we're following this sigalert in vallejo involving a motorcyclist and one car. this is westbound 80 past tennessee street. the motor cyclist was hurt. he has a broken leg and is being helped by medics on the scene. the backup extends 2 1/2 miles to highway 37. it's completely a mess. the speeds are slow. looking at 10 and 11 miles per hour down to entire stretch. if this is a part of your morning commute, big eds up to you. you may consider holding back before you leave the house. a live picture of walnut creek, 680 looking smooth there. >> it appears the deadly mass shooting at an orinda house party will evict airbnb from the city. at least temporarily. >> late last night the city council voiced to support an emergency ordinance. amy hollyfield is live in orinda with the details. good morning. >> reporter: good morning, it was a long night.

residents in orinda had a lot to say. there were about 50 speakers, they spoke about three hours to a standing room only crowd. the issue was whether to ban airbnb rentals or restrict them. one city leader said there are 32 active airbnb homes in orinda. some of those home owners say they responsible with rentals. others don't want them in the neighborhood. >> we're getting cameras, we're doing everything we can, but if you take this away, my kids don't have any chance of keeping this house and living in orinda. >> unless you have the ability to hold them liable for comporting with your rules, you'll be back here again and again with problems. >> reporter: a party on halloween night was held in an airbnb rental in orinda.nfbrou

five people were killed. the city council ruled a temporary ban on is okay. the council will have two years to pass a permanent ordinance. reporting live in orinda, amy hollyfield, abc7 news. san francisco mayor london breed has cruised to re-election. >> with 100% of precincts reporting, breed received 68% of the vote. ellen zhou had 14% of the vote. last night breed celebrated her victory at the swedish american hall on market street in san francisco. she thanked supporters and vowed to work hard to combat homelessness. >> it feels good. i'm excited. i'm also, like, anxious to continue to get the work done,

because i want them to be proud of the decision that they made. i want them to see a difference and be happy about the conditions of san francisco and that's going to take a lot of work. >> so this will be her first four-year term as mayor. up until now she had been filling the rest of the term for the late mayor ed lee. the san francisco district attorney's race is a different story. suzy loftus, who was picked to be the interim d.a. by mayor breed is narrowly in the lead, that's after rank choice voting kicked in. ches boudin is less than 250 votes behind. he was ahead before rank choice results were calculated. voters in san francisco are saying yes to proposition a. it calls for a $600 million bond to pay for construction for affordable housing in the city. the measure is leading 69% to 30%. it's still too close to call because the measure needs two thirds of approval to pass. there are mail-in and

provisional ballots to count. turning to election results across the nation overnight that could be clues to the 2020 presidential race. there's been a major upset in kentucky. democratic attorney general andy bashir narrowly beat republican governor matt bevin by 5,000 votes. bevin refused to concede last night saying the race is too close to call. he will likely ask the recanv recanvass or recount votes. today president trump is looking to rebound from the republican loss in kentucky. the president will travel to louisiana to support the state's republican candidate for governor. his name is eddie rispone and he is facing john bel edwards. louisiana will hold a runoff election next week. >> you can find complete election coverage on our website, abc7news.com. >> at the live desk, i'm following a manhunt in monterey

county. authorities are looking for two murder suspects who escaped from jail over the weekend. santos fonseca and escaped through a hole in the bathroom ceiling. there were reports that salazar had been spotted at a motel 6 just 13 miles away from the jail, but hen authorities searched the motel, the room they thought he was staying in was empty. the suspects are considered armed and dangerous. the monterey county sheriff's office is offering a $5,000 reward for information leading to their capture. oakland police now say the robbery of an armored truck this summer was an inside job. this morning the search continues for another suspect. two masked men with assault rifles confronted workers from loomis armored car company. this happened in june at the foothills square shopping center. these three people are now facing charges. investigators say that damian jackson was driving the truck.

