b.a.r.t. riders contemplate their safety after this fatal stabbing on a train. we ride-along and conduct our own security check. >> a customers are sent flying and several were hurt. >> the lights are back on for most of the bay area. >> many are reluctantly getting used to the new normal. >> savor the sun. rain is headed our way. the storm should bring a lot of snow to the sierra. a long line of fans to see former president obama speak. they're now filled with feelings of hope. well, enjoy the sun while it's here. the storm door is cracked open just a bit bringing snow to the sierra and rain to the bay area.

all of this exactly a week away from thanksgiving. good evening, i'm larry beil. >> i'm kristen sze. let's take a look at the calendar to put the storm in perspective for you. parts of the bay area saw rain two days ago on november 19th. but the last time most of us saw rain before that, exactly a month prior. on october 19th. so it's been a while. but that is about to change. >> let us bring in meteorologist sandhya patel. >> lara and kristen, it's -- larry and kristen, let me show you live doppler 7. we have no rain to speak of at this hour. beginning next tuesday, the 26th. we're going to notice changes. first system coming in starts to bring cooler air, wet weather tuesday into wednesday. some of our highest peaks may actually see a mix of rain and snow by wednesday as the colder air filters in. we're looking at more showers on wednesday and then possibly another system following as we head into the thanksgiving holiday weekend.

i'll be back with a full look at the forecast coming right up. larry? >> thank you. you can always keep track of the weather conditions where you live with the abc 7 news app. you can get updates from the weather team and monitor live doppler 7 on the go. despite the little bit of rain, the national weather service says this winter season could be drier than normal. they released their drought outlook today. when asked if trends show that california is experiencing a pre-can you rememb pre-can you remember sore to drought, meteorologists say maybe. we'll get through the season no matter what. >> the man charged in this week's deadly stabbing on a b.a.r.t. train was ou on bail in connection with a case in san francisco. jermaine brim was charged or arraigned on five counts today including murder. police say brim stabbed oliver tyrone williams after he tried to stop brim from stealing another passenger satisfies shoes. the altercation started at i the bay point stations and he ran

off the train two stops later. his family is wondering why no one helped. >> he gave his life for somebody else. that's the way he was. it's frustrating that, you know, he goes three different b.a.r.t. stops before you know, somebody gets there to help him. and by then it was too late. >> family members are hoping to raise money for williams' funeral. we have a link to the go fund me page on abc7news.com. abc 7 news is committed to building a better bay area. one of the big issues is b.a.r.t. that includes safety on the trains. b.a.r.t. is adding more police and community service officers and fare inspectors on platforms and riding trains. kris reyes rode b.a.r.t. all day long today looking for the extra police presence. >> i'm going to be riding the daily city train. i'm going to be riding the pittsburg bay point train and the fremont train and i'm going

to tell you what i see. we're also going to be talking to riders to see if they're more security and if they feel safe on the train. >> are you seeing more security on the train this week? >> no. i can't say that i have. >> no, i haven't. >> not really? >> no. >> not this week. >> there is no security. there is no b.a.r.t. police. >> security upstairs and she has a message for them? >> come downstairs. if you're huddled up there. we don't get the help we need. why don't you come where all the action. >> it's important police -- doesn't necessarily mean you'll be safe. maybe the presence would help. >> are you worried because of what happened at the station this week, the murder that took place? >> yeah. it's been more and more often. >> i carry pepper spray. i carry a screwdriver that's this long. i have a stun gun on me because

i take b.a.r.t. every day. especially when i come at night. i'm always watching. i watch everything. >> i just got off the phone with b.a.r.t. officials. still waiting to see if we can get an on camera interview. they did tell me there's not only a free security personnel, but there are more police officers. so we are trying to get an explanation why we haven't seen any of that increased security. however, we have been on train the last two hours. we've been on the daley city train and the train back to fremont. every rider that we've spoken to, they have not seen any increased security. >> interesting. so the question is, why didn't kris see any police officers. b.a.r.t. provided us with this explanation. quote, all patrol officers are required to ride trains during each shift. we also have a team of officers dedicated to riding trains during the peak of commute.

