the kincade fire burning in the north bay. another wind storm is complicating the fire fight. >> right now this fire burned 75,000 acres and it is morng. so far.ed into lake county in nearly half aten.0trtures are still e bigtores evening. >> 4:00 this morning. we got ice and we'll be out within the hour. >> they were. short time ago go newsom says the office made contact with pg&e and they will begin the process of crediting customers for this disruption. the governor says utilities have never before credited customers for shut offs. this is unprecedented. good evening. >> thank you so much for joining

us. thousands of pg&e customers are still living without power because of the shut offs. service is being restored for many. pg&e tells us 86,000 customers do not have electricity. the numb of people without power in ma rin dropped by half. and no longer expected to be part of the event that started today. there are outages in the east bay, south bay and peninsula. for many of the people there's no estimate for power restored. >> anxious wait for them. >> ongoing is the keyword. some of the power came on here at 4:00 p.m. this gas station is on a different kind of power grid. they had pour all day. they sold 8,000 gallons worth of gas. they're running out. all they have is premium. they don't know when they will

hard time with the shut offs. >> we have the coverage. >> she admits she's feeling anxiety. online searching for lanterns and a head lamp. she and fellow residents have had difficulty with mobility when the elevators stopped working. >> for the first two days i used a walker. i couldn't go anywhere. i can't carry that down. >> historic main street. businesses lost three days. >> they're suffering. >> open for the first type since saturday but expecting to be closed tomorrow. for the next shut off. losses are in the thousands per day. >> we don't have a lot of resources. it's a small business. we go day-to-day. and rely on the tourists. >> besides a few locals

supporting them. there are visitors not tourists. evacuees or people near the fire trying to escape the smoke. >> do you think she's healthier today. >> she has fresh air. >> the only store that stayed open is the bakery. the owner operates on natural gas and back up power. his sales are boomed because no one else was open. >> get ready for tomorrow. just in case something happens. >> this community has been dealing with uncertainty and how long the next power outage will last. noody knows for sure. >> as you well know the blackouts are designed to prevent live wires from brh duri t wind.

>> let's look at the winds over the higher terrain. gusting to about 29 miles per hour. knoxville creek 36. atlas peak. out of the northeast. places like fair field are seeing gusty winds developing. red flag warning issued. in effect until 4:00 p.m. tomorrow. gusts could reach 40 to 65 miles per hour. low humidity and extreme fire behavior is possible. wind advisory until 11:00 a.m. tomorrow. watch out for potential power outages and trees down. an hour by hour look at the wind really ramping up later on tonight. by 11:00 p.m. we're talking 40 miles per hour wind gusts. >> okay. >> high wind are keeping firefighters on edge in the north bay. >> that kincade fire grew a little over night. for the latest on this let's go to news reporter. live on the fire lines once

again. >> reporter: i can tell you what she was saying about the wind is coming true here. we're on pine road. about 1,100 feet. above the valley. below us to the west. the fire fight for the most part is behind me in the hills to the east. i can tell you what's most concerning is these winds are really picking up. >> the relatively clear skies revealed what the kincade fire left in its destructive wake. the valleys dotted with properties where the loss is extensive. an equipment yard is totally gone. the house next to it appears completely fine. the winners a leree >> we haven't seen any moisture for a period of time. the fuels are critically dry.

>> along highway 128. the owners of the oak ridge ranch work to corral animals. the only survivors is of the flames that destroyed nearly everything around them. >> just to give you an idea of how far and wide the fire has spread. i'm standing on pine flat road a 2,500 feet elevation. we were this this spot the other day. and at that point the fire was way off in the distance on that hillside. we were watching bombers. it hasn't moved through here yet. you can see it's gone well through here in the last several days. and it's all the way up over on that ridge line. burning to the south and east towards lake county. and unfortunately the wind are picking up. >> after we get through this wind event things look favorable for five to seven days. and a tranquil weather pattern. no rain but no wind events.

>> a lye look at where the fire is burning. this is directly to the east. it's high up in the hills up there. the wind gusts are picking up. it is all about the gusts. everything is fine and then a fierce wind comes behind me. blowing kind to the south and west. that is the concern tonight. that firefighters will want to hold the lines and make sure it doesn't head back toward the populated areas. from our travels here that much of the area between the fire and the populated areas has already burned. it's like it's been backfired and hopefully that will keep it from spreading. >> let's hope so. ominous to see the wind. >> power outages in the kincade fire has made it difficult to get supplies to communities. >> about 300 vine yard workers have been stranded with very little food or water.

in clover dale. a group of volunteers drove up there to help. >> we have the story. >> a city. to these workers the last four days have felt like an island. >> gasoline station is closed. >> no power. nothing. we can't move. >> you can't go anywhere. >> approximately 300 workers for at least four days many feeling stuck. where they evacuated. with his dad in line to get the day. everything around here is closed. >> the only help is coming from locals who took what they had in their fridge is cooked it up here for everyone.