by j.d. power. only at 7:00, a san jose father is recovering after he was knocked unconscious on halloween outside of his house. he said his wife texted him warning him of potential trespassers near his car. one of the vehicles windows was open. he approached two people near the vehicle and told them to leave. that's when he said everything went black. >> they put me on a gurney, shoved me into the ambulance. that's a ride i never want to take again. >> he suffered a bad concussion as you can see here from this picture, a broken nose, 16 stitches, injured ribs. the suspects took the man's keys and later returned to steal his

car. police found the stolen car days later and arrested two people. there is a new proposal to save pg&e while giving customers safe, reliable service. >> 27 mayors and county supervisors sent a letter to the state public utilities commission asking the commission to make pg&e a customer-owned utility. the plan calls for buying out existing shareholders with bond money. customers would pay it off over time in their monthly utility bills. an estimated $50 billion in bonds may have to be sold for this. pg&e says it is convinced a government or customer takeover is not the optimal solution that will address the challenges and serve the long-run interest of communities in areas they serve. governor newsom talked the fires and power shutoffs with pg&e officials. he reiterated his frustration with pg&e and pushed for a resolution that results in a transformed utility. pg&e's ceo defended last month's

except for san francisco, 50. my accuweather forecast, our warmest days will push temperatures to near 70 at the coast. mid 70s at the bay. mid 80s inland thursday through saturday. good morning. with he have an update to the issue we were following in vallejo. the crash between the motorcyclist and the car. it has been cleared. no longer a sigalert. the backup is still extending further than three miles right now. so this is westbound 80 past tennessee street. you can see the speeds here. they are improving. still down to 11 miles per hour, but it does speed up once you get through, 22 miles per hour. as you approach the slowdown, looking at 33 miles per hour in that area. want to hop down over to hayward here. we have a three-car crash blocking the left two lanes on southbound 880 past whipple road. injuries have been reported here as well. emergency crews are on the way. speeds are down to 13 miles per hour. want to leave you now with a live look at san jose, 280

allowed federal agencies including the u.s. department of homeland security to access private information on 3,200 op the dmv just sent notices to people whose social security information including whether or not a license holder had a social security number was accessed during the past four years. the agencies include the irs, the small business administration, and district attorneys in santa clara and san diego counties. wal-mart announced a new unlimited delivery program. customers can choose between paying $98 bucks a year or 12.95 a month for unlimited grocery delivery. it's being offered in more than 1,400 stores. the delivery service will be available in more than 50% of the country by the end of this year. >> would you try that? >> no, i walk. i still have these leaggs and a body that works. starbucks opened its first mobile pick-up store in the u.s. the store is located near penn station in new york city. you order through your app

down in the south bay. you have some fog moving in. right now the visibility at san jose international, best reporting station down there says two miles. keep an eye on that. it will get thicker as we head through the morning. look at this gorgeous sunrise developing from our east bay hills camera. temperatures in the mid to upper 40s. milder this morning. that will keep us cooler this afternoon. look at noon, still in the 50s at the coast. 72 inland. 60 at the coast. 68 to 77 bay and inland at 4:00. have a good one. here's jobina. >> thank you. good morning. we'll start off with the issue that is still unfolding in hayward right now. looking at a three-car crash blocking the left two lanes. this is southbound 880 past whipple road. we know that at this point injuries have been reported. the speeds are low. we're looking at 9 and 6 miles per hour in some spots. 21 miles per hour as you get closer to the crash. this is also impacting people

traveling to the south bay as well as people trying to get on to the san mateo bridge. you can see the slowdown on the map. i will show you the camera. you can better look at what you'll see if you're traveling westbound on the san mateo bridge. a slowdown and some fog that you can see there. we're looking at fog in emeryville as well. this is 80. a live picture for you here. also our drive times before we head out here. tracy to dublin, an hour and two minutes. antioch to concord, 34 minutes. san rafael to san francisco, nice green ride at 16 minutes. >> thanks. by the slimmest of margins this morning mayor breed's hand picked candidate for san francisco d.a. is leading the race. >> that's after ranked choice voting kicked in. lauren martinez has much more on the race from san francisco. >> good morning. we've been reporting that this race is one to watch and these results coming in are proving that to be true. chesa boudin was in the lead last night.

