including from lisa argen who has been on top of these weather conditions. >> we have a red flag warning until 11:00. upper elevation winds, 39 miles per hour up in mount diablo. that's 3,000 feet. mount tam, 2,000 feet, 22 miles per hour. the upper elevation winds have come down a little bit. at the surface we're looking at lighter winds, they will diminish throughut the day today. right now in geyserville, it is getting chilly. 48 degrees. winds out of the north, much lighter, 6 miles per hour. we're looking at lighter winds, but not everywhere yet. we get a break later today. red flag warning through 11:00. we have a spare the air alert. patchy smoke in the north bay, drifting towards the delta. you can see it in the east bay at times today. then we'll be looking for another round of some very gusty winds into tomorrow. so we're lightening up today through the overnight hours,

then looking at about 11:00 tomorrow when we begin to see more of those winds coming into play through wednesday. good morning, sue. >> checking back in on the bay bridge toll plaza. no metering lights yet. we have a slight backup. just a few cars in that left cash-paying lane. otherwise we're getting high wind advisories given to us by the chp over the altamont pass. you are slowing to 30 miles per hour once you make that transition on to the pass. just reports of an accident westbound 24 near mount diablo. apparently an accident here blocking lanes of traffic. this is just after you make the transition from 680 in lafayette. we have reports of a tree in the slow lane there near lafayette as well, west on 24. westbound 37, they're doing some traffic breaks. there was an earlier accident. one lane getting by now. they are doing traffic breaks to clear out the traffic. it looks like they've done a good job there. we'll check back in couple of minutes. let's get you caught up with the latest information on the

kincade fire. >> this morning it's burning more than 54 acres in sonoma county since it started last week. the containment dropped to 5% after being at 10% this weekend. cal fire says at last check 94,000 structures have been destroyed. we're not sure how many of those are homes. 80,000 structures are in danger. two firefighters were injured yesterday with burn injuries. one of them is serious. about 84,000 people have been forced to leave their homes. >> cornell bernard has made his way to the front lines of the fir fire. >> he joins us from shiloh shilh >> ash has been falling on us all morning long. the smoke is still thick. we are up on shiloh ridge road. a dangerous situation.

lots of smoldering trees and brush. charred earth as far as we can see. this is the latest spot in the kincade firefight. we are blocks away from homes. it's eerily quiet up here. last night residents who had not left their homes were told you must leave and you must leave now. firefighters, sheriff's deputies and police were going door to door telling homeowners they had to leave because the fire was approaching. some 80,000 homes were threatened. firefighters were able to stop the fire from moving into the larkfield-wikiup. this is the good news for now. yesterday the winds, there's no other way to say it, they were

brutal. right now the winds have really diminished. just a slight breeze here. that's going to be some good news for the firefighters as we move forward through the morning as the sun comes up we'll have a better idea where we are with the firefight. as far as this firefight and the homes on the other side of this ridge, they are safe for now. certainly the danger has not passed. live in sonoma county, i'm cornell barnard, abc 7. overnight even more people were forced to evacuate and they have included the areas damaged by the tubbs fire in 2017. >> amy hollyfield joins us live from santa rosa with more. good morning. >> reporter: good morning. yes. concerns overnight and fears that santa rosa would be affected as the fire was moving so they did put some new evacuation orders in place. we came over here to check on this area. this is the stones gate mobile

home park in the mark west neighborhood. it is very quiet here.here.here. looks desserte s deserted, it it here. 're near the sonoma county airport, it's an industrial area here. this area was impacted by the tubbs fire. this area has now been cleared out. some fears overnight that the fire was pushing this way, but the weather now is cooperative. it's very, very cool and the winds have died down. there's no winds currently now. reporting live in santa rosa, amy hollyfield, abc7 news. thank you for that. flames and smoke continue to make driving down some of the roads around the kincade fire dangerous. especially at night. check out this new video. it's a driving shot on highway 128 taken last night. it was taken from the dash cam

