. hoping for the best but ready for the worst. this time lapse video shows a spot fire bursting from the kincade fire late last night. and this morning firefighters say this is a critical time for the fire as the gusty winds pick up. it's wednesday, october 30th. >> we're on early this morning because of the kincade fire and the pg&e power shutoffs. again this morning thousands of people are without electricity. jobina will be tracking that. there are some developments. >> definitely. and a bit of good news. i understand the winds were not what we expected. alameda county, san mateo, so many areas that were supposed to have power tur with

power. that's a relief. >> that is good. mike is tracking the winds. >> winds are hitting 50 miles per hour across the north bay. the red flag warning continues until 4:00 today. gusts continuing to taper once we get past 9:00 this the air will be so bone dry. here's a look at the winds. in the last hour these are tapered a bit. when i got to work about 2:00, we were around 45, 50 miles per hour. right now we're down to 30 to 40 with gusts, which are still dangerous, after what happened over the weekend a lot of the loose stuff has been shaken out. in the lower elevations, we didn't get too gusty. fairfield at 24, half moon bay at 23 are dealing with the gusty winds. 5:00, we're still in the 20 to 30 range.

towards noon we're in the 10 to 20 range. by the afternoon hours we're back down to single digits. it will be a rapid decline in the wind the as and the fire th. >> now to the latest on the kincade fire burning in sonoma county. >> it's grown to 76,000 acres. more than 80,000 homes are threatened. 189 structures have been destroyed including 86 homes. about 190,000 residents have been evacuated. full containment is expected next thursday, november 7th. firefighters in sonoma county have been putting out spot fires making sure the winds do not spread into neighborhoods. >> kate larsen shows us how they're preparing in santa rosa. >> reporter: spot fires are burning in northeast sonoma county with new reports of flair ups on chalk hill road.

>> the damage inspection process continues and with that we can confirm 189 structures have now been destroyed. 86 of those are single family dwellings. >> in the hopes that number doesn't grow, almost 5,000 firefighters from across california with more on the way have converged in sonoma county for a reason. >> in the event the winds do kick up and potentially push towards highway 101 or south towards santa rosa. >> assistant santa rosa fire marshal says they're working to protect neighbor said that burned in the tubbs fire including his own house. >> we had a wind driven fire that pushed into the community and we didn't have a lot of advanced warning or engines in preparation of that ready for it. in this particular case we learned a lot from that incident. >> reporter: when the forecast came in with ano dangerous wind event overnight, cal fire stepped up. firefighters have setup camp at sonoma county fairgrounds and are surgically moving through

sonoma county to prevent further disaster. >> it might sound like overkill but we'd rather err on the safe side. we hope residents wake up in the morning and nothing happened, but we want to be here and prepared in case something occurs. >> reporter: kate larsen, abc7 news. evacuation orders in parts of sonoma county have been downgraded to evacuation warnings. >> last night some people were able go back home in the western part of the county. people who go back home are doing so at their own risk because the kincade fire is still a threat. people evacuated say they just want to be back in their house. >> it is open. i was evacuated for a couple days. then they lifted it. >> it was hard. a lot of anxiety. unknowns. we're happy to be home with our fire. >> if fire were not a big enough worry, they had to deal with looting reports. there have been three of them and no arrests have been made.

in santa rosa some evac ways are spending their fifth night living inside rvs at the fairgrounds. many of them got evacuation orders on friday. a few people told abc7 news their homes are okay but they're following the advice of officials to stay out of the neighborhoods. >> abc7 news was at the postal annex where some mail has been redirected. post offices had to shut down in geyserville, healdsburg and windsor. residents can put up their mail at the petalua facility, you just have to show your i.d. you can find a full list of where to pick up your mail at abc7news.com. pg&e says because of good weather conditions it will not cut the power to customers in alameda, contra costa, santa clara, san mateo and santa cruz counties. thousands are still in the dark after the recent power safety shutoffs. i want to bring up the outage

map on their website, you can look at what is happening in the north bay. that's where this is all concentrated for the most part right now. most of the outages, you can see right here, spanning across the north bay. about 5,000 customers in marin county are without power. pg&e restored power to all other bay area counties except for contra costa county which is at 97% restoration. pg&e says as of last night inspectors have found 55 instances of damage to their equipment statewide. the company does not expect another wind event to cause a shutoff in the next week. >> that's what we want to hear. let's continue our team coverage on the pg&e power outages. >> lauren martinez is live in mill valley. >> pg&e says they have canceled planned outages for ail need ga, contra costa, santa cruz, santa

clara and san mateo counties, but here in mill valley in marin county some areas are still in the dark. as we drove here we could see shops and restaurants have their lights on, but further up it's pitch black. we drove up there where both mill valley public library and elementary school and the surrounding neighborhood are still in the dark. yesterday pg&e started restoring power to marin county residents in novato, much of the power came back on around 4:15. p & e hardware store was still in the dark. >> did you ever think you would be doing this? >> no. no. never thought i would be doing this. if this is the new norm i think i'll invest in a generator next. >> according to pg&e's restorin power for this part of mill valley. reporting live in mill valley, lauren martinez, abc7 news.

