travel conditions across the country are expected to get. >> reporter: this morning thanksgiving travel headaches from coast to coast. a series of storms will track across the country, bringing just as millions hit the road for the holiday. southwest, delta, and jetblue are among the airlines already issuing travel waivers for flights in and out of denver, where more than a foot of snow is expected after it starts falling later today. that snow then moves into minnesota and michigan tomorrow as more storms start to line up. >> all at the same time another significant storm drops into the northwest and northern california. travel disruptions there over i-5, we'll see several feet of snow at the higher elevations. >> reporter: and now new concern that the famous balloons won't fly in the macy's thanksgiving day parade. new york city will ground the balloons if wind gusts top 34 miles per hour. and right now accuweather's forecasting wind gusts topping 40 miles per hour thursday. parade organizers are trying to avoid an incident like this in 2005 when an out-of-control balloon hit a light post in

windy weather. the falling light injured a woman and her young sister. the city had considered grounding the balloons that year. the st time organi grounded the balloons because of weather was back in 1971. and we will take a closer look at the forecast coming up in less than five minutes. now to the other big story this morning. a shake-up at the pentagon, the top official at the navy has been forced to resign over the way he handled the war crimes case of a navy s.e.a.l., clashing with the white house. navy secretary richard spencer is accused of going behind his boss's back after president trump intervened in the case. this morning navy secretary richard spencer is out of a job, forced out over the handling of the war crimes case involving navy s.e.a.l. eddie gallagher. defense secretary mark esper saying in a statement, "i have determined that secretary spencer no longer has my confidence to continue in his position." gallagher was acquitted by a military court of war crimes in the killing of a teenage isis prisoner in iraq but was convicted for illegally posing

with the teen's corpse. he was then demoted in rank, sparking a controversy, pitting the trump administration against the u.s. navy. the president intervened in the case last week, ordering the navy to promote gallagher back to his rank, restoring his pay and pension. >> you know, i just want to retire peacefully with all the honors that i've earned, get back to my family. >> reporter: the president then publicly slammed the navy for launching a review that could have stripped the decorated veteran of his status as a navy s.e.a.l. with this tweet. "the navy will not be taking away war fighter and navy s.e.a.l. eddie gallagher's trident pin. this case was handled very badly from the beginning. get back to business." but navy secretary richard spencer responded by saying he does not consider tweets an order. in a lengthy letter to the president spencer said he could not in good conscience obey an order that he believed violated the sacred oath he took. defense secretary esper says he fired spencer for going around him in dealing with the

gallagher issue. esper says he "lost trust and confidence in him regarding his lack of candor over conversations with the white house." senator chuck schumer says spencer got a raw deal. >> i believe he did the right thing. he should be proud. good order, morale, and discipline in the armed services have to transcend politics and spencer stood for that. >> reporter: gallagher will now retire november 30th with the trident pin that identifies him as a s.e.a.l. now, amid all this back and forth abc news has learned that gallagher had decided over the weekend to give up his s.e.a.l. pin, fearing that the issue was becoming too political for the s.e.a.l.s. but he will not have to do that now. sources say the house committee writing of the impeachment report has received video and audio recordings including president trump and his attorney rudy giuliani. the material was provided by lev parnas, one of giuliani's indicted associates linked to the ukraine scandal. but the content of the material remains unclear. an attorney for parnas says his

client wants to testify. giuliani insists he did nothing wrong. >> oh. wow. how long have you known me, ed? >> i've known you several years. >> you think i'm afraid? >> i don't know -- >> you think i get afraid? i did the right thing. i represented my client in a very, very effective way. >> meanwhile, the "washington post" reports e-mails show acting white house chief of staff mick mulvaney and budget officials scrambled to come up with an explanation for withholding military aid to ukraine. the e-mails are among the documents the white house is refusing to give to congress. a dispute over loud music could be to blame for the murder of a sheriff in alabama. investigators say that lowndes county sheriff john williams was shot and killed at a gas station after he asked someone to turn down their car radio. 18-year-old william johnson was arrested after a four-hour standoff. johnson is the son of a deputy who works in a neighboring county. a developing story overseas this morning.

