now at 5:00, a big hidden pothole that could be a pain. why caltrans says this is not a simple fix. >> it is a foggy start to our thursday. check out this live look outside. mike nicco has our full forecast in a few minutes. good morning on this thursday, november 7th. >> of course you're never more than 7 minutes away from the accuweather forecast. mike is here talking about that fog. >> it's the big story. hi, everybody. looking north on 87 near the shark tank. the fog is getting thicker. as we head up the east bayshore, spilling across 24, lafayette, walnut creek, concord. we have dangerously low visibility. less than a quarter mile in santa rosa, petaluma, napa and

san martin. right now you can see the fog swallowing the western span of the bay bridge. so it will be more formidable this morning. it will linger throughout the morning commute. temperatures around 46 to 50. it will stille,ttle more murky . look at that, 50s, 60s, 70s. finally sunshine away from the coast, you'll be in the 50s. the rest of us in the 70s. the weekend forecast is next. >> good morning. this is a caltrans camera showing you the sigalert that we're following at the moment. this is highway 4 past lone tree way in brentwood. what we know, according to the chp, it's very foggy out here. one car is stalled and causing everyone to have to shut down the lanes, except the left lane. that's why this backup is here. you can see the speeds in this area that purple line shows everything that is stopped. the red line the slowdown.

the speeds here, 17 miles per hour if you're headed in this direction, in this morning. maybe take some back roads, side streets, a live look at what you're dealing with right now out there in brentwood on highway 4. >> thank you. building a better bay area requires having adequate infrastructure, in san jose a big hidden pothole is a big pain for people on 101. dark spots on google map show you where the puddle formed. this is the southbound carpool rain approaching the oakland road exit. so many people are complaining, it turns out this problem is harder to solve than a simple patch. lauren martinez is live for us in san jose. lauren? >> that's right. it is not a simple patch what makes it harder to see and maintain is that it's usually submerged in water. you can find it in the carpool lane as you said if you're driving southbound 101 and approaching the oakland road exit. caltrans says just below the

surface of the pothole is a water table. when that water table rises, the water seeps up through any of the cracks or any obstructions in the surface and it comes up on the top. a san jose resident took her concerns to reddit and others chimed in about close calls and the danger of it. >> somebody hitting that right on, a motorcyclist in particular, it would be -- it would be a res if i for dacipe f they patch it up and it keeps breaking. i appreciate the efforts, it's clearly not a solution. >> caltrans says they are very aware of the problem. they have had to install ten pumps to direct water away to nearby creeks and rivers. caltrans says it is working on scheduling patchwork for this specific pothole, but in the meantime drivers should be aware

if they're in the area. lauren martinez, abc7 news. at the live desk this morning, a permanent memorial will be dedicated in thousand oaks for the 12 victims of the borderline bar and grill mass shooting which took place one year ago today. in september the city announced that the healing garden would be dedicated to memorialize the victims. the garden features 12 symbolic granite stone slab benches and a dozen bubbling fountains and a pad. there's 248 small paving stones to represent the survivors. a plaque will include the names of those lost. there will also be private events at the memorial today for the victims families. some of the nine americans killed in mexico will be laid to rest today. >> people from as far away as north dakota have driven to mexico to attend their funerals. drug cartel gunmen attacked a mormon family on monday. the victims, three women and six

children are dual u.s./mexican citizens. the attackers may have mistaken the large suvs as those of a f rival gang. two escaped inmates are back in custody after three days on the run. you can see video of them here. santos fonseca and jonathan salazar were caught at the u.s./mexico border but they were trying to come back into the u.s. the men escaped from the monterey county jail sunday morning. they cut a hole in the facility's ceiling and crawled to freedom. airbnb is promising worldwide changes following the deadly shooting at a rental in orinda. one of the major changes the company will spend the next year verifying all of its 7 million listings. it's launching a 24/7 neighbor hotline. right now the city of orinda is working on a temporary ban on unhosted short-term rentals. omar taylor jr. was one of the

men killed in the halloween shooting. the mother of his daughter says she also wished police had responded earlier to noise complaints at the house. >> i wish the party had more security, or had security. you know, i wish when the police first got the call that it was too noisy that they would have came. >> police say their officers were outside orinda help respond to a mutual aid call. former first lady of san francisco kimberly guilfoyle will be on the vid"the view" to. she is a former san francisco prosecutor. she was married to governor newsom in the early 2000s. she is currently the senior adviser to the trump 2020 presidential campaign. well, today also marks a huge milestone for "the view." it's the 5,000th episode. you can watch it at 10:00 this morning on abc7 news and then "midday live" at 11:00.

