could affect marin county residents that have been without power since saturday evening. that means some residents have been without power for 72 hours. now in orinda bill staggs says the constant fluctuation in outages makes it really hard to run a business. they've lost more than $50,000 in revenue. he says it's been hard on their employees. >> as it stands now this huge state of unknowing and anxiety i think has a profound effect on people not only business wise by emotionally. >> i don't think many businesses can survive being shut down for five days. i mean, the amount of income we lost is well over $40,000. >> reporter: pg&e is projecting more than 19,000 residents within marin county will be affected. the utility company provided a time line of when the shutoffs

will happen. those in napa, sonoma and lake counties could see shutoffs happening at 7:00 this morning and those in marin county could see shutoffs at 11:00 tonight. reporting live in mill valley, i'm lauren martinez, abc 7 news. >> lauren, thank you. in the south bay thousands of people in the santa cruz mountains would see their power mountay off into this new round outages. amanda del castillo shows you the range of emotions neighbors are feeling. >> reporter: many residents were still without power about the same time pg&e announced a third round this month would hit on tuesday. >> i think it will go right into the next one. >> reporter: lynn schwartz says powerful winds was a welcome site this weekend. she didn't mind sacrificing power if there was proof of a problem. she questions when residents will see solutions. >> how about putting power lines underground? >> reporter: kevin burnett lives in an area with buried lines, but he's been without power since saturday night.

pg&e anticipates the new shutoff will impact the same customers. burnett admits he has concerns. >> i've done the best i could with some ice and doing okay right now. that goes until wednesday, thursday, not going to make it. >> reporter: lights have stayed on for this woman's family in scotts valley. her lines also buried. >> got candles and flashlights and water, and it never went out. we are one of the lucky ones. >> reporter: no luck for denise whose power went out the first two rounds. >> we're planning to get out of town tomorrow. we're going to get some nice away time from this madness. >> reporter: the pg&e power shutoff is one reason you're just taking a vacation? >> that's the only reason. >> reporter: scotts valley police took to facebook to explain their frustration with getting reliable information about who exactly will be impacted in this third round of outages. we know extra patrols will

remain until power is restored. i'm amanda del castillo, abc 7 news. >> and pg&e's public safety power shutoffs are cutting off communications services to thousands of people across the state. more than 450,000 people lost telephone, internet and cable tv service in this weekend's round of shutoffs. the blackouts are knocking out cell phone towers, more than half the towers in marin went down. six radio stations went off the air. while the kincade fire is still growing in size, calmer winds did help gain ground. >> more than 74,000 acres and 15% contained is up from yesterday morning's 5%. so that's a bit of good news. last night firefighters said they expect to reach 100% containment by next thursday, november 7th. >> so as the containment goes up, the more confidence grows. i always say we are not out of the woods yet. >> that is the day before the anniversary of the campfire. people in western sonoma county

had evacuation orders downgraded yesterday afternoon. it allows 30,000 residents to return home for now at their own risk. the sonoma county sheriff's office posted this showing some of the waste you can see left behind in shiloh estates. firefighters were able to keep most homes standing. dozens of schools across the bay area will be closed today because of smoke, power shutoffs and evacuations. we are running a list of them across the bottom of your screen right now. one school dealt with poor air quality yesterday but will be open today. >> people are going home early because of the smoke. it is making people sick. >> my friend benny, because he doesn't like the smoke because it's bad for his lungs. >> this building was destroyed sunday during a fire in vallejo. it will stay closed for the rest of the week. the school is providing temporary housing for students. in addition to the ticker at the

bottom of your screen, a running list on our website, abc7news.com. mounting problems for pg&e. next, what the utilit is saying about two fires that broke out in lafayette this weekend. and capturing what could be the new normal. hear from the couple behind this viral wine country wedding photo. that is all ahead. first, it is 4:35 on this tuesday morning. you're never more than seven minutes away from the accuweather forecast. mike, you are tracking those winds. it's all about being prepared because everything is fine this morning, even up in the hills our winds are 10 miles per hour or less and coming out of the north which means they're down sloping. if it could get any drier, they would be. all-time record dry vegetation. you can see why things are popping up and exploding all over the place when we get these critical fire conditions. here is your fire danger. this morning we're low to just some barely moderate. but look how rapidly it changes by 11:00. we're already in the high to very high, solano, napa, sonoma

