flame. our reporter from our sister station is on the ground this morning. >> these homes at the top of saturn court, they were already burning when we got here around 3:30 this morning. to my right, this home was already burning and the firefighters are working on getting some of the hot spots around the property contained so it doesn't blow embers on to the neighboring home down below. the same thing is happening on the other side of this property, this home is a total loss as well. absolutely heartbreaking to see. this was a two-story structure. if you're just joining us here, when we arrived this morning, the second story of this home was still intact. we watched as it collapsed throwing embers further south throughout this north park community. the good news is that evacuations have been under way for well over two hours. >> just awful to watch.

in just the last few minutes we learned at least four structures are threatened. it's not clear how many homes are threatened. we'll continue to monitor this developing story. >> all right. thank you. developing news in the north bay where firefighters are making progress on the kincade fire. the wildfire has burned more than 76,000 acres or 120 square miles. cal fire says as of last night the fire was 45% contained. about 270 structures have been destroyed. now that the worst of the wind is over, some evacuees have been allowed to return home. kate larsen has that story. >> thank you for saving our homes! >> reporter: after five days of mandatory evacuations -- >> we're so happy to be home! >> reporter: windsor residents treated firefighters to a victory lap. >> thank you guys so much. >> reporter: a new day in sonoma county as most evacuation orders were downgraded to warnings.

>> a lot of stress and tension and pressure just right now gone. >> my two boys are very happy to be home after four days camping. >> reporter: and by boys robby means birds. he evacuated his windsor home with baxter and dante on saturday. >> my family's resort burnt in 2017 so we're kind of nervous for stuff like this. >> reporter: on sunday, his neighborhood looked like this, ground zero for firefighters structure protection and now after a job well-done no damage to his property. >> iidthk i was but they did a remarkable job. >> reporter: but not everyone was so fortunate. 266 structures have been destroyed in the kinkade fire so far including 133 homes. crews are still working hard to clear roads of downed utility lines and trees. but sonoma county sheriff mark esic did have this to say about the ongoing recovery.

>> we believe most of the threat is now in our rearview mirror. >> reporter: there are still about 6,000 people under mandatory evacuation orders and the sheriff says it will likely be like that for the foreseeable fought ch future until crews can get into these burn areas and assess all the damage. kate larson, abc 7 news. today sonoma county will consider declaring a local state of emergency because of the kincade fire. the county administrator issued an emergency proclamation last week but it still needs to be approved by the board of supervisors. this would create a 2$2.5 millin kincade fire disaster fund to pay for the initial response. governor newsom hasro tor utoffs tt hehe area. >> abc7 news was in american canyon yesterday when the governor met with seniors. they say living without power can be a health hazard, especially if they depend on electric medical devices.

d.c. is celebrating their first world series championship since 1924. last night the nationals beat the astros 6-2 in game seven of the world series. south korea's military says north korea fired two projectiles towards the eastern say overnight. the weapons were fired from a region near north korea's capital. they did not confirm whether the weapons were ballistic missiles or rocket artillery, but japan's defense ministry believes they were ballistic. earlier this month the north test fired an under ballistic missile for the first time in three years. the latest launch follows statements of displeasure over the slow pace of nuclear negotiations with the united states and demands that the trump admini sanctions on north korea's capit capital. firefighters put out a house fire in san francisco's

the redwood empire food bank is partnering with community groups for that event. you can donate nonperishable food from 7:00 a.m. to 11:00 this morning. starting at noon that donated food will be handed out and that handout process goes until 5:00 p.m. pg&e says it expects to have power restored today to all customers affected by the power shutoffs. >> about 53,000 customers are still in the dark, most of them in sonoma, napa and marin counties. pg&e says shutoffs are still the best tool to try to prevent wldfires. earlier this month pg&e said its power lines may have started two wildfires in lafayette. >> these things present hardship, all kinds things, but there's something worse than that. we've seen worse. we've seen catastrophic wildfire with death and destruction around. at this point we have to do everything we can to prevent that. >> pg&e says it will keep inspecting distribution lines. inspectors found 83 instances of equipment damage that could have sparked wildfires according to the company. some pg&e customers will get

passed and the fire threat will subside later today in southern california. you can also see the same areas are going to have poor air quality. through the central valley, low to mid 70s. 80 in l.a. 58 and clean air in office launched an investigation after a security guard shot and killed a man armed with a knife. this happened after 8:30 last night at the santa teresa light rail station in south san jose. the suspect threatened other people with the knife. they say the guard tried to engage him and then shots were fired. the suspect was taken to the hospital where he died. the security guard was not hurt. a big step forward in the impeachment showdown today. >> the house is expected to vote on a measure formalizing the next steps of the impeachment inquiry. it would allow house democrats to hold more open hearings and likely start a bitter partisan fight. the white house is insisting that it has released a complete transcript of the conversation

between president trump and the president of ukraine. but earlier this week a u.s. army lieutenant colonel who was on that call said that critical phrases were left out. a top russia expert is expected to testify today. kamala harris is dramatically restructuring her presidential campaign. she's laying off dozens of aides at her baltimore headquarters and redeploying staffers to iowa. the campaign is running low on funds. harris decided to focus resources on iowa which will hold the first democratic party caucuses in january. some staffers are getting salary cuts and payments to consultants are being reduced. shake shack is planning to open another location in san francisco. this one will be at the westfield mall on market street. >> the new location will open next year. it will be san francisco's second shake shack. the fast foot restaurant's location on fillmore street has yet to open. they have permits pending.
