everyone is on board this year. and the morning after the biggest sugar high of the year.. happy november. we begin this friday with breaking news from southern california. >> fire crews already exhausted from days of dousing flames are now battling a new fast-moving wildfire near the town of santa paula. the so-called maria fire exploded to more than 5,000 acres in just a few hours racing up a hillside surrounded by cell phone transmission towers. >> the flames are threatening nearly 2,000 homes forcing at least 7,500 people to evacuate. and to make matters worse, an illegal drone hampered the air attack at one point. the helicopter reporter for our los angeles station flew over that fire. >> it's going to be a difficult

fire to access, but they do have fire roads to work with. they have ordered a number of strike teams, as well as several night-flying helicopters that will soon be able to get some water up here. now, water resources are going to be limited, so it'll be a bit of a challenge in terms of how much they can actually get in front of it, but it's a big fire very close to some radio towers and receive sites. >> we're just trying to make sure the home stays, you know, somewhat safe as can be until we have to get out of here. >> we're not intending to do anything foolish, so if it looks like we can't handle it, we are out of here. >> an earlier fire sparked by a car crash after a police chase engulfed a ranch in riverside county forcing several horses to scramble for safety. the winds have started to die down, but red flag warnings will be in effect all day. that's because of low humidity which can spark fires at just a moment's notice. >> we will continue to monitor that story. but now to the other big story this morning, that vote to

move forward with the impeachment investigation in washington. demrad republican joined them. the partisan battle comes as a new poll shows the nation divided with a narrow majority of people in favor of impeaching and removing president trump from office. >> abc's megan tevrizian is here to tell us what's next. good morning, megan. >> reporter: good morning, kenneth and janai. democrats say they want to move quickly telling abc news these hearings could start in the next two to three weeks. a historic vote on capitol hill. a bitterly divided house of representatives voting to formally move the impeachment inquiry forward. this new phase sets the stage for another round of hearings, this time open to the public. >> indeed, when we move into have an equal opportunity to ll question any witnesses that are called. >> reporter: republicans are still calling the process unfair accusing democrats of trying to overturn the 2016 election and

[ applause ] no one. >> reporter: this comes as another white house official, tim morrison, testified that military aid to ukraine was held up until their leaders committed to investigate joe biden and his son hunter, but morrison also said he saw nothing illegal about the quid pro quo at the center of the impeachment inquiry and president trump continuing to defend himself telling former british politician nigel farage on his radio show he did nothing wrong. >> it's a hoax and, you know, rimes d sdea misdemou have a very

appropriate conversation? >> reporter: and democrats want to start hearings as early as mid-november. witnesses who have already testified behind closed doors could do it again, this time in public, which means all of this could be played out on television very soon. >> yeah, democrats definitely appear to be moving in a rapid pace. thank you, megan. after spending his entire life as a new yorker, president trump is officially becoming a florida resident. the president has filed paperwork to switch his permanent residence from trump tower to mar-a-lago. he tweeted that political leaders in new york have treated him badly. he was apparently alluding to legal filings aimed at getting his tax returns. new york governor andrew cuomo fired back tweeting, good riddance, it's not like mr. trump paid taxes here anyway. he's all yours, florida. now to breaking news overnight. a 7-year-old girl is in critical condition after being shot while trick-or-treating with her family in chicago. police say she was shot in e necky ter aiming at

anas also shot in the hand. no arrests were reported. also developing this morning authorities have issued a dire new warning about a missing college student from alabama more than a week. this morning, a new statement from authorities in alabama makes clear just how much danger aniah blanchard is believed to be in. they say she was harmed and is considered to be a victim of foul play. police say that's based on evidence they found in her vehicle. the 19-year-old was last seen in auburn, alabama, last wednesday. surveillance footage from this convenience store shows her buying something moments before she vanished. her suv was found dented and scratched two days later about 55 miles away. the fbi, u.s. marshal service and homeland security all getting involved in the search. blanchard is the stepdaughter of ufc heavyweight fighter walt harris. >> i'm ufc president dana white. and i need your help. >> reporter: the mixed martial arts community is now upping the reward money in the case. >> i'm contributing an

additional $25,000 to alabama governor kay ivey's $5,000 reward for information leading to the arrest and conviction of the perpetrators involved. >> reporter: the total reward, now up to $80,000. abc station wbma reports one question officials are looking into is whether blanchard was meeting a stranger from a dating app. a message sent by blanchard to her roommate indicated she may have been with a man before she disappeared. her family is pleading for the public's help. >> if somebody out there knows anything or knows the whereabouts of my daughter, please, please, please i beg you to let someone know. >> and the task force working on the case now includes 60 investigators. overseas this morning, isis has confirmed the death of its founder days after that u.s. raid in syria. the terror group has already named a new leader and issued a warning to america not to be arrogant. meanwhile, as some americans martha raddatz reports some troops are rolling into the

