>> announcer: news to build a better bay area. this is abc 7 mornings. good morning, everyone. it is sunday, november 17th. i'm liz kreutz. shop you are having a great weekend and good start to your sunday. here is meteorologist frances dinglasan in for lisa argen. >> good morning, everyone. it's a sunscreen and sunglasses kind of day today. here is a look at live doppler 7 and the satellite image. there are a few low clouds but the patchy dense fog not as extensive as it was yesterday. so we will only see patchy dense fog rather today in parts of the north bay rather than the widespread fog we saw yesterday. temperatures today in the next couple hours will mainly be in the 40s, sunrise at 6:51. lots of bright sunshine early on

with clear conditions and that will allow temperatures to warm up a few more degrees compared to yesterday. so mid to upper 70s for the inland areas, around ftoday. a clear night tonight, but for the fog moves in tomorrow and big changes along the way midweek with much cooler temperatures and possibly fire weather. liz. >> thanks, frances. developing news out of the south bay, a child has been hit and killed by a train in santa clara. the accident happened just after 4:00 yesterday afternoon along the union pacific tracks in the area of lafayette street and laurel wood road, not far from highway 101. abc 7 news reporter luz pena has more. >> reporter: santa clara police confirmed that the boy is younger than 15 years old. as to how this boy was able to make his way on to the tracks is still unclear. in this video we can see santa clara police officers along the union pacific tracks, the train that hit and killed a boy was a passenger train operated by amtrak. santa clara police confirmed

that amtrak police are conducting a joint investigation. again, it's still unclear as to how the boy was able to access this area of the tracks. let's hear from the captain. >> -- received the 911 a young male juvenile walking near the tlan tracks in the area of lafayette street over the 101 overcrossing. as our officers were responding to that call, we received a subsequent phone call informing us that the train had struck the male juvenile. upon arrival we did find the young male juvenile deceased. >> reporter: even though the age of the boy is still unknown, santa clara police did confirm thre was no indication of this being a death by suicide. they are ruling it as an accident. we did get confirmation from santa clara police that the boy's family was contacted after this incident. in santa clara, luz pena, abc 7 news. get ready, pg&e is monitoring weather conditions to assess the possibility of turning off the power to parts

of the bay area this week. the utility is listed wednesday and thursday as elevated when it comes to a power shutoff, but emphasizes a lot depends upon the weather. on its map a large swath of the bay area could be affected as well as the sierra foothills and the northern partat >> wareamagh re tt for h fres ear yesterdineg fire stro district. it happened between 18th and market streets. the cause of the fire is still unknown. abc 7 news reporter cornelllame early morning sky on castro street, two apartment buildings were fully engulfed. >> upstairs neighbor saying get up, get out, the house is on fire. >> reporter: troy boyd and his neighbors grabbed what they could and got out. >> i got my id, my phone, my social security card, shoes and it was 4:00 in the morning so i could barely even put a thought together. >> when i was in the kitchen and

the smoke was coming just breathing it, in i didn't put like this, i didn't put -- i didn't think about putting a towel over my face or something. >> reporter: the fire broke out directly across the street from the castro theater, luckily no damage here, but these two buildings were not so lucky. the fire department said one tenant was trapped on the second floor. >> that individual ended up escaping out the back window. >> reporter: investigators say the fire likely started in the back of this bar and spread to the sushi nex to having both attics fully involved and the fire wanting to push out into this building and this building. >> i opened our back door and saw a wall of flames between our building and the building next to me. >> reporter: michael escaped the fire with the clothes on his back and pair of later allowed back in into his place to grab valuable and found extensive smoke, fire and water damage. both buildings were yellow tagged by the city. it's unknown when displaced residents can return home. in san francisco cornell