non-profits heard about the need and also came up. >> with volunteers we're helping to answer questions and assess needs. without that they maybe lost and in the system. >> his families new set up. and this has been the home for the past four days. for people in this tent. and another four in this one. >> the family struck is now the dining room. up in the front his sons room. >> i have blankets. and i sleep in here. >> they wait in the fairground they hope the home is still standing. because even with one meal a day, they have all they need. family. >> what's keeping the positiveivity alive. >> hope. to finally leave what has felt like an island in the middle of the fire. >> there's this appeal tonight. >> the chp wants everyone to be

california state university on sunday. >> today we followed a north bay congressman while he surveyed the damage on the campus. >> crews were trees. fearing the dry brush could erupt in flames again. >> you can see it's smoldering and may reignite. >> the remains of black palm trees lay on the ground a few yard from the famed training ship golden bear. anchored in the shadow of the bridge. >> strong gusts. >> higher on the hillside, north bay congressman surveyed the damage with state senator. >> the fire department did a great job. i assume it was cal fire that came in with the chemical drop on this thing early. >> we need to figure out where we go from here. we need a continuous and safe

source of energy. throughout the north state. that's a big priority. for everyone. >> the perimeter of the campus is dotted with reminders of the how close fir inflicts significant damage. or worse. the burned out vehicles in the parking lot belong to students who were evacuated before the fire became an imminent threat. the students are either returning home or being put up by host families in the area. the exception, volunteers who are staying behind to stand watch aboard the golden bear. >> we have students standing watch on the ship. keeping an eye on the engines. you have to have power running to the ship. >> now campus officials hope to have the students back in classes by monday. of course a lot depends on how quickly crews can put out left over hot spots. >> people evacuate from the fir. many are facing high prices.

>> is it gouging or is that just normal? several consumers brought eye pops price quotes to us. >> it happened when evacuees tried to book hotel rooms. turns out some third party apps were quoting high prices and hotels are say lg that's not us. are apps subject to price gouging laws? the quote in this case hotel tonight said a room at the hill ton in cost more than $1,200 a night. people denounced the rate. hilten said it never posted such a rate. it was only listed on the third party app. so we brought it to the attention of the office of the california attorney general. i asked does the price gouging law apply to third party hotel booking web sites? the office said yes. as long as the site is actually offering a hotel room and

offering the room at a price more than 10% more than it was previously. hotel tonight said nightly pricing on hotel tonight is based on rates set and provided bid td hotels not hotel tonight. we became a ware of the particular nightly rate, we temporarily removed the hotel listing on the platform. so we could review and address the issue. >> hilten garden in was appalled saying we express the sincere apology nrt price gouging. by a third party travel site. we have uncovered the rate was unauthorized and triggered e ro roan. the rate was removed. >> we received other reports. however when we inquired directly to the hotel in the cases they told us they were not the true rate.

the hotels are telling us to contact them directly to make sure you're getting the best rate. if a third party app is quoting an out landish price it's likely a computer error. i have to tell you that's actually the same if you're dealing with a hotel site. if something is outrageous they know better. gi them a call. find out the real rate. if they say it's the real rate call me next. >> time to get to the 7-day forecast. >> wind of course causing problems again tonight. >> let's look at live doppler 7. and talk about the wind. it's clear outside. as we check out what's happening near the fire line. it's 62 degrees. bone dry 6% relative humidity gus 'tis wind out of the northeast. this is why we're concerned. expecting even gustier wind later on the tonight. notice the wind ramp up to close to 50 miles per hour at

1:00 a.m. this koul cause big problems for the crews there. the kincade fire. a live look from the camera. you can see the smoke from the fire. coming in to the region. it goes right on through tomorrow. air quality already poor in the north bay. i want to show you the air quality. notice near the fire lines it is unhealthy. obviously stay inside. we're seeing air quality around good to moderate parts of the peninsula. into san jose. take it easy stay inside. close your windows. especially if you have an issues with the smoke. 60s 70s for most of you. live look from the cameras hazy skies. dry gusty wind over night. lighter wind for halloween and cold conditions the next few mornings. the hour by hour.

6:00 a.m. tonight gusty over the north bay. watch the wind really increase towards 8:00 p.m. 36 miles per hour. over 40 miles per hour wind in clover dale. 11:00 p.m. tonight. tomorrow morning the wind dial back a bit. this wind event not as widespread as the weekend and not nearly as intense as the weekend storm that brought 90 miles per hour wind. winds ease up late tomorrow morning. humidity not so much. 6:00 p.m., 11%. single digits. and that is a big concern aalong with critically dry fuel. we'll be watching this carefully. temperatures from the low 30s to upper 40s a cold start. windy for parts of the bay area. make sure you bundle up. for the afternoon it's breezy but not nearly as windy. upper 60s.
