for today. signals are not working. the power outage affecting safety. due to the power outages, the rockridge bark station.a.r.t. s several other stations, the escalators are not working. the golden gate transit buses have delays due to drivers who can't get to work this morning. a dree totree down in lanes blo the slow lane on 24 near acalanes. slow almost to the walnut creek area. we'll be back in a couple minutes with an update on some of the road closures in the north bay. >> thank you. let's get you caught up on the latest information on the kincade fire. >> this morning it is burning more than 54,000 acres in sonoma county. containment dropped to 5% after being at 10% over the weekend. at last check 94 structures were destroyed. we're not sure how many of those are houses.

80,000 structures are in danger. two firefighters were hurt yesterday. two of them had burn injuries. one of them serious. about 185,000 people are being forced to leave their homes. this is the largest evacuation order in sonoma county history. >> cornell barnard is joining us live from the equestrian center in sonoma county. >> good morning. an intense situation here. firefighters from culver city and beverly hills put out a fire at this horse stable. this is the fieldstone farm equestrian center and stable. some things, as you can see, still smoldering inside this barn where hay and feed are stored. pallets and a debris pile to the

left also caught fire. the captain said it is possible flying embers from the kincade fire could have started this in the last hour. now, overnight residents who were living nearby were told it was time to leave. this was the scene not too long ago, firefighters were going door to door along with sheriffs deputies telling residents who have not left already that it was indeed time to go. 80,000 homes are still threatened in the area of larkfield-wikiup. we were up on shiloh ridge road in the last hour. it appears, according to a sheriff's spokesperson that i talked to, that the fire was stopped up on shiloh ridge road, possibly saving hundreds of homes from possible ruin. that is the good news. we're waiting for the sun to come up to find out where we are in this firefight. check it out.

we're here at fieldstone farm, not far from the barn that burned. this is a historic barn. i talked to the owner moments ago. he said this barn was built in the early 1900s. he's extremely relieved that it was saved considering it's only a few feet from the storage facility barn that burned. all the horses in this area from this facility were moved out in the last 24 hours and taken to some shelters in santa rosa that are accommodating large animals. that's the good news. live in santa rosa, cornell barnard, abc7 news. >> thank you. overnight even more people were forced to evacuate now in areas that were ravaged by the deadly tubbs fire in 2017. >> amy hollyfield joins us live in santa rosa with more this morning. good morning. >> good morning. we're at the sonoma county fair grounds where they have a shelter here that the red cross

is operating. as more evacuation orders are put in place, more people are coming here shg, as you can see they are to longer accepting animals here. the shelter that is pet friendly is full. it's at capacity. they still have room for people without animals. they have room for about 50 more people, they say they opened many new shelters in the last 24 hours to accommodate the needs. a rode cross worker i spoke to says he thinks they went from 6 shelters to 13 in the last 24 hours. we asked how the evacuees are holding up. >> most of them are very understanding of it. probably unfortunately because they have been through it before. it's not the first time. it's kind of a scary thought, but they've been through it before. they're experienced. they're in shock. they don't hear much good news yet. at least the wind has died down. we hear it will pick up again in two ys. we're making the best of it.

>> and they are fully staffed. they're not worried about food and water here. he says they have plenty. they pulled in red cross volunteers from far away to handle the need. he just came in. he had a volunteer who just came in from san jose to be here. he says, again, they're doing the their best to accommodate the 670 clients they have just here at the fair grounds. reporting live in santa rosa, amy hollyfield, abc7 news. >> over 600 people there, wow. >> it's good to see how people are coming from all over to help. >> yes. cooking meals, just the time when people come together. it's unfortunate we have to be in this position. >> yeah. >> thank you, amy. flames and smoke continue to make driving down some roads around the fire dangerous, especially at night. check out this video. this is new. it was a driving shot on highway 128 last night.

it was taken from the dash cam of the sonoma county sheriff deputy's vehicle. you can see how strong those flames are as fires burn on both sides of the road. during their latest press conference, cal fire had some harsh words and warnings to anyone who was living in and around the fire zone, make sure you're ready to evacuate because there's no telling what could happen with the changing winds over the next few days. >> we are in the heart of the battle right now with this fire in sonoma county. we ask that everybody who is outside of an evacuation zone have a plan. this fire could change direction and activity at any moment. that could result in additional evacuations. >> cal fire says the threat is real and everyone needs to heed the warnings. a fire that is not believed to be related to the kincade fire has destroyed two homes in schelville in sonoma county. the fire started on napa road near 5th street.

