three counties could see the power shut off tomorrow. more than 51,000 customers will be affected by this. several counties are no longer expected to be affected, but they have been in other public safety power shutoffs so residents were prepared, including the purchase of special light bulbs. >> it activates in the events much a power outage. >> reporter: this is something for a dark room? >> yeah, that black darkness is harder for them. >> officials with the emergency department say they'll remain ready in case conditions change again. we've learned district schools will close tomorrow and thursday because of the power shutoff. >> again, these pg&e planned

blackouts tomorrow have been changing so let's go now to this news conference and see if we can get the latest. >> the ceo and president of pg&e. he's going to describe the current scope of the event and what we've been doing in regards to improving our processes. the senior director of emergency preparedness and response is going to provide operational updates. i'd like to invite up >> thanks. so pg&e meteorologist as well as other forecast agencies do continue to monitor a very dynamic weather pattern that is now transpiring over california and will continue to transpire through thursday. the weather system we're tracking is now dropping south through california and is producing a variety of weather, which does include some hit or

miss cloud cover and hit or miss showers in the higher elevations of the sierra, primarily south of tahoe. right behind this system we will have high pressure building in north of california and this will produce a period of strong north to northeast winds. they'll start to develop tonight, but really get going tomorrow morning and they'll last through the evening wednesday night and we expect if we have to execute psps we can issue the all clear for the winds on thursday morning. we anticipate seeing those wind gusts develop in the sacramento valley, the terrain on the adjacent side of the sacramento valley and the northern sierra and north bay mountains. gusts generally 35 to 50 miles per hour with this event and isolated peak gusts over some

locations to 60 miles per hour. pg&e is monitoring this situation since friday and we can continue to analyze new weather forecast moldel as it becomes available multiple times per day and 24 hours per day. today i'm happy to report that conditions did trend favorably in a few areas such as the east bay and santa cruz mountains and those areas have been removed from the footprint of the event. we'll also continue to monitor the weather overnight, continue to monitor new weather forecast model data as it arrives, look at where the precipitation is building and where it may be developing and look for areas that the weather is trending favorably for potential further reduction of scope if warranted. so pg&e meteorology has coordinated with federal forecast agencies through the day on multiple interagency

calls. all four agencies are aligned even with the showers occurring in the sierra, there is a potential for critical fire weather to develop on the heels of that event tomorrow like i mentioned. the national weather service has posted red flag warnings so i have those displayed behind me. you can see the map where these red flag warnings are in affect for. generally the sacramento valley, the sierra foothills and the north bay and a portion of the east bay area. this information is available on with it.g weather.gov and you can see the winds that the national weather service is expecting gusts up to 50 miles an hour with relative humidity 15 to 25%. >> you're listening to pg&e's chief meteorologist describe conditions that have compelled

started at the bay fare station escalated into violence. >> the fight continued through our hayward station at which point a knife was introduced into the fight between the two males. >> it wasn't a random attack. it was a fight involving two individuals that engaged each other. >> reporter: the train 120stopp for a reported fatality on board. officers swarmed the station and closed it. bart has surveillance video and perhaps cell phone of the fight. one man died of knife wounds and the other man ran out of the station. a discarded shirt was surrounded by police tape. a couple of blocks away at a car dealership and gas station bart police detained a shirtless man in a car, but officers were going through the trash cans looking for evidence. several witnesses were at the car dealership where there may have been a car stolen. police units brought in five

everyone is looking for solutions. that's why abc 7 is looking for answers and inspiration in communities throughout the region and revealing how they're tackling the same big problems. how is fremont working to build a better bay area? >> just like communities all over the bay area, people in the city of fremont continue to list bad traffic as one of the top concerns. fremont's constant traffic jams are a reminder of one of the biggest problems. the number of new jobs and homes are completely out of balance. to give you an idea how bad the situation is, consider this. from 2014 to 2018 silicone valley created 152,000 new jobs, but only 28,000 new homes. most of the jobs are on the peninsula and the south bay. most of the available housing is in the light blue areas, bedroom communities in the east bay.

the city of fremont sits between the jobs and housing along three major commute routes. so all those employees are going to and from work right through fremont every day creating a traffic nightmare on both the freeways and the city streets. traffic apps have made that problem worse, but there is a solution that could fix that problem. abc 7 has the stories. >> reporter: navigation apps push commuters on side streets to save time. >> this problem is growing and tae it's not going to correct itself. >> reporter: the apps should improve the traffic for the good of all. >> we have been following how traffic apps have been affecting traffic for years. city officials took measures to detour commuters from clogging streets so we decided to go back

and see if progressed been made. it's 2:45 in the afternoon in fremo fremont. interstate 680 is clear and residential areas remain free of traffic. in about 15 minutes that will begin to change. traffic will dominate the landscape of this community. when does this start and when does this end? >> on fridays it will start as early at 2:00 p.m. >> reporter: it begins to clear up by 7:00 p.m., some times later. most of the people on interstate 680 are following apps to reduce their commute time. >> this is a real time depiction of what google is recommending to their users. >> reporter: city officials monitor this activity daily. it's close to 3:00 p.m. and google maps is telling commuters to get off interstate 680 and cut through the city of fremont to save three minutes. after months of trying to reach

