tonight around the bay area. that's when the winds start to pick up. they will gust throughout the overnight into sunday. as for your saturday our air quality concerns around the bay for moderate air quality. another spare the air alert today. as you can see the yellows swakting hazy conditions. so throughout the afternoon you notice the cooler day. temperatures will climb slower today. we'll have the hazy conditions with numbers in the mid-and upper 70s around noontime. a few low 80s towards our inland valleys. the winds not an issue today. they will be light and smoke drifting into the north, also sliding a bit down throughout the bay area. but we get to the gusty winds later this evening. kate. >> thanks, lisa. and in just two hours we find out how many of us in the bay area will be losing power. as part of pg&e's new right now of planned shut off latest information this morning pg&e will make the final zipgs at

8:00 a.m. who loses power. if the utility's forecast holds, the north bay would lose power around 5:00 p.m. this evening and then 7:00 p.m. for other counties in the bay area. here is the full list of counties and numbers of customers potentially affected. ner ala, contra costa, marin, napa, san mateo, santa clara. solano and sonoma counties. now we are now joined by lany hendricks live on the phone. lany is the public information officer from marin county. lany, good morning. >> good morning, kate. >> i know it's been a busy day and really all week for you and everyone in emergency operations center. what is the county doing to prepare everyone in marin? >> well, what we're doing to the extent we can with what limited information we have, what you just mentioned, we are identifying locations for possible charging centers for residents that may be impacted by in outage.

again, we too are waiting for final confirmation on what areas of marin will be impacted. but at this point we have been told that more than 84,000 pg&e metered locations will be affected. we don't have clarity on exactly if that's residences versus businesses. but based on projection maps we are looking at the majority of the county affected. we are putting in place plans to not only help the affected custs wit emergency power needs as it relates to cell phone connectivity and also those medical needs for people using medical assisted devices that run on battery. but we're taking a hard look at what it may mean for services such as keeping key service centers open and operational or where do we relocate services, things like public works, roadway access, traffic light operations and things like that. >> well, and lany you mentioned

the 84,000 pg&e customers. but of course one customer could mean many people. do you have any concept of how many marin county residents are affected? i imagine several hundred thousand. >> that's our -- that's our best estimate right now. i mean we have heard estimates upwards of 200,000. but again we are having a hard time getting clarity from pg&e and how many metered locations are in marin to get a percentage of possible effects. but it doesn't include marin clean energy customers in our county but receive power through the same power lines. yes we know the overall affected number of residents will be greater than just 84,000. >> and obviously an issue that we've been dealing with, now that this is our third outage are inconsistenties on the pg&e website in terms of plugging in your address or looking at the outage map and not being clear on if your home or business is included in the outage.

do you have any information on that? are you feeling like the pg&e website has been accurate over the past 24 hours or so? and is there any place where people can go to get a more definitive answer maybe with you guys at the county? >> it's hard for me to be able to say for all of the bay area the accuracy of the website, understanding that pg&e is dealing with mother nature. and they're doing what they can. their meteorologists and also working with the national weather service to tray to create accurate projections based on weather. we do get that. but this is a very unique experience for californians. one could almost equate this to a hurricane-like condition, in that we know it's coming but we don't know exactly what areas will be affected, how they will be affected, exactly when that hits. it's a new, unusual circumstance for californians. but it sounds like it's also going to be a new normal. >> for some in the bay area this is round three.

sonoma, napa county, parts of the eas bay were affected two weeks ago. some people already feeling like they've got this down. they're well practiced but for most in marin in will be the first outage. are it they calling you, concerned, what do you want to tell people going through this for the first time this month? >> honestly, it's all about preparation. that's the best way to prepare, waiting until moments before the outage is confirmed is often too late as we have seen in other emergency circumstances where lynns at the gas station back up, or markets out of slys. so really we've been trying to push to the residents that notion of preparing for three to five maybe even upwards of seven days, given the length it could take to restore power after that weather event has passed. so think of it much like after loma prieta happened we advised people to be ready without everything.