trees and grass around the homes also burned, but that helped to stop the flames from spreading. it's not clear how this fire started. san francisco mayor london breed is declaring a local emergency to assist county residents driven from their homes. >> her tweetaid this evening i issued a proclamation issuing a local emergency as a result of the kincade fire. san francisco will be opening a temporary 200 person shelter at saint mary's cathedral. we will assist evacuees from sonoma county and we're looking at additional possible locations. that shelter at the cathedral will open at 8:00 this morning. sonoma county has a lot of evacuation centers at capacity but napa valley expo, crosswalk community church napa and petaluma valley baptist church are still accepting evacuees. here's a live look from our camera on top of mount tam. you can see the lights of san francisco in the distance. look towards the bottom of the screen, the darkness, that's where thousands are dealing with

good monday morning waking up to a red flag warning through 11:00. dry northeasterly winds and critical fire weather as winds in the upper elevations gust 20 to 40 miles per hour. where the fire is, it is chilly in the 30s. we'll see a shift to an onshore component today. helping out our dry atmosphere, lightening up the winds, elsewhere it's in the 40s and 50s. have a look at my seven-day forecast which featuring more offshore winds by

now to the latest on the power outages. pg&e is warning of yet another strong and widespread wind event to sweep through the bay area tuesday into midday wednesday. the utility may have to cut off power to 35 california counties for that event. pg&e says it will try to turn on electricity to the 850,000 customers impacted by this current shutoff. the all-clear has come for some parts of the state but nowhere in the bay area. but the utility warns power may continue to be out through the

duration of the next event. one of the places having to deal with the outages now is in marin. >> that's where we find abc7 news reporter lauren martinez with how people are adapting to that. lauren? >> pg&e said the next round of shutoffs could be done in seven phases, but those times may change depending on weather and the utility company has not said where exactly the shutoffs will happen. last night we were in sausalito where businesses there are in the dark. we spoke with a couple of residents on how they feel during this outage. >> it still feels like a dry run in many ways for a real emergency, we at least get advanced notice of this. as inconvenient as it is, we know it's going to happen. >> i don't believe what pg&e are saying, that the issue here is helping to prevent fires. i think -- i think a lot of it

another surge of cold air to the east of us allowing us to tighten up the pressure gradients for another round of offshore winds. look at the upper level winds gusting, mount diab diablo, 21 miles per hour. so the red flag warning continues through 11:00 this morning. at the surface things are diminishing as this red flag warning event will be winding down. it's in the 40s and 50s in alameda. 30s in some spots in the north bay. the dry air is not holding a lot of moisture. 24 degrees cooler in santa rosa. numbers here dipping into the upper 30s. from napa to santa rosa, critically low dew points. any wind out of the northeast continues to droop this humidity. 3% in concord. 41 in san jose. as we go through the next several hours it continues to

drop to very low levels. we get a wind shift. we're coming up with the onshore flow with morree relative humidity. as we look at the wind profile through tuesday, midday tomorrow, winds are gusty. they continue into wednesday. another red flag warning likely going up from midday tuesday into wednesday with those northeast winds coming back into play. so spare the air alert, upper 60s in san francisco. 70s elsewhere. 30s and 40s tonight. the accuweather seven-day forecast, after we get through the next event, tuesday into wednesday. halloween looks great. sunny rand mildand milder condih warmer conditions by the weekend. this could be a calm weekend in store for us but today still that red flag warning through 11:00 with very dry conditions. sue? >> all right. 5:26. the metering lights were turned on at the bay bridge toll plaza. you can see you're stacked up towards the middle of the macarthur maze. we have reports of an accident

blocking toll lanes three and four. avoid those toll lanes if you're headed there. and hopefully if you're already in the backup, you can move to one side or the other. we do have a report of 101 open through windsor and healdsburg in the sonoma county area. but a lot of the exits are closed. you will have to continue on and follow those detour signs. 128 remains closed between geyserville and calistoga with no estimated time of opening. there's a look at the purple section there. sigalert is in effect. we'll be following this for you. it's probably going to be quite some time until that roadway opens. >> thanks. governor newsom has declared a statewide emergency because of the wildfires across california. >> plus what airbnb is doing to help people evacuated because of the flames. as you get ♪ ♪