there are as many as 58 trains in service. most shifts are staffed with about 30 officers. we do not have enough officers to be on every train. we rely on our b.a.r.t. customers to be our eyes and ears to report illegal activity. our officers will respond. so do you have concerns about b.a.r.t.? we welcome your ideas on our building a better bay area facebook page because building a b.a.r.t. is part of building a better bay area. six people suffered minor injuries when a car crashed through the front doors of a dollar tree store in vallejo. you can see the car is pretty far inside the store and the building on sonoma. the driver was a 71-year-old woman and that the crash didn't appear to be intentional. all of the people who were hurt were customers. now to the power shutoff. as of 4:30 this afternoon, 59% had power restored, 98% in napa county and 100% in sonoma

county. pg&e expected all customers to be restored by tonight or sooner. residents certainly hope so. wayne freedman is live in st. helena with more on that. wayne? >> reporter: good evening, you saw the same press release i did. essentially, they're saying 100% restored, 98% in napa. that's good news. earlier today, napa was way down. this was the seventh psps event this year. people are definitely getting used to it. >> in napa county the generators have begun to go silent, the lights going on. the talk about pg&e hasn't stopped. >> if you drive up the highway, you'll see trees hanging over the power lines. unless they start putting the stuff underground, we'll have the same issue every time the wind blows. >> reporter: in calistoga life looked almost normal again. residents weren't particularly happy about the inconveniences. >> cold, my having heat, fire,

wash all of that stuff. >> along spring mountain court in st. helena, the power returned fairly late at 1:00 p.m. >> hour is on. >> resident began to put away generators just before we arrived. >> they say it will happen for the next ten years. >> what do you say? >> i say what else can we do? >> the answer? adjust, adjust, adjust. >> it's not that bad. quite frankly, the alternative is not something i'm interested in. >> that meant buying a generator buying enough to preserve his wine collection. all's well that drinks well. the temperature never varied. >> it's not necessarily the duration of time for which it's heated. it's the temperature fluctuation itself. >> reporter: only in napa in a power outage, you learn a little bit about wine. in general, people are pleased that this event is over. but they don't want to see

registered for the conference, just under 8,000 were able to snag a seat for the keynote. crowds started lining up at 2:45 this morning. the former president also focused on young people, saying there's, quote, a sense that regardless of our surface differences, there's a core humanity and dignity to each of us that has to be shared and respected. >> the key thing i got from obama is we can't wait for others to do things for us. we have to -- we can control a lot of things in our own communities. >> taking a more serious turn, the former president worried that technology was leading society astray saying quote, part of solving big problems is not just a matter of finding a technical solution but also figuring out how do we restore some sense of our common values. a message that resonated with many. >> having a meaningful conversation around values and the importance of values in your company, in your culture and your communities. >> walking away with feelings of

development, some residents expressed concern during our monday town hall about too much urbanization and how it could change historic districts. so we wanted to get answers. david louie explores the plans to be strategically urban. >> there is construction under way all over fremont, which concerns some residents who attended the abc 7 town hall meeting on monday. we read one of the questions submitted. >> we talk about a lot of special districts in the area and how do you preserve them? >> it dates back to the gold rush era and later incorporated into fremont. it retains an old west feel, known as five corners. the development director says the future of fremont is to be strategically urban with a focus on new housing such as the warm springs b.a.r.t. station. >> the more suburban parts of fremont don't need to change. they'll change some over time. there will be some new

development but really the bulk of development will be focused in these key locations. >> people who live and work in irving ton say there is a need for more housing but the housing tends to be multifamily units. they bemoan the fact that it's changing their community. >> this pair work at tangles salon. >> you're lodsing the feeling of your neighborhood and being able to talk to each other. everything is just so fast-paced. >> a family store and restaurant and all of the things being demolished and building the high density housing where there's no sense of community. >> yes urbanization is happening across fremont, but residents of the irvington and niles and other district will be watching. >> david louie, abc 7 news. coming up on abc 7 news at 6:00, a decent paying tech job in silicon valley that does not require a four-year degree. what it is and the training program in fremont that could

