now at 5:00, the countdown to dreamforce. the big impact you can expect in san francisco even if you are not going to the conference. we are tracking a new round of possible pg&e power shutoffs this week. the counties that could be in the dark in just a few days. good morning. it's monday, november 18th. >> following all those stories, first let's check in with mike to see what conditions might be leading to this possible shutoff. >> critical fire conditions, something we shouldn't be talking about in november. because we're nearly 2 to 5 inches below our levels of rain that we should have received by now, we still have extremely dry, high volatility and the vegetation can easily ignite. even with cool winds, it will spread the fires quickly. i'll show you that coming up. you can see it's clear, cloud-free. same thing on the exploratorium camera. nothing but stars. temperatures mainly in the mid 40s to mid 50s. still mild.

counties. after days without last month, some north bay cities are trying to prepare if their traffic lights go dark. outside of san rafael, 11 of the town's traffic lights went oun during the planned outages. now leaders are considering a roughly $63,000 plan to link the lights to backup power generators. other areas like novato are thinking through their backup plans like putting reflective tape on traffic lights or posting temporary stop signs. at the live desk, i'm tracking the latest escalating violence in hong kong. here's a live look at what's happening there right now. a college campus was at the center of clashes today. here is video of that. protesters occupied polytech university for day, and earlier today riot police worked to corner those trying to escape arrest. police blocked entrances to the police blocked entrances to the university and

arrested 154 people over the weekend. demonstrators in hong kong -- or demonstrations have been going on for five months. a private memorial service will be held at chase center today honoring kaiser ceo bernard tyson. family, friends, coworkers and leaders joined for a public memorial yesterday. tyson died last sunday in his sleep. he was considered to be an advocate and increasing access to health care for all patients. abc 7 news is committed to building a better bay area and a big issue is pedestrian safety in san francisco. just this year there have been 17 pedestrians killed, this is according to walk sf. yesterday families and city leaders walked to remember those victims. they went through some of the cities most dangerous streets in the tenderloin.

lashed out at one of them. as the house impeachment inquiry prepares for three more days of democrats and republicans are not wavering. >> the president of the united states used taxpayer funded military assistance to pressure a foreign leader to help him in his re-election campaign. >> reporter: republicans pushing back. >> i think the evidence is crumbling. >> reporter: over the weekend, the committee released testimony from jennifer williams. she's a member of mike pence's staff. she's scheduled to testify tomorrow. she was on the july 25th call in which president trump brought up investigating the bidens and the 2016 election. she testified she remembers the mentioned bar transcript of the call released by the white house makes no mention of barisma. the president tweeted in response, tell jennifer williams, whoever that is, to read both transcripts. she should meet with the other never trumpers.

mike, i know you're looking at weather conditions that could impact potential shutoffs. >> yes. conditions we normally don't have this time of the year. we usually have 2 to 5 inches of rain by now, but we haven't had much. we had some drizzle the last two, three cold fronts. today is the last warm/record setting afternoon for the season. the high fire danger, because of a dry cold front ushering in cooler weather but also dry air and gusty breezes. it will be calmer and milder for the weekend. let's look at our microclimate. 74 to 76 degrees down in the south bay today. 73 to 74 on the peninsula. how about 67 to near 69 along the coast. 71 in downtown and south san francisco and sausalito. upper 60s in bodega bay.bay. 79 at santa rosa, that would be a record as will that 72 at

walnut creek to dublin, 13 minutes. santa rosa to san francisco, 48 minutes. highway 101 toe los gatos, 21 minutes. this morning we're learning president trump abruptly changed his mind on his wish to ban more flavored e-cigarettes. the "washington post" report that trump officials were ready to announce the ban earlier this month after the president said he was considering the move back in september. the night before the planned news conference president trump switched course. one adviser says he feared the ban would lead to job losses and hurt his re-election chances in battleground states. five democratic presidential hopefuls focus on issues impacting california's latino community during a forum in los angeles. our abc sister station in l.a. co-hosted this event. leann melendez served as a panelist. she asked bernie sanders about his medicare for all proposal.

critical fire conditions will start at 4:00 wednesday morning with the winds fastest in calistoga and middleton. look at how as we head into the afternoon and evening hours they hit 35 to 40 miles per hour in places like san francisco and also in hayward and over towards half moon bay along with the north bay. they'll taper a little bit op thursday morning, that's why the fire danger ends at 7:00. the cold front responsible will not bring us rain. as you head down towards the grapevine wednesday into thursday, there's possibly 3 to 9 inches. driving through there could be tricky. in today's "gma" first look there are new questions surrounding colin kaepernick. >> many say he likely hurt his chances at a comeback after abruptly moving a wo weekend. kenneth moton has the details.