why. those strong winds pushing the smoke into the bay area. concentrated in the north bay. with the wind shift out of the west it moves towards the east bay, the san pablo bay, the delta and the sacramento valley. >> check this out. strong gusting winds in the oakland hills brought down a tent and toppled porta-johns at the pg&e resource center. the strong winds were rocking the trailer a bit. several people were inside trying to charge up their devices. they had flashlights, snacks and water available for people there. governor newsom declared a statewide emergency to make every resource available to help fight the wildfires and assist people in affected areas. >> the governor made the announcement in front of people evacuated from their homes. >> he spoke with abc7 after meeting sonoma county residents

who were all too familiar of being driven from their homes by wildfires. >> the shelter had a lot of experience. in 2017 we met -- half the folks in this shelter were evacuated in 2017. met a young woman who lost her hme two years ago in coffey park, just rebuilt it and is evacuated again. >> the governor praised cal fire for having crews ready to go in high-risk fire zones before the kincade fire started. people are not the only ones being forced to evacuate because of the kincade fire. >> in napa county volunteers raced to evacuate ten horses and a mule in calistoga. this can be called a second rescue since the animals were once bound for the slaughterhouse. >> it's sad. it's hard with all these animals. we just assume stay here. this is our home. it's hard. these pg&e lines have to stop. we have to get them under ground so we don't have this.

right now at 6:30, hundreds more people under new mandatory evacuation orders as the kincade fire threatens more neighborhoods in santa rosa. overnight high winds were driving those flames, but now things are starting to calm down just a bit. >> we are live team coverage this morning on the kincade fire and the pg&e power shutoff impacting so many across the bay area. good morning. it's october 28th. >> we'll start with the latest on the weather conditions. here's lisa argen.

>> even though we're looking at diminishing winds, any sort of wind -- look at this wind in the upper elevations -- could blow embers and of course expand the fire and feed those flames. a red flag warning through 11:00. look at the upper elevation winds, from 20 to 45 miles per hour here. so very gusty out of the north. oakland hills about 20 miles per hour. and a current check in the north bay around the fire, it is cold with dry air. temperatures below freezing. the winds a little bit lighter in spots. you go about five miles, you have slightly warmer air and more wind. everyone today under a spare the air alert. red flag warning through 11:00. if you're smelling smoke in the east bay, peninsula, that will be the case today as our winds continue to shift to an onshore component later

>> over to the smian mateo brid, slow on westbound 92 for about a 20 minute drive. you can see we're starting to get busy in light out, highway 12 at 121. if a light is out, treat it as a four-way stop. lots of traffic approaching the carquinez bridge. the right lane is blocked there. they're investigating fires, look at that, you're stacked up to highway 37. there's a 20, 25-minute delay. if you're just joining us, we want to get you caught up on the latest update from the kincade fire fire.

inside this barn where hay and feed are stored. some pallets and debris to the left of the barn also caught fire in the last hour. the fire captain says it is possible flying embers from the kincade fire could have started this. overnight residents living nearby in the larkfield-wikiup neighborhood were told to leave. these are not heeded the evacuation order that came down yesterday. firefighters and sheriffs deputies were doigoing door to r and telling them the fire was approaching on shiloh ridge road. the good news is that fire was stopped near shiloh ridge road overnight. that is the good news. some 80,000 homes remain threatened by the kincade fire. we'll find out as the sun comes up exactly where the fire is. for now hose farms are safe. check this out.

this is the historic barn that was built in the 1900s. i just spoke with the owner off camera moments ago. he's so relieved, you have to believe, that this barn was saved. it's only a couple feet from where this other barn burned. this place is safe. the good news is all the horses who live here, that are boarded here have been moved out. we're live in santa rosa, cornell barnard, abc7 news. >> thank you. we appreciate that. for some people the evacuations are a really chilling reminder of what they went through in the 2017 deadly tubbs fire. >> amy hollyfield joins us live in santa rosa this morning with more. good morning. >> reporter: good morning. the shelters are filling up. look at the sign now greeting evacuees here at the sonoma county fair grounds. they have gotten so many new clients in the last 24 hours they can't take more animals. no more pets will be accepted

here. their pet friendly shelter is full. they have room for about 50 more people. people with pets cannot come here. they are still trying to adjust to the need. a red cross worker here telling me they added in the last 24 hours, they have gone from about six shelters up here to 13. that means they have to stack those shelters. he says they are managing. they're getting done. >> we're fully staffed here. i just came in myself today from the san jose area. several others came in. we have the right number of people from red cross to support our clients. >> you came from san jose? >> people come in during disasters from wherever we need them. anywhere in the country. >> we also asked him how they're holding up, how evacuees are holding up. we're told they're in good spirits. everyone is trying to stay positive. the red cross worker pointed out

