defying all the odds bringing a world series title home to d.c. for the first time since 1922. >> soto delivers again. >> guess what? we stayed in the fight. we won the fight. >> reporter: through most of this do-or-die game, the nationals looked down and out. but they came alive in the seventh inning staging an epic comeback. the nationals' howie kendrick smacking the go-ahead homer. the nats gaining a lead they never lost. >> howie kendrick has made it 3-2. >> that's the beautiful thing about baseball is, you can fight, fight, fight, and you're never out of it until your last at bat. >> reporter: after the game, i spoke to winning pitcher and world series mvp, stephen strasburg. what are you going to do now that you won the world series? >> i think we need to go trick-or-treating. what do you think? >> yes.

trick-or-treat. >> reporter: in d.c., pandemonium at their home stadium, in bars and on the streets. >> it's a comeback story for the ages beating the astros for the world series. unbelievable. >> reporter: and, guys, i want to show you the ball that changed everything. this is howie kendrick's home run ball. you can see that yellow mark there. that's the yellow paint off of the foul pole. it hit the foul pole and bounced in helping put the nationals in the history books and this ball is now headed to the baseball hall of fame. it's going to be in the museum so everyone can see it. howie kendrick donated it to the museum so you can check it out yourself as well. >> i thought he donated it to you. how did you get the ball? this is a great lesson to never give up because this is a surprising victory for the nationals considering their season got off to a really slow start. >> reporter: yeah, they were 19-31.

that's not a great way to start the season and they have fought tooth and nail throughout the season to come back. they won every game of this series away. that's never been done before in any professional sport. lots of historical moments happening last night, guys. >> every one of those five elimination games they were trailing and came back and won like that. you got to give that ball up. you do know that, eva. hang on to it while you can. >> i have to give it back. >> charlie gibson, this time, 3:00 a.m. i got an email that said, if i see your show in the morning it won't be because i got up. it will because i'll still be up. too excited to sleep. >> congratulations. >> yes, congrats. >> all right. we turn to the wildfire emergency in california. take a live look, those are the flames in san bernardino. the state on edge again this morning as those fierce santa ana winds whip through sparking new fires, and matt gutman is on the ground in simi valley.

matt, i know that you saw the danger of those winds firsthand. good morning. >> reporter: hey, good morning, robin. about a half mile away we were on the highway when the fire flashed over us. the heat was enormous and firefighters stood their ground. we got saved by tankers dropping water, but we saw that fire gallop hundreds of yards in just a couple of minutes and it gives you a sense of what firefighters and the conditions they are battling here this morning and why we've seen multiple new fires erupt just over the past several hours. overnight, firefighters grappling with multiple fires. the wind this morning sowing inferno after inferno. the strongest wind event in over a decade delivering destruction. >> just grabbed everything i could and we left the house this morning. >> if it was to jump one of those roads, we would have some property in danger here. >> reporter: in chula vista, ten miles south of san diego, fields of grass surrounding this riverbed engulfed in flames. squads of firefighters marching in to battle the blaze. helicopters racing in to get those hot spots.

over 100 miles away in fullerton, flames fueling evacuations. this view from above showing the roaring fire. fiery limbs whipping in the air as choppers overhead drop water and race to extinguish that blaze below. and nearly 30 miles from fullerton, another fire. here towering flames seen from the sky racing up the power lines. we witnessed the devastating speeds from these winds that propelled the easy fire. wow, intensity of that is absolutely enormous. the heat is overwhelming. arriving along this highway as the fire galloped downhill. giant tankers dumping that phos-chek. right now, we're about to get dropped on. you can hear that plane coming through. look out! but it didn't stop the fire from leapfrogging the firefighters and the highway.