let's return to that mindset. in a major disaster we need to ready to survive without power, potentially without gas or other utilities. and that's a good way to get prepared for these potential extended outages. >> and we have talked about a little bit this morning on our show, just fill up the tank with gas. get cash in case credit card machines are down. but how -- can you tell people in terms of food they might have in the fridge or freezer what they can do to make sure it lasts as long as possible and when to forget it and go to the non-perishables if the power is out for a couple much days? >> absolutely. the food in the fridge is vulnerable, obviously needs to stay at 40 degrees or lower. so having a thermometer in the fridge is key. if you are very careful to keep your fridge and freezer closed as much as possible, then your food may last upwards of 24 hours. honestly when in doubt, throw it

out. as you know meats, eggs, dairy products are vulnerable if they surpass the 40 treeing temperature. it's wise to stock up on non-perishables such as canned woods. good old peanut butter jelly sandwiches. those types of things are better options after the 24-hour mark or if you feel the fridge surpassed the 40 mark. when in doubt throw it out. >> lany one last question. you mentioned folks kmaemd federal judge i'l fragile. medically. people realize that the medical baseline list was a lot shorter than the federal medicare list of people on medical equipment like oxygen tanks for example. is the county or agents within the county to transport medically fragile folks to places to plug in or get them batteries, any way to keep these

people safe? >> anyone that has -- anyone that has a potential vulnerability to medical needs should reach out now to the medical provider if it's just needing a backup battery or simple advice about the medication being refringe rated. if there is concern about needing trrp. the marin county health and human services department is extending services not only to the medically vulnerable but we have a large population of seniors in marin county and we want to playbook sure they receive the help they need should something happen during the outage. what we're doing is advising residents to call 211. that's actually a rurs for anyone affected by the bay -- by the outages. whether it be needing food resources or what not. and 211 will connect people with the health and human services team as it relates to services or people with non-medical

emergency needs. >> is th just marin county or is that just 211. >> a number of of counties do umgtsize the 121 systems. but in marin we encourage them to umgtsize 121 as the resource. and that will be directing them to the appropriate referral service or whatever service they need. marin residents can get also great information by texting marin shutoff to 898211. that will deliver to the cell phone a number of online resources that they can also look at and reference as they make preparations for the outage and address some of the critical needs. >> all right, lany hendricks with marin county thank you for spending so much time with us today and good luck to you and everyone in your office. >> you got it. thanks, kate. >> all right. abc 7 news reporter chris reyes in hayward yesterday. and she caught up with customers who may have power turned off.

>> we already have a lot of things in place from the last time that we thought that there was going to be a power shutdown. >> we're prepared our chef knows what it to do how to save the food. >> we're old and just go to bed. >> we got through it last time with strug zbll whether at the oakland zoo or the local straund in san leandro or neighborhoods on the latest power shutoff list. the silver lining is everyone knows what to expect. >> i think it will become a new normal. i don't think that we should be okay with that. >> patricia samerin certainly isn't. she has been in her house 15 years and never experienced the looming threat of blackouts. >> now i got a call today saying they were going to turn it off tomorrow for 24 hours. now, i don't know whether to believe it or not. you know, because what do we know? >> that uncertainty a huge headache for the elbow zoo especially this weekend especially because of boo at the

zoo. >> potentially turning away families and kids. wanting to trick or treat and have a great time. >> at this restaurant they are hoping to give people place to go. >> we would condense the men yu and have items we can offer either from saute or the oven. and lots of candle light. >> in hayward chris ray reyes. remember you can download the abc 7 news app for everything you need to know about the pg&e shut office. we send out breaking news alert through the app make sure to enable push alerts on the phone np now back to the destructive kincade fire which is tearing through the wine country. it started in sonoma county. now at last check it scorched nearly 24,000 acres since wednesday night. it's 5% contained as crews race to get ahead of the strok gusts this we could. so far calfire says 21 homes have been destroyed. now, if you are inside the evacuation zone or think the fire may be getting close.