counties. and as we head into the 2:00 hour we start to see some highs in the diablo range and some extreme up in the north bay where it's going to stay up there all the way through the afternoon into the early evening hours and we start to see some very high to extreme in the east bay hills and down into the diablo range. let's watch the peninsula. you become extreme by midnight tonight. all those areas under the red flag warning are hitting our highest level of fire danger during the evening and overneat hours. as we head to tomorrow you can see by the end of the morning commute it moves into the north bay and by the afternoon hours it finally vanishes. worried about smoke today, this is spare the air. the most concentrated area of smoke in the north bay and blowing over to the coast and down into the central part of the bay area and then tomorrow it will be back up in the north bay. take a quick look at the temperatures if we can and you can see we're starting in the 30s and 40s this morning. low to mid-60s by noon.

mid-60s to low 70s. temperature wise a delightful day. you'll have to put up with poor air quality and the anticipation of what will happen tonight, jobina, when the winds pick up once again. >> yeah, we're all hoping for the best, definitely. >> the third round. >> i know. and, you know, it's impacting the traffic as well for commuters this morning. i have an alert for you all that we need to share. a big heads-up for everyone, smart train in sonoma/marin will not have train service because of the power shutoffs. santa rosa city bus and transit will operate for free with modified routes and timetables. you can also see it on your screen here that golden gate transit buses are on a modified schedule because of the kincade fire and related mandatory evacuations. and since we're talking about the outages here i just want to make sure everyone is aware if there's a signal light that's out, treat it all as a four-way stop. take your time this morning because we were seeing some incidents pop up and just a live picture now, san jose 280 looking nice and smooth. we will be back with more news,

you just about cannot escape the fire conditions until you head up into the sierra and across southern california not only today and tomorrow like us but throw in thursday as the winds will be shifting from north to south. we have air quality concerns all throughout the san joaquin valley. this is going to be today, tomorrow, and also thursday. as far as temperatures, hanging out 70 in the central valley. 64 monterey. 74 in los angeles and 44 in tahoe. more on our fire danger coming up next. thanks, mike. vallejo has lift add restriction on water use. the pg&e power shutoff cut off electricity from a water pumping station that forced water restrictions to be ordered.

the water is flowing once again. pg&e stock value has plunged to another record low. the price per share closed at $3.80. that is a loss of 24% of its value from friday's close. pg&e stocks traded as high as $49 per share in the last year. and pg&e's power shutoffs are supposed to reduce the risk of wildfires. >> the abc 7 news i-team says the company admits equipment may have sparked at least three fires in the bay area. last week the abc 7 news i-team reported about a pg&e tower that failed. that tower is now being looked at as a possible source of the kincade fire. on sunday a spot fire badly damaged the main building at the lafayette tennis club. pg&e filed documents with state regulators late yesterday and the fire started in the same general area as an electrical malfunction. the utility could face possible fines for not turning the power off before that fire. >> we are assessing whether or not we should advance

appropriate fines where the protocols have not been met. those fines would include the possibility of $100,000 per incident per day. > according to "the chronicle" the fire destroyed two outbuildings and damaged the roof and chimney of a home. a fire also broke out on the other side of highway 24 at pleasant hill. in milpitas a fire burned four homes. the fire destroyed a home and damaged three others. it took fire crews about five hours to get that fire fully put out. wine country here in california is one of the most sought after wedding settings in the entire country. >> one couple from chicago decided to tie the knot when the kincade fire hit, and it made for quite the moment. hear their story of i do with smoke and fire added to the backdr backdrop. >> reporter: it's a modern day wedding photo, a bride and groom, picture perfect venue and fire. what do you think when you look

