hour by hour forecast is coming up. >> we spoke with man who fought the suspect during the manhunt. >> in san francisco's, the city's problem is getting worse. what the mayor plans to do about it ahead of the holiday season. abc 7 news starts right now. the sound of relief tonight in the north bay. healdsburg is one of several spots that sees some rain. so let's first with meteorologist sandhya patel. i've been tracking showers that move through the north bay and now we're starting see some of this around the peninsula. street level radar getting you into where it is raining right now. and as we pan over to the south

bay, i do want to show you what is heading in their direction. tracking this into milpitas at 11:73. that see era snow, the moisture there is wrapping around and it's a level 1, light accumulation, slippery roads in the morning. winds are beginning to pick up in the hills. mt. diablo gusting to 37 miles an hour. we do have a red flag warning going. gusts could be possibly over 60 miles an hour. the humidity will be dropping as the wind continues to pick up out of the north-northeast, so the fire danger will be dry. and the reason why is the rain that's falling is not going to add enough moisture to the already critically dry fuels. >> and in a matter of hours tens of thousands of bay area pg&e

customers could be without le electricity. >> it did scale back today canceling shutoffs in five bay area counties, but more than 51,000 customers in sonoma, napa and salono counties are still on notice for outages. >> and we'll send out push alerts as pg&e decides if, where and when it'll shutoff power. new details tonight, a man killed on b.a.r.t. died a good samaritan. >> b.a.r.t. confirms the victim in today's deadly b.a.r.t. stabbing was attempting to stop a man from stealing another man's property. >> we're learning the man's violent behavior did not stop there, either. >> live from the south howard station with new information about that suspect. a-minda. >> reporter: in the last few minutes we learned the suspect's name. 39-year-old germane brenten. according to alameda county jail

records he was arrested on charges of murder in the first degree degree murder and carjacking. we know the suspect made it to a car dealership and his attempt to steal a get away van, he got into a fight with a salesman. we know he was arrested a short time later. only on 7 this video shows the moment one man's violent afternoon came to an end. the shirtless suspect is accused of fatally stabbing a man during a fight. the train left the station tuesday afternoon. at around 1:00 p.m. b.a.r.t. police started receiving calls about a fight in progress. >> the fight continued through our hayward station at which point a knife was introduced into the fight between the two males. >> reporter: b.a.r.t. confirms the victim was attempting to stop the man from stealing another victim's property. he got off ending up about a block a van. >> as soon as i opened it up somebody grabbed my arm and i thought it was a customer, but i

looked to the side and it was some weird guy with no shirt on. >> reporter: at that point castro had no clue about the homicide scene unfolding on b.a.r.t. the suspect grabbed castro's keys and tried to take off, but castro wasn't giving up see easily. >> he started hitting me too and got in the middle of a street and all of a sudden a car stopped. >> reporter: he said the suspect was pleading don't hurt me, don't kill me. >> i let him go. he started walking, just walked to a little spot over there at the bus station and sat there. i called the cops, cops were already called but he waited until they got there. >> reporter: i asked castro what he would have done differently if he knew about the man-hunt. he said that would have been a completely different story. he would have handed over the keys and simply let the suspect leave. in hayward i'm amanda del

castillo, abc 7 news. >> the city of orinda just voted to change itsshirt-term rental laws. it comes in the wake of a deadly halloween party shooting at an airbnb. ansar? >> reporter: yeah, good evening. based on this new report, the anonymous passage and based on the number of e-mails that they got, the city has a lot of support from the community. if you rent your house on airbnb in orinda you'll now also have to live on the property while your guests stay there. >> having the house on the property is beneficial because it helps to control what's going on with the rental. >> reporter: this new urgency ordinance comes after five people were shot and killed at a halloween party hosted at an airbnb property. those opposed call it arbitrary and unfair. >> i have an objection that an

owner stay in the exact same structure as a guest, i think that's objectable to most people. >> because there are still folks that would operate these things or attempt to operate them in what would be in an illegal way. >> reporter: for a long time resident it's about safety. >> airbnb cannot protect us. and until they devise a way they can protect residents of where airbnbs are, we need to have protections. >> reporter: now, this urgency ordinance lasts 45 days, but the city has up to two years to have it renewed until they can come up with their final policies. >> thanks very much. you know, building a better bay area can sometimes be messy. and that is certainly the case in san francisco where there is a poop problem.

so far there's been 25,000 complaints in the city since the start of the year. that means we're obtrack from a 7% jump from last year. the dirtiest neighborhoods the tenderloin. what's being done to cleanup the city? >> reporter: mayor london breed kicked off the love our city holiday eco blitz tuesday morning. it'll put crews on the job every day of the week cleaning up popular business districts. a new analysis by a website shows complaints about human and animal waste on san francisco streets have been the worst so far in 2019. >> i've been kicking and screaming and yelling asking for more deep daily sidewalk and street cleaning, more bathrooms, you know, more trash cans. >> reporter: according to the same study glen park saw the highest year over year increase in poop complaints.