>> thank you. all right. time is 4:07. we mentioned those winds. mike have been tracking those. we're still under a warning. >> let's look at the winds around the kincade fire. just an east-southeast wind at 6 miles per hour in the lower elevations. we expected the winds to be calm than the mountains where winds were gusting 50, 55 miles per hour. relative humidity is 9%. look how quickly the winds diminish from about 22 at 6:00 all the way down to single dgts this afternoon to nearly nothing tonight, that means it will get cold. we have a frost advisory. those folks without power it will get colder tonight. something else you have to deal with when we put the fire threat to bed. we have around windsor and healdsburg moderate. everybody else, green, great air quality. let's see if it lasts. the north bay will be poor for

those most sensitive to it. everybody else moderate to good. that's much healthier than we have been. here's the forecast, heading out, there are a few spots in the deepest valleys, that will drop into the low 40s, even the upper 30s heading towards 7:00. the rest of us are in the mid to upper 40s. low to mid 60s. warmer this afternoon. the breezes taper at noon. right near 70 as the fire danger ends at 4:00. 7:00, grab a coat, 58 to 60 degrees. we'll talk about the frost and a nice halloween coming up. checking in on our commuter alert, smart train is running free service on a limited schedule. service will operate from the santa rosa downtown station to downtown san rafael stopping at all the stations in between. power outages and closed railroad crosses means the santa rosa airport and north county stations will remain closed.

about. it starts at 2:00 in the morning and goes morning. lows 26 to 35. we could have frosty conditions so bring in the pets and protect people. a lot of people don't have power and need some warmth, think about them tonight and around your own house protect the plants. forecasters are warning extreme santa ana winds could make it a critical day ahead for firefighters in southern california. an extreme wed flag wared flag in effect for ventura county. they may see wind gusts up to 70 miles per hour. so far firefighters have reached 15% containment in the getty fire. it broke out earlier this week threatening thousands of homes. during the last briefing, cal fire officials mentioned the kincade fire burned to the edge of the tubs fire, one of the 2017 north bay wildfires. we overlaid the outlines of both of them on this map.

the kincade fire is highlighted in red the 2017 wildfires are outlined in black. you can see how much larger the kincade fire is to the tubbs and the other fires. the salvation army is helping fire evacuation. >> the organ photos. volunteers are feeding people in napa, san rafael and petaluma. the salvation army served more than 5,000 meals since the fires started. workers and families are being helped in cloverdale. local charities are teaming up to provide a hot meal for evacuees. food and other items have been scarce. >> gasoline station is >> many of the folks here have been outside in the parking lot for a couple of days. they're cold. they have no blankets. they have nowhere else go. >> some families have been living in tens while some people have been sleeping inside the vehicles they drove to escape

the pressure between those two is what creates the wind. that's why we'll have record gusts possible across southern california. they'll have it much worse than we had it last night. it's going to be possibly like we had over the weekend down in southern california. here's a look at exploratorium. today, last day for a long time of poor air quality and high fire danger. clear tonight. we have freezing cold valleys we need to worry about. calmer and still dry through the extended. i found a chance of rain. i'll touch upon that. here's a look at today. a little hazy, mainly up in the north bay. winds will start to switch and come out of the south late this afternoon and push the smoke well up into the north bay. so upper san francisco. here's a look at those areas in case you weren't with us earlier, all those in the blue need to worry about freezing cold conditions tonight.

tomorrow to take the impeachment inquiry public. new this morning we are keeping an eye on the latest reports out of long beach. police say a total of 12 people were shot at a halloween house party last night. three of those are dead. nine people are being treated in the hospital. right now the suspects are still on the run. police say they left by the time officers got there and it's not clear what might have led to that gunfire. a man is in jail accused of stealing from a woman who had been evacuated from home because of the north bay wildfires. fairfield police captured shawn spontini on monday. he grabbed a bag containing a woman's belongings while she was eating a the a restaurant. the woman spotted spontini a she spotted him after friling infil michael finney says comcast

overnight, the fastest gusts were more than 50 miles per bo41, up to about 43 inai helena. we have 27 in the oakland hills. still fairly dangerous territory. now, down where we live, you can see there's no wind, it's 35. y out in santa rosa. 52 in hayward. half moon bay, quite a turnaround. you were in the low 40s yesterday. 57 because of the gusty conditions. most of us in the mis40s. not quite as chilly as yesterday. we have a spare the air today because of the highest concentration of smoke in the north bay, but it will be unhealthy, it builds throughout the day. especially at 3:00. it will taper during the overnight hours. here we are at 3:00 tomorrow morning. watch the north bay, not quite as much smoke as today. so as of right now, today is our last spare the air for the smoke