barnard, abc 7 news. scary moment for a lot of people. we're glad they're safe. a man is in jail facing charges in a cold case murder of a north bay woman 40 years ald. charles sullivan was arrested in arizona, he was expedited to nevada for the murder of julia woodward of san rafael. her body wand found in march of 1979 near reno. she was last seen at sfo heading for lake tahoe where she hoped to find a job and go to school. in 2015 abc 7 spoke with julia's mother who was grieving and wanted answers. >> it's like if your child had cancer, you would know every single thing there was to know about the disease. in this case you just want to know what happened, you want to be there with her in your mind and, you know, think about what really happened. >> a recent dna analysis led to sullivan's arrest. he is being held without bail. his arraignment is set for tuesday. the owner of an ice cream shop in san francisco's mission district is offering a $2,000

reward for information after his shop was vandalized for the second time. both incidents were captured on surveillance cameras. here is abc 7 news reporter lauren martinez with more. >> reporter: juan san mames is passionate about the ice cream he makes, he and his wife own xanath over valencia street. as you enter the shop you can't help but see damage. >> we have this horrendous kind of graffiti and scratches of the windows and we also had this acid that they put on the windows. >> reporter: that apparent acid is now etched all over the storefront and the suspects who did it were caught on camera. >> the guys that did it were well-dressed, they were not just any kid, they were young adults. >> reporter: these young adults tagged the storefront in august of 2018 and they didn't stop there. juan says the same kind of tagging could be seen from 17th street all the way to cesar

chavez. >> we are not the only ones, but we are, in fact, the ones that suffered the most damage. >> reporter: in september of this year the shop was vandalized again. >> this guy he actually took pictures of himself to show his friends. >> reporter: juan says they will replace the windows next week which will cost them anywhere from $2,000 to $5,000. >> we will cover up some of the offensive material because we get a lot of moms with their kids, you know. >> reporter: the suspect also glued the front door with some kind of seal and glued the lock. he filed a police report for both incidences and now is offering $2,000 for anyone with information that can lead to an arrest. >> we upped it up to $2,000 or you can bring all your friends and we will do 1,000 ice cream cones and we have a big party when we get him. >> reporter: in san francisco, lauren martinez, abc 7 news. stop running from the truth. that was colin kaepernick's message to the nfl as he worked out in front of representatives

from several teams. the question now, will a team sign him? the former 49ers quarterback worked out in atlanta, but only after the site was changed because the league wouldn't allow cameras in the falcons facility. that led many to believe the whole thing was a sham. abc 7 sports anchor chris alvarez explains. >> it was supposed to be the workout that could revive his pro football career but at the last minute colin kaepernick abruptly taking control back from the nfl, changing venues from the closed confines of the atlanta falcons practice facility to a public high school field an hour away, forcing the nfl teams and media to scramble. >> our biggest thing with everything today was making sure we had transparency in what went on. we weren't getting that elsewhere, so we came out here. >> kaepernick's representatives and the nfl at odds over his liability waiver and transparency of the workout. representatives from more than two dozen teams were in attendance at the falcons training facility, but only eight made the trek to kaepernick's chosen location,

welcome back. here is a live look from our mt. tam camera. sunrise coming up there, time is 6:13. 45 degrees in san rafael, it is shaping up to be a pretty beautiful sunday. in san francisco many usf students are showing their support for daca students as the u.s. supreme court considering whether president trump can move ahead with his plans to end the program. last night students staged a protest at usf's soccer stadium ben the dawns matched against loyola mare month university. the obama era program allows 700,000 young adults without legal status that have been in

the u.s. since they were children to work and study without fearing deportation. daca protections are expiring for 232,000 people between last month between the end of june 2020. the supreme court heard arguments last week. >> from now until, you know, a decision is made to continue to raise awareness and continue to showcase that. we will continue to be a if a brick of society. >> a ruling by the supreme court is expected by the end of june. new details, we are learning how much fuel was lost in that explosion and fire at the nustar energy facility in crockett last month. 280,000 gallons of ethanol nl lost in the explosion, along with 161,000 gallons of renewable diesel and nearly 2,000 gallons of jet newel. this is according to a new report released by nustar. investigators are working to discover what sparked the fire. seven people were thrown overboard when their boat

