses and haunted film festival in orinda may have to put festivity on paws. >> you think in america we'd be advanced we wouldn't have to shut off power every time there is wind in the summer. it sounds like this is the pattern that pg&e is trying to establish. >> pg&e said last night it will provide back up generate toes keep b.a.r.t. returning they say the caldecott and lantos tunnels will remain in service even the area loses power. >> the uc berkeley expects to lose power sometime today.

it's 5% contained as crews race to get ahead of the gusts expected this we could. so far calfire says 21 homes have been destroyed. now if you are inside the evacuation zone or think the fire may be getting close, there is an evacuation center at the healdsburg community center and you can bring small animal and pets. abc 7 news reporter luz pena tracked down a family already forced out because of the flames. they she tells their story from the fair grounds in santa rosa where large animals are sheltered. the family's mother remembers the flames inchesing up to the house. >> ferocious and unexpected the flames down in pine flat road in guys areville threaten people homes and years of memories. >> it's like really hitting me. because the fire is now like blazing down our mountain. there is no way that hour our house is still there. it's kbb. >> ramona hall and her

10-year-old daughter maria are part of nearly 2,000 people ordered to evacuate. . eight years ago their home was burn by another wildfire. >> i'm just scared because this house -- this has happened before. and i feel like all of our lives are in danger. >> on her mind her horse rescued by calfire this morning. and a tiny family member that she was surpred to hear her mom was able to take. >> we got the hamster. >> the hamster, good. >> yeah my hamser gizmo i was worried sick i thought he was dying if the fire. >> calfire confirmed the 49 structures destroyed including 21 homes hand 28 out building, extreme fire behaviors expected with gusty winds, picking up saturday night into sunday. >> and how is calfire preparing for this? >> calfire obviously looks at fires regionally and preparation regionally. so we have staffing patterns and additional staffing statewide at the moment.

i want that old adage of all hands on deck for an event of in size. >> 1,300 firefighters from across the state battle the flames. from the air andio ground. we ask calfire division chief cox to show us the most problematic area. he pointed us to the low countryside where the terrain is steep. >> we literally have crews of 15 people cutting line with their hands chain saws, tools. >> and that battle continues. there are a total of 50 officers patrolling geyserville to prevent looting and there are no fatality ohs ror injury reported at this time . >> now california cal's state emergency response team is it ramping four up for potential fire by prepositions crews. you can see resources in the northern and southern parts of california and ready to responds. but new this morning calfire waist says one firefighter and two other people are recovering after being taken to the hospital. they say the firefighter found

the two people yesterday in the process of trying to evacuate near pine flat road in uncorporated sonoma county. when calfire says the flames intensified. the firefighter actually had to deploy his fire shelter which is a shielding device used as a last resort in these type of fires. luckily the three people were later found by other crews and fortunately are expected to be okay. lisa that story goes to show sort of how unpredictable and fast moving the flames can be and now we're worried about another red flag tonight. >> yeah, that's right. this is certainly going to be a very strong event. and we've got the watches and warnings for you. air quality today. well it's not good. the winds have been drifting allowing that smoke to drift throughout the bay area. right now it's 58 in san francisco. 55 in concord. cooler weather is on the way. and the gusty winds that will take us through tonight into sunday, even into monday, these advisories don't expire until.

customers are without power. now you might be seeing the haze or smoke from the kincade fire no matter where you live in the bay area. the smoke started drifting south yesterday and picked up by our network of cameras throughout the bay area. sky7 also over the fire last night you can see the enormous plume. sending up into our air with the sun going down, created quite a back drop as the smoke filtered out that orange glow. meteorologist lisa argen is here tracking the forecast. lisa, i know you have a busy day ahead of you. >> yeah, we have plenty of watches and warnings going into effect tonight. and really the peak winds happen tomorrow by about sunrise. this time tomorrow in through about 7:00 is when we see the very, very gusty winds. right now, bit of a lull out there. here it is live doppler 7 where we look at mainly clear conditions. and look at all the watches and warnings. the reds indicate the warnings.

