urutro tamera in san francisco which is about 66 miles away. >> and this is a time lapse of the fire as the wind just whips up the flames. you can see a large burning section to the area to the left and suddenly a new section of flames you see suddenly right there burst out to the right. the big worry is how high winds overnight will affect this fire. >> this will be hopefully one of the fire tests of these fire perimeters. >> we're entering the critical period of extreme fire danger as we come on the air tonight. along with the threat of fire thousands of people remain evacuated and 435,000 people are without power. >> it's 50% contained, 189 structures have been destroyed. >> with the northeast winds that we still are currently feeling up there on the mountain

everybody's still anticipating those high rates of spread, the erratic fire behavior. we're also seeing that push some of those fire embers back into the main burn. so it's very advantageous for us in some areas but very destructive in others. >> full containment on the fire isn't expected until next week and another factor of freeze warning is in effect for sonoma county tonight. >> a look at the winds out thre, sandhya? >> there is no freeze warning for sonoma county. it is mendocino county. right now it is very windy as you'll notice. st. helena gusting to 50 miles an hour. creating winds howling over the hills and 34 miles an hour at midnight, 36 at clover dale. you'll notice the winds still going at 1:00 a.m. as we head towards 5:00 a.m. the winds

begin to ease. wind gusts between 40 to 60 miles an hour. a wind advisory for the north bay mountains until 11:00 a.m. tomorrow. taking a look at conditions near the kinkade fire right now winds are starting to let up a little bit but maybe just temporary. it's gusting out of the east-southeast to 9 miles an hour. >> firefighters in sonoma county have been busy putting out spot fires making sure winds don't disturb neighborhoods. >> reporter: this is one of the largest fire staging areas in sonoma county and really in just the past hour we've seen a lot of crews drive out of here in a hurry as new fires pop up. spot fires in burning in northeast sonoma county with new reports of flare ups.

>> the damage inspection process continues and with that we can confirm 189 structures have now been destroyed. 86 of those are single family dwellings. >> in the hopes that number doesn't grow, almost 5,000 firefighters from across california with more on the way have converged in sonoma county for a reason. >> in the event the winds do kick up and potentially push towards highway 101 or south towards santa rosa. >> assistant santa rosa fire marshal says they're working to protect neighbor said that burned in the tubbs fire including his own house. >> we didn't have a lot of advance warning, nor did we have a lot of advance engines in preparation for that ready for ep c fe stepped ot ftde. up. firefighters have setup camp at sonoma county fairgrounds and

are surgically moving through sonoma county to prevent further disaster. >> it might sound like overkill but we'd rather err on the safe side. we want to be here and prepared in case something occurs. >> reporter: and the night is still young, but so far good news. the wind has not reached the lower elevations like here and there's been no reports of structure fires. i'm kate larson, abc 7 news. >> okay, kate, thanks very much. the sonoma county sheriff had ordered mandatory evacuations and now those orders have become warnings. some people are returned home, keep in mind, at their own lisa? >> reporter: downtown healdsburg is still off-limits but these firefighters tonigh are ready to rush out at a moments notice.

the family is also ready to leave if necessary. they live in windsor which is still under an evacuation order, but they ignored it. >> our son comfortable staying home. >> reporter: and still residents were allowed to return home in parts of western sonoma county at their own risk. >> it is open. i was evacuated for a couple days. >> reporter: but repopulation comes at a price. >> we don't want people getting in the way where we have to focus on rescues rather than fighting the fire. >> we want to caution to be vigilant. because of the high winds we do

have a number of branches down so roadways may be different than what residents saw when they left. so please be aware of those hazards. >> reporter: there's been three reports of looting but no arrests have been made. this is one reason the scotts couldn't wait to get home tonight. >> it was really hard. there was a lot of anxiety and unknown so we're happy to just be home with our family. >> reporter: the fire is few miles away from here. the real concern is that just one flying ember could cause some real damage. >> thank you. and in santa rosa other evacuees are spending their fifth night living inside rvs on the fair grounds. a few people told abc 7 their homes are okay, but they're following the advice of officials to evacuate sooner rather than later. abc 7 news was at the postal

annex where some mail has been redirected because of the all of the marin county post offices have reopened. you can find a list where to pick up your mail at abc7news.com. 400,000 customers affected by the last round of shutoffs are still without power. some of those customers had their power restored for a few hours today, but most have been shutoff for nearly four days. about 597,000 customers across pg&e's grid will be affected by this latest shutoff, again, the fourth. the highest concentration of customers is located in marin county with 119,533. and sonoma county with nearly 87,000. and smaller outages in other bay area communities as well.