these people have done this before unfortunate lily so this nothing new to them. he says they're also doing okay on food and water. so their supplies are fine. they are pulling together and meeting the need here in the area. live in santa rosa, amy hollyfield, abc7 news. >> thank you for that update. many people have left their homes in the calistoga area after the kincade fire began moving through their community. one man says he is much better prepared to evacuate than he was when wildfires threatened calistoga two years ago. >> we just have go bags now. we have things for our animals. we don't have kids, we have animals, they're our kids. we have their meds and all our meds, we have all our documents. >> i have never seen anything like this. branchs all over the road. big wind. wind here. i was out at another property on tubbs lane, things are all over

the place. >> downtown calistoga appeared to be largely empty with few people and parked cars in sight late yesterday afternoon. the coffey park neighborhood in santa rosa was ordered evacuated as the kincade fire grew. smoke clearly visible in the distance but this area really looks like a ghost town. everyone appears to have left. everyone appears to be done. you probably remember this is the same area destroyed in the tubbs fire in 2017. this area is still being rebuilt. a lot of houses here are still under construction. sonoma county has issued updated evacuation centers, a lot of them are at capacity, but napa valley expo, crosswalk community church napa and petaluma valley baptist church are still accepting evacuees. coming up, the breaking news we're tracking in southern california as a huge wildfire ignites along interstate 405.

>> first we want to check in with lisa argen who has been following all of this for us on this breaking and developing news in the north bay and really around the area at this point. >> i heard people say when will the wind start? it's not windy. this is october. our driest weather, our critical fire weather, upper elevation winds, 20 to 45 miles per hour. this is why we have a red flag warning. the winds will continue to diminish. they have so at the surface. a lot of folks are wondering what the big deal is. it is a big deal because these events build on each other. look at live doppler 7. the cold air coming in to the east of california. now moving in to southern california creating a santa ana event there. our diablo winds will ramp up tomorrow. look throughout the rest of the day. these are surface winds. you saw how gusty they were in the upper elevations. by 11:00, looking at lighter winds. we will see a shift to an onshore component later.

50s this morning in oakland. smelling some smoke on the peninsula. 35 in santa rosa. and looking at that much colder air due to that very low moisture content in the air. that's why we're having red flag warnings. as we go through the day today, they lighten up considerably, even though we want that stronger onshore push. we'll get a little bit of that, and then this is tuesday. noontime, we start that again. the winds will get gusty and probably those folks that don't have power, sue, lisa, will not have power for the next several days because of this. you know, we need to get rid of the offshore winds and bring up the relative humidity, which we could do by the end of the week. >> did you get a warning? i got a few days warning that the power will go off. i have to give them credit for that. i have to clean out the refrigerator now. it's a small price to pay for safety. let's check the roads for your monday morning commute.

ckup at the bay bridge toll plaza. 5:26 this morning the metering lights were on. the carpoolers are whizzing by without a care. if you can carpool, it's not for everybody. it's a great way to go. an earlier accident blocking lanes three and four at the toll plaza. apparently that's been pushed out of the lanes now. give yourself a ten-minute delay behind the toll plaza. slow traffic. high winds on the altamont pass. about an hour drive getting into livermore and pleasanton. i should say livermore, dublin, pleasanton. we have this full road closure due to the kincade fire, highway 128 between alexander valley and geyserville avenue, that remains closed and will remain so throughout the remainder of this fire event. drive time on 580 west, a half hour from antioch to concord on westbound 4. al san rafael looking great into san francisco across the golden gate bridge. no delays

good morning. our air quality alert for a spare the air alert today for smoky conditions for the east bay, the delta, as those strong northerly winds push the smoke to the south. these upper elevation winds are the reason why we have a red

flag warning in effect. you can see the moderate air quality down through belmont and redwood city. it will be shifting today as the winds shift to an onshore component. current check in the north bay, temperatures are very cold near the kincade fire, in the low 30s. humidity is up a little bit. the winds will continue to come down throughout the day. elsewhere, it is 44 in redwood city. 54 in pacifica. in san francisco, numbers are in the 30s from santa rosa, 46 in livermore. we'll look at our accuweather seven-day forecast and see if we can get rain coming in here in a couple of minutes. >> all right. thanks. our other breaking news story this morning is the pg&e power shutoffs. the company is warning there could be a third round of outages possibly starting tomorrow evening. >> the current shutoffs are expected to have a major impact on the commute in both sonoma and marin counties. lauren martinez joins us live from larkspur with more on that. good morning, lauren. >> good morning. we are at the larkspur ferry

