break between the power outages with the fourth just around the corner. >> perhaps time enough to get things back to normal. that was the thinking of john. who manages a grocery store. >> it's almost like a third world country or something. >> the power went out saturday and came back on last night. the store rented refrigerator trailers. today they were putting them back. the store remained open during the shut off. >> people turned around and went elsewhere to get items. >> for the nursery, business continued as normal. this market lost power. just 50 feet away over there that nursery did not. the line between two power grids runs right through.

this parking lot. >> this morning and other parts the same mystery. some lights were on others were not. traffic lights at intersections were also hit and miss. >> it was so eerie. some lights were on. >> by noon 80 residents had visited the pg&e resource center. at ridge mont campus. he was here at 9:00 a.m. three hours before us. charging every device he owns. he's good for now. then again. >> i got a text from pg&e that the power will be turned off at 6:00 p.m. tonight. even though it's been off for three days. >> the lights came on before noon. she knows all about the killer wind in the hills. >> tenses come down. fences come down. trees come down. it's awful. >> powerful winds. low humidity.

a dangerous mix. >> today's round of shut offs the fourth this month. the first round started after midnight october 9 effecting 360,000 customers. the next shut off was october 23. and affected 28,000 customers. the same day the kincade fire started. the third round started saturday evening impacting 400,000 people. and the next round starting tonight is expected to effect 265,000 customers. >> now if you lost electricity due to the power shut offs you maybe eligible for a rebait from pg&e. they will begin the process of crediting customers. the move come ts after the governor and leaders urge the utility to offer some kind of financial relief to people. >> all right. let's get right to meteorologist. for a look at the situation. and how strong those winds are

expected to be. >> we are beginning to see the winds pick up in the north bay. current wind gusts 20 miles per hour. gusting to 26 in fair field. a hop about a thousand feet above the surface into the hills and winds are stronger than that. gusting to 30 miles per hour. mount hood 26. gusting to 23. throughout the evening td winds will continue to increase especially in the north bay. 10:00 tonight winds gusting close to 40 miles per hour. and that will continue into the early morning hours on wednesday. it's for that fact we have a red flag warning in effect. for the north bay. the east bay and the mountains. this until 4:00 p.m. tomorrow. for those critical winds dropping our humidity. a much closer look at the winds around the kincade fire over the next 24 hours and also a look at the bay area air quality and 7-day forecast. >> all right.

check out the lines for gas in the north bay. people try to prepare. one gas station was open. dozens of people lined up to fill up. similar scenes around the north bay today. and it's not just gasoline, these cars were lining up trying to get groceries in san francisco. people coming to the city of the san francisco sis for help. people there have taken that invitation wholeheartedly. >> give me your tired huddled masses yearning to breathe free. while you're in san francisco don't forget to fill up with gas. >> they have invaded us. it's so scary. it just hit me. there's like a 20 car line up. and they have people directing cars in and out of the gas station. >> at this gas station there was one way in and out. >> last time i saw this was in the 70s. the gas shortage.

>> he made sure to also fill a few gas containers. this was not the only place people from the north bay came to gather. >> here at the safe way, a lot of people buying ice. >> we didn't want them to feel unconfidentable but the truth is when you buy eleven bags of ice, it doesn't go unnoticed. >> they asked why was i buying eleven bags last time. they said i'm so sorry. >> we have none. the stores aren't open. what else can we do. >> we like to complain in san francisco. >> i'm going to a friends who lives here for a hot shower. >> i smell gasoline. >> they're out of propane. i got ice and all that good stuff. and cookies and hot dogs. until the power comes on. >> what are the chances of

finding somebody affected doing their laundry. >> i have an electric car. there's nowhere to charge the car. we're going to the hopefully there will be charging station sgls this man was already one step ahead of her. crossing the bridge to charge his car. >> the kincade fire has exploded to 75,000 acres since it started on wednesday. the fire is 15% contained. 124 structures destroyed including 57 homes. full containment isn't expected until thursday of next week. two firefighters have been treated for burning battling the fire. evacuation warnings have been issued for parts of lake county. 156,000 people are under evacuation orders. the next 24 hours will likely be the worst.