people are frustrated, but pg&e is asking everyone to let workers do their jobs safely. >> today one of our pg&e employees driving a pg&e vehicle was intentionally runoff the road by an angry motorists. the men and women of pg&e you see in your community are there for a single reason and that is to help you. >> pg&e says after this latest shutoff they are forecasting no dangerous wind conditions for the next 7 to 10 days. and don't anticipate any further power black outs. well, today's round of shutoffs is the fourth this month, as i said. the fourth started after midnight and affected near lee 760,000 bay area customers. the next took place last wednesday. the third round started saturday evening affecting nearly 400,000 local pg&e customers, and not all of them have gotten their power back on before today's outages started. >> abc 7 news was in nevada

where much of the power was pos restored for a time. people were desperate to fill up their tanks. drivers spent hours in their cars waiting to fill up. >> i'm very unhappy, very, very unhappy. >> it's crazy. i don't know. i've never quite seen anything like it. but the worst thing is being out of touch with everything. my phone doesn't work at my house. >> people shopped at penny's hardware store using flashlights stock up on batteries and larnturns. thousands of people remain without power until tomorrow afternoon. marin county residents have been driving across the golden gate bridge to stock up in fran. many of the cars cities on their license plate frames. and at a safeway abc 7 news ran into multiple customers in the parking lot loading up their cars with bags of ice by the dozen. >> they actually asked why was i

buying 11 bags of ice the last time, and i said i'm from marin. they were nice. >> we also found marin residents doing laundry and charging their cars before heading back across the golden gate. >> cities are trying to reassure residents tonight they'll have drinking water after they received a number of calls. the city's water supply is between 75% to 80% of normal and that should last for the foreseeable future. screws are installing generators to help keep some of the well's pumping water from the ground. the governor has pressed pg&e and other utilities to issue credits to customers who have their power turned off. but reiv allacrosshe bay people ain congonationsor the victim help.

in the south bay all those cities apart and miles from the devastation residents of san jose are pitching in to victims of the kinkade fire. >> amanda del san jose with the story. >> reporter: a san jose resident initially posted to facebook asking if anyone wanted to donate items to victims of the kinkade fire. then came the domino effect. watching the devastation from a distance san jose resident jeremy taylor knew he had to do something, so he took to

facebook. calling all neighbors we are organizing supplies to take to sonoma county. >> i just saw the number 180,000 evacuating and to me that's a big number. >> reporter: local business owner gabriel lopez responded offering his moving truck for transport. volunteering to drive as he did during the paradise fire. >> he got to put the mask on, you could feel it in your eyes and everything like that. i remember that's how it was and i want to really give back. >> reporter: water, food and other items are currently being kept at little orchard storage. the business offered lopez space to store his donations until his drive he' >> what has been unique about this particular natural disaster is our food bank he be located in an evacuation, in a mandatory evacuation zone. >> we need water, brand new clothes. >> reporter: the response team

will remain elevated through tomorrow at least going into the first half of tomorrow. the winds gusting at 47 miles an hour. atlas peak, 28 mile an hour winds. as we look at the hour by hour wind forecast you'll see what's going to happen. midnight, still pretty gusty. clover dale, 36, calestoga, 34. and we're still seeing some strong winds out of the northeast, a very drying wind. it's already dry out there, and it will continue to remain dry. but by 5:00 a.m., winds will continue to let up a bit. it's still breezy, don't get me wrong, but winds will back off completely by the time we head into 10 ale. here's a live look from our mount tam cam and it has been shaking this camera quite a bit earlier. mount st. helena, 58 miles an hour. woods trail. continues we take a

look at the forecast that's been blowing the smoke. as the winds ease up going into tomorrow that smoke will return to the bay area and we will be seeing more of the smoky conditions tomorrow afternoon and evening. which is why the air district has issued a spare the air alert tomorrow due to the smoke from the kinkade fire. poor air quality for the north bay, moderate for most of the bay area except for santa clara county. those temperatures are falling in some spots like santa rosa, half moon bay in the low 40s right now. but look at san francisco, 52 degrees with that northeast wind. emeriville camera showing you a stunning view looking back towards san francisco. lighter winds for halloween, and we are looking at cold conditions the nt thingomro mornin theills part. most areas are going to be in the 30s and 40s, so definitely chilly enough to require a