there is a evacuation center at the heelds, community center. and you can bring small animals and pets. new this morning, calfire says one firefighter and two other people are recovering after being taken to a hospital. they say the firefighter found the people yesterday in the process of trying to evacuate near pine flat road in uncorporated sonoma county. that's when calfire says the flames intensified. the firefighter actually had to deploy his fire shelter which is a shielding device used as a last minute resort in the wildfires. frlts the three people were later found by other crews. . and they are expected to be okay. lisa, just an kpfrm of how fast and unpredictable the flames are and how people just sort of need to get out if you are seeing the flames too close to smoke or at all worried. >> and today definitely a good day to get prepared for the outages. the high winds and to be without power for perhaps several days.

so, yeah, today is the day with calm winds, cooler temperatures and a break before things get very active tonight. the strongest winds beginning at about 8:00 in the north bay. so right now we're looking at the clear sky. temperatures much, much cooler out there. it's a cooler afternoon. for poor air quality. that will continue through the rest of the weekend. but in terms of preparation food is the day. we'll be back with a look at how strong the winds will get and how long it lasts coming up. >> all right, thank you lisa. also next more coverage of the planned pg&e power outages. see where they have called in special delivery of propane gas as people try to stock up. and governor newsom got an upclose look at the kincade fire and also had choice words for pg&e and its management.

it is 6:17 on this saturday morning. and we are a awaiting pg&e's final word coming up at 8:00 a.m. details detailing how many people in the bay area have lites turned off. in the south bay more than 70,000 pg&e customers face a we could out power. amanda del castillo spoke to residents who learned a thing or two from the last outage. >> people limping in the scenic santa cruz mountains are no staerng stranger to nature taking out power. but leave it to up pg&e and the utilities public safety shutoffs

have many many kept skal. >> it's one thing with a big storm you expect it but knipesest day of the years and the power is off. what's up with that. >> still preparation under way for a weekend without power. busy would be an understatement for the only gas station in ben lomond. >> i feel like probably 200 to 250 gas case and probably 230 gallons of propane. >> shell manager jake hampton says last psps, the location ran out of gas. this time their propane is tank is full and more scheduled to arrive at 6:00 a.m. hampton says there is a need to adapt if this is the new norm. >> it's non-stp stop. i haven't sat down for six hours. >> pg&e warns dry conditions and gusty winds with high fire risk leave 45,000 santa cruz customers in the dark. impacted areas including spots without power in the last round of shutoffs. >> our power was out for 22 hours. i went through both tanks.

>> this resident saps issues encourt countered during the last time forced him to prepare asap. >> we haven't stocked up as much as we would like but better off than some. >> in scott's valley. amanda del castillo abc 7 news. and governor newsom once again slammed pg&e during the calfire news conference in healdsburg. he said years of greed and mismanagement have gotten us where we are today with all of the power shutoffs. >> that greed has precipitated and lack of intentionality and focus on hardening the grid, undergrounding transmission lines. they simply did not do their job. it took us decades to get here. but we will get out of this mess. >> and those tough words coming yesterday afternoon. governor newsom also added pg&e will be held accountable for the costs associated with all of the blackouts. he believed it will be restructured to a completely different entity when it gets out of bankruptcy by late june

of next year. now meteorologist lisa argen has been working hard this morning tracking our forecast as one of the strongest wind events we have seen in years approaches later on tonight. lisa, good morning. >> good morning, kate. absoluteliright. you know we're going to see the strong winds as early as 8:00 in the upper elevations of the north bay. that's the north bay mountains and the diablo range. otherwise, it's later on tonight. while you are sleeping. and the strongest winds should come in tomorrow at sunrise, right about an hour from now, about 7:30 or so. and it's a windy sday. here a lack at live doppler.ve . 7 widening the perspective. system off the coast setting up the strong pressure gradient we have seen time after eye time. with the air quality alert with the fair the air you notice the poor air quality around the bay tp tomorrow moderate. the reason for that we have high pressure pushing down on the