>> we are starting to see the northeast winds pick up. along the eastern flank of the fire. when that means is a challenging afternoon and evening. strong, dried offshore winds that will impact the fire area. we're hopeful the winds will ease off after midnight. >> another challenge a freeze warning for the county. 21 shelters offering a total of 5,000 beds. some are still available. the fire spread into lake county over night as it grew. firefighters continue to get ahead of the flames. >> joining us live. with the latest. >> i'm standing up off pine flat road. about 1,100 feet. elevation. the fire activity for the most part has been behind me to the east and to the south. but firs let's show you earlier today from sky 7. in terms of the flames in this area. compared today what we have seen the last few days there has been

a vast improvement. most of the fire activity has been high up in the hills to the east. in the higher elevations away from the populated area. of course what we have been talking about is the concern about when the wind pick up this afternoon. let's show you the damage. in valley. this fire moved through very quickly. over the last couple of days. burning in some cases i think we're showing you a yard equipment yard where everything was destroyed. probably several acres but the house next to all the destruction was doing okay. then we went down the road. down highway 128. and we could show you some folks there at the oak they're trying to corral the cows. the rest of the ranch was completely destroyed of course the concern is about what

again way high up. in those mountains up there. we have seen some retardant drops and helicopter activity. up there. and we have seen the smoke start to change the direction as the winds kick up a bit. this afternoon. and the smoke was mostly heading in that direction which is southeast. and fst coming back a bit this way. reporting live. >> it looks so gray and smoky behind you. ominous. but how much wind are you really feeling right now? does it feel really gus 'tis or not too bad? >> it's interesting. i brought out this towel. we'll have this really heavy gust. 40 miles per hour. i would guess. to the point where some of the equipment actually blew over. i could barely stand up. you can see right now it's light. so i think the concern is as the

wind pick up later this afternoon. and certainly by late tonight. the gusts here but the real concern is tonight as the gusts really pick up. after midnight. and the concern is it might drive the fire back toward the populated areas and everyone towards highway 101. i can tell you at this point we're many miles away from the area. there's no flame down in the valley. >> thank you. the kaiser and hospital remain closed because of the evacuations from the kincade fire. all patients have been evacuated to surrounding hospitals. medical offices on mercury way are taking walk in urgent care patients and pharmacy services. the medical offices are open as well. we have links the map to our site. you can see everything from

on edge. >> millions of residents watching and waiting as the strongest winds in years return. live in los angeles with the latest. >> mind me is a closer look at the damage done by the getty fire. this hillside charred. that home saved by firefighters. we know that eight homes have been destroyed from the fire. today crews have been putting out flames and setting up a perimeter around the fire to prevent future homes from being destroyed. >> firefighters are preparing for one of the biggest wind events of the year. meteorologists expecting gusts up to 80 miles per hour. >> we're in this critical window. tomorrow the humidity remains

incredibly dry for the region. 5 to 15%. >> those conditions expected to last in the l.a. area until thursday evening. firefighters are on the front lines of fire working around the clock. as thousands of residents remain evacuated from the area. lebron james who is among the thousands of residents forced to leave, thanked firefighters. >> the most important thing is the first responders how important they are. and committed they are to respond at that hour. at that speed. and be able to diffuse it. >> officials say it maybe a few days before anyone will be allowed back sfwl people will not be returning home this evening. prepare for that now. the wind events we'll see those pick up and transfer the pyre miles away sometimes sfwl in northern california the battle against the kincade fire is just as fierce. the fire that has been burning for six days is 85 square miles

in size. and destroyed 94 buildings. officials say evacuations are in place for the area. and those residents should be ready to leave at moments notice. >> the main goal has been to increase containment while winds have been cooperative. a fire chief says one ember can spread for miles and spark a fire. they'll watch the winds tonight. >> breaking news about fire that killed three people last year. southern california says some of the equipment may have sparked the woolsey fire. that destroyed 1,000 homes across l.a. in november of 2018. investigators had suspected that some of the power lines may have sparked the deadly fire. but the official investigation into the fire is not finished. >> first responders are receiving support from wrestler turned actor. check this out.

>> urging residents to stay inside because of the air quality. in north bay a spare the air alert is in effect through tomorrow. the bay area expects the winds to improve conditions through tomorrow. the winds will be good for us. blowing out the bad air. you have to be concerned for what the wind will do up north. >> the duration will be short. than the past weekend about 12 hours of strong wind headed our way. when you have an active wild fire any wind will be bad news. we're having a dangerous weather system set up again this weekend. lasting over night. we need rain. that's not what we're going to get. air quality especially around the fire from north of santa rose. and you can see air quality unhealthy near the fire. because of the smoke. elsewhere, we're good to moderate. between the green and yellow.

that's how it will be again tomorrow. with that spare the air. temperatures right now 60s to low 70s. it's not all that hot. it's a dry air mass. over head. look at the relative humidity. in the north bay. and the inland east bay. it's bone dry. we're in the teens right now. and we expect the numbers especially in the north bay to drop into the single digits over night. that's dangerously dry. combine that with the strong winds that will develop over the next several hours. we have the red flag warning in effect for high fire danger. the north bay and east bay. and santa cruz mountains. the winds developing once again. not as strong as the past weekend. wind gusts and peeks over 90 miles per hour. still we're talking about wind gusts 40 to 65 miles per hour with that active fire the kincade fire the wind are not a good weather pattern to have. hour by hour.