of the sonoma county sheriff deputy's vehicle. our crews were right there as the flames began to jump and threaten the larkfield-wikiup neighborhoods, shifting winds yesterday made this a tough one for firefighters to follow. earlier in the day crews were worried about the fire jumping other highway 101, but then flames moved south staying on the east side of 101. cal fire says tomorrow is key. they believe winds will begin to move to their advantage by the afternoo afternoon. >> it's going to decrease the length of the fire, the flame lengths and spread and allow us to go after it more aggressively. >> last night we saw firefighters in the windsor area backtracking to homes to make sure people evacuated. during the latest press conference cal fire had a harsh warning really to anyone who was living in and around the fire zone. their warning was make sure you

are ready to evacuate because there's no telling was could happen with the changing winds over the next few days. >> we are in the heart of the battle right now with this fire in sonoma county. we ask that everybody who is outside an evacuation zone have a plan. this fire could change direction and activity at any moment. that could result in additional evacuations. >> cal fire says that threat is real and everyone should heed warnings. new this morning, a fire not believed to be related to the kincade fire has destroyed two homes in shellville in sonoma county. the fire started around 12:30 this morning on napa road on 5th street. trees and grass around the home also burned. that helped to stop the flames from spreading. it's unclear how that fire started. now to the latest on the power outoutages. pg&e is warning of another strong and widespread wind event to sweep through the bay area on tuesday through wednesday. the utility may have to cut off

the power to 35 california counties. pg&e says it will try to turn on electricity to the 850,000 customers impacted by this current shutoff. the all-clear has come for some parts of the state but not the bay area. pg&e warns power may continue to be out through the duration of the next event. one of the places having to deal with the outages now is marin. >> that's where we find lauren martinez on how people there are having to adapt especially when it comes to their morning commute. >> good morning. we're at the larkspur ferry terminal. the lights here are still on. this terminal is a major hub for commuter ferries heading to san francisco. on our drive from san francisco over to here, you could notice just how dark it is with no street lights. we also got an alert on our phone about the power outage. it says warning all marin power

outage and high fire danger. this morning.me down at 3:28 at a press conference yesterday, pg&e confirmed another round of power shutoffs will begin on tuesday. at least 500,000 customers were notified on sunday about that. now, pg&e has not confirmed where the next round of shutoffs will be. and the marin county sheriff's ofice wants to remind everyone that if you or a neighbor have been without power for more than 24 hours to check on one another. reporting live at the larkspur ferry terminal, lauren martinez, abc7 news. meteorologist lisa argen has been monitoring all of this throughout the weekend. she's been working so hard to keep everybody informed. >> especially when it comes to the winds. what are they doing? >> gusting from mount tam to mount tab bldiablo a red flag w through 11:00. they will ease up. they already have done so

significantly at the surface. still out of the north-northeast, so we're not gaining any moisture in the air. it is 48 up by the kincade fire. 18% relative humidity. gusts to 6. here's a look at the winds for the rest of the day today. they continue to blow from the northeast. by 9:00, still looking at maybe 10o 15-mile-per-hour winds, but they will subside throughout the afternoon, the overnight hours. current numbers, 39 in santa rosa. 54 in oakland. 57 in fremont. and the relative humity is very dry out there. 16% in fremont. as the winds dial back and they switch around later today through early tomorrow, things will get better. look at how the map is red here. we have 2:00, 13% relative humidity in napa. better in hayward. by 10:00 tonight, notice the 84% relative humidity in petaluma. look at 4:00 in the morning tomorrow. we're up to 81% in the san ramon

valley. the winds shift again. it's noontime tomorrow. and we're back down to 15% in napa. so here's a look at tuesday's winds out of the northeast. gusting upper elevations, and that's why of course they're looking at power shutoffs and that red flag warning going up again later on tomorrow. sue? >> all right. we look at the golden gate bridge. i just watched at least 20 chp officers with their lights blaring heading in the northbound direction. so heads up there. some sort of police activity in the northbound direction. we'll see if we can find out what's going on. southbound your commute looks good. you have four lanes southbound and two lanes in the northbound direction. let's check on your mass transit. it is a spare the air day as lisa was mentioning. all smart trains are canceled for today. the power outages throughout marin county and sonoma county. so they have canceled service for today.