after three rounds of rank choice voting results from this morning, suzy loftus is now in the lead. she is mayor london's breed's pick. suzy loftus has 47,234 votes. chesa boudin has 46,994 votes. there's only a difference of 240 votes between them. this week boudin received high endorsement from bernie sanders. boudin grew up with both of his parents in prison. they were caught up in a heist in the 1970s. they were getaway drivers that resulted in three people getting killed. he has a different perspective on crime. he wants to stop prosecuting low-level crimes like petty drug possession, while at the same time getting tougher about prosecuting police officers in questionable use of force cases. last night we spoke with boudin at his party in soma. >> i've been out all day talking to voters. everywhere i go people voted for us.

i know how hard my team worked. i know we had the best ground game. we had the most social media. we had the best platform. ultimately san francisco voters are smart, they're paying attention, they'll vote for the candidate who is actually committed to reform, not a candidate who says reform but has a track record of status quo. >> he is optimistic that he will ultimately prevail. suzy loftus is cautiously optimistic she'll win this race. loftus has a background in law enforcement and promises to crack down on crime. mail-in ballots still need to be counted. this race is proving to be interesting. there has not been an incumbent race for this position in san francisco for more than a century. reporting live in front of san francisco's city hall, lauren martinez, abc7 news. >> thank you. san francisco mayor london breed has successfully won her re-election bid but it wasn't much of a contest. with 100% of precincts reporting, breed received 68% of the vote. ellen zhou had 14% of the vote.

joel ventresca finished third with 7% of the vote. san francisco voters overwhelmingly rejected prop c, 81% voting no, 19% yes. prop c would have overturned the city's ban on the sale and distribution of some e-cigarettes and vaping products. e-cigarette maker juul originally sponsored this bill and then later dropped its support. your uber or lyft rides could get more expensive. right now voters in san francisco are saying yes to prop d, 67% to 33%. it's too close to call right now because the measure needs two-thirds approval to be passed and there are still mail-in ballots to be counted. prop d will levee a tax on rideshares. the tax money would go to public transportation, pedestrian and bicycle projects. voters also approved prop e, 74% to 26%. prop e will allow for 100% affordable housing projects and housing for educators. it would also speed up approval

for those projects. you can find the complete election results on our website, abc7news.com. at the live desk, antioch police are investigating a shooting that left one person dead and another person injured. east bay today reports that officers responded to calls that shots were fired at hillcrest and bellflower drive just after 7:00 last night. one victim was shot while in their car and drove themselves to a local hospital. at the same time police received calls of shots being fired at lahoya and morrow drive where two men were seen jumping and running over fences in peoples backyards. no one has been arrested. the hospital pronounced one of those victims dead. the second person was shot but is expected to survive. kumasi? >> thanks. the search for two friends whose plane vanished off the mendocino coast has been suspended. justen winfrey and kayla rodriguez took off from novato

on october 24th. they ate dinner at a restaurant in shelter cove. the plane disappeared from radar north of ft. bragg as they returned to san francisco. searchers have found no sign of that plane. in the east bay, the city of oakland is negotiating with the a's to sell its half of the ownership of the coliseum to the team. the oakland city council's decision comes weeks after the a's proposed buying it for $85 million. but only if the city drops its lawsuit against alameda county, which has the other half ownership. the a's want to convert the coliseum complex into a mixed use development to pay for a new waterfront ballpark. firefighters are getting closer to having the kincade fire in sonoma fully contained. >> containment is now at 84%. firefighters expect to have it fully surrounded by tomorrow. the kincade fire has scorched 78,000 acres. cal fire says the flames have destroyed 174 homes. smoke from the kincade fire is mostly gone, but the economic recovery will take so much

longer. here's video from downtown healdsburg. a week ago sunday night. there is nobody out there. it was evacuated. i happened during the peak of harvest tourist season. vineyards suffer the severe losses. we first met ellen johnson as she stood in line outside the healdsburg community center. she was hoping to get money for the county. when fire roared through her vineyard, it claimed a quarter million dollars worth of grapes. >> definitely not what it should look like. it should be purple, not brown. and if you taste it it tastes very smoky and burnt. >> so she is trying to move on with the help of this little one. her new basset hound puppy that she named sadie kincade after the fire. >> a bit of a change in plans for forever 21 after the chain filed for bankruptcy. the good news for shoppers. and we're taking a live look at the big board at the new york stock exchange. starting down, down about 40 points or so. an update on the markets next. and the bitter debate over