atmosphere and traps the polluteants. theite winds today out of the north, out of the northeast, drifting that smoke into the bay, into the south bay, east bay and it just gets trapped here. that's the case for the day today. we'll have very gusty winds dispersing that. hopefully not more fires tomorrow. but nonetheless you should know that this setup is going to stay with us until early monday morning. it's 56 in oakland. 43 in santa rosa. 66 in fremont due to some variable winds out there. but 22 degrees cooler on the coast. and you know we have the higher elevations, gusty winds stronger with height. they go through the valleys and gain speed. that's which we look at the strong winds at the coast as well as they get funneled through the lower elevations. looking at hazy cooler conditions today. strong and gusty winds arriving tonight through sunday. and high fire danger over the week. relative humidity up to 66%.

napa, santa rosa. 86 perg opinion a 29fers in fremont. the fire danger index starting at 11:00 tonight from the delta, discovery bay, up through the mountains here and look ou it spreads through the overnight. the rest threw sonoma, napa, the east bay, along the coast here as those winds get funneled right across the bay. through 7:00 tomorrow morning windy throughout the entire day. here into 2:00 on sunday, the winds only lighten up by 7:00. they're still 25 to 30 miles an hour winds. then the upper elevation gusty winds funneled to the surface as well. here is another look from 4:00 tomorrow morning with the i understand up to 40 and 45 miles an hour. and this for sure could gust higher as you get another thousand feet in height. look at san francisco, half moon bay, on the peninsula up to 20, 30 miles an hour by hiward. the magenta color we don't see

often as we get towards later on sunday, looking at still -- look at the reds all over the entire bay. at 9:00 sunday, and looking at that relative humidity continuing to drop to some of the driest levels. the temperatures will be cooler. but look at 8:00 tomorrow morning. we're in the teens into the single digits, 9% snappa through your sunday. today cooler. 72 san francisco. look for 80 in fremont. in the mid-80s up in the north bay. and the temperatures tonight with the windy conditions, 40s and 50s around the bay. the accuweather seven-day forecast. numbers coming down as much as 15 degrees today in spots and strong winds through sunday. by 11:00 most of the advisories expire on monday. we're looking at comfortable conditions, another breezy pattern setting up for the middle of next weak. but this one looks to be the strongest, as you have said, we have seen in several years. >> and all just keeping our fingers crossed we can get

and 6:28 op this sunday morning. petaluma farm and stable owners including one boarding horses rescued from the kincade fire are concerned about tonight's possible processing pg&e power shut i don't have. because they rely on water wells to feed livestock requiring electricity to pump the water. san antonio valley stables added 7 horses and some goats that were rescued from the fire. that's in addition to the horses its already boarding on its 52-acre property. it sits high on a hill in the driest of conditions. the property owner say they have no way to store the water for all the horses. if the power goes off so does the pump. leaving them and horses in a dire situation. this property was naught affected last time pg&e cut power to thousands of customers. this time, though, they may need to seek help from their animal from other stables if they do end up running dry.

>> announcer: news to build a better bay area. this is abc 7 mornings. >> good saturday morning. we are getting straight to meteorologist lisa argen who is keeping an eye on the red flag warning we expect later this evening. good morning, lisa. >> good morning, kate. extreme fire danger heading your waith gusty winds. low relative humidity tonight. right now, we are looking at spare the air alert, and even more smoke pushed into the bay area later on today. with the gusty northerly winds. the red flag warning going into effect as soon as 8:00 tonight for the north bay. and the east bay. 3:00 in the morning for the peninsula. and in parts of the of the south bay. we are looking at high wind warnings as well with gusts from 35 to 5 a miles an hour at times. and higher evations. 60 to 80 miles an hour winds. here is a look at air quality right now where it's moderate in san francisco into the east by. but the strong north winds getting setup raert on tonight pushing the smoke from the kin kid cade cade fire south to the