welcome back. breaking news right now in southern california. a brand-new fire is threatening homes on a hillside along a los angeles freeway. this is a live look right now near interstate 405 near the getty center museum. within the last few minutes we got a new update. >> matt gutman is on the ground reporting on the fire for "good morning america." he says multiple homes are burning in brentwood along a road leading up a hill. he says the terrain is challenging. for those of you familiar with this area, this is the west side of l.a. between santa monica and the brentwood/ucla area. people are evacuating including

mount st. mary's university and lebron james. san francisco mayor london breed is declaring a local emergency to assist sonoma county residents driven from their homes. this tweet says this evening i issued a proclamation result of of the kincade fire. san francisco will be opening a temporary 200 person shelter at saint mary's cathedral. sonoma county has a lot of evacuation centers at capacity, but napa valley expo, crosswalk community church and petaluma valley baptist church are still accepting evacuees. public offices in sonoma county will be closed toad because of the fire that includes the court. county officials will maintain critical functions to support residents. in the east bay, all east bay regional parks and trails are closed until tomorrow morning.

there's concern that high winds can cause falling trees and branches. anyone caught trying to enter a park will be cited or azesterred all santa rosa schools will be closed today because of the fire. sonoma county public schools will be closed today and tomorrow. dominican university and sonoma state university has been closed. we have a list of all the school closures on our website, abc7news.com. all forward progress on fires burning near spring hill and pleasant hill road in lafayette have been stopped. the evacuation order for anyone living south of highway 24 has been lifted. the lafayette tennis club destroyed. three homes damaged. embers landed on the b.a.r.t. track. a bus bridge was already in effect between orinda and walnut creek because of track repair work with, but that was also

hour. mount tam over 20 miles per hour. out of that north northeasterly direction where it is about as dry as it gets around here. the winds diminished, they continue to ease throughout the later morning hours. still our red flag warning from 20 to 30-mile-per-hour northeasterly winds, and the gusts are still up there. here's a look at our fire weather index. you can see this morning we're still up in the hills here. then is eases up as we get an onshore push. more of a westerly wind by the afternoon, by the overnight hours. look at what happens by noontime tomorrow. once again, another round of off shore winds. a measure of the atmospheric moisture in the air shows that we are bone dry. that's why the temperatures cool off so quickly at night. we're in the upper 30s in the north bay. no moisture out there. that column of air cools quickly and it warms just as quick. so we'll see 70s in the afternoon. our smoke forecast today shows the concentration up in the north bay, those northeasterly winds will push it temporarily

away from the east bay. the delta, but then as the winds switch around, that's where it goes. by 11:00 tonight. so hazy conditions, areas of smoke, 8:00 tomorrow the main focus is by the delta, the north bay. 2:00 tomorrow afternoon, we have another round of offshore winds. it will be hazy at times. once again the winds will be pushing that smoke more towards the south and east. current look outside, high fire danger until 11:00. spare the air alert. the next round coming in tomorrow. highs today about 70 in oakland. 73 in san jose. and looking at those cold overnight lows tonight in the 30s i the north bay. the wind gusts taper off today. getting windy again midday tomorrow through wednesday. dry for halloween. sunny and milder with warmer days by the weekend. sue? >> chp issued a high wind advisory for the altamont pass and all bay area bridges. so as lisa has been telling us, they're diminishing some places,

the kincade fire thrtens more neighborhoods in santa rosa. powerful winds are still driving this inferno which has grown to 54,000 acres. it's only 5% contained. >> good morning. it's monday, october 28th. you're never more than seven minutes away from your accuweather forecast. meteorologist lisa argen has been here. really, since this started you have been following this. what's the latest with the winds? >> the winds are still up there. we have a red flag warning through 11:00. they have diminished around parts of the bay area. we're not out of the danger zone yet. look at that wind gust, mount diablo, 37 miles per hour. knoxville creek at 40-mile-per-hour northeasterly winds. mount tam, 21 miles per hour. surface winds are calm but the direction is not what we want. current check, look at this temperature, 31 degrees. relative humidity has come up in and around the area here south of windsor. the winds are lighter. overall looking at still a critical time throughout the bay