i wanted to show you this high wind warning going into effect monday morning for these areas outside of the bay area. so we certainly are looking at not only the winds but looking at the relative humidity. temperatures going down. but here is what's happening. we have high pressure right over the bay area. it's in cold system that's dropping down to the east of us, setting up the sharp pressure gradient. and winds below from high to low pressure. so we are looking at the tight gradient, allowing for the very gusty winds. air quality has not been good. and today another day where we are lacking at poor air quality and then an air quality advisory likely for tomorrow into monday. so you can see it in the air yesterday, probably smelling it as well. temperatures much cooler out there. 45 in half moon bay. novato santa rosa. looking at upper 50s in hayward. and some areas mimeder clearlake clover dahl dale due to theed

wind. a east wind in the upper elevations some temperatures in the 60s. looking cooler this morning to 22 degrees cooler. that will changeened probably as the winds get going mixing up the atmosphere and allowing for temperatures really not to be the story. retive humidity is up. so right now we're racking at 66%. novato, napa 68%. 28% though in fremont. and these will certainly go down quickly. here is a look at current winds process. at 8:00 notice they are light. out of the north. some still coming off the ocean out of the northwest. this is 5:00 tonight. still very light. as we go into the later hours look at this, 11:00 tonight ramping up. by the dealt up up through napa and then the direction will be changing to that offshore gradient. here is a look at the fire danger index. 7:00 tonight, we're all in the low category. but going through the evening, 10:00, right where it starts from the delta, napa, the winds

continue to spread right on through sonoma, marin, down the diablo range then of course along the coastal hills here. so just san francisco, the bay shoerl. the communities looking at less wind but still the upper elevation winds mix to the surface looking at gusts right where we live at 30 and 40 miles an hour. hazy and cooler today. strong gusty winds tonight through tomorrow. high fire danger through the weekend. the advisories dwoent expire until monday morning. picking up 11:00 tonight. we have the offshore winds check out the magenta color. 4:00 tomorrow morning. 40, 50 miles an hour gusts. 8:00 continuing from the northeast bringing the humidity to single digits. noontime tomorrow gusty all over the bay area. and taking this into 9:00 tomorrow night. still very windy out there. temperatures down, though, tomorrow in the 70s. monday we keep the trend into

in southern california, a acre a forced the evacuations of thousands of residents. the tick fire started thursday in the santa clarita area. the l.a. county fire department says six structures have been destroyed and seven more damaged. some people were allowed back into homes but large areas remained under mandatory evacuation orders. the disastrous wildfires have insurance companies dropping customers living in disaster zones. and many new home buyers can't find insurance to cover houses. seven on your side michael finney says it's causing significant anxiety. >> the state department of smurns released astonishing figures. insurance companies refused to

renew more than 167,000 home owner policies last year alone. now that's up 6% statewide. and up 10% in wildfire areas. about 9,000 living in disaster zones lost insurance in 2018. many didn't have any fire damage, like elizabeth chehovik of orinda. >> i don't feel good about it. i think gee i've been with them 40 years. here they are cancelling my insurance. >> elizabeth lives in a wooded hillside area and says triple a refused to renew her policy even though she never had fire damage. however, she was able to get insurance through state farm by bundling her home owner and auto policies under one umbrella. moving all your business to another company can entice a carrier to cover you, keep that in mind if you are told no. and some hope for those in the kincade fire and other major

fires around the state, state law offers more protections for those who live or near a declared disaster area. here is how it works. insurance companies must offer a one-year renewal for home owners in a disaster zone, even if they had no damage. if a home is destroyed in a disaster, carriers must offer renewal for two years. also insurance companies must give paul home owners 45 days notice if they don't intend to renew their insurance policy. and a new law extends that notice to 75 days. that begins next july. now we're hearing from many in fire prone areas saying the agents aren't issues new policies. get this there is no law that says insurance companies must write policies. the state offers a last resort known as fair if. f.a.i.r. insurance. bare bones, really expensive. but it is coverage.

