the people of paradise are still coming to grips with a loss one year after the wind whipped fire erased nearly 14,000 homes and much of the town. good evening. >> thanks for joining us. pg&e has conceded its equipment was likely to blame for the camp fire. >> it filed for bankruptcy and later estimated it would have more than $10 billion in liabilities for damage caused by the fire. >> most of the damage happened in the first four hours. residents got in their cars and got out of town fast. one woman in her 90s escaped by herself. reporter doug johnson has her story. >> it was scing paradise was a horrific ordeal. at first she saw the smoke coming from her mobile home in apple tree village. >> we could see the fire, you know, the trees. there were a lot of trees around. and then i couldn't get any -- anything out of the telephone.

everything was shut >> reporter: it wasn't long before she was stuck in bumper-to-bumper traffic only going about 20 miles per hour as the camp fire burned ever faster. >> on the sides of the road one place we had to go by that was fire. >> reporter: her son says all of her relatives were desperately trying to find her. >> i called may mother's home phone. she didn't answer. everyone was evacuating the town. we were all kind of in a panic. >> reporter: eventually emily was able to use the phone at a restaurant. >> we were really proud of her. she drove out of there with fire on both sides of her car at the age of 93. >> reporter: but her home and all of her belongings are now gone. paradise has been her home since 1974. >> a wonderful little town and i was getting along fine. >> reporter: now living at the retirement home she says sadly

she'd never consider going back. >> i wouldn't want to. i don't know. they could have another fire. >> the town of paradise had 26,000 residents before it burned. >> now only about 3,000 have returned. one report says only 11 houses have been built of the roughly 13,000 destroed. a long way to go. >> while paradise struggles to recover a year after the camp fire the town of healdsburg which was saved from the flames is having its own recovery issues. >> you remember the kincade fire broke out october 23rd. healdsburg was one of the many areas evacuated interrupting plans for halloween on the 31st. >> the city rescheduled festivities for today, november 7th. wayne? >> reporter: we didn't expect what was going on three hours ago in downtown heeledburg it was quiet. couldn't anybody. tourists had not yet come to town. then all of a sudden ghosts and goblins and everybody else and now, well. take a look at downtown

healdsburg. it's halloween. it's late but it's halloween. maybe the rest of the world hasn't returned to healdsburg yet but there wouldn't have been room for anyone else here anyway. they're calling this the halloween do-over. >> trick or treat! >> happy halloween, you guys. >> reporter: folks who evacuated last week celebrating tonight. >> i didn't expect it to be like this this year. >> reporter: joe simon did not expect to be living in the hotel with his wife and two kids. their house in windsor suffered serious smoke damage. so add halloween dresser to a father's many roles. as for daughter elizabeth she likes living in a hotel and the halloween do over. >> we get more candy now. >> is that what matters? >> yes. >> then you get to bring it back to a hotel room. >> yeah. >> doesn't get much better than that does it? >> no. going to eat it all.

>> reporter: yep, she is going to eat it all. then tomorrow they'll celebrate her 10th birthday and it is the only birthday she'll ever have that comes the day after halloween. it is quite a scene here in downtown healdsburg. you know what? they've been through a lot. they just want it to be normal again. i want to be normal on halloween. they're normal and they're enjoying it. live in healdsburg wayne freedman, abc 7 news. >> that is just great. thanks, wayne. abc 7 news has obtained video showing a man getting handcuffed and detained by bart police for eating a sandwich on the platform at the pleasant hill contra costa center station. abc 7 news anchor eric thomas is live in the newsroom. eric, you spoke to that man about what happened. >> he admits to being angry, upset, and frustrated. steve foster of concord says it never occurred to him that you could get in this much trouble for eating a microwave breakfast sandwich on the platform. >> i was just up there eating a sandwich waiting for my train to