bay. air quality is not getting better any time soon. it's caller this morning, 45 in petaluma. 57 in hayward. we're looking at the 24-hour temperature change. right now half moon bay looks cool because the winds have been an issue the past couple of days, pushing from the higher elevations of the east through half moon bay. but today looking at caller numbers but 1:0070s into low to mid-80s in the inland valleys with some light winds. and even an on shore wind today which will quickly shift to offshore component late tonight. kate. >> thanks lisa both neighbors and first responders weigh up this morning trying to prepare for the threat of the looming pg&e power outages which are of course trying to prevent more wildfires. abc nups reporter coronell bernhard is live in marin county with how emergency crews are getting ready. good morning, cornell. >> good morning, to you, kait. no doubt about it, marin county

definitely getting ready. the county could be the first county in the bay area to lose power in just a few short hours. the emergency operations center you see behind me is gearing up. it will be fully staffed in a few hours for what could be a historic wind event. let's bring in lany hendricks the public information officer for marin county. i know kate with you by phone by phone. now in person. tell me what you are doing to get ready. >> we are doing what we can to prepare. not only informing residents to have things like carbon hand, topping off gas tanks, having non-perishable food ready for the multiple day ounl but also looking at what services we can provide residents, whether temporary charging stations for in re cell phone or small appliance needs, but also how county services and city fs services may be affected in terms of you know critical service locations and also things like traffic lights that

will be operational. >> people need to know thatf they're driving around. the recommendation yesterday by the sheriff and sonoma county is just to stay home. are you guys recommending that too? >> well, it's challenging. we don't know how the outage will impact services, what business areas might be open yet. we too are waiting for confirmation from pg&e on exactly how marin will be affected. we know it will be but we don't know where yet. as the information surfaces, a downtown area is closed and no reason to be there, it doesn't make sense to be out. a lot of open spaces will be closed as well. that's advised but we're certainly not telling people you are restricted to your home if going for a walk in daylight hours is something that could be refreshing. >> to say people are concerned about this is a true understatement. but what should people be doing? you know people are concerned and worried about losing power for what could be two days maybe three. what should they be doing at this point? >> so think about the essential items. obviously food being one.

refrigerators if you're careful to keep them closed can stay cool for up to 24 hours. but even that, the sensitive foods like meat and dairy products are vulnerable to temperatures above 40 degrees. when in doubt, throw it out. now is the time to stock up on non-perishables to continue to east past that two-three day mark. we may be without power upwards o five days depending how long it it takes for the weather event to pass and power restored. other tips have carbon hand, a full tank of gas. and if you have vulnerable medical needs to contact the medical provider on backup battery source f2 you rely on battery medically assistedtology technology. >> at the grocery story people buying tons of ice to put in chests ands things like that in kris case the refrigerator freezer out. what do you think of that. >> that's an option as well process depending on the type of cooler you have, the iesz may stay frozen for extended peertsz of time and people are placing

water bottles in the fridge to keep the temperature lower longer. that's only lasting so long. make sure people make preparations to have accs to food for that longer period of time. non-perishable food that is. >> lany we appreciate the information thanks so much. it's going to be an interesting couple of days here i know it's going to be busy one for you too. >> to say the least. >> appreciate your help thank you so much. >> and again it's worth repeating, have a plan. we keep hearing that. have a plan. charge the cell phones, fill the gas tank up. because when the power goes out those gas stations will be closed. get cash. have carbon hand. just in case. because when the power goes out, those atms down as well. and just take care of your neighbors as well. that's what we hear from a lot of people. we're heading up to novato. there is a lot going on at a hardware store where they expect new shipments of batteries, generators, et cetera, a lot of folks concerned about that they want to have the right plays on hand too.