out to google, the company responded to fremont's concerns. >> they also told us that their program would not recommend users getting off the freeway and on to city streets unless there was five minutes time savings. >> reporter: fremont made changes. red lights are longer and signs indicating no turn on red were placed in intersections. going through fremont requires additional traffic time, it forced google maps to incorporate these changes. >> at one point it gets so congested it would be better for the people to stay on the highway. >> reporter: fremont is working with the institute of transportation studies at uc berkeley. the institute is collecting traffic data to help understand patterns. they told us t yea ago

cutting through mission boulevard would have saved ten minutes, but now data shows commuters only save one minute by taking mission boulevard before getting back on 680. commuters say they don't trust traffic apps. >> i am taking a detour, but it's not working out. >> now what? do you go back to google and say yore wrong or do they even care? >> we don't think they care. >> reporter: so we reached out to google maps, which is owned by google, but are separate companies. we called and e-mailed and never got a response. in the meantime resisting the actions of commuters by setting up cones to detour people who try to cut through here although the sign points out it's a private road, keep out, dead end. >> it makes them slow down. that's my biggest goal, slow down. my kids are here. >> the end of the street i

blocked off my driveway with garbage cans. >> reporter: other cities are taking action. the los angeles city council has asked the city attorney to work with app companies to find ways to detour drivers off main thorough ways. a town in new jersey found a solution. police began handing out $200 tickets to nonresidents. locals have a tag that allow them to travel freely. officials say that is probably not legal. >> we know the end result is that it will be challenged. we want to do things legally and hopefully inwith google. >> reporter: the director of the institute of transportation studies believes the only way to negotiate with these giant companies is to show them there is strength in numbers. >> down the road cities will unify.

memorial at the fountain in the center of town are gone and so are most of the former suspects arrested last thursday. all but one of the five were released yesterday. a fifth man is still in jail on a separate charge. a strange twist in a high profile case. ten people were shot, five fatally, at a large party halloween night. d.a. spokesman. >> we need more information. the investigation's ongoing. it's a complex and sensitive case. >> reporter: the case made more sensitive because of the arrests and releases. the attorney that represents three of the victims' families. >> you give everyone the impression there was enough evidence to convict them of murder, but they couldn't last two days. >> reporter: the sheriff's office says it used warrants to make the arrests. former district attorney. >> it's an arrest warrant. the police can arrest a suspect

the wheels are in motion to approve a settlement dating back several years. >> abc 7 news explains what san francisco will get and why it took so long to reach a deal. >> reporter: the academy of art university owns more than 40 buildings in san francisco. between the year 2000 the university doubled its real estate holdings. the commission determined that the academy was violating land use laws. >> illegal conversions of housing and hotels to uses that are prohibited under the planning code. >> reporter: in 2016 the city of

san francisco sued them and a few months later the academy agreed to settle, but unable to meet the demands of that settlement, the planning commission and city hall have agreed to consider a new proposal. the university would give the city $58 million. 20 million would go to pay for permit fees and purchasing rent controlled properties. the bulk of the money would provide money for affordable housing in the city. the academy has also agreed to vacate certain properties like this one on pine street that was one a residential hotel for low income residents and converted to student housing. >> we're going to try to right that wrong and put more affordable housing back online. >> reporter: the settlement has to be approved before it reaches the board of supervisors. the academy of art university

we have breaking news to tell you about. a house fire in san francisco. fire broke out a short time ago at a home at 35th avenue. this is in the sunset district. you can see the emergency responders there, the fire trucks. the fire department says one person was hurt, but that person was able to get out of the building. emergency crews are telling people to avoid that area. that's in the sunset district. >> the got out. we wanted to kick ourselves at one time or another for making a costly mistake and that's how a san francisco man

felt after stole the bike he had through the rideshare promise. >> this guy did what he could to make amends for leaving his bicycle unlocked. you feared the penalty would have left him stranded. it didn't long for the rental to get stolen. the incident happened outside this convenience store near his home in san francisco. >> i parked and leaned the bicycle up against here for what i thought was a second and then when i came out, it was gone. >> he left the bike unlocked and knows what he did was a mistake. he's still kicking himself today several months later. >> i was disgusted with myself and i should have known better. i did know better. >> ronald depends on the bike share program to get around, but the incident made him so upset he stopped riding. one day he found an abandoned

bay wheels sitting on the street and returned it to a rack. shortly after that he learned that bay wheels had imposed a $430 fine on him for losing the bike. he said he discovered the bike he lost had been recovered. let them know he could not afford the fine. >> i don't have it. i'm on the low income program. >> ronald paid $5 to become a member of the go bike under a special rate for the needy. >> they had gotten their bike back and i returned another one to them as well so i thought maybe we could work out a deal. >> they said they can't succeed if their bikes aren't returned. people need to lock their bikes so they're available for others. bay wheels waived the fine and reinstated ronald's membership. >> i'm not trying to get anything for free. i feel terrible this got taken, but i didn't know what else to do but be honest and see what could happen. >> bay wheels tells us they are