barnard is now at the equestrian center that had some fire damage. cornell? >> good morning. firefighters knocking down this latest fire. yes, this situation is changing by the minute. but we are outside santa rosa, here at the fieldstone farm. this is a horse stable and equestrian center. firefighters just told me that this barn full of feed or hay and some pallets caught fire in the last 30 minutes, including igniting everything that was to the left in this storage area. henry can pan over here. that is totally gone. these were pallets, possibly a debris pile. firefighters say this was possibly started by flying embers from the kincade fire burning not far from where we are, just a couple of miles. they say it may have started this barn on fire. but firefighters say they have

gotten the upper hand. these firefighters are from beverly hills. we're seeing firefighters from across the state here in sonoma county trying to do battle with the kincade fire. they put it out and also the good news is no horses were here. all the horses were evacuated including the personnel. they were evacuated in the last 24 hours. last night firefighters and sheriff's deputies came through a neighborhood not far from this stable telling folks who had not left already that time's up, you need to go. they went through with sirens blaring, people knocking on doors telling folks they needed to get out. some 80,000 homes were threatened by the kincade fire. the shot we showed you in the last 30 minutes from the top of shiloh ridge road, firefighters were able to stop the progression of the kincade fire in that area saving possibly hundreds and hundreds of homes in the process.

this is still a changing situation. we're waiting for the sun to come up to see where we are with the firefight. as far as things here go, firefighters certainly got the upper hand on putting this particular fire out. lots of spot fires in the area. this is the latest victory. live in santa rosa, cornell barnard, abc7 news. >> good to see them getting those spot fires out and that nobody was hurt. >> no people, no animals. good situation as far as that goes. a lot of people found help at the sonoma county fair grounds. >> that's where we find amy hollyfield live this morning. hi, amy. >> we just got here to check out scene here. we see an electronic sign here guiding people. they're saying no more animal evacuations are being accepted here. they do then give details on a gate where people can go. they're still accepting people because there were new evacuation orders put into place here in santa rosa.

so it looks like people can come here but they don't have more room for animals. we do expect a briefing here. this is where cal fire does its update every morning at 7:00. it gives the latest information on the fires, so we're here to be ready to get that information to be able to get it to you. another update for you on the weather. very cold here this morning. very calm. the winds have died down. that is definitely bringing a bit of calm to people after the intense windstorm that they went through yesterday. reporting live from santa rosa, amy hollyfield, abc7 news. many people have left their hopes in calistoga after the kincade fire began moving towards their community. one man says he is much better prepared to evacuate than he was when wildfires threatened calistoga two years ago. >> we just have go bags now. we have things for our animals. we don't have kids, we have animals, they're our kids.

we have their meds and all our meds, we have all our documents. >> i have never seen anything like this. branchs all over the road. big wind. wind here. i was out at another property on too tubbs lane, things are all over the place. >> downtown calistoga appeared to be largely empty with few people. the coffey park neighborhood was ordered evacuated as the kincade fire grew. smoke clearly visible in the distance but this area really looks like a ghost town. everyone appears to be done. you probably remember this is the same area destroyed in the tubbs fire in 2017. this area is still being rebuilt. a lot of houses here are still under construction. our other breaking news story is the pg&e power shutoffs. there could be a third round of outages this week. >> the current shutoffs are expected to have a major impact on this morning's commute in both sonoma and marin county. lauren martinez joins us live

from larkspur in marin county with that. >> we're at the larkspur ferry terminal where commuters here still have some power. that's not the case for some drivers on the road. if you can, you're asked to stay off the road to reduce the risk of traffic accidents. at a press conference yesterday pg&e confirmed another round of power shutoffs will begin as soon as tomorrow. >> there is a potential that there may be people that are currently interrupted as a result of this psps event that we do not get to restore before the weather becomes unsafe again. >> pg&e has not confirmed where the next round of power shutoffs will take place. i have a couple notes as far as commuting goes. smart train announced late last night, they will not have any train service today in the north bay. golden gate transit announced several cancellations that

includes trips from san rafael over to larkspur ferry. lauren martinez, abc7 news. we have some other breaking news of the coverage of the wildfire and power outages across the bay area this morning. so we'll continue to bring you the latest on that. >> meteorologist lisa argen has been tracking all of that for us, especially the wind conditions. that is what everyone is curious about this morning. >> that's right. most of us live down here. there's several people who are up above 1,000 feet. the hills of the east bay, and in the north bay. and that's where we have our dangerous winds still. our wind advisory and red flag warning through 11:00. northeast winds, 25 to 45 miles per hour, gusting to 55-mile-per-hour. you could have tree limbs down here at the surface. look at atlas peak, 40-mile-per-hour wind gusts. mount tam, about 2,000 feet, 21-mile-per-hour. mount diablo, 32 miles per hour

