this community went off with two pg&e shut offs. it's working with police to better prepare. >> i'm cornell barnard in the east bay. there are no restrictions on airbnb rentals and everybody wants to know why. >> a bay area father loses his third son to gun violence and he's angry at police. i'm in orinda where the airbnb halloween shooting party continues. abc7 news starts right now. >> announcer: now news to build a better bay area from abc7. >> new developments tonight. the chronicle reports police are looking into whether the orinda shooting was in retaliation for a quadruple killing in san francisco's hayes valley in 2015. >> abc7 news has learned investigators are checking the backgrounds of the orinda victims to see if they can help pinpoint a suspect. some of the victims had ties to francisco as residents. >> a source tells abc7 news no arrests have been made and no

suspects have been identified. abc7 news reporter kate larson is live from orinda where, kate, police are being criticized for their response time. >> reporter: well, dan, absolutely. the victims' families are angry that somebody didn't do more to prevent a tragedy as it was unfolding halloween night. >> i'm ripped apart. >> reporter: ramon hill, sr., is wearing photos of his son ramon hill, jr. this was taken october 30th, the day before hill was shot and killed at a house party in orinda. >> somebody was upset and they let the bullets fly. >> reporter: ramon didn't know his 23-year-old son, a musician who grew up in san francisco and lived in oakland, was at the rap event, which was billed as an airbnb mansion party. >> my baby gone. he was the greatest. >> reporter: it's hard to fathom, but ramon has lost three of his sons to gun violence. this time he's angry at police. orinda p.d. received multiple noise complaints about the party, but did not actually respond to the house until an

hour and a half after the first complaint, and two minutes before shots were fired. >> the police didn't do they job that night. lives could have been saved. >> reporter: about two hours before the orinda shooting, police responded to a home invasion robbery in lafayette. orinda city manager told officers they were assisting with that call which delayed the response to the house party. >> it seems to me like they were being lazy because the whole force wasn't in lafayette. >> reporter: tanya lofton was hill's auntie. to add insult to injury, while she and other grieving families were holding vigil in orinda sunday night, people driving by stopped and yelled the n-word and other obscenities. >> that's what they told us. go back to the ghetto. it's not where you live. it's a respect thing. and we didn't get that from them. >> reporter: now, tomorrow orinda city council plans to take up the issue of further restricting short-term rentals in order to prevent future house

parties. live in orinda, i'm kate larson, abc7 news. >> okay, kate, thank you. >> new at 11:00, the shooting in orinda has raised fear and concern with some neighbors in the east bay. they want to see regulations for short-term rentals like airbnb in their city. >> abc7 news reporter cornell barnard is live in livermore with the story tonight. cornell? >> reporter: yeah, dan and ama, several cities in the tri-valley have regulations on short-term house rentals. livermore does not and some neighbors really want that to change. >> we're just trying to, trying to level the playing field here. >> reporter: these north livermore neighbors don't want their faces on camera, but they have concerns about short-term house rentals in their neighborhood. >> there was people inebriated outside. it just, you know, it was just really not what you'd want. >> reporter: their complaints surround one home which they say is frequently rented on airbnb, sometimes to groups. >> the fear we have is, you know, it only takes one bad one

to create a disaster. >> when this all happened in orinda, it really brought this to the forefront for us. >> reporter: the halloween party shooting at an orinda home rented at airbnb raised anxiety levels. we found more than 100 homes in livermore available on airbnb. currently the city has no rules or regulations regarding short-term rentals, but vice mayor bob carley says that could change. >> we could employ a 30-day minimum for residential stays in these short-term rental units. >> i don't want to see a ban. this is not about stopping the whole system. >> reporter: matt alexander owns the rental home that neighbors have concerns about. he says he's making some changes. >> they've been pairing back how often we do it, having smaller groups, monitoring it more tightly. i think at the end of the day, certain people just aren't going to like it. >> reporter: yeah, that homeowner says he has restrictions on how many people can stay in the house and can even monitor noise levels at the property. city may consider some type of

regulation in january. in livermore, cornell barnard, abc7 news. >> okay, cornell, thanks very much. new at 11:00, san rafael is going to start regulating short-term vacation rentals much like the one in orinda we're talking about tonight. the city council unanimously passed an ordinance this evening. there will be a three strike rule for complaints and people will have to pay an annual registration fee. this is in response to numerous noise complaints by residents. >> building a better bay area now involves better preparing for those widespread pg&e power shut offs. in fremont we first highlighted a senior community anxious after losing power twice. our coverage led local agencies to host a community meeting tonight focused on proactive measures. abc7 news reporter amanda del castillo is live in fremont. amanda. >> reporter: ama, the niles canyon home park sits at the base of the foothills in fremont. it went dark in two pg&e power

