>> announcer: now from abc7, live breaking news. we're playing both offense and defense right now on two different sides of the fire. >> making progress. fire crews race to gain ground against the exploding kincade fire as another windstorm looms. >> that's the reason we were made vigilant. that's the reason we take nothing for granted. >> as pg&e hurries to restore power, hundreds of thousands prepare for another massive blackout in just a few hours. right now we are just hours away from the next planned power shutoff. pg&e warns 605,000 customers in 29 counties will be affected, and the utility has already started alerting customers. >> here's a look at the areas pg&e is warning of further blackouts. some customers may not have their power restored before the next power shutoff begins.

abc7 news reporter ancer hassan begins our team coverage on the uncertainty hanging over customers tonight. he's live in oakland. >> reporter: the good news, you can see the power is back on in this part of oakland. the power came on just a few hours ago. just because they have lights, it doesn't mean restaurants like these will be ready for business early tomorrow morning. with another round of pg&e shutoffs planned for tomorrow, neighborhoods like these could once again be back in the dark. late this afternoon, oakland police were directing traffic in the montclair neighborhood where power has been out since saturday. >> we planned ahead. we tried to get some food that wouldn't perish. >> reporter: david kelly says with three kids and no power for three days, it's been a challenge to plan their daily routine. kelly hopes tuesday will be better but doesn't know about the rest of the week. >> i'm going back to work tomorrow. the kids were off school today. i think they're in school tomorrow. hopefully we'll have the power

on later tonight and things will be back to normal, but we'll see. >> reporter: the power is also back in berkeley, at least for now. but jeff isn't taking any chances. he's stocking up on emergency supplies for his daughter to last through friday. >> we're down here in the flats, so we don't expect power outages, but we don't know. >> reporter: on the other side of the hill in orinda, the parking lot at casa orinda is emit i and dark. phil stagg says the constant fluctuation in pg&e outages makes it hard to run a business. they've lost more than $50,000 in revenue, and it's been hard on their employees. >> as it stands now, this huge state of unknowing and anxiety, i think it has a profoud effect on people, not only business-wise, but emotionally. >> reporter: pg&e says they plan to shut off power in seven phases but again it all depends on the weather. reporting live in oakland, ancer hassan, abc7 news. i'm live in scotts valley.

lights remain on along this stretch of mount herman road, but others in the area last power saturday night. we're talking about 45,000 pg&e customers across these santa cruz county, all in that second round of shutoffs. we know a third is on its way. many residents across the santa cruz mountains were still without power monday night. about the same time pg&e announced a third round of outages this month would hit on tuesday. >> i think it's just going to go right into the next one. >> reporter: lynn swartz says surprisingly powerful wind was a welcome sight this weekend. she says she didn't mind sacrificing power if there's proof of a problem. but she questions when residents will see solutions. >> hey, how about putting the power lines underground? how about that? >> it doesn't help you. >> reporter: scotts valley resident kevin burnett lives in an area with buried lines but he's also been without power since saturday night. pg&e anticipates the new shutoff will impact the same customers. burnett admits he has concerns. >> i've done the best i could

with some ice. i'm doing okay right now, but if it goes until wednesday, thursday, i'm not going to make it. >> reporter: lights have stayed on for alicia and her family, also in scotts valley. her lines also buried. >> got candles and flashlights and water, but then it never went out. we are one of the few lucky ones. >> reporter: but no luck for denise, whose power went out the first two rounds. she's not waiting around for the third. >> we're going to get out of town tomorrow. we're going to paso robles to get some nice away time from this madness. >> reporter: so the shutoffs is one reason you're taking a vacation? >> that's the only reason. >> reporter: scotts valley police took to facebook to explain their frustration with getting reliable information about who exactly will be impacted in that third round of outages. extra patrols will remain until power is restored in scotts valley. >> all good information, an ma da. thank you.

a big heads-up for your commute. smart train in sonoma marin announces it will not have train service tomorrow because of the power shutoffs. santa rosa city bus and paratransit will operate for free with modified routes and timetables. tomorrow morning the winds will pick back up with red flag warnings going into effect. here's a live look from our golden gate bridge camera. >> let's get over to spencer christian with what we can expect. >> dion, here's a look at that red flag warning. it goes into effect early tomorrow morning for most of the bay area and will remain in effect until 4:00 wednesday. during this time, we expect powerful offshore winds, gusting 20 to 30 miles per hour, generally up to 65 miles per hour in the higher elevations and with very low relative humidity. here's our wind gust forecast starting at 8:00 tomorrow morning. the winds will be relatively light, but by 4:00 tomorrow afternoon, we'll see gusts over 20 miles per hour, up to about 30 miles per hour. by 9:00 tomorrow night, gusts to 40 miles per hour and even higher during the overnight

hours tomorrow night into wednesday. we don't expect the winds to taper off, the gusts, until late wednesday afternoon. i'll have more details coming up a little later. dan and dion. >> spencer, thanks very much. now let's talk about the kincade fire specifically. the weather cooperated but the fire did get bigger. in a briefing tonight, cal fire says it's now grown to more than 74,000 acres and is 15% contained. cal fire expects to have 100 percent containment by november 7th. 123 structures have been destroyed. >> so as the containment goes up, the more confidence grows. by i would say we are not out of the woods yet. >> the sonoma county sheriff's office posted this video tonight showing an aerial survey of shiloh estates, which burned overnight. remarkably, most of the homes are still standin. the sheriff's office says it shows some of the amazing work done by firefighters who have been working so very hard. and there's this video taken from a san francisco fire department dash camera. at 3:00 this morning, they're