terminal. the lights are on. service is uninterrupted for ferry commuters. that's not the case for some drivers in the country. the sheriff's office is asking if you can to stay off the roads to reduce the risk of traffic accidents. yesterday pg&e confirmed we will experience another round of power shutoffs. those could begin tomorrow and impact residents already without power. >> there is a potential that there may be people that are currently interrupted as a result of this psps event that we do not get to restore before the weather becomes unsafe again. >> pg&e has not confirmed where the next round of power shutoffs will take place. as for the commute, smart train announced they have announced they will not have train service today in the north bay and the

mount st. mary's university and lebron james. southbound interstate 405 is now closed. it's unclear how the fire started. southern california is bracing for the return of santa ana winds as it remains under a red flag warning condition today. vallejo is under a state of emergency after a wind-driven brush fire threatened dozens of homes and the california maritime academy. vallejo firefighters spent the night on the scene of this fire. it's almost 100% contained now. the fire raced up a hillside near interstate 80 pushed by those intense winds. you can see how close it got to peoples houses. they grabbed garden hoses and raced to spray water at the fast-moving flames. >> looked like a war zone. first thing i did, my brother put a mask on me. he had on a mask, we were in action. that was scary. when the flames got here and was up high, hey, should we really be doing this or should we

started. as you can see now, not much left. it's been reduced to rubble. 94 structures destroyed. that number likely to increase as hundreds of thousands of people are displaced by this fire. >> we are north of santa rosa, the northern part of santa rosa. the 101 is open but many exits are closed because they're in the hot zone, quite frankly. we're in shiloh, a number of homes have burned here in the last 24 to 36 hours. there's some glowing in the distance there. this is heartbreaking. this was a multimillion dollar beautiful home in this neighborhood. now it is just left to burning rubble. i can tell you this, cal fire and the surrounding fire departments, there's nobody better in the business. you get a lot of practice here in california this time of year. >> definitely do. rob, thank you very much for sharing what you've been seeing here this morning and over the weekend. appreciate it.

for the most part smoke from the kincade fire has not impacted the rest of the bay area like the blazes two years ago. >> this image from a noaa satellite shows us why. check out the powerful winds blowing the smoke southwest of the pacific. the image is a graphic example of how fast the wind wa blowing. even the smaller fire we saw here by vallejo, this view from noaa gives us a sense of these winds and how they're pushing that smoke out there. >> i thought it was interesting to see obviously the huge smoke coming from the north bay, but when you see that tiny piece coming up. it looks so small there. i was coming back into the bay area yesterday, it's so huge in front of you when you come done the highway and look at that. >> we're even smelling stoke here in the studio. as the winds get lighter -- yesterday that strong gusty wind, they were pushing everything offshore. now things are changing.

the red flag warning expires. we're all smelling the smoke, looking at poor air quality. look at the gusty upper elevation winds. we have the red flag warning through 11:00. mount tam at 21 miles per hour. knoxville creek at 1,300 feet. 34-mile-per-hour northeast wind. oakland hills, north wind. that's pushing the smoke down to the surface. the winds at the surface are light. so you're smelling it, we're looking at the winds shifting today. as we go through your morning hours, the concentration over santa rosa, then we get a wind shift. more of an onshore push. with those westerly winds, more smoke blows towards the delta, the sacramento valley. we'll see those onshore winds until tomorrow. then they go offshore. this is 2:00 in the afternoon. a lot of that smoke is pushed towards the fire and off into the ocean. so throughout the day today, we'll continue to see the northeast winds lighten up and diminish. but that brings forth poor air

unhealthy for sensitive groups. >> number four, our red flag warning continues through 11:00 this morning. gusty upper elevation winds from 20 to 30 miles per hour. some gusts over 45, then our winds switch to an onshore component later on today. >> number five, yes,s the traffic is impacted by the fire. 101 is open at this hour. they have been doing intermittent closures between healdsburg and windsor. some exits are closed. highway 128, healdsburg and calistoga remains closed. number six, a brand-new fire in los angeles is threatening more than 3,000 homes and forcing mandatory evacuations. flames have scorched 300 acres so far near the getty center museum. volunteers race to evacuate horses and a mule in calistoga as the kincade fire grew. the same ranch was forced to evacuate two years ago during the tubbs fire. ranchers say this time they were taking no chances. >> goodness.
