owg th the rla waing in fect you a spot fire late last night. we are live this morning near the fire zone. pg&e reversing course for thousands of power outages. the good news for people expecting to wake up without power. good morning. it's wednesday, october 30th. >> mike nicco is looking at the winds. >> we expected to winds to peak from 8:00 last night to 4:00 this morning. so we're an hour past that. we have high numbers in the upper elevations. critical fire conditions continue until 4:00. near 40 in knoxville creek. near 45 in saint helena. we had 70-mile-per-hour winds at our highest peaks in the north bay. 55 in diablo.

nearing 40 in parts of the east bay hills. we're still having those fast winds at the higher elevations. where most of us live, not so much. fairfield, 23, gusting to 41 right now in half moon bay. what a noisy morning for you. here's the winds. heading throughout the day, you can see by noon, we're around 25 or less. by the evening commute, we're less than 15 miles per hour. so, 4:00 it's all over. >> thank you. now to the latest on the kincade fire. >> it has grown to more than 76,000 acres, it's only 15% contained. more than 80,000 homes are threatened. 189 structures have been destroyed. that's including6 ho 86 fu containment is expected next thursday, november 7th. right now is a critical time in the firefight.

>> firefighters are hoping for calmer weather so they can put this out. liz has more from the sonoma county fairgrounds. good morning. >> reporter: good morning. i think we were all concerned that we would be waking up to hear that the winds pushed the fire towards santa rosa. at this point it does not appear that's happene. that's good news. that said, the fire continues to burn and erratically. there are hot spots burning in northeast sonoma county. we have video here of the transformation learning center. firefighters are working to stop the spread of the kincade fire. they are working out of the base camp here where we are at the fairgrounds. fire officials say if this staffing seems like overkill, if the evacuations seem like overkill, if there's one thing

they learned from the 2017 fires this is the most critical part of this firefight. if they can get through the next wind event, they're confident they can get ahold of this fire and increase that containment. that said, i've been on twitter this morning looking at the national weather service, they're putting out warnings saying yes the winds have subsided, but there's still a red flag warning in effect we're not out of the woods yet. >> as evidence of what she was talking about, those strong winds could push the kincade fire into lake county. >> that's where amy hollyfield is live this morning. good morning, amy. >> good morning. we just got here to lake county. we're in middle town. we can see the fire. look up there on the hill. lots of smoke and bright orange plame flames light up the night. middle town seems safe, though.

the winds are not blowing here. it's calm here and very cold. if you look at the map that cal fire has, an interactive map, it shows that the fire is four to six miles from middle town. we have been told that firefighters were taking an aggressive stance to do everything they could to keep it from coming here into lake county. as far as we can tell, right now we just arrived here on the scene, it looks like their efforts have paid off. we still have a few hours to go of this wind event that everyone has been talking about and forecasting and watching. they're worried about it, but right now as of 5:00 this morning it looks ferocious up there on the hill, but down here in town everything seems calm and okay. amy hollyfield, abc7 news. pg&e says because of good ware conditions it will not cut the power to customers in alameda, contra costa, can't is a clara, san mateo and santa cruz counties.

good news this morning. thousands of bay area customers are still in the dark. i will pull the map up so you can see who is still impacted at the moment. most outages are in the north bay. specifically in sonoma, napa and solano counties. about 5,000 customers in marin county are without power. pg&e stored power to all other bay area counties except contra costa county which is at 97% restoration. pg&e says as of last night inspector found 55 instances of damage to equipment statewide. >> the petaluma school district is closed the rest of the week bawl of the power outages, fire evacuations and air quality concerns. eight oakland unified schools are closed today because the district was expecting a pg&e

shutoff. grass valley, howard and was keene mi joaquin miller, montera, ruuds dale, sojourner and skyline high school. even though several bay area counties were expected to be without power, some in marin county are entering their fifth day without power. >> lauren martinez has more on that. >> due to favorable conditions pg&e says they have canceled planned outages for ail need ga, contra costa, santa cruz, santa clara and san mateo counties, but here in mill valley in marin county some areas are still in the dark. yesterday in novato some saw power back on at 4:15. at that time people were desperate to fill gas tanks. there were three long lines at

the chevron gas station we went to. some driver's spent hours in their cars waiting to fill up. >> i'm very unhappy. very, very unhappy. >> it's crazy. i don't know. i've never quite seen anything like it. the worst thing is being out of touch with everything. my phone doesn't work at my house. people shopped at p & e's hardware store using ey've enwithout power since saturday. we're in downtown mill valley right now. as you can see, the lights are still out in one part of downtown and back on on other parts. reporting live in mill valley, lauren martinez, abc7 news. today is another spare the air day.