short-term rentals in orinda after that deadly halloween house party shooting. the vote by council members overnight. first, we're getting a check of weather and traffic starting with jobina. good morning. >> good morning. so i want to bring everyone back to the situation unfoldig in hayward. we know this is a three-car crash blocking the left two lanes now. injuries have been reported. this is southbound 880 past whipple road. look at the backup here. over three miles that backup stretching to san leandro at this point. if you check out the speeds, very slow. 7, 6, 12 miles per hour. the backup is also starting to impact people headed towards the san mateo bridge as well people going down to the south bay. if we head over to the south bay, you can see northbound 101 past oakland road, we are looking at a three-car crash that is blocking one of the lanes at this point. we don't know about injuries being reported there. they're waiting on a tow truck to get things handled for people waiting to get through. also now, want to leave you with drive times.

albany to the maze, 10-minute slowdown there. fremont to san jose, 15 minutes. highway 101 to cupertino 15-minute ride. overall across the bay looking good but we need to be mindful of that incident in hayward. how is it going, mike, with the weather? >> not quite as foggy as yesterday. let's talk about where it is foggy. we do have low clouds and flooiflight arrival delays into sfo. temperatures in the peninsula, mid to upper 40s. we have 50 around san bruno and half moon bay. you can see the east bay shoreline into the south bay, low to mid 50s. in the north bay and the east bay, mainly the mid to upper 40s. here's san jose, 87. we talked about that fog getting a little bit thicker for your morning commute. watch out for that. for the rest of us, not quite as foggy as yesterday. cool this morning, mild, not too warm this afternoon thanks to the cloud cover and a slight onshore breeze. it's going to turn from cloudy to hazy over the bay as we head throughout the day.

thank you. the deadly halloween shooting in orinda is leading to quick action to change the city's policy on short-term rentals. >> the city council is moving forward with an emergency ordinance to ban certain residencies for a while. amy hollyfield is live with more on those details. >> reporter: it looks like they'll temporarily ban non-hosted airbnbs. so they would allow for you to rent out your back house or bedroom if you were still on property. that's what they're looking at now. they started their meeting off with a moment of silence last night for the victims who were killed in orinda. then they got to work on discussing what to do about short-term rentals like airbnb. it was standing room only. they had about 50 people speak, and the public speaking lasted for about three hours. >> if the owner is there and monitoring the situation, that's one thing. this house has been a problem since the beginning. the neighbors complained a number of times.

>> she's talking about the house where those shootings happened. there was a party going on, it was a rented airbnb and five people were shot to death. no arrests have been made. the city council will vote in two weeks on this emergency temporary ordinance, and the council last night unanimously said they're in favor of the idea. the city said last night there are 32 active short-term rentals in orinda. live in orinda, amy hollyfield, abc7 news. >> thank you for that update. the brother of shooting victim tyon farley stopped by a memorial in orinda last night. he said tyon was expecting a son in march. >> we all looking forward to taking care of his baby and stepping up to the plate. we down right now. this will make us stronger as a family.

orinda's police chief says the department is getting assistance from other bay area agencies as well as the fbi. there are now 24 investigators on this case. the time is 6:48. in the impeachment showdown the state department's undersecretary for political affairs is expected to provide a deposition. >> a critical witness is changing his testimony. confirming there was quid pro quo. the u.s. ambassador to the eu says his memory was refreshed by other witnesses who contradicted his statements and he's now admitting that president trump wanted ukraine to announce a public investigation into political rivals in exchange for $400 million in military aid. in his initial testimony he denied any quid pro quo but says he was just repeating what the president told him on a phone call. a produce company is voluntarily recalling vegetables because of possible listeria contamination. mann packing sold the vegetables through walmart and other stores.