providing mutual aid in the area. it shows the she dangerous conditions the crew faced while protecting lives and property. imagine being in that yourself. the sheriff meantime downgraded a mandatory evacuation to an evacuation warning in western sonoma county. that will allow 30,000 residents to return home at their own risk, but they should be prepared to leave at a moment's notice. kate larsen is live in an evacuation zone area east of hillsburg. kate? >> reporter: dan, we're right along ghway 128 and just a moment ago a fire truck zoomed down highway 128. we've been seeing them all night long as the glow of fire looms over a nearby ridge. meanwhile, the fire already tore through this area, and the family who lives here on this ranch, after surviving more than a century's worth of fire seasons, lost almost everything to the kincade fire. >> the smoke was blowing in. we couldn't tell where the fire was. >> reporter: you can hear the wind, 80 to 100-mile-per-hour

gusts in this cell phone video that eric's daughter shot. that was about an hour before those flames reached their property on highway 128 in sonoma county sunday morning. frankie and his son barely escaped. >> the only thing i could see was the fire and his two taillights. the flames as we drove a little farther were on both sides of the road. then the flames were brushing across the front of the car, and we could see them on the windshield. when we returned two hours later, the whole ranch, all the structures were gone. >> reporter: 107 years of family history torched. barns, trucks, mobile homes, and three family houses, including the house eric grew up in and then raised his own children in. hot spots are still burning on the property. eric's daughter was hosing down her yard, the only structure on the ranch to survive the kincade fire. >> probably what we're most thankful for is everybody's okay and the cattle are okay.

the abc7 i-team first reported last week about a pg&e-owned tower that failed. that tower is now being looked at as a possible source of the kincade fire. and in lafayette, pg&e could face possible fines for not turning the power off before disaster struck. >> we are assessing whether or not we should advance appropriate fines, whether those protocols have not been met. those fines would include the possibility of $100,000 per incident, per day. >> one of yesterday's fires destroyed a building at the lafayette tennis club. abc7 news is working every day to build a better bay area, covering the issues that matter to you, like your safety. longtime san francisco chronicle columnist phil ma tier has joined our efforts to do that as the newest member of the abc7 news team. today phil shared his o observations on what pg&e could have done to prevent yesterday's fires in lafayette. >> put yourself in pg&e's place

incredible wedding. >> reporter: it's a modern day wedding photo, a bride and groom, a picture-perfect venue, and fire. when you see it, what do you think when you look at that photo now? >> it's eerie a little bit. >> reporter: katie and curtis are the couple behind these masks. the newlyweds from chicago got married saturday night in sonoma county. the kincade fire burning just miles away. >> the first thing we see on the tv when we turn it on is just flames everywhere. >> reporter: first katie and curtis had to move to a hotel, their airbnb had no power. then most of their vendors were forced to evacuate. still, the show went on. >> the night before basically i had to redesign the entire event. we actually worked off a skeleton crew to make this happen. >> reporter: their wedding photographer took this now viral photo to prove it. >> i was thinking of american gothic, the 1930s painting. that was the regular normal of american life at the time and all of a sudden in a very strange way, this has become our new normal of the wine country. >> reporter: later that night, katie and curtis along with all

westward along the bay bridge back towards san francisco where it is 56 degrees right now. upper 40s in oakland and redwood city and gilroy, 54. here's the view from our exploratorium camera, pier 15 in san francisco looking back at the skyline. the temperature readings right now in the 40s. 46 at fairfield. 50 at concord. that's our warm spot. 48 at livermore. looking along the golden gate bridge, these are our forecast features. mostly clear with some haze and chilly overnight. next wind event begins tomorrow, and we can expect calmer weather pattern later this week. overnight conditions, we'll see low temperatures dropping into the 30s, mid to upper 30s in parts of the north bay valleys. that will be our chilliest region down to about 40 in some inland east bay communities. right around the bay shoreline and on the coast, lows in the low to mid 40s. let's talk about air quality tomorrow. it's another spare the air day, or it will be, i should say.

poofrpe poorest air quality will be along the coast and the central bay. other regions in the bay area will see only moderate air quality, so it's not going to be good in any locations. speaking of not good, let's talk about this high fire danger. red flag warning goes into effect for tomorrow morning for the north bay, about 1:00 in the afternoon, it goes into effect for the remainder of the bay area. all regions will have this warning in effect until 4:00 p.m. wednesday. during that period of time we'll see winds gusting up to or perhaps even above 65 miles per hour in some locations, especially the higher elevations. here's our forecast animation for the wind gusts. starting at 4:00 tomorrow afternoon, at that point we'll see wind gusts ranging from 20 to about 30 miles per hour. those gusts will increase in the late-night hours between 35 and about 45 miles per hour. they'll remain in that range until the early morning hours on wednesday. midday wednesday we'll see the wind beginning to diminish with wind speeds in the single digits. and the relative humidity will also start to get dangerously