the smoke from the kincade fire is leaving enough pollution in the air to make it unhealthy. it will be the third straight day the air will have been this way and be the sixth spare the air alert in the past seven days. people looking to get out of the smoke can visit some museums. there is free evac w evacuees with proof of residence also at some locations. sensitive groups in the north bay, that's where we could have some issues later today. the smoke will pool in that area. that's why we're under the spare the air and all the stuff se na chemicals. 49

winds 31 miles per hour. relative humidity for 9%. the dew point right now is minus 9. our air temperature would have to drop to minus 9 for the air to become 100% saturated. that's how dry it is up in the mountains. look how quickly around the fire the winds taper. 40 right now. 30, 20 by 7 k:00 and then singl digits. -week, mo walnut creek, more lights around here than yesterday afternoon. maybe more people getting some power. 30s, 40s, 50s, all over the place because of the winds at 7:00. near 70 at 4:00. back down to the upper 50s mid 60s. >> we are checking in on our mass transit alert.

things have been impacted because of the power shutoffs and the kincade fire. first off we'll go with the impact from the kincade fire. golden gate prance sit buses are on a modified schedule. that's also due to mandatory evacuations. ferries are on a modified schedule this morning. also want to check in here with smart trains, because they will be running free service on a limited schedule starting today through next wednesday, service will operate from the santa rosa downtown station to downtown san rafael stopping at all stations in between. that is because of the power outages. if we move over here to our drive times, look at that. tracy to dublin, 53 minutes. super commuters are out and on the road. antioch to concord, 14 minutes. san rafael to san francisco, 16 minutes. >> thanks. coming up next, the winds whipping in southern california, the extreme conditions as crews work to contain the getty fire. and h

forecasters are warning extreme santa ana winds could make it a critical day ahead for southern california firefighters. an extreme red flag warning is in effect for los angeles county and ventura county to the h.ant. so far firefighters have reached 15% containment on the getty

fire threatening thousands of homes in the breent wontwoowoo d malibu homes. this video shows a charred hillside on vine crest circle. it appears one nearby home has been spared. that's not the case forens of other buildings. cal fire says the kincade fire burned at least 86 homes. abc7 news was at the petaluma pasa grande postal annex. this is where some mail has been redire redirected. post offices had to shut down in geyserville, healdsburg and windsor. residents can put up their mail at the petaluma facility, you just have to show your i.d. you can find a full list of where to pick up your mail at abc7news.com.

the salvation army is helping fire evacuation. >> the organization shared photos. volunteers are feeding people in napa, san rafael and petaluma. the salvation army served more than 5,000 meals since the fires started. volunteers are helping evacuated vineyard workers and families in cloverdale. local charities are teaming up to provide a hot meal for evacuees. one man explained that food and other items have been scarce. >> gasoline station is closed. no power. we can't move. >> many of the folks here have been outside in the parking lot for a couple of days. they're cold. they have no blankets. they have nowhere else go. >> some families have been living in tents while some others have been sleeping inside the vehicles they drove to escape the kincade fire. pets have also been forced to evacuate with families. >> the san francisco spca is rounding up donations. you can take clean towels, new toys or fresh bags of treat to animal care and control at 1200

15th street in san francisco. in marin county they need plastic cat carriers to help evacuate cats and kittens. you can drop those off at ma ry rin humane. the time is 5:16. we want to chat with mike. you have been watching the winds, each though they're dying down a little bit we're not in the clear. >> that's correct. even though the wind advisory was canceled early, the criteria is a bit more. the winds have to be faster for that than they do for the fire conditions. we are still up in the north bay extreme in places around cloverdale, yucaipa, the mendocino border. yellows and oranges going around. jumping ahead to noon. you can see how quickly the extreme is gone. very high gone.

still some hot spots or high spots if you will on the index at noon. that will continue through 4:00 in northern sonoma, mendocino and lake counties. by 6:00 gone. so there's the good news. now extremenerca, es could be fastest santa ana winds ever with 80-mile-per-hour gusts. gusting to about 25 on tamalpais. freezing cold valleys, doesn't sound good for folks without power. temperatures from the upper 60s, half moon bay, san francisco, richmond, 70 to 74 for the rest of us. north bay, 26 to 35 degrees. protect the pets and plants and people that don't have power. sake them an extra blanket. do something to help them tonight. a treat for halloween.

lights, you have to treat it as a four-way stop. new video shows the intense firefight in sonoma county. this is a boeing 747 dropping thousands of fire retardant in geyserville. this video was posted on instagram. the agency says the plane can carry more than 18,000 gallons of firean evacuation orders in parts of sonoma county have been downgraded to evacuation warnings. >> last night some people returned home to the western part of the county. the sheriff's office says people who go home are doing so at their own risk because the kincade fire is still a threat. people evacuated say they want to be in their own house. >> it is open. it was -- i was evacuated for a couple days. then they lifted it. i have to go back home. >> it was really hard. a lot of anxiety.

let's look at wds a b in most neighborhoods. they're pushing through the east bay neighborhoods. places like saint helena hit 57 last 55. winds were in that catastrophic level overnight. the winds did not funnel into the valleys as much as we had over the weekend. hopefully you're waking up to a debrisless yard this morning. 60 to 69 degrees as the sunsets tomorrow. halloween is here. it will be all full of treats. we don't have to worry about fire danger. comfortable conditions. 58 to 64 at 7:00. most of us in the mid to upper 50s at 8:00. low to upper 50s by 9:00.