out of the north. this is what we're concerned about. the dry upper elevation winds. as we go through the afternoon, the atmosphere is still dry until we switch around to an onshore component midday today into the evening. we get a break. relative humidity, 17% in oakland. looking at cold morning temperatures. east bay in the 50s. look at the north bay, that blue area in the mid 30s. that's because we have very little moisture in the air. it's dry. and it loses all the heat. so we're talking 25 degrees colder up by the fires here. some readings below freezing. that trend will continue into your tuesday morning despite the offshore winds. here's a look at the wind profile. as we continue to go through the morning hours. they do get lighter. they're breezy. as we go through 1:00, that's when we dropped our red flag warning. here's a look at our smoke forecast. this morning concentrated in the north bay with those northeasterly winds. then we get an onshore push throughout the afternoon.

the smoke drifts over through the east bay, the delta. it's hazy at times throughout the rest of the bay area. by midday tomorrow back to that highindex, that red flag warning. here's tuesday, the colors, the gusty winds come back into play. this is tomorrow. and then it takes us through wednesday. we're about as dry as it gets. 70 today in oakland. 73 in san jose. and we are looking at not only that break that we're looking forward to, but that shift in our winds that will bring the higher moisture content this aternoon into tonight. so that's all about that onshore push. i wish it could last. it's not going to. stay vigilant and pay attention to the forecast, this is our time. >> i'm without power in san rafael. i know you're without power. i guess it's the small price to pay to stay safe and out of fire danger. here's what it looks like now in

the north bay, still have 101 remaining open through windsor and healdsburg. it was closed. it was off and on with the closures there. 128 remains closed between geyserville and calistoga with a sigalert. it is a spare the air day. once again, as lauren told us, from larkspur all the smart trains are canceled for today up and down from sonoma through marin. escalators out at select stations at lafayette and rockridge due to the power outage in the east bay. trains are on schedule but some of the escalators are out and apparently all the elevators are working fine. and buses, modified schedule with cancellations due to the fires. check your route and we'll be back in just a few minutes with an update. >> thank you. the kincade fire exploded into the national headlines last week and this past weekend. >> rob marciano is on the ground for us right now giving us the

perspective. rob, where are you and what are you seeing? >> we are just north of santa rosa, or the northern part of santa rosa. i can confirm the 101 is open but many exits are closed because they are in the evacuated zone and the hot zone. we are in shiloshiloh, a number homes have burned here in the last 24, 36 hours. some glowing right there. this is heartbreaking. this was a multimillion dollar beautiful home in this neighborhood. now it is just left to burning rubble. i can tell you this, the heat coming off of this is intense. this is still fresh. the luckily the winds have come down since yesterday. they shifted to southern california. the damage is done with doubling this fire in size and losing containment. it was a fight that was difficult at best yesterday for firefighters. hopefully they can start to get a handle on this. what an incredible event this was. two firefighters injured but so lucky there are no confirmed

fatalities as far as all the residents that were lucky enough to get out. >> i understand you got to the wear over the weekend. can you describe just from your experience the changes in the winds, what you're feeling there? do you see things getting better or are we still in this danger zone, if you will? >> it's still very dry. i'm sure lisa told you the winds are about half of what they were yesterday, even less than that. that's the saving grace. we're seeing a shift in the pattern, maybe get some onshore winds here. yesterday they were blowing to intensely. we had that 90-mile-per-hour wind gust not far from here. where we were, just north of berkeley in the morning, we had that fire break out near vallejo. and for all intents and purposes it likely jumped over the strait there, over the bay, probably carrying an eighth or a quarter mile starting that new fire burning south towards berkeley. we watched them hit that fire hard from the air.