capsized in san matteo county. the men were crab fishing north ilr pnt harbor. heavy fog and rough surf plagued the trip. the skipper said a huge wave came crashing down giving the group no time to react. >> we say run. run. all the way from 55th away from the ocean all the way to the sand. >> you are very lucky. >> very lucky. >> how do you feel today that you survived this? >> today we're very, very lucky. >> all seven people survived, the boat was still in the surf and did appear to be salvageable. in the south bay demolition is well under way on a popular mall. abc 7 news went by the valco shopping mall in cupertino. a large section of the structure has been knocked down. we didn't see anyone working when we were there. this was a much different scene than thursday. you have to check out this video, a viewer captured it, crews in action, the dramatic

moment a section came toppling down to the street below. it kicked up dust and insulation. the company in charge told abc 7 news there was no safety risk for the public, however, it is going to review the contractor's work. and it may be the off-season for baseball but leader shi in the community never ends. abc 7 news was at oracle park in san francisco as the giants held their annual junior giants willie mac award luncheon. this is the junior giants version of the annual honor begin out to a giants player. the junior giants allows tens of thousands of children to play baseball and softball for free. organizers say the program helps teach life skills. >> these kids can take that on with them as we go on to whatever field in life. that includes confidence and how to operate as a team, teamwork and operate with integrity as well. >> a few former giants were in attendance for yesterday's ceremony including dave

dravecky, he was a member of the 1989 team that reached the world series and he lost his arm to cancer. in the east bay you are invited to celebrate the life of kaiser ceo bernard tyson today. he passed away unexpectedly one week ago. tyson spent more than 30 years at kaiser and helped build the company into the nation's largest nonprofit health care provider. he leaves behind a wife and three sons. tyson was 60 years old. his public celebration of life will be weld at frank ogawa plaza starting at 11:00 this morning. happening today as well. friends and family of loved ones killed or injured in traffic crashes will march in san francisco. today is the fifth annual world day of remembrance for traffic victims. organizers say the goal is to focus on the stories of people who have survived crashes and how their lives are forever changed. the memorial walk starts at 3:00 this afternoon at city hall. let's get a check of your weather with frances dinglasan. hi, liz. good morning, everyone. we will see lots of sunshine

today and warmer temperatures and right now we're seeing much less cloud cover compared to yesterday, only patchy dense fog in parts of the north bay and low clouds along the coast. as you can see with live doppler 7 the satellite image, parts of the north bay getting dense fog, visibility has dropped to 2.5 miles in santa rosa, .75 of a mile in napa, everywhere else it's looking clear in the east bay and south bay. you can see with this live shot from sutro towards the bay bridge it's so pretty out there, the winds are light and calm across the bay. temperatures are in the 40s and 50s. san francisco is 53, oakland is 47 degrees and so for folks getting ready for the berkeley half-marathon a bit of a cooler start in morning. in san jose currently 50 degrees. this time from the east bay hills we are looking out west towards san francisco. in the hills it is a little bit windy, you can see the camera shaking a bit, but those winds will die down later on tonight and at the surface at our level

not really too windy at all. in santa rosa and in napa where the fog has developed it's 41 degrees. we have cool temperatures there and also in concord we see upper 40s. here is a look at san francisco as we check out the view from the exploratorium camera. here is what you need to know for today. sunny and also a little bit warmer. then midweek things change, it's going to be cloudier and cooler as the system moves through and it's also going to bring us critical fire weather so we will keep an eye on the winds as well. we have high pressure right now and with the circulation moving clockwise it's giving us a slight offshore flow bringing us warmer weather but we also have tracking this area of low pressure that will move through tuesday into wednesday and bring us the changes in the temperatures and possibly some windy conditions as well. so i want to go to the forecast animation. we are going to jump ahead to tuesday night, we will see some stronger on-shore flow, this is also going to cool temperatures as well on tuesday. check out perhaps on wednesday,