>> those in high pollution aires may have fewer t regulatory cells andot working as well causing immune dysfunction in the immune passionway. >> t regulatory cells are essential to the balance of the immune system. they want to learn whether the wildland fire smoke triggers a reaction and whether the child's access to health care or economic status make a difference. this doctor and her team believe that the smoke from wildlands are more toxic because of the plastics and metal burned. they hope to take 400 participants and take samples from a baseline before the fire and then take samples after breathing in the smoke. >> we have the people come back after the exposure and look at immune responses and their blood pressure and other markers. to see are there changes. >> one of the big challenges for the project is finding research subjects willing to donate blooding with vials of blood on ongoing basis to do the analysis. children could develop asthma or

changing very quickly. lisa zpla that's right, good morning, kate. another 40 minutes to sunrise. and some of the pictures shows that. but from behind me our sutro tower camera you can see the sparkling lights there. and from mount tam, yeah, looks like you can see the beginning of the sun coming up. and of course with that spare the air alert we're getting the colors that particulate matter, pollutants pressed do to the lower levels of atmosphere and that's why we see the colorful sunrises and sunsets. if you spend time in concord cooler, 50s to upper 50s at 4:00. looking at 70s through the lurk hour with low 80s in the afternoon. numbers coming down significantly, winds ramping up tonight, a today a good day to prepare for power outages for perhaps two, three days, maybe longer. a live look outside where it looks calm in san francisco. winds light out of the north in upper elevations. switching to the on shore

component today and back again to the offshore component. here is the wider perspective where we have high pressure over the bay area. low pressure diving down to the east, in cold air mass setting up a strong pressure gradient where you see the winlds accelerate with height in the upper elevations and then funneled into the lower elevations, for those winds to mix down to the service and bring gusty winds throughout the bay. transporting the smoke from the kincade fire throughout the bay today. and even tomorrow as well. so spare the air alert today and looking at the reason why, one of the reasons, is this high pressure, the flow around that is clockwise. and with the light normal winds, the upper elevations, that's why we get the smoke here. it has to do with the sinking air underneath the ridge of high pressure trapping smoke here. but we are looking for gusty winds to arrive as soon as 8:00 tonight. here is a look at the numbers. 57 san francisco. 56 in san jose. half moon bay, 46 degrees.

it's chilly with more mid-40s by the delta. concord 53. low 40s up in the north bay. big cooldown this morning backup with temperatures 25 degrees cooler half moon bay. this no heat advisories to pass on, just the hazy conditions, strong winds arriving tonight, taking us through all day sunday, expiring into monday. and then we'll be looking at that relative humidity as well in combination with those winds dropping throughout the day. right now 40 to 60% the rank for the relative humidity. here comes the winds, 11:00 tonight, discovery bay, diablo, the diablo range later on, the upper elevations of the north bay. i was going to say discovery bay. as we look at 4:00 in the morning they are continuing to gust, 50 to 60 miles an hour above a thousand feet. above 2,000 feet 70 to 80 miles an hour gusts. 9:00 tomorrow morning we still are looking at the gusty winds. no let up here. and winds here around mount

diablo, the coast as well. the bay shore still looking at winds 20 to 30 miles an hour down in the lower elevations. and another look in the speed category from 4:00 in the morning, 44 miles an hour winds, santa rosa. look at the rest of the bay. in the purple, red. this all indicates how fast the winds are moving. and it continues into 9:00 on sunday. so highs today, still warm in our inland valleys with 80s. hazy, 72 san francisco. tonight it's windy, 50s out there. and the accuweather seven-day forecast we've got the red flag warning, the high wind warning all going into effect tonight. through the overnight hours, strongest winds are expected about this time tomorrow morning. taking us through the entire day on sunday and then eventually weakening with you the air quality will be poor. we are going to be in this for several days. so good day today to get ready to be without power. >> all right, lisa, thanks for keeping track of all this.

and abc 7 news reporter luz pena tracked down a family already forced out of their home because of the flames. she tells their story from the sonoma county fair grounds in santa rosa where large animals are also being sheltered. >> ferociousen a unexpect the flames coming down to pine flat road in geyserville threaten people homes and years of memories. >> it's really hitting me because the fire is now like blazing down our mountain. there is no way that our house is still there. like it's impossible. >> ramona hall and her 10-year-old daughter are part of nearly 2000 people ordered to evacuate. eight years ago their home was burned by another wildfire. >> i'm just scared because in has happened before. and i feel like all of our lives are in danger. >> on her mind her horse that was rescued by calfire this morning. and a tiny family member she was surprised to hear her mom was able to take. >> we got the hamster.