this highway is probably about 70 yards wide and look at that tree go up right now. all day enormous resources poured into chasing the easy fire but too often it ran too fast, incinerating over 1,600 acres. the fire encircling the ronald reagan library, an iconic spot in southern california, the whole area incinerated. and the senior center evacuated. smoke clogging the air and authorities trying to get the patients out helping the bedridden and those still in wheelchairs. authorities begging everyone to stay calm. >> okay, stay calm, kiddo. i got you. >> reporter: it wasn't just humans evacuated. we saw horses being taken out of here but i want to you see something. just this morning, we found this clutch of chickens hanging on here for dear life but i want to give you a sense of what firefighters will be battling this morning. check out those embers just whipping across the landscape. that could start new fires and it's going to be a very rough 24

hours ahead for firefighters here. george. >> and a rough week. okay, matt, thanks. want to go to rob marciano in santa clarita. winds kicking up there as well. >> again, george, we still have the winds blowing. the air is getting colder inland and at night that causes the air to come rushing down the valleys. the national weather service, this is an unprecedented action by them. they have issued what's called an extreme red flag warning meaning fire weather conditions are there for explosive growth. never done that before. it requires four parameters to be met, one, high wind warning winds gusting to 58 miles per hour, relative humidity less than 10%. check. live critical fuel levels of moisture meaning stuff that's live like that, those trees up there that are now brown, they have to be at 60% or less. we have that and finally a two-day event, absolutely check. long duration. that's been crushing residents here like people in the neighborhood. they're still without power. firefighters dealing with over two weeks of ongoing wind events. they're exhausted but very impressive to watch them work their situation.

ten miles per hour is the difference between today and yesterday but still extreme and they might even increase over the next few hours. this morning conditions will continue to be dicey. michael, over to you. >> conditions there, rob. we're going to go to ginger now for the latest on where the winds are heading. good morning to you, ginger. >> good morning to you, michael. we know that driving high has sunk a little farther south. you have smoke alerts from bakersfield to modesto, but let's go ahead and focus on southern california. that is where the extreme red flag warning is up. los angeles included. malibu, pasadena but the high wind warnings for up to 50-mile-per-hour gusts go all the way to the mexican border. you want to see some of the gusts, so impressive of what happened within the last 24 hours. we're talking about nearly 80-mile-per-hour winds there in ventura county. 73 and 68-mile-per-hour winds at fremont canyon and warm springs collectively. remember, we're talking relative humidity 3% to 10%.

but come back here because by tomorrow, this is why i'm smiling, because we can finally see those winds go in the 5 to 15-mile-per-hour range. the only thing left is horrible air quality going into the weekend. >> ginger, thank you. now to breaking news overseas. reports this morning that north korea has fired off two new projectiles while nuclear negotiations stall with the u.s. our foreign correspondent james longman has the latest on all that. good morning, james. >> reporter: yeah, good morning, robin. north korea has fired two projectiles, possibly ballistic missiles, into the sea towards japan according to the south korean military. now, if confirmed as a missile test, this would be the north's 12th this year. the launches traveled roughly 230 miles at 55 miles up and coming from south pyongyang province. the last test came earlier this month when the north fired a new type of missile being launched from a submarine. it's thought that missile could carry a nuclear warhead. all this is the latest blow to already bleak hopes of restarting the u.s./north korean talks. president trump last met kim jong-un in june but that did

nothing really to improve relations in a meaningful way. these tests are bottom line another warning to the u.s. that while the tension may be on upheaval in washington and chaos in the middle east, north korea remains serious about developing its nuclear weapons. george. >> doesn't look like any progress in the negotiations. james, thanks very much. we're going to go to congress now where the house is set for its first big floor vote on impeachment laying out the rules for public hearings, and behind closed doors, testimony from a key white house aide who resigned overnight, and mary bruce on capitol hill. terry moran at the white house. let me start with you, mary. nancy pelosi has been resisting any floor vote but now she has the votes. >> reporter: yeah. democrats this morning are confident they do have the votes to take it into the next phase. in just a short time, every single member of the house will have to go on the record to state whether they're for or against against this impeachment movement. it's a clear sign the democrats are confident that the public increasingly is behind this push. also a move that republicans had

been asking for, they have been demanding that the house take a formal vote like this on impeachment. now they say it's too little too late. they're expected to be united in their opposition. it will outline what's come next including the procedures. >> lot of democrats want to move quickly. >> they've been moving at a rapid pace here, that's expected to continue. no dates has been set yet. they're expected to start these public hearings some time in the middle of next month. george. >> okay, mary bruce. thanks. let's bring in terry moran from the white house. today behind closed door, tim morrison, a key white house aide, who actually resigned his post last night is defying the white house wishes and will testify. >> reporter: while he's not at a household name, tim morrison is a key figure, he served on the national security council inside the white house and the point person on ukraine, he's at the center of these event.