we'll talk about the fire danger coming up soon. here is jobina. right now at the live desk we're following the latest updates at the scene of a mass shooting in fresno. four people were killed. six more were injured but they're expected to recover. shila giraden tells us what happened. >> reporter: police are still looking for that suspect. very big police presence out here. what you can't tell is this whole area is taped off. on my left-hand side the street is so packed with police cars and investigators that not only is it blocked off but no cars are getting through any of this area. this is the home in question. we've seen investigators in and out of these houses talking to witnesses and neighbors trying to determinepoed tepts of a shooting on lamona avenue near

caesar last night. around 45 people were at this house watching a football game. that's when the suspects came into the backyard and opened fire on ten people. the other 35 people inside the home, several of them children, were not hurt. five of the victims are being treated at community regional medical center. another victim is at st. agnus medical center. two victims are in critical condition. three are critical but stable. police have not released a description of the suspect. we'll keep you updated on all of this. pg&e could shut off power again this week. and in a few hours the utility will start letting customers know. >> for many of the people who could be affected by this possible round of power shutoffs, it's not the fegirst

time. amy hollyfield is live in napa with more. good morning. here we go again. residents who had to deal with outages last month are gearing up to possibly have do it again later this week. pg&e says it could happen this wednesday. officials say that they would do it to reduce the risk of wildfires. one napa resident told us this morning he is ready to roll with it. >> i have no problems with it. i would rather lose some milk than my house, but i think pg&e needs to be more transparent and open on what they're doing. >> reporter: this possible outage could impact 250,000 customers in the sierra foothills, in the north valley and in the north bay. that would include sonoma, napa and solano counties in the bay area. pg&e hopes to let people know

this morning if their power will be going out on wednesday so they have time to prepare. reporting live from napa, amy hollyfield, abc7 news. abc7 news is tracking all of the new developments on the pg&e power shutoffs. you can get the latest right to your phone.stownld our abc7 new. in san francisco, a park ranger is expected to be okay if he was stabbed while drying in help an angry driver. police say the ranger followed a man's car on interstate 80 after seeing him yell at other drivers yesterday morning. the driver crashed into the center divide near the 7th street off-ramp. as the ranger got out of his car to help, the driver stabbed him. people passing by helped that ranger out and they held the suspect until the police got there. the suspect was taken to the hospital to be treated for injuries and the ranger was treated on scene.

we have new details about a weekend fire in san francisco's castro district. the owners of four businesses damaged by smoke and flames will be eligible for financial help from the city. they can apply for up to $10,000 each. there's no word on what caused the fire, but it forced seven people out of their homes and even one person had burns. a firefighter was taken to the hospital. the southern california high school that was the scene of a deadly shooting will remain closed for another two weeks. >> dear grace, to my favorite woman, my little sister, the best sister i could have asked for. >> thousands gathered for a vigil last night to honor 15-year-old gracie ann

mullenburger and 14-year-old dominic black well died in the attack. >> they are being prayed for by the world, the nation, the state of california, the city collar re clarita, but most importantly the saugus community. >> three other students were also shot. they're expected to be okay. police say the 16-year-old shooter turned the gun on himself. he died a day later. the motive remains unclear. in our effort to building a better bay area, finding a way to fix the housing crisis is always top of mind. >> but some people in the outer sunset neighborhood are critical of a new build project there. what is now an abandoned gas station on 45th and 45th and soon be a housing complex, and neighbors say they're proud something is being done, but are not happy it's going to be so

>> reporter: fremont is here. yes. in the east bay at the end of the b.a.r.t. line in south alameda county nestled around silicon valley. it's actually a pretty cool place with some fascinating history, which, spoiler alert, has to do with hollywood, but we'll get to that in a minute. the first thing to know about fremont, it's huge. nearly 92 square miles. almost twice the square footage of san francisco and in terms of population, the fourth largest city in the bay area. it's also relatively new, it wasn't officially formed until 1956, more than 100 years after san jose. when five separate towns, centerville, niles, mission san jose, warm springs and irvington merged into one. tat said, life has been there for years. seriously. fremont made headlines a few years back when a trove of ice age fossils and animals was unearthed by a construction cre. decades earlier, in the 1940s, a group of young boys found similar fossils. today, fremont is known for a few reasons. one, it's extraordinarily

it is the hub for tech manufacturing. it's where apple made its first mac commuters and where tesla has its main factory. but as some film buffs might tell you, it's known for something else. several silent movies were al filmed in fremont in the early 1900s, including five charlie chaplain films. remember "the tramp?" yep, filmed in fremont. chaplain didn't live in the area long. history says he didn't like it but he left his mark. the city has a museum dedicated to the history of silent films and an annual charlie chaplain celebration. a cool claim to fame, even now in modern times. >> so cool. we'll be holding a live town hall this evening talking to fremont leaders about the issues that the city is facing. it includes housing, job creation and diversity. we'll be streaming the town hall on our website, abc7news.com as well as facebook and youtube. that starts at 5:00 this evening. get ready to see more bicycles around san francisco. today transit leaders will
