crowd estimated more than 100 at the home. a home rented on halloween night. on airbnb and promoted online as a mansion party. suddenly, he was running for his young life. >> shots going off. you don't know from where or nothing. rapid shots going off. everybody is screaming. >> he says it was chaotic. >> everybody falling and stuff like that. it was champagne on the floor. people slipping and falling. >> he came to the gates of the house. where family and friends and strangers have paid respects to the five who died. law enforcement sources tell us that the halloween shootings may have a connection. with a brazen shooting that happened some four years ago in san francisco. four young men in the parked car. executioners walked up to them and fired close range. sources told us that some of the

victims were identified members of the street gang. those same sources looking at members of a rival group. as the possible killers. one of the victims of the shooting is 22 year-old farly. the half brother of lee farly jr. the only suspect police arrested in the haze valley murder. he's awaiting trial. investigators want to know if the massacre was a retaliation. for the shooting. another victim on halloween night, 23 year-old raymond hill jr. farly's childhood buddy. he recently had been paroled after serving time in prison. on a firearm conviction. police are also looking to see if he may have been a target. >> the city counsel expects a lot of people to come here tonight. what happened here halloween night is rare. in this town. of only 20,000 people. the city manager did tell us

today that much of the response has obviously received from the public is to ban short term rentals altogether. whatever happens here tonight city counsel will not be voting on this until later this month. >> okay. thank you. 13 days after the kincade fire broke out. it is 84% contained. the size is holding at nearly 78,000 acres. 164 homes have been destroyed. twice that are still threatened. all drentzs are allowed to return home. the community center is offering a wide variety of resources today and tomorrow. for anyone affected by the fire. >> wild fires and power shut offs certainly on the agenda at the meeting in sacramento. between the governor and pg&e. >> years of wild fire. and then this years blackouts led to this meeting at

10:00 a.m. this morning. in the capitol. top executve ts walked into the governors office to sit down with the attorneys representing both the utility. and wild fire victims along with the governor himself. >> 45 minutes later a contingent of 30 people walked across the street to continue meeting in the basement conference room. at the state department of finance. according to the governor office, governor newsom reiterated his frustration with pg&e. and pushed for a resolution that results in a transformed utility. pg&e ceo defended last months black out as preventing more catastrophic fire. >> ten years we'll be done. it will be fewer every year. we'll get out of it. we'll do things to sectionalize the system and build micro grids. >> the governor spokesperson said the governor spelled out in vivid detail what the blackouts

and pg&e long term neglect of safety investments cost the people of the state. stake holders work as swiftly as if they lost a loved one in the campfire. if a swift resolution is not reached in advance of the next fire season the governor threatened he would have the state intervene. >> meanwhile the city of fremont ground 0 for announcement about an alternative to pg&e. and the ageing insure. >> we have the story. >> four bay area community energy agencies are joining forces in attempt to help local communities survive future pg&e related blackouts. >> you can't rely so much on the existing delivery system. and so this program will allow for back up. >> the coalition came together in fremont to announce a plan to install solar powered battery back ups in 6,000 homes and hundreds of businesses across

problem. what's the right solution? it depends on who you ask. >> on this very stretch of the 101 you can can be traveling on an express or car pool lane into the city. that's the plan from the transportation authority. but for a price. >> our goal is to move more people in fewer vehicles. >> but is this the solution? the lanes would start and get into the city at fifth and king. if the lanes are approved it would connect to a net work under construction in san mateo. where the charge for the express lanes could range from a few dollars to ten. we asked drivers they're not convinced. >> they already taken awa lanes in san francisco for bus lanes. so you have dedicated lanes for bus and taxi. you take away more it's going to make traffic harder for people who can't afford to pay the price to pay for the car pool lane. >> it's going to increase traffic. it will take up a whole lane of