pattern. and right now, yes, here is the red frag warning tonight through monday morning, pretty much all the bay area except the bay shoreline there will experience winds at the surface at about 30 miles an hour. but upper elevations, 60, even 70 miles an hour. and the high wind warning into effect tonight through monday morning for all the areas. let's check out the air quality right now. you can see moderate from oakland to san francisco. we do have a spare the air alert today. and the winds switching, light out of of the north upper elevations. light northwestly later today and switching to the offshore component. looking at 50s cool start. mid-and upper 70s throughout the day today. we have the hazy conditions. the winds will be calm and then towards the evening hours it's in the 80s inland. it won't be until after 9:00 we see the gusty winds beginning from the delta you shall pushing to the north bay higher he

feels. pretty much when you sleep tonight through sunrise. sunday morning and then we take it through the afternoon, the gusty winds. low relative humidity. we will talk in detail about the forecast and a calm week ahead after we get through this into monday morning. kate. >> thank you, lisa. you may have noticed strong winds moving the smoke for the kincade fire across the bay area. and so our concerns that inhaling the smoke could impact our children making them prone to asthma and allergies. abc 7 news reporter david louie visited a standrd lab and researches zbleers they suspect the wild fire smoke could kproms immune systems of children. they've been studying air placing and children in fresno. they started the wildfire smoke research during the campfire with 607 samples. a this instrument measuring cells with attention to t

regulatory cells. >> those in high pollution areas may have fewer t regulatory cells and play not work as well, causing kind of a dysfunction in their immune pathway. >> t regulatory cells are essential to the balance of the immune system. they want to learn whether short term exposure to wild land fire smoke triggers a reaction and if a child's access to health care or economic status make a difference. this doctor and her team believe wild land fire smoke is more toxic nan smoke from forest fires because the plastic and metals burned. they hope to find 4007 participants and take safrps before the fire and then blood samples after borrowing in smoke. >> we'll have the people come back after that exposure. and we'll again look at in re immune responses, and their blood pressure and other markers to see are there changes. >> one of the big challenges for the project is finding research subjects willing to donate

blood, vials of blood on ongoing basis to do the analysis. >> children could develop asthma or allergies if the immune system are weakened leading to lifelong health issues. go to our website. abc7news.com if you'd like more details about volunteering for the study. at stanford, david louie, abc 7 news. >> and with the threat of more power outages tonight there are things you can do to prepare. here are black blackout preparation tips with the power out stores may not be able to take credit or debit cards. if the pass is a guide cash will be taken. tri to stock up on bills now by making withdrawal from atm machine today. if you have to evacuate you will need gas. when getting the cash go ahead, stop by a gas station and fill up your tank. you might see a long line as others will likely do the same. also put together a go-bag. including the important documents. well you should have this in case of an earthquake.

the power outages and fires are one more ren to get your documents and go back together. consider anything that you might need to prove your identity orp grant access to accounts and services like birth certificates or financial documents. and don't forget your medicine. you should have aupy of your essential meds for at least seven days. also think about putting bags of water in the freezer. by filling several gallon bags of water and putting them in the freezer you actually make your freezer more efficient and if the pow guess out, the added ice will keep the freezer cold for about 48 hours if you don't open the door. a half stocked freezer will last 24 hours. plus you can use the bags to keep the fridge cooler too. and when the ice melts you have needed emergency water. and make sure you know how to open the garage door because it might -- you might need it without electricity. most garage doors can be opened by pulling on the red handle on in will need to disconnect the

door from the rail so you can manually pull orb push it open. some doors have a key so can be opened from the outside d a blackout. if you are unsure how to get yours open you can always of course park outside in advance of an outage. now petaluma farm and stable owners including one boarding horses from the rescued kincade fire are concerned about tonight's possible pg&e power shutoff. that's because they rely on water wells to feed the livestock requiring electricity to pump the water. san antonio valley stables added seven horses and goats already rescued from a fire. that's in addition to the horses it's boarding on the 52 acre property. it coast sit high on a hill in the driest of conditions. the property owner says they have no way to store water for the horses. so if the power does go off, and so does the pump, it will leave them and the horses in a dire