s. lot of people come to him about their conference about whatever it is what the president and rudy giuliani were up to. he takes the inquiry deeper into the white house, closer to the president himself. his departure from the white house announced last night, the white house claims was -- has been in the works for a long time. it certainly does give him the freedom to testify more openly with this inquiry. now, the other big story, the subpoena of john bolton. john bolton could be the star witness in this impeachment inquiry. he was president trump's national security adviser the right-hand man on these issues and several other witnesses testified that bolton was aware of this shadow foreign poll policy between rudy giuliani and president trump. he wanted no part of

actress just wanted the best for her daughters. reportedly, she is sad, she is angry, and now she's terrified and regrets not taking a plea deal, and that source attributes the family being in chaos to the prosecution surprising them with a third federal charge. this morning, actress lori loughlin is reportedly at a breaking point. just one week after she and her husband, mossimo giannulli, were hit with an additional federal charge, one count each of conspiracy to commit federal programs bribery. the couple now faces up to 45 years each in prison. >> this is a huge nightmare for lori. it's this huge, crushing anxiety that has been pressing on their family, and they really have such an uncertain future. >> reporter: the couple stands accused of paying $500,000 to get their two daughters in usc by posing then as elite athletes. they've been quietly going about their lives awaiting their next court date but, according to a loughlin source who spoke to "people" magazine, the new charge left them panicked. >> lori will have moments where she just breaks down, and then she'll have moments where she gets this kind of feeling of grit and determination that she's going to beat this.

the pressure on facebook, announcing they're banning all political ads. twitter's ceo jack dorsey posting, we've made the decision to stop all political advertising on twitter globally. we believe political message reach should be earned, not bought. but campaign spending on twitter ads is minuscule compared to what the presidential candidates spend on facebook. and twitter's power play seen by many as a slap in the face to mark zuckerberg, who recently decided facebook will run political ads even ones with lies without fact-checking them. >> in a democracy i believe that people should be able to see for themselves what politicians that they may or may not vote for -- >> so you won't take them down. >> reporter: just last week, zuckerberg clashing with democrats outraged over the policy. >> could i run ads targeting republicans in primaries saying that they voted for the green new deal? >> sorry. i -- can you repeat that?

this announcement just before facebook was announcing its earnings to wall street so a lot of pr about it, a lot of pressure between the social media giant. >> it does send a big message. >> it does and keeps the pressure on misinformation and social media. the spotlight is there. >> as it should be. thanks, tom. now to breaking news overnight. that missing virginia teenager, isabel hicks found alive. her alleged abductor in custody this morning. amy is here with the very latest on this. good morning, amy. >> reporter: good morning. her family, of course, breathing a huge sigh of relief. the sheriff's office says 14-year-old isabel hicks appeared unharmed after going missing more than a week ago. this morning, a happy conclusion to a ten-day manhunt. 14-year-old isabel hicks found safe and unharmed after she was spotted in a car with armed and dangerous 34-year-old bruce lynch, the man authorities say took her from her home october 21st. her family pleading for her return. >> isabel, i love you and i want you to come home and just let me know if you're okay. >> reporter: the fbi quickly joining the search as sightings of the pair were reported across virginia. >> we won't stop until she comes home safely.

sexiest but researchers warn the trend of sexy halloween costumes is now expanding to children. >> what i guess i didn't expect to find in children's costumes was how much more sexualized they are. >> reporter: these two professors of westchester university say their ongoing study has examined over 1,600 halloween costumes. what they found is the girls section surprised them most. you're saying even the children's costumes are now sexualized where they didn't used to be. what do you mean by that? >> for lack of a better word a skimpy looking costume. there are also some elements in the costumes that are borrowed from either high fashion or sex so you'll see more fishnet in children's stockings and a lot more corsets. >> reporter: they even say some of the costume descriptions were sexualized. >> like flirty pirate. all eyes on you. >> these costumes are being marketed to children and titled