number five, two twitter employees have been charged with spying for saudi arabia. according to federal prosecutors the two men looked up personal information of twitter users. number six, a pothole on highway 101 in san jose near the oakland road exit is making for a dangerous drive it looks like a puddle because just below the surface there's a water table which makes the hole difficult to patch. caltrans has installed pumps to divert the water. number seven, tonight the raiders will honor the b.a.r.t. employee who rescued a man who fell on the tracks. john o'connor pulled the man up to the platform just before the train arrived at the coliseum station on sunday. las vegas has just approved what many call a controversial homeless ordinance. the ordinance makes it a misdemeanor to sleep or camp in the street in 1 downtown driks. districts, all residential areas and whin 500 feet within a food processing facility. the person will not be

13-minute ride. now the bay bridge toll plaza, you can see the backup, everything is filling in there and lots of fog this morning. that's all across the bay area. >> thanks. happening today, the oakland raiders are honoring the b.a.r.t. employee who rescued a man from being hit by a train on sunday. >> amy hollyfield has more on that and what the man pulled from the tracks is saying about what happened. amy? >> hi. there is a raiders connection. the raiders will be honoring that hero tonight. we are now hearing from the man he saved. the video is incredible. take a look. you see 33-year-old rayshon jackson fall on to the b.a.r.t. tracks. then b.a.r.t. employee john o'connor grabs him, pulls him from the track right before a train arrives. jackson is now saying this has made him realize how pressures life is. >> it was like slow motion.

game, john o'connor will be with us at abc7. we'll talk more about his heroism on midday live which starts at 11:00 a.m. on abc7 news. >> that will be good. firefighters have won a big victory against the huge kincade fire. this morning it is no longer a threat. >> cal fire says the fire is 100% contained. firefighters have been battling it for two weeks. flames scorched more than 77,000 acres in sonoma county. 174 homes were lost. a public health order prohibiting neighbors from cleaning up their burned property remains in effect because of the toxic materials in the debris. an assistance center in healdsburg is set to close today. >> they are still counting ballots in san francisco. some races are still too close to call. >> one of them is a big one, district attorney. suzy loftus increased her lead with 51% of the vote. public defender, chesa boudin, has almost 49% of the vote. more than 2,200 votes separate

millions of dollars in military aid to the u.s. ally. multiple sources say the president wanted attorney general william barr to hold a news conference saying he did not break any laws, but barr reportedly declined. at the live desk, i'm tracking a possible break through in the trade war between the united states and china. according to china's commerce ministry, the two countries have agreed to stop tariff hikes as trade negotiations progress. the u.s. and china are in talks to reach a first phase agreement. if the deal is reached they will also cancel some tariffs currently in effect. both sides have imposed taxes on billions of dollars of goods over the past year. >> thank you. pg&e wants to raise your utility bill. today the california public utilities commission will take up the issue. pg&e has filed an application to increase rates starting on january 1st. the official amount has not been determined yet, but pg&e told the bay area news group that

electricity could cost an extra 9 a month. the utility says the money would go towards wildfire prevention, risk monitoring and emergency response. developing news, two twitter employees have been charged with spying for saudi arabia. according to federal prosecutors the two men looked up personal information of twitter users. one is a u.s. citizen and former bay area resident, he was arrested in seattle on monday. a saudi citizen is now presumably back in the middle east. one of the twitter accounts he attacked was that of a prominent saudi dissident close to jamal khashog khashoggi. >> one of the twitter employees was paid by the saudi royal family for his services, some $300,000. another looked up 6,000 accounts or more all at the interest of the saudi royal family. >> twitter put out a statement that says we recognize the lengths bad actors will go to

. improving street safety is part of building a better bay area. and in san francisco one focus is on a major street in the city. a coffee chat was held with neighbors about planned changes on paid street. it's a common route to get on to the freeway. the project is intended to decrease traffic and create bike lanes. one block would become one way. >> we are working on paid street to see what we can do to divert traffic off of paid street and making sure people can move around the neighborhood and we're not causing undue burden
