for ideas to surface that would help make the pg&e system safer. more reliable. and to do mainteance that is required. oakland mayor and others agree with him the proposal is needed now. they haven't been able to put a price tag on it. one estimate says it dould cost $50 billion. >> if we're paying for it in higher rates we better own the company. >> san jose mayor is hoping the idea of making pg&e into a customer owned utility will be considered part of the bankruptcy proceedings. a letter sent to the utility commission urging regulators to consider the idea. it was seened by 22 county supervisors. the idea would involve buying out existing pg&e shareholders with bond money that customers pay off over time in their monthly utility bill. a customer owned utility certain savings that pg&e doesn't enjoy.

>> customer owned utility is not required to pay dividends to shareholders. it's exempt from federal taxes. and exempt from other taxes as well. that enables it to focus dollars on badly needed capitol upgrades. >> two hurdles. first private hedge funds indicate interest in buying pg&e. in a statement pg&e said it's convinced a government or customer take off is not the solution. that will address the challenges. and serve the long run interest of customers in the community. a strong critic of pg&e said it hasn't studied the mayors proposal but would welcome a plan to put customers first. >> mayor's plan doesn't require public approval because no taxpayer money is involved. customers will end up having a big stake in the plan because they will probably see higher
