7:00 on abc7 news after abc 7 mornings. new developments in the case of a deadly shooting in vallejo involving an off-duty officer. >> the attorney for the victim's family said the officer got preferential treatment at the crime scene. eric reason was shot over an argument over a parking space. the attorney says this photo shows the man who killed reason, virgil thomas, is standing over his body and it appears like the sergeant was either taking video or pictures. >> he shouldn't have been anywhere near mr. reason. he should have been whisked away. they shouldn't have been allow him to be near. he is disrupting a crime scene. >> vallejo's first black chief will oversee this investigation. chief williams was sworn in yesterday. he didn't comment on the shooting. in the east bay a 22-year-old man has been

arrested for attacking two people with a bow and arrow. addae preciado was charged. this happened near central avenue. police say that preciado knew the victims. both are recovering in the hospital. in a major reversal, a plaque with chanel miller's words will be on stanford's campus. former stanford swimmer, brock turner, was convicted of the crime in 2016. stanford initially agreed to put a plaque in the garden but the school rejected the quote from that plaque. it said in part you took away my worth, my privacy, my own voice until today. university administratiors said the quote didn't support a healing space. >> every day that goes by is another day that they are failing to show the kind of

integrity that students and faculty have the right to expect them to show. >> a survey found stanford students felt sexual offenses happen too frequently in their community. that changed administrators minds. the provo said the survey results provide a clear message. we need to confront sexual violence openly and aggressively at stanford. thousands of university of california workers are set to strike today. the union representing 25,000 uc workers says the one-day strike is in response to efforts to outsource jobs. those position include service and patient care technical workers. uc says union leaders are spreading false information about job outsourcing. strikes are scheduled for all ten uc campuses and five medical campuses. teachers in west sonoma will also be on strike today.

over in europe, there's a state of emergency in venice, italy as the city deals with the worst flooding it's dealt with in 50 years. an elderly man was killed while trying to run electrical pumps at his home. the government says an exceptionally high hide struck the city on tuesday night. in a tweet venice's mayor blamed climate change for the unusually high tide. we know that's one of those areas we're always watching for climate change to effect first. if the seas rise, it's going to flood venice more than anyone