results are in from historic elections in hong kong. pro-democracy candidates have pulled off a huge win in local elections after record turnout. it comes after nearly six months of protests, violent protests at that, against the government in beijing. while local officials have little real power, analysts say the election results could force china to reconsider how to handle the ongoing demonstrations. the water has risen once again in venice, italy, which is now suffering through its worst month of flooding since 1872, when records were first kept. tides have flooded the city's main square and its famous basilica. damage could top $1 billion. abc's maggie rulli is there. >> another high tide and more flooding here in st. mark's square. we're expected to see a repeat of scenes like this when they get it again over the next few days. it is getting so bad here that the local government has even started asking for international donations to help. >> elsewhere in italy the rain triggered landslides to the north.

a pilot spent part of his weekend trapped upside down hanging from a power line. his plane was left dangling by a wheel near minneapolis. police say the pilot is okay this morning. crews brought him down after shutting off power in the area. now to the college student in chicago found strangled in a campus parking garage. police found the body of 19-year-old ruth george in the back seat of her car after her family reported her missing. george was a sophomore at the university of illinois at chicago. police are not identifying the person of interest who is in

custody. they're only saying he has no affiliation with the school. >> it really hurts because you know, it could have been anybody. it could have been any of the students. it could have been my friends. it could have been me. that's the scariest part. >> police say a man was seen following george into the parking garage early saturday. no charges have been filed in the case. supreme court justice ruth bader ginsburg is back home and is said to be doing well after spending two nights in the hospital. the 86-year-old was treated for a possible infection. ginsburg has overcome a series of health issues including lung cancer and pancreatic cancer. a remarkable recovery for the young boy who was purposely thrown off of a third-floor balcony by a stranger at the mall of america back in april. a family friend says 5-year-old landen is now walking perfectly after months of intensive care and physical therapy. landen said, "i fell off a cliff but angels caught me." the man who pleaded guilty in the case sentenced to 19 years in prison.

"frozen ii" is hot at the box office. it now has the record for the highest-grossing opening record for a disney animation studios movie. the highly anticipated sequel pulled in $127 million in the u.s. and worldwide it made $350 million. that's a record for an animated film. >> are you going to go see it? >> you know what? maybe i should take the godchildren. i've got a lot of them. >> i would just go as a grownup. it just seems like with all those people watching it, it is something to watch. >> yes. well, coming up, the food that one man was able to sneak into an nfl game. but first, the new dilemma now that former new york city mayor michael bloomberg has officially entered the race for president. and a crisis for koalas. what's being done now to protect what's being done now to protect the species that

to get very far in this election. >> billionaires can just come and buy elections? that doesn't make a democracy. >> reporter: bloomberg's ads will air in several key battleground states. and while he won't have enough donors to qualify for december's debate, he could be on the stage for january. >> maybe the argument is hey, i've got more money than the guy in the white house. i don't think they're going to buy that. i think they want someone different. >> reporter: in the week leading up to the announcement bloomberg apologized for the nypd's controversial stop and frisk policy, a tactic he defended for years following his time as mayor. even after a federal judge found it violated the rights of minorities. >> however, today i want you to know that i realize back then i was wrong. >> reporter: analysts say that bloomberg is adopting a nationwide strategy, trying to win larger primary states while skipping smaller states early on like iowa and new hampshire. the president's campaign is responding saying "they can keep adding more names to the pile but no one beats trump."

>> meanwhile, not that he's running for president, this is interesting, the news service that bears his name is making some new rules. journalists at bloomberg news will not be allowed to investigate bloomberg or any of his rivals while he's a candidate. in sports a showdown between two of the best teams in the nfc. but green bay was no match for san francisco. the 49ers jumped in front early and never looked back. final score, 37-8. the patriots scored a soggy win over dallas. tom brady threw for the game's only touchdown. after the game cowboys owner jerry jones was as gloomy as the weather. >> i am very disappointed and frustrated with not being able to put it together. as tight a game as we had, as close as we had, we all would have liked to have gotten this

>> huge news out of london. i'll have that at the live desk very soon. >> let's talk about the weather. tomorrow is the day we've been pointing to since last week, a vigorous cold front will bring us steady rain tomorrow afternoon and evening with downpours and breezy conditions, then scattered showers, thunderstorms and a chance of snow wednesday and thursday. tomorrow's storm will probably be bumped up to a 2. right now it looks benign, but that whole mass of clouds heading up towards the gulf of alaska, it will grab a bunch of moisture and roll down here and make us need our windshield wipers and also something more than an umbrella as the rain will be coming sideways at times.