at the photo now? >> it's eerie a little bi-. >> reporter: katie and curtis ferland are the couple behind the masks. they got married saturday night in sonoma county. the kincade fire burning just miles away. >> the first thing we see on the tv when we turn it on is flames everywhere. >> reporter: first they had to move to a hotel. their airbnb had no power. then most of their vendors were forced to evacuate. still, the show went on. >> the night before basically i had to redesign the entire event. we worked off a skeleton crew to make this happen. >> reporter: miraculously they did. their wedding photographer took this now viral photo to prove it. >> i was thinking of american gothic, the 1930s painting. that was the regular normal of american life at the time, and all of a sudden in a very strange way this has become our new normal of the wine country. >> reporter: later that night katie and curtis, along with all of their guests, were forced to evacuate. they came to san francisco where, get this, someone broke into katie's parents' car.

>> thousands and thousands of dollars of merchandise stolen. >> reporter: despite all the obstacles they say this image is their lasting memory, a reminder of all the people who came together to make the most important day of their lives happen. are we at the point where we can say this was a comity of errors? >> not yet. >> quite the photo. >> that photo is really pretty. >> it is stunning. so many of the people who helped put this wedding on, the couple was from chicago, the people behind it are all from sonoma county. the event planner there was wearing the same outfit that she wore the day of the wedding because she got evacuated later that night from her home. it was a community effort. such a special place and they wanted to make it a special day. >> they did and now they have this photo. hopefully that won't be the new normal. we want it to be beautiful like it always is. >> people will start questioning

having weddings in october in wine country. >> maybe september. a look at our air quality forecast. i wanted to show you where do you live in the eastern district, the area in green there, south central is in pink. it's the yellow and the orange in the north that are going to be the most impacted by this particular event today. so hopefully that gives you an idea of exactly where you live and how you're impacted. let's talk about what's going on. a look from the east bay hills and we've got, yes, amazing conditions out there. it is so clear and so dry. it's going to be hazy sunshine, dry air, and it's going to be gusty this evening. that's going to lead to our highest fire danger during the overnight hours. head to bed tonight in case you need to be evacuated or in case anything else happens. how will you prepare when you're groggy, when you're half asleep? something to think about if you

haven't had that opportunity yet. hopefully you don't get it. it could be your turn tonight. calmer and comfy conditions through the extended. take a look at surface winds up around the kincade fire. notice there's nothing this morning, but by noon, look at this, 25 miles per hour and then nearing 50 during the overnight hours and that's why i'm afraid we could see that fire spread tonight. temperatures upper 60s, half moon bay, san francisco, low to mid-70s for the rest of us. tonight in the valleys, 30s and 40s. 50s and 60s in the breezy hills. here is my accuweather seven-day forecast. breezy through tomorrow morning. 4:00 tomorrow afternoon the fire threat is over. we get a treat for halloween. look at that. no rain and comfortable temperatures. that's the way it's going to stay all the way through november which starts friday into saturday. jobina? thanks, mike. i want to start off with the closures because of the kincade fire. this morning we are looking at the same story here. this is state route 128 between

let's take a look at the air quality. we're waking up moderate which is healthy. up to the north bay and you can see in healdsburg before those most sensitive we have it for you and it's unhealthy for everybody around davis. as you slide south we've got yellow for just about all of us which is moderate. and this is the way it should stay. places like san francisco, oakland, you could have even

worse air quality as we head into the afternoon hours. we'll take a look at what the humidity is going to do. we do have some issues at our beaches if you're trying to head that way later on today. the man overseeing ukrainian policy at the national security council will meet with house lawmakers. he is the first official to testify about who listened to president trump's call with ukraine's president. alexander vindman said he was concerned, his words, by the july comments threatening to with hold u.s. aid unless ukraine got political dirt on joe biden. the house plans to vote thursday to formally begin the impeachment inquiry. president trump calls it illegitimate. in the south bay san jose could completely reshape how new homes are built and powered. a city proposal would ban natural gas from being used in u newly constructed residential buildings starting next year. san jose leaders want to move to renewable electricity instead. natural gas will be allowed if