they were desperately trying to cut it off from new fuel. that would have ran up to tanks of fuel from a petrochemical company lining the ridge. it was impressive to watch these firefighters work in such extreme wind conditions. cal fire and the surrounding fire departments working on the ground, nobody better in the business. you get a lot of practice in california this time of year. >> rob, thank you very much for sharing what you've been seeing here this morning and over the weekend. appreciate

welcome back. following breaking news in southern california. a brand-new fire is threatening homes along a hillside along a los angeles this is near the 405 near the getty center museum in sherman oaks. if you're familiar with it, this is the west side of l.a. between santa monica and the brentwood ucla area. we want to see what the fire is doing now. here's brand-new information we learned. kabc is reporting that the fire has jumped to 400 acres and 3,000 homes are now under a mandatory evacuation. as sky7 zooms in, you can see how intense those flames are burning. you can see emergency vehicles there as well. people are evacuating

including mount st. mary's university and apparently nba superstar lebron james. the chp says all of the off-ramps on the 405 around the fire have been shut down. it's not clear how the fire started. southern california is bracing for the return of santa ana winds as it remains under red flag warning conditions today. for the most part smoke from the kincade fire has not impac impacted the rest of the bay area like two years ago. >> this image from a noaa satellite shows us why. check out the powerful winds blowing the smoke southwest of the pacific. the image is a graphic example of how fast the wind was blowing. i can see what you're talking about here, that fire in vallejo further down. incredible to see from this perspective. >> yeah. >> really glad that i was -- i was expecting to feel the smoke in the air here in the bay area over the weekend. didn't smell it as much as i thought i might. it's good to know that it's because of those winds but what

impact might they be having on the firefight. >> things will get better. the first part of good news is that our wind advisories have been canceled by the national weather service. we still have a red flag warning through 11:00. we will see a shift in the winds to more of an onshore component later today. here's what we're concerned about above 1,000 feet, 20 to 40-mile-per-hour winds from mount tam, mount diablo, oakland hills. as you go down to the surface, you notice the lighter winds. we still could have some of the tree branches around the lower elevations obstructing some of the roads and of course the power being out. look how cold it is with the dry air just 31 degrees near windsor. 62% relative humidity. but those winds out of the north are lighter gusts. here's a look at our wind profile throughout the rest of the day. you can see the colors up by the delta. still out of the east. as we get towards about noontime, we're going to begin

to see that shift to an onshore component. 46 in union city. good morning to you. hayward, 55. it's in the 30s in the north bay. 54 in pacifica. we're looking at the 24-hour temperature change bringing a much colder air up in the north bay. 25 degrees cooler. higher elevations today, then we get a break. we get more of an onshore push throughout the overnight hours. moon time tomorrow, another round of offshore winds, gusty northeasterly component, a spare the air alert today. north bay looking at the poor air quality. looking at the areas of smoke being pushed right near the fire. then offshore, but as we get to that onshore component, we'll see it more in the east bay and also into the delta. so looking at the high fire danger, the spare the air alert and also a beach hazard statement today from sonoma down to monterey for the possibility of strong rip currents. 70s today with hazy conditions.

with the red flag warning in effect, you can see the upper elevation winds, 20 to 40 miles per hour now. they will ease throughout the day. they diminished at the surface. calm to 10 miles per hour. air quality today, we have a spare the air alert. so the smokiest conditions will be in the north bay. but we're looking at some of this to drift over to the east bay and delta as we get a wind shift today from an offshore component to an onshore component which will help raise relative humidity. right now, very dry out there. 17% in oakland. better in mountain view and san jose. good news after about 10:00, 11:00 today for a break in the winds. sue? >> muni is issuing this advisory that a lot of their drivers live in the north bay and cannot get to work. they may have routes and delays

due to driver availability. cable car service will be replaced by buses. you're looking at a normal monday morning commute with a couple of problem spots. a tree down in the right lane, the slow lane, westbound 24 near acalanes in lafayette. power outages all around the bay area, specifically marin county and sonoma county. if you come across a traffic signal that is out, you are to treat that as a four-way stop. it seems obvious will you a lot of people are just blowing right through the intersections. use extra caution. >> all right. thanks. so the gusting winds have been causing some other problems. in martinez, part of a tree fell on to a group of people at a farmer's market. seven people were rushed to the hospital. at least two victims had serious injuries. witnesses say strong winds blew through downtown martinez before that tree toppled over. the farmer's market and trick or treating event attracted a lot