come. >> steve foster of concord tells me it happened when he was on the platform at the pleasant hill bart station. foster says the officer wearing the name badge mccormick walked past several other people eating and drinking on the platform and confronted him. his girlfriend caught the interaction on her cell phone. >> you are detained. you're not free to go. >> -- >> you came over here and singled me out of all of these people. >> reporter: he was even handcuffed. >> oh, yeah. definitely upset, mad. a little frustrated. still kind of angry about it. >> reporter: bart says state law prohibits people from eating or drinking in the paid portions of the station. in other words from the time you enter the turnstiles to the time you exit at your destination. foster says why concentrate on food when fare evaders hop the gates and people use drugs openly? >> it's against the law. >> no way. >> bart released a statement today in response. the spokeswoman said about foster, quote, he was not arrested. he was cited for eating, which

is a violation of state law. she adds the man was lawfully handcuffed after refusing to provide his name multiple times. once he provided his name he was cited and released. foster doesn't have a plan to sue but he does have some advice. >> i hope they start focusing on stuff that actually matters like people shooting up dope, hopping the bart, people getting stabbed. >> a look at the full 16-minute video shows foster did insexual assault the officer and used a homophobic slur. the officer did not respond in kind. it will be reviewed by their independent police officer. the citation could result in a fine of $250 or 48 hours of community service. back to you. >> thank you. several people in the bay area are under arrest accused of taking part in a fencing operation that sold stolen smart phones all over the world. investigators raided torsman wireless in hayward and several other locations recovering nearly 2,000 devices.

many of them iphones. they also found $350,000 in cash, two shot guns, and two hand guns. investigators say the phones were shipped to china, iran, russia, and dubai. police say the suspects in the case targeted delivery drivers carrying shipments of brand new cell phones. their investigation initially began with a look at car break-ins. that led them to this massive fencing operation. car break-ins and theft are among the most common crimes in the bay area. we often cover these stories because safety is an important part of our efforts at abc 7 news to build a better bay area. in san francisco, police say a car gets broken into about every 22 minutes. that's for this year. compare that to one break-in every 20 minutes last year. and one about every 18 minutes the year before. things seem like they are improving but one man who fixes broken car windows for a living says the numbers may not tell the whole picture. that story from our abc 7 news

anchor. >> reporter: he is replacing a window much bigger than on a car. >> these also get vandalized in san francisco. >> reporter: but the rest of his day is jam packed with calls about break-ins in san francisco and he is not alone. >> i was talking to one of the owners of a glass company in san francisco and they're selling 300 door glasses a day. >> reporter which is why he felt compelled to reach out after watching abc 7 news. >> i watched your show on tv. they were telling us how the break-in crimes in san francisco are going down on cars. i don't believe that to be the case. >> reporter: data from sfpd shows car break-ins going down year after year with 68 break-ins in a day in 2019 down from 82 int,o ra it numbe ju keeps going up. >> i think the numbers they have are at least tenfold from what

she reported. >> reporter: san francisco police confirmed that car owners are probably not reporting their break-ins but probably should. >> it takes too long to report it. most of the people we're dealing with have been broken into multiple times. >> reporter: sfpd also says often times the cost to replace a window is less than filing an insurance claim. before you think the break-ins are good for the auto glass repair business think again. >> it is not a thing you make a big profit on. the door glass, you know, not very expensive to do. it's more of an inconvenience. >> reporter: in petaluma, abc 7 news. all right. you're about to see a lot more e-bikes rolling through san francisco. >> thousands of them are set to hit the streets. will it spell traffic relief as people switch from four wheels to two? we have a gorgeous sky right now from our kgo roof camera. a mix of fog and sun as we head into the weekend. i'll have the holiday forecast coming up. today, an odd pairing.

four months after lyft pulled its ebikes from san francisco because two caught fire, remember this, the bikes are now set to return to the city next month. they're also coming back to san jose. that will happen starting the 18th as well as three cities in the east bay. some say these moves will ease traffic congestion. others say it might have the opposite effect. we take a deeper look at the transportation option that many hope will build a better bay area. >> reporter: e-bikes will begin rolling out in mid december just in time for the busy and congested holidays. they will sort of look like these previous ones. the company called motivate which is owned by lyft has hired a different battery supplier after problems surfaced with the

older ones. what you see today are the peddle bikes. 4500 of them. in the next six months the company will add 4,000 more electric bikes. >> i love the e-bikes. i was sad when they disappeared. >> the san francisco municipal transportation agency has granted the company a four-year permit to operate in the city but will keep a monthly record of performance looking at how well they are maintained, their safety record, and availability in all neighborhoods. >> more bikes means more choices for more users. more trips on bikes means less congestion and air pollution in the city. >> reporter: the new e-bikes can be parked to any bike rack as well as the regular stations. >> e-bikes will be great because you don't have to get sweaty. i know not everyone is a big biker so it makes it a lot more accessible for people. it's a great idea. >> reporter: tncs another name for ride share companies like uber and lyft have contributed to the congestion.