shut offs. in abc7 news coverage, they called a meeting to help residents better prepare. this community on canyon road homes to hundreds 55 years and older. they rely on equipmen that uses power. >> my concern was what a lot of older people living here were going to do about obviously their c-pap machines, keeping their insulin chilled. >> reporter: pg&e shut offs impacted the mobile home park twice. at a community meeting monday, fremont police and fire encouraged residents to act now before the next one hits. 92-year-old teresa learned preparation for her means calling for more oxygen ahead of the next outage. >> they have six big tanks for me in no time at all. >> reporter: delicate conditions and widespread black out forced her neighbor donna to create this binder. it's filled with critical information available to

responders during shut offs. >> we were able to identify right away who needed help, who needed oxygen, who had a hard time, any kind of handicaps at all. >> reporter: on monday, building resiliency was the message. >> that means that the people actually create some redundancy in their own system. >> reporter: ultimately, thinking ahead, storing whatever is needed when resources are stretched thin. >> you should be able to depend on friends, family and your community and yourself to survive basically for three days. >> reporter: there is also a push to transform the clubhouse you see behind me into some sort of residential hub during a pg&e power shut off. smyth said someone reached out after seeing our coverage wanting to donate a generator to make that happen. in fremont, i'm amanda del castillo, abc7 news. >> amanda, thank you. we focus on a new pledge to create affordable housing. $2.5 billion worth of affordable housing. apple announced it is giving that cash to housing-related ca.

that stunnin rescue happened at a coliseum bart station. lyanne melendez talked with the rescuer today. >> reporter: you had extra people on the platform, extra trains and extra bart staff when that happened. a man rescued with just two seconds to spare. >> oh, my goodness, right before the bart came? >> yeah. >> that happened here? >> reporter: yep. >> oh, my gosh. >> reporter: the bart supervisor who somehow lifted the man is john o'connor. he had been working last night helping control the crowds following an oakland raiders game. >> he was down there. we're all yelling. the crowd is saying, hey, get out of the track way. and when i looked, i saw the headlights and i saw him, and it was just like, he ain't gonna make it. >> reporter: the incident happened right around here, precisely wre john o'connor and all those cameras are. i'm sure after looking at that video, you have the same kind of

questions that many people are now asking. >> well, he shouldn't be walking like that. that's the first question. >> reporter: bart officials say the man was very intoxicated and fell. >> however much he weighed, it seemed he was able to be pulled out. >> i don't know if i'd do it now. i don't know if i could pick him up now. but, you know, he didn't feel very heavy at that moment. >> reporter: by the way, bart confirmed they do not train their staff to perform this kind of rescue. >> i do want to know how fast was he going because i know they slow down drastically right before they get here. >> reporter: bart says the train was traveling at about 36 miles an hour. firefighters are gaining ground on the kincade fire. containment has gone up to 82% as cal fire remains optimistic it will have full containment by thursday. nearly 78,000 acres have burned making this the largest active wildfire in the state. the flames have wiped out hundreds of structures, including 174 homes. meanwhile, hundreds of people in sonoma county still don't have their electricity or gas. >> well, we got a sink full of dishes. we don't have any running water because we're on a well. we have cords running through the house. we're freezing cold. we can't cook here. we're spending all this monley eating take-out. >> abc7 news was in healdsburg where people lined up at an assistance center to get help. it will be open tomorrow and wednesday as well. >> a federal judge is demanding answers from pg&e about its equipment. today he gave pga kne pga kneel answer a list of questions.

electrical wires called jumper cables, the cable broke where the kincade fire started. a cause of that fire has yet to be determined. judge williamalso als to know whether the planned power outages and the process of it actually started wildfires. also overseeing pg&e's probation for the san bruno pipeline explosion in 2010. >> all right. moving on to the weather, hope you're enjoying your halloween candy and also this nice weather we're enjoying as we start another week. >> that's right, meteorologist sandhya patel is here with what's coming our way. sandhya. >> the weather is cooperating for the kincade fire and the crews working. that will continue this week. dan and ama, i want to show you a live picture from the golden gate bridge camera. it is socked in. fog has dropped the visibility down to one mile. take a look at the entire coast line. it's pretty much foggy across the entire region, so tomorrow morning definitely be careful. want to show you what's going on. we have what i known as a blocking high. this area of high pressure is blocking the storm track from getting here. so as you take a look at the

next week, basically this week going into the weekend, you will notice all the storms are getting diverted into canada because of that high pressure ridge. and this pattern is expected to persist right on through early next week. here is some encouraging news. last year we started out this way. the first 20 days were very dry, and then the back half of november last year we had a couple of atmospheric rivers with above-average rainfall. not to worry just yet. we're into early november right now, and we'll be talking about above-average temperatures for livermore, average high of 69 degrees tomorrow, 80 degrees pretty much in the upper 70s to the low 80s the next seven days. so definitely will be warmer than where we should be this time of year. san jose camera showing you the shark tank right now. visibility is good. as we take a look at the temperatures, 40s, 50s right now. beautiful view of city hall in san francisco all decked out for election day. areas of dense fog near the coast in the morning. moderate air quality the next few days. we're looking at a dry mild