we deserve this forecast. tomorrow.w srt > new this morning we're following the latest out of long beach. police say a total of 12 people were shot at a halloween house party. three are dead. nine are being treated in the hospital. the suspect or suspects still on the run this morning. police say they had left by the time officers got there and it's not clear what might have led to the gunfire. developing in the impeachment inquiry, today more testimony will come from two ukraine experts at the u.s. state department. their words to house lawmakers follows some explosive testimony. yesterday alexander vindman said he heard firsthand president trump pressuring the ukrainian president to get political dirt on joe biden. vindman said there were words and phrases left off the white house transcript from the call. it comes as democrats vote tomorrow to take the impeachment inquiry public. in this morning's "gma"

fires. they're trying to make sure they don't spread to other areas. that positive news you were talking about, not as many power outages as we expected. >> by we, we mean pg&e. because mike has really been tracking these winds for us and has been calling the entire process. the great news is several counties, lists oav per this morning. we have this good news but we're not out of the woods yet. >> the wind advisory are gone because the winds are not meeting that gmee meeting that criteria, but they need the criteria for a red flag warning. i have noticed more lights on this morning than yesterday. we're still pushing 40, 45-mile-per-hour gusts in the north bay. 35 to 40 in the east bay. which is with relative humidity levels down in single digits critical fire. that's why we still have the red flag warning. you still need to be vigilant through 4:00.

fairgrounds working on ways to get this fire out. you can see behind us, there is a pete's coffee pop-up truck providing coffee to the first responders working on this cold morning. we've been telling you about the good news, that's that the kincade fire has not done what firefighters feared could have happened during this wind event and that is get pushed towards santa rosa.levations along the 101 corridor, a cal fire official tells me there's been no new significant spot fires that burned overnight. no new evacuations. listen to what a spokesperson had to say last night. >> we're in a battle rhythm is the best way to put it. the days, the shifts are structured now. we have resources that are assigned to areas, shift over shift, i think firefighters are ready to turn the corner after this wind event and really put some closure and some stability

look like it's progressing. there's no wind where we are standing. firefighters said they would take a very aggressive stance against this fire. it looks like their efforts have paid off. middle town is quiet. we don't smell smoke and we don't see it progressing our way. this town has already been through so much. it's been without power since saturday. now the threat of this fire moving their way. the sheriff declared a state of emergency. >> we've had generator equipment set up in areas. some of those generators are failing. some of that is do you to they're not designed for sustained operations or temporary fixes, this public safety power shutoff is going on much longer than any of us would like. having a widespread impact op our county. >> school is canceled after all they've been dealing with. now they're watching this right

above their town, threatening lake county. but it does look like it's holding up there on that hillside. if you look at cal fire's interactive map, it shows that fire is about 4 miles to 6 miles from middletown. the weather seems to be cooperating. it's very cold and not windy. hopefully the threat, the fear is passing and they will get through this. that fire will stay right up there. they're opening they will be able to call off the threat and give the all clear later this morning. reporting live from middle town, amy hollyfield, abc7 news. >> thank you. in sonoma county public offices will be closed again today because of the kincade fire and the power shutdowns. that includes the superior court, county officials say they will continue to maintain critical functions to support residents. in the east bay, all east bay regional parks and trails are still closed because of the fire danger. if you are caught trying to

enter a park you could be cited. >> donation centers are urging people not affected by the e ntrosa donto er outages to zone and that's putting a strain on the region's blood supply. eight blood drives have been canceled because of the fire evacuation or power outages. that has effected donors from giving 250 units of blood. we're seeing the light at the end of the tunnel this morning. pg&e says now that the winds have calmed down a bit, it will not cut the power to alameda, contra costa, santa clara, san mateo and santa cruz counties. pg&e does not expect another power shutoff in the next week here. there are still housthousands o people without power this morning. there is a calendar that shows the days pg&e has cut the power

in yellow. we will get to that further on in our newscast. the kincade fire one week ago in the north bay. that's where we're seeing most of the outages this morning, in sonoma, napa and solano counties. the pink icons taking over the north bay there. about 5,000 customers in marin county are without power. pg&e is working to restore a few customers in contra costa county impacted by the last round of outages. >> thank you. governor newsom said pg&e will give credits to people who lost electricity because of the power shutoffs. the governor pressed the company and other utilities to issue credits when customers have power turned off. pg&e has not said how much credit customers would get. newsom repeatedly has slammed the company for what he says is corporate greed and mismanagement. >> marin county residents have been driving across the golden gate bridge to stock up. a gas ation wa plates show thy'e

a distance, jeremy taylor knew he had to do something, so he took to facebook calling all neighbors, we are organizing supplies to take to no co donations are being kept in storage and then will be taken to redwood empire food bank of santa rosa. >> some of us just finished paradise, some of those volunteers are now victims because of the sonoma county fire so we're trying to help. >> a donation drive will be held on saturday collecting for families and animals. we have more details on our website, abc7news.com. >> we could use a little good news this morning. right? look at this evacuated windsor couple, when they go back home they'll have a third member of their family. the napa valley register reports rachel page was 39 weeks pregnant when the couple evacuated on saturday. she went into labor and with the