love. all of our cities big and small are facing the same problems and everyone is looking for solutions. that's why abc 7 is looking for answers and inspiration in communities throughout the region and revealing how they're tackling the same big problems. how is fremont working to build a better bay area? >> well, certainly jobs are so important to building better bay area. and in free empty one major employer is tesla. >> the company has been ragrappling how to improve worker safety at its factory. its injury rates have been higher than traditional auto makers. >> it is growing more than 15,000 people work at the factory in fremont and everyone i spoke with was thrilled to be hired at tesla. but hundreds have been side lined over the years by a wide range of injuries. >> well, we have a very big sign. >> reporter: elon musk had a mission when he unveiled the fremont factory nine years ago

to build the most advanced electric cars at the most advanced auto plant. tesla installed some of the biggest auto robots of the world and installed this one called f symphony of robots and musk announced the entire production would be built by robots. >> it will >> reporter: he tells me the all robotic line proved to be impractical just as it had with auto makers. he admitted on twitter yes excessive automation proved to be a mistake, my mistake. tesla is now paying a price because the focus has been on robots not people. >> if you don't put in the planning for a production system, you don't know what the impact is going to be on people.

ergonomics is a very tricky field. >> it was a great job at first, things were going really well. >> reporter: carlos started at tesla two years ago. he tells the i-team as he worked on the cars alignment the chassis would raise up and he'd have to jump off each time. >> you're talking about 2, 2 1/2 feet and you do that 90 times a day. >> reporter: he's been diagnosed with plantar fascitis, also a ga ganglian cyst in his hands. >> i got hurt in the driver seat of a model 3. >> reporter: he started tesla at 20134 but has been off for carpal tunnel in both eyes, lung damage from putting out a fire. >> i hear agonizing pain.

i jumped up and my arm was just hanging. >> reporter: michael sanchez worked several positions since 2012 leaving him with bulging di discs in his back, a herniated disc and eye pain. the log of work related injuries and illnesses the company has filed with osha, employees have suffered a meyriad of back, arm and strains and bruises. and tesla's safety violations for the past five years surpass ten other major u.s. auto plants combined. 54 osha violations compared to 18, and $236,000 in fines for tesla combined for just $80,000 at other plants. >> we deserve an honest days wage, and we deserve reasons why people discard us like we're nothing.

>> i contacted tesla for an interview, but the company declined to provide a spokesperson on camera. e-mailed i-team that a survey last year that 83% of employees agreed the company cared about their safety and employees and engagement at all levels is improving. safety consultant jim hal says tesla may be on the right track with those steps and they could take a lesson from a traditional auto maker. >> at ford they're doing some very innovative things. they're recognizing worker participation. they understand it's so important this open culture where, you know, people can raise problems and issues. >> and that's one of the complaints we've heard from workers. there was a tremendous push to meet production numbers at tesla and the supervisors don't want to hear about injuries. and from what tesla told us, the

northeast to southwest. this is all in association with an area of low pressure that has been bringing southern california some rain. that moisture has been wrapping around into our area. so i am bringing back the storm impact scale. overnight tonight it's a level 1. scattered showers, light accumulations, slippery roads in the morning from the oversight showers, so definitely watch out for the morning commute. in the mountains right now seeing the snow showers developing and rotating back. we've seen some thunderstorms as well. there is a winter weather advisory until about 7:00 p.m. tomorrow. highest peaks looking at about to 8 inches. definitely some reduced visibility because of this. temperatures here in the bay area in the 40s and 50s. you may have noticed it was much cooler today. we had breezy conditions out of the northwest this afternoon, gusty. but the wind direction is switching. spotty showers during the overnight hours. gusty winds, strongest in the hills and we're looking at high

fire danger through thursday morning. so let's look at the hour by hour forecast. midnight tonight looking at 20 mile an hour winds in fairfield. 3:00 a.m., 36 in fairfield. notice the north-northeasterly wind. this is what's going to dry us out. 30 miles an hour in napa, and this is what's going to raise the fire danger as we head into flag warning goes up. speaking of the morning, temperatures 30s to 50s. looking at windy conditions for the hills and in the afternoon temperatures will range from the low 60s to low 70s. it will be breezy in the afternoon but not nearly as windy as what we're expecting in the hills tomorrow morning. windy with high fire danger for your wednesday. lighter winds thursday. and then as we head into the weekend we will have light winds, also dry conditions for the upcoming weekend. near average temperatures. monday looks like winds may pick up again. doesn't look like a strong wind event, but look at tuesday. i'm very excited about this.