11:00 tonight. we're tracking strong offshore wind. gusts well over 40 miles per hour. that continues into the early morning orn wednesday. at 4:00 a.m. we have active wind and late in the morning midday the winds are going to diminish. we have a wind advisory in effect for the north bay. this lasting until 11:00 a.m. for the strong northeast winds. closer look at the north bay. and around the kincade fire. here is the fire itself right here and you can see 10:00 p.m. today the winds begin racing out of the nort north northeast 25 miles per hour. and continues into the early morning hours on wednesday. winds gusting close to 40 miles per hour. the wind particles racing over the hills in the north bay. and then the winds begin to subside in the morning. to the late afternoon. besides the wind it's a chilly night. dropping well into the 30s. with that wind and clear skies elsewhere. in the 40s.

in the south bay amiddroping temperatures. city leaders are considering major changes to the over night warming centers for the homeless. expand the program in terms of length but serve fewer people. we have the story. >> with thousands of people left out in the cold every night. they are proposing a series of changes that could make life

better for some. >> certainty they'll have a bed for the night. versus a first come first serve they're not sure where they'll sleep. >> the over night warming centers typically open up during periods of winter weather. like when temperatures get below a certain point or rain in the forecast. the locations would operate every night from november 1 to april 30 at the community center in the rose volt community center. with the referral each spot would serve 30 people and provide a place to sleep for an extended amount of time. along with food, shower and case manager. >> mental health calms down. your stress level decreases and you able to focus on the next step. >> she is the ceo of home first a non-profit that manages the centers on behalf of the city. she says the approach could help get more of the homeless in to permanent housing. >> the environments tend to be safer. they have less volatile

the bay area is bracing for more power shut offs. even as pg&e says it's restoring power to thousands after the last shut off. the fourth round started this morning in parts.

>> as more power gets cut pg&e has revealed in court documents how easily it's power lines can be brought down sparking a major wild fire. even just a bird hitting a line. >> i team reporter is investigating today and joins us with the story. a bird? >> believe it or not pg&e is criticized on so many fronts. this new court document will not improve rate payers confidence in the company. >> in this filing for the criminal probation from the 2010 gas pipeline explosion, pg&e told the judge the equipment may have contributed to the kincade fire. now raging in the north bay. the incident report identified a broken jumper on transmission tower 00106. at the geyser plant. this time lapse video shows lights off in the distance and flames erupting. in that same federal court document, pg&e reported equipment may have been responsible for the june 25 fire in monterey.

the that charred 2,500 acres. saying a bird contacted a conductor or power line. causing a fault that brought the line to the ground. i asked former california public utility commissioner if the state power infrastructure is so delicate that a bird can spark a major fire. >> that has been a known risk for a long time. so this is why years ago i called for looking at replacing uninsulated lines. >> they have announced decisive action to hold pg&e accountable for the wild fires and blackouts. launching a formal investigation. re-examining how to prevent widespread events and ensures customers don't get charged for days power is out. and expanding mitigation plans. it's been difficult to get pg&e to even discuss safety issues much less make the widespread

equation. >> it's expensive to rebuild communities from scratch. and lives lost. >> pg&e shares are rebounding a bit after falling to a new low yesterday. shares rose 32%. closing at $5 a share. utility stock has been hit hard in the last year. last october pg&e shares were trading at $49 a piece. the price plummeted to $6 in january. following the bankruptcy announcement. june rising $24. but dropping ever since hitting record low of $3.80 yesterday. >> power is back on for for forr towns in the sere sierra. residents are held hostage by pg&e. the mayor says the utilities emergency power shaufts are destroying the shops and

near capacity. they had a shortage of cots on sunday and whether you are at a shlter or in your vehicle the chances are spaces are cramped. we got a tour earlier this afternoon. with a family of nine sharing one tiny space. >> my older brother is up here. my other brother and dad and baby. and here's where the six month old sleeps with my mom. both of my grandmas on this couch that pulls into a bed. >> this is the rv they're sharing. five days in the smoke and her two baby sisters. a three year-old and six month old were taken to the hospital for fever and severe cough. >> nothing worked for them. they're really sick. >> this park near the fairground is one place where evacuees are

trying to make the best of a bad situation. it's exactly where the police chief wants everybody to be. he's worried that some are not following order. he's urging people to remember that tubs fire of 2017. >> it's important to understand that in that situation, we had a lot of problems with congestion. with getting people out. and people lost their lives. >> he got the message. he evacuated with his wife and parents. even though his home is far from the fire danger for now. >> we had a family at our house and it all unfolded from there. sgr do you think your home will be okay? >> yeah. we're fine. >> so far everyone at this park and those in shelters are counting themselves lucky. to have water, shelter and electricity. and a warm place to wait and see. >> we have to pray. that everything is okay.