a may 2019 report compiled by the san francisco county transportation agency found that between 2010 and 2016 traffic delays in the city had increased by 62%. >> about half of that was due to tncs and the other half was primarily due to population and employment growth. >> reporter: the transportational authority says in addition to the e-bikes the city has to invest more in public transportation and consider congestion pricing. in san francisco, abc 7 news. as always we want to hear your ideas about building a better bay area. share them by joining our better bay area group on facebook. three sonoma state university students are under arrest suspected of burglarizing up to two dozen dorm rooms during the kincade fire. campus police detained the three as they drove away from campus. the campus was vacated at the time due to the kincade fire and

pg&e power shut-offs. all three men were later booked into sonoma county jail on charges of burglary and possession of stolen property. they've since been suspended from the university indefinitely according to a school spokesperson. let's turn your attention now to the weekend weather forecast. will it stay this warm? >> also we'll start out with so much fog in the morning. that fog held the temperature down today in half moon bay only in the mid 50s but if you got into fairfield it was the low 80s. here is a live look from our san jose camera. you are seeing hazy skies but a very pretty post sunset sky right now. low clouds and fog push inland tonight. mild, sunny days for the holiday weekend. away from the coast. we're looking at cloudier and cooler conditions for the middle of next week. carrying us over into the end of next week. so let's take a look at what's ahead right now first with temperatures all over the board at the cool side at the coast and mild inland.

temperatures in the 50s, 60s at this hour compared to 24 hours ago. the inland areas did see minor warming but along the coast line not a whole lot of change. a live look right now from our camera, a beautiful view of the moon rising over the bay. as we look at live doppler 7 that fog right near the beaches will abd advancing as we head into the night. if you're getting away this weekend your travel forecast mainly sunny, light winds for bay area airports. anywhere from the upper 60s to mid 70s if you're going to honolulu. scattered showers. 85 degrees. new york city and chicago will be seeing the sun. look how cool it is going to be. low to mid 40s los angeles 89 by contrast. warm and sunny. hour by hour look 7:00 a.m. tomorrow. fog into the north bay. into the east bay shore line. along the coast line it will start to pull back and as we head into the bay side communities seeing the sun. in the afternoon most areas will see bright skies except a few

thunberg is bigger than life especially in downtown san francisco. this massive mural of the swedish 16-year-old was painted on the side of a building near union square. the artist told the chronicle he hopes it will people realize, quote, we have to take care of the world. she has become a leader in the fight against climate change inspiring people young and old all over the globe. >> the city of oakland dedicated two new gateway arches. this is called the oakland arch and was installed near durant avenue. it is 45 feet wide and hand painted and congratulated by the east bay artist eric powell. the second arch hangs near 73rd avenue. together they're designed to create visual continuity between the two sections of the city. the project was funded through the city's public art ordinance. if you are a grateful dead fan this could be your chance to grab a piece of rock 'n roll history. >> preparing to auction off a unique collection of items owned

tonight, several developing stories as we come on the air. the watches up in several states as a major storm slams much of the country. more than a foot of snow in some areas. the firefighters battling flames in single-digit windchills. freeze warnings from louisiana up to new york. and right behind this, an arctic blast that could break more than 100 records. also playing out as we come on the air tonight, the deadly highway explosion. several dead. traffic backed up for miles on the interstate. there is major news tonight in the impeachment showdown. after republicans argued why is this behind closed doors? tonight president trump saying these hearings should not be on tv. and the other phone call he now says he might release. also, the president's former national security adviser john bolton -- his attorney now signaling he knows plenty about meetings and conversations on ukraine.
