this week we're building a better bay area by focusing on fremont. it's one of the largest cities in the bay area but has no downtown business district. that's about to change. city is taking steps to create a unique urban center, literally starting from the ground up. amanda del castillo tells us about the plan taking shape.

>> yeah! >> reporter: at this ground breaking celebration last month, city leaders turned over a new chapter in fremont's history. event center in one acre civic plaza the centerpiece to building downtown from scratch. fremont founded in when five cities merged. centerville, irvngton, niles, mission san jose and -- districts have their own centers. >> it's important for city to have a gathering place, social heart, opportunity to have more interactions and dynamic services. >> reporter: mayor lili may say it was four decades in the making. 110 acres bounded by fremont boulevard, maori avenue, paseo parkway and walnut avenue.

>> we have our arts, it's creating that space. as buildings go up and resources are available, solidifies that. >> lacks a downtown, fourth largest today in the bay area without a downtown. >> reporter: initiatives manager says will provide new housing, offices and retail space won walking spaces of fremont b.a.r.t. >> out 2,500 new residential units to bring new residents to downtown and new retail and commercial space. >> reporter: not come without hiccups. great recession slowed project but gave them the opportunity to fine-tune it. >> picked in 2008 to be the master developer, went back, said nothing is going to get built for five years, let's plan

the whole district. >> reporter: includes flexibility to adjust to market demands. >> housing in the tank, build offices. bad office market, build housing. >> reporter: main street will be here on capital avenue. first broke ground in 2015 and has completed this treelined street with bike racks, park benches and parking steps away from future store front. still work to be done but momentum is picking up steam. >> private investment is coming n multiple projects under way or well into development pipeline. >> reporter: engaged local business to encourage them to make downtown a destination. >> this is a location for dining, entertainment, we're here to help them make that happen. >> reporter: work under way on the city's new event center, downtown fremont is closer to becoming a reality.