country to guard the oil fields. >> reporter: so the u.s. now has troops leaving northern syria but hundreds and hundreds going into eastern syria. so in the end we could have about 700 troops remaining in syria despite what the president said. president trump said he would pull nearly all 1,000 u.s. forces out of syria. the mission to the oil fields is being conducted despite that pledge. back here at home, the weather played quite a trick on trick-or-treaters across most of the country. this video from syracuse, new york, area shows the heavy rain and wind that kids had to brave across the northeast to get candy. and farther south there was a threat of tornadoes. now, let's take a look at your friday forecast. well, good morning to you. we are talking about windy conditions here across the northeast. that's going to be the big weather story as that storm system pulls away. all areas shaded in purple here, wind gusts, 40 to

we're back with this e that fell out of the sky in central florida hitting an suv on the road near the ocala airport before crashing. two people on board were killed. the driver of the suv was seriously injured. a terrifying story from indiana where police say a woman was killed by a python. she was found inside a house near lafayette with the eight-foot snake wrapped around her neck. no one lived in the house. it's owned by a local sheriff who stores his snake collection there. the victim also reportedly kept her snakes in that house. a utah woman is suing a 911 emergency dispatch company claiming it failed to respond during a brutal attack at her home. breann lasley says she was nearly killed when an ex-convict broke into her home and began stabbing her. she and her sister called 911 four times. she says a company called priority dispatch corporation made faulty software that prevented police from being sent when she called for help.

>> help us, help us please. what do you want? >> hello? >> i'll give you anything you want. what do you want? >> hello? >> but to be able to call 911 and not have help sent is terrible. it's not just a disservice to the community and puts the community at risk, it literally put my life in danger. >> unimaginable. the sisters were saved by a police officer in a nearby home who heard their screams. he killed the attacker. the lawsuit claims the software requires 911 dispatchers to ask certain questions before it sends police, but the company is fighting back insisting its software was not used that night. it says police would have been sent otherwise. actor cuba gooding jr. has pleaded not guilty to new sexual misconduct charges. in one case video obtained by tmz appears to show him grabbing a woman's backside at a new york nightclub. two women have accused him of misconduct, but prosecutors

congress after being accused of having a relationship with a staff member, and during that address she blasted what she calls a double standard in washington. this morning, congresswoman katie hill saying good-bye. once a rising star in the democratic party, she delivered a clear message during her final speech. >> i wanted to show young people, queer people, working people, imperfect people that they belong here, because this is the people's house. i fell short of that, and i'm sorry. >> reporter: the 32-year-old is stepping down in the wake of an ethics investigation into allegations she had a sexual relationship with a member of her staff, a violation of house rules. reports of the allegations came as nude photos of hill were leaked online. hill, who is in the middle of a nasty divorce, accuses her husband, kenny heslep, of leaking the photos calling it an act of revenge porn. heslep hasn't commented. >> i'm leaving because i no longer want to be used as a bargaining chip. i'm leaving because i didn't want to be peddled by papers and

behalf of the women of the united states of america. >> hill says after the nude photos were published, she got thousands of threatening messages. the ethics investigation will be closed today when she leaves office. five fraternity members at the university of california irvine are facing charges in the death of an underage frat brother. authorities say 19-year-old noah domingo drank himself to death at a party off campus. a frantic voice is heard on the 911 call trying to get help for the freshman. >> someone's not breathing. they're not okay. >> someone's not breathing? >> yeah, they're not okay. like their whole body is like blue, and he just drank -- he just drank too much. >> the student facing the most serious charge of providing alcohol to a minor could face 18 months in jail if convicted. the other fraternity brothers could face a six-month sentence. in sports the san francisco 49ers remain undefeated. jimmy garoppolo threw four cardinals, and the 49ers' defense held on. the final was 28-25.

halloween shooting in the normally quiet east bay community. minutes ago we just confirmed four people are dead. we are live with the activation under way. that's a terrible way to start the day, it's the information we have right now. good morning on this november 1st. >> we also have the latest on the kincade fire, and the latest on the pg&e power outages. >> things will be a much better day. we are improving the further and further we get down the road from this fire. we'll have good air quality today. no spare the air. good to moderate with the north bay having most of the moderate. we also have some near freezing cold temperatures up there. we have that freeze warning until 9:00. a lot of mid 30s up there. 37 in danville. 40s around the bay until you get to san francisco and out to the coast. upper 60s, half moon bay and san francisco. low to mid 70s around the bay.

amy? >> good morning. police are keeping us far from the scene. they are still here but they're up that hill. the house is aways from us. we do see police still here working on their investigation. they got their call last night at 10:45 to come to this home. the police chief tells us when they got here, they found four people shot to death and four were injured. apparently there was a party going on. the east bay times reports that a flyer had gone out advertising an airbnb mansion halloween party. telling people to byob and byow. the party was apparently going to start at 10:00. people were supposed to dm the host to get the address. officers have not released information about the victims or the party hosts. we did get in touch with the owner of the home. she says she could not talk to