rebecca jarvis is here with those details for us. good morning, rebecca. >> reporter: yeah, robin. hate to be a buzzkill here, but there were more than 4,000 halloween-related injuries last year according to the consumer products safety commission and some of those involved halloween costumes. while colored contact lenses are a popular trend, wearing them without a prescription could cause serious injury to your eyes, even blindness. take a look at this young woman's story. >> hello. >> reporter: whether you're channeling pennywise, maleficent or maybe a whitewalker, many costume lovers are turning to colored contacts to up their game, but according to federal law, all contact lens, even cosmetic ones, require a prescription from a medical professional. mamie gay of cleveland, ohio, says she now understands why. >> i thought it was just one size fits all. >> reporter: unaware of the regulation she ended up in the

emergency room last year after wearing her colored contacts overnight. >> burning sensation, watery eye, couldn't see. >> we saw her here with abrasions or terrific painful scratches in both eyes that could have even potentially been blinding had they got infected. >> reporter: this week the ftc sending warning letters to seven unnamed retailers after receiving complaints about selling contact lenses to consumers without a prescription. the agency warns, buying contact lenses without a valid prescription can cause pain and eye discomfort. blurred or decreased vision. corneal abrasion, infection, even blindness. the american optometric association telling "gma" it applauds the ftc's recent efforts. contact lenses are among the safest, most popular forms of vision correction, and it has been an active leader in holding retailers accountable. >> if somebody is offering you

different experience and that's where the thinking part of your brain can really kind of overwhelm the emotional part. >> but fear can be a healthy thing. >> yeah, absolutely, because we know about the fight or flight reflex so if you take a look at this list you can actually see that fear in some cases can actually be protective and help us stay safe and actually keep us alive. it heightens our senses and awareness and lets us process our environment. but it does force us to examine and potentially overcome these real or imagined barriers. i suffered from a severe snake phobia and i was able to overcome it but you could say, well, isn't it kind of good to be afraid of snakes? there can be some benefits. >> but what about if the fear crosses over into an unhealthy phobia? >> exactly, and that can be debilitating. i want to show you something. can you just hold my broom for a second? thank you. it's a technique called belly breathing and i have actually used this out of the hospital in cases of trauma where someone is so panicked that they're hyperventilating. you take one hand and put it on your chest, okay and the key

we don't want it be to too scary. pom-poms, and ribbons el about >> announcer: this is an abc news special report. now reporting, george stephanopoulos. good morning. we're coming on the air right now because the house is about to take a major move in the step to impeach donald trump. they have just voted. they are voting now on this resolution to authorize public hearings by the house intelligence committee. also set the rules for the articles of impeachment if indeed it then goes over to the house judiciary committee. you see the votes right there. largely a party line vote. 477 republicans against. only two democrats have crossed party lines so far. that was -- one independent who was a republican in michigan voting with the democrats to authorize this resolution. they're coming up on the numbers needed right now to pass this resolution. a majority of the house will be 215 or 216 votes today depending

on the final counts of members in the chamber. i want to go to mary bruce, our senior congressional correspondent on the hill as we're waiting for this final vote to pass as we see house speaker nancy pelosi on the chair. mary, this was not in doubt -- this was a vote nancy pelosi resisted for sometime before today, but now she's unified her caucus around the move to impeach president trump. >> reporter: it is a remarkable turnaround for democrats. they resisted this move, but now the speaker is confident they have the votes. we see they are inching closer to that right now. this is the most tangible step yet towards impeachment, and it will mark a new phase in this investigation. democrats now rallying behind this move, and they wouldn't be doing this, george, if they didn't feel that the public is increasing their support for this inquiry as well. on the other side of the aisle, there, george, you have it. 217 votes. that means the democrats have the support to go ahead and

advance this measure. this outlines the step in this, and it will set up public hearings in what we believe will be the next few weeks. >> okay, mary bruce. jon karl is at the white house as well. this resolution, jon, in some ways, calls the republicans' bluff. they have been making complaints about the processing behind closed doors. of course, the depositions have been taken behind closed doors and it authorizes rules that give the minority some rights. not the kind of rights republicans had, but president trump still railing against the investigation. not cooperating at all. >> reporter: and republicans will point out, george, that this is an entirely partisan vote with the exception of the two democrats that voted against it. not a single republican voting in favor of this. the objections though are procedural. they are not substantive as you alluded to. the republicans want things like subpoena power, to be able to subpoena their own witnesses in this process. right now they can only do this if they have the approval of the democrats. so there are republican objections and i would expect,
