this fire. over to my right fire are sleeping. cal fire says 97 crews are responding to this fire. the fire broke out on october 23rd. today would make this the eighth day burning. after several days of mandatory evacuations, windsor residents were able to return yesterday. their evacuation order was downgraded to a warning. officials are being cautiously optimistic now. >> we believe that most of the threat is now in our rearview mirror. >> about 156,000 people remain under evacuation orders. this is after about 30,000 people who had been evacuated were allowed back home on 7:00.y.aterhi

we'll be there for that meeting. hopefully they can update on possibly lifting more evacuations. lauren martinez, abc7 news. >> thank you. today sonoma county will consider declaring a local state of emergency because of the kincade fire. the country administrator says supervisors will draft a formal complaint to the cpuc on thursday. the county administrator issued an emergency proclamation last week but it still needs to be approved by the board of supervisors. this would create a $2.5 million kincade fire disaster fund to pay for the initial response. governor newsom has promised to hold pg&e accountable for the power shutoffs that have inconvenienced thousands in the bay area. abc7 news was in american canyon yesterday when the governor met with seniors. they say living without power can be a health hazard, especially if they depend on electric medical devices. >> have pg&e be more considerate

states and demands that the trump administration ease sanctions on pyongyang. a big honor for two coast guard crew members they just received air medals for completing rescues and saving lives. daniel gossage helped save lives during hurricane harvey, and michael dubinsky piloted a helicopter that rescued two people from a sinking boat. this is video from that rescue in april. dubinsky went through thick fog and limited visibility to locate crew members on board the 57-foot boat taking on water. he also had to make an emergency landing in a remote parking lot because the helicopter was running out of fuel. former president barack obama is coming back to the bay area next month. this is video from visit to san francisco two months ago.

this is according to vox.com. this is video of his last visit to san francisco two months ago. he'll be in town this time around to help raise money for the democratic party. mr. obama will headline a fund-raiser in los altos hills on november 21st. tickets for the event run as high as $355,000 a chair. the cheap seats are 10,000. volunteers set up a facebook group to reunite pets with owners in sonoma and lake counties. many families were separated from pets when they evacuated for the kincade fire. this public facebook group is trying to help out. people have been posting photos of missing and found animals. tonight we expect the top of the salesforce tower to light up with a special treat. this is video from last year when the top of the tower showed the eye of soren from "the lord of the rings." it was awesome. >> that's cool. >> trying not to look at it as i was driving across the bridge. i'm like -- >> please. >> what do we want it to be? >> i don't know. >> something "star wars"? >> probably something without fire this year. >> yeah, i know. can we lay off the fire this

because of that we have another issue. people without power dealing with freezing cold temperatures in the area in blue and in those cities. that's through at least 9:00. as far as the forecast, it looks nice for hallowees at noon. low 70s at 4:00. falling back into the 50s and 60s at 7:00. i'll look at that coming up. >> at the live desk, i have an update on a brand-new wildfire burning right noin souther california. just look at this. it's been hard to watch. the hillside fire in san bernardino burned at least 200 acres, destroying homes.g we've checking in with our reporter from our sister station kabc. >> this is a prop here here at the top of saturn court in san bernardino that when we arrived earlier this morning it was a two-story structure. this was a very large home. it's a complete loss.

because the was not much they could do about it. now that the fire is smoldering more inside, they're dousing water on it, trying to make sure the embers as it would otherwise burn for hours don't spark the rest of the neighborhood. we have a couple firefighters to our right working on that right now.ighters were worried about that neighborhood he was in in san bernardino and stationed firefighters overnight in case the worst happened. i want to show you this. this is coming in to our studio right now. live video from sky map 7 from kabc. you can see the destruction. it's been a tough thing to watch this morning. >> okay. thank you. right now we want to give you the latest update on the kincade fire. right now we know it's charred more than 76,000 acres.

that's 120 square miles. 266 structures have been destroyed including 133 homes. full containment is not expected until a week from today. only about 5,800 drentz reside remain under mandatory evacuation orders. >> we should get another update from cal fire at 7:00 this morning. >> lauren martinez joins us live from the sonoma county fairgrounds where crews are getting ready to head out again. >> we're at base camp where firefighters are getting well deserved rest, food and coffee. it's chilly this morning. over 5,000 personnel are working on this fire. the progress they're making is showing. yesterday evacuation orders in windsor downgraded to warnings.

residents there were able to return home after being under an evacuation order for days. >> a lot of stress and tension and pressure just right now gone. >> i didn't think i was going to have a home when i came back, but they did a remarkable job. >> reporter: crews are still clearing downed utility lines and trees. the fight is not over yet. more than 90,000 structures remain threatened. cal fire says full containment is expected next thursday, but that can change. the latest number of structures destroyed is 266, 133 of those are homes. we're expecting to get an update on those numbers at 7:00. reporting live from sonoma county fairgrounds, lauren martinez, abc7 news. power is slowly coming back to people in lake county where the kincade fire is still active. >> today county supervisors will draft a formal complaint to the cpuc about the impact of four

psps events in the past month. >> talk about pg&e and you're more than welcome to swear. >> we question how it could be considered a solution to the wildfire risk when in fact a wildfire broke out during psps. >> last night residents got an update. the fire was only miles away from middletown and firefighters appeared to have stopped it. some residents were appreciative while others expressed anxiety. >> appreciate it, everyone. >> trying to calm myself down, tell myself you're safe, but you can't help how you feel. >> a small grocery store owner says he lost about $100,000 because of the power shutoff, if that's not bad enough, someone broke in monday night and stole lottery tickets.

people in santa rosa who lost power or who were forced to leave their homes can get some free food. the redwood empire food bank is partnering with community groups for that event. you can donate nonperishable food from 7:00 a.m. to 11:00 this morning. starting at noon that donated food will be handed out and that handout process goes until 5:00 p.m. in san jose, the santa clara sheriff's office launched an investigation after a security guard shot and killed a man armed with a knife. this happened after 8:30 last night at the santa teresa light rail station in south san jose. the suspect threatened other people with the knife. they say the guard tried to engage him and then shots were fired. the suspect was taken to the hospital where he died. the security guard was not hurt. steph curry suspected to get a ct scan tonight after breaking his hand last night. >> and this is really just another tough blow for the warriors who are already suffering from klay thompson's absence.

amy hollyfield is live at chase center with more. >> good morning. his wife, ayesha curry put out a tweet thanking the fans for their love and support. here is the video of steph curry going down. it happened in the third quarter. he collided with aaron baynes. baynes fell on curry landing on his hand. the left hand is broken. they will decide today whether he needs surgery and how long he will need for his recovery. after the game some of his teammates spoke out about what a tough loss this is for the team. >> that's a very, very valuable piece of our team. i feel like we'll stay positive. wish him the best, of course. we don't know how long he'll be out. but of course we still have games to play. >> here is the tweet from his wife saying our entire family thank you for all the love, support and prayers. when the love surpasses life's hurdles there's nothing you can't overcome. we stand in our belief of impact