help you land it. amazon is expanding its local presence again by leasing a building in livermore. the east bay times reports amazon has rented a building on longfellow court near the lawrence livermore national lab to serve as a logistics center circuit city. the livermore deal follows the online giant renting space for a delivery hub. the state supreme court unanimously ruled that president trump will not have to disclose his tax returns to appear on california's primary ballot in march. the court ruled that the law, the first of its kind in the country was unconstitutional. governor newsom signed that legislation requiring candidates for president or governor to file income tax returns dating back five years. you could weigh a candidate's financial status. critics challenged it claiming it singled out mr. trump. a plane made an emergency

spending time outdoors near the coastline. from the roof camera, the winds have really dropped off considerably, especially in the hills. at the lower elevations, gentle winds right now, that's exactly what we need. 60 degrees in san francisco. 59 in oakland. it is 58 in san jose and the chill is settling in, in gilroy. lovely view from the san jose camera looking at the shark tank. we're seeing a few clouds and sunshine. temperatures in the -- to fairfield and in concord. here's another live puck tur. looking towards the bay bridge. mild sunny days through the weekend. cooler and breezier on monday and rain arrives starting on tuesday. so if you're making those plans, trying to figure out when to leave for your holiday plans or when you will need the umbrellas, tuesday is the first chance. all right. first thing in the morning, temperatures in the mid-30s to the upper 40s. there will be a few clouds and a few patches of fog around. no organized marine layer. definitely will require that extra layer as we head into the

afternoon. 62 in san francisco. 61 in half moon bay. in the mid-60s from san rafael. upper 60s from concord to livermore. 65 in san jose. it's going to be a mainly sunny friday afternoon. saturday, temperatures are going to come up a few degrees. sunday, it's going to be in the 70s for the warmest spots. 50 ez a, 60s coastside. monday, still a dry pattern. then things start to change beginning on tuesday. here's a look at that system tuesday afternoon, evening. you have rain coming through. turns to snow in the sierra nevada on wednesday. that travel will be impacted. you will notice that pink right over some parts of the local hills. could be a mix of rain and snow. as colder air comes through. on thursday, thanksgiving. possibly a chance of showers as the next system comes through. accuweather seven-day forecast. fine fall weather the next couple of days into the weekend. monday turns cooler. the storm impact scale comes in.

holiday travel. coincidentally, there are a bunch of new rules and added fees that could quickly take the jolly out of that holiday air travel. airlines raising fees on services for years and charging more to watch over unaccompanied minors is no exception. >> in addition to the airfare, the standard fee for an unaccompanied minor has more than doubled over the past decade ending up at $200 to $300 depending on the airline. the fees don't stop there. if you want to sit next to your kids when traveling together, you might have to pay for that, too. >> with the rise in basic economy fares, often the only way to guarantee you can sit together is to pay more to reserve a seat and that could be hundreds of dollars more. >> consumer reports say separating children from parents during flights is not only stressful, but it poses safety risks if there's an in-flight emergency. >> we reviewed more than 100 complaints that consumers to the department of transportation

about this issue. they're rightfully upset because this is a potential safety issue. >> if you can't fork over the extra cash, consumer reports says you can try to call the airline when booking your flight and say you're traveling with young children. if you don't realize that you and your children are separated until you arrive at the airport, talk with a gate agent and see if they can make a change. but keep in mind, it could cost you money. the department of transportation says it will continue to monitor the issue of family seating. if you do have a problem, you should file a complaint at transportation.gov. they'll eventually take care of it. but not by this holiday. >> most people don't want to sit next to your child, most will switch with you. >> don't want to sit next to your 4-year-old. >> thanks, michael. thanksgiving comes early for little