we get this very strong offshore flow, winds from the north-northeast, these are drying winds, again, we are not expecting any rain over the next week, even possibly into thanksgiving, and with this dry offshore flow that's when the critical fire weather develops and continues into earl yes tuesday morning then starts to die down. so today enjoy the above average warmth. we are talking up to 15 degrees above average in santa rosa with a high of 80 today expected. san francisco 70, oakland 73, san jose 75. tonight the clouds start to move back in, we will get a little bit of this on shore throw there, temperatures will cool down tomorrow for parts of the coast and possibly a little bit around the bay. tonight overnight lows will be in the 40s and 50s. here is the accuweather seven-day forecast, a warmer today by a few degrees for everybody, inland temperatures upper 70s around the bay, low 70s and at the coast mid 60s. tomorrow hang on to that warmth, it could be a touch cooler along the coast. tuesday and wednesday is when

yesterday morning. they found six people had been shot, five are now dead and the sixth victim a young boy is recovering from surgery. the children included are three, five and nine years old and their 29-year-old mother and 31-year-old father. police say the father came home to the home -- came over to the home using a handgun to shoot his family before turning the gun on himself. >> just pray for, you know, that family and, you know -- and just hope, you know, everything comes out and, you know, it's just a tragedy. >> police say the mother had filed a restraining order against the father, but it was unclear if the order had been served. if you or someone you love is dealing with domestic violence or mental health issues, we do have resources on abc7news.com/takeaction. impeachment hearings for president trump continued behind closed doors yesterday a white house staffer testified, he's also the first budget official to appear on capitol hill. writ.

>> reporter: he's the first white house staffer to testify in the impeachment inquiry. mark sandy of the office of management and budget, democrats hope sandy will shed light on the administration's decision to briefly withhold $400 million in military aid to ukraine, allegedly as leverage to get ukraine to investigate the president's political rivals. friday night david holmes an embassy staffer in ukraine testified for six hours behind closed doors. in his opening statement obtained by abc news holmes said he overheard a phone call between the president and ambassador gordon sondland and that sondland later told holmes trump didn't care about ukraine, quote, the president only cares about, quote, big stuff, big stuff that benefits the president like the biden investigation. earlier in the day the former u.s. ambassador to ukraine testified that she was the victim of a smear campaign,

today, a few low clouds off the coast, patchy dense fog in some sports like the north bay and also here at the san matteo bridge, but this is what it looked like yesterday everywhere around the bay area. another live shot, we have lots of clear skies from san francisco, looking down across the bay and the temperatures are on the cool side, lots of 40s and 50s. san francisco 53, oakland 47, san jose 50 degrees. and this time from the east bay we're looking out towards mt. diab diablo. you can see patchy fog in some of the valleys, temperatures have been cool especially in santa rosa, dropped down to 39 degrees, that's where we're seeing radiational fog develop, also napa 40 degrees, an mid to upper 40s in concord and livermore. blue skies over san francisco. it's going to be a gorgeous day, sunny and warmer by a few degrees today compared to yesterday. a system moves to the bay area and through midweek so that's why we will see cloudier and cooler conditions midweek tuesday into wednesday and it's

also going to bring us gusty winds so critical fire weather is possible. right now high pressure over the pacific and with the air circulating clockwise we're getting a slight offshore flow, this will help clear the clouds and bring us warmer temperatures. this area sweep through, we will start to see a little bit of it tomorrow and we will see the effects tuesday into wednesday. i will show you the forecast animation with wind gusts starting tuesday night, you notice this strong on-shore flow, that's going to bring cooler temperatures for everybody and then wednesday through wednesday evening into thursday morning we have this offshore flow, these gusty north to northeast winds, drying winds up to 36 miles per hour, even 38 miles per hour through san francisco, then starts to die down tuesday morning, but we will be watching for that. highs today really warm and sunny, above average, 75. milbury 70. headed to the 49er game it will be near 70 degrees as well as in
