equipment. >> he told his story to abc 7 news. we are joined live from the newsroom with those details. >> reporter: he told me that he approached pg&e supervisors and told them that these devices weren't safe given the extremely dry conditions in napa. he says pg&e retaliated by firing him. the utility says they had another reason for letting him go. here's a picture of those devices called trip savers. they reenergize a line after power has been cut off due to anything that hit the line. todd was a safety lead for pg&e in napa when the company began installing them between 2016 and 2017. >> they started putting these trip savers up in high fire areas. >> reporter: the trip saver reenergize the lines. if the line is broken and comes

in contact with dry vegetation while reenergizing the line, it can cause a fire. >> pretty much like sending high voltage lightening strikes into a dry forest area. it didn't make sense. >> reporter: trip saver is another version of a recloser which have been used for decades, except that according to todd trip savers are cheaper and pg&e uses them in remote areas. state senator, a long time critic of pg&e, says the utility was not taking a safe approach when using trip savers even after the 2017 fires. pg&e acknowledges it began disabling them for the 2018 wildfire season. >> the other utilities in california have used them appropriately, properly. they know when to turn them off so we don't have wildfires. >> reporter: todd was fired he said for expressing those concerns. pg&e says he was fired for

misusing company time, misstating work activities and fraudulent submissions of time cards. todd is suing pg&e. >> i'm trying to do the right thing. i'd like to get this equipment fixed and make the community safe again. >> reporter: he told me four other employees who also complained fired all from napa. call themselves the napa five. abc 7 news. >> where is pg&e now in terms of this recloser safety plan. >> reporter: the utility company says it is following southern california's lead by disabling trip savers in high fire areas. they also say they're working to do that, meaning disable them, remotely. >> thanks a lot. in santa barbara a is prompting evakaticuations. it is near the historic park off

highway 154, about 12 miles. it's burned about 15 acres. gusty winds pushed this grass fire that prompted evacuations in rockland. fire broke out around 12:30 and burned 355 acres and is 30% contained. firefighters have stopped the flames from spreading. strong winds are causing problems in the central valley. in fresno blowing dust caused poor visibility on highway 41 triggering a multi-car accident. the dust storm has prompted air pollution officials to issue a health alert. we will be on storm watch tomorrow with a storm ranking on two brings rain and wind to the bay area. spencer christian tracking the timing of this storm which is going to last into thanksgiving. >> it probably. it start tomorrow and continue

through wednesday and possibly produce showers into thursday. here is the storm dropping down out of the gulf of the alaska moving into the pacific northwest. tomorrow we should see rain through most of the bay area and strong winds and heavy snow will fall in the see rainfall potential about one-inch to two inches. a wind advisory is in affect tomorrow. gusts 45 to 55 miles per hour. what can commuters expect? in the morning dry conditions under partly sunny skies, but by mid day look for heavy rain and strong gusty wind and travel delays are likely. a closer look at this forecast

the video freezes as a man raises a foot long machete over a police officer. another officer shot and killed the suspect who was accused of robbing an auto parts store. one officer suffered minor injuries. also new, a car carrier flipped and a couple of vehicles wound up on their sides on southbound 280. this happened a little before 2:00 a.m. the truck rolled over while merging on 280. no one was injured. a person was detained this afternoon as police investigated a suspicious package at the san francisco state library. the bomb squad was called. the police determined the package was not a threat to public safety. there are no classes this week, but the library will be open tomorrow. we are focused on building a better bay area, which means looking for improvements to issues that we all face. high rent are not just a struggle for families. they're a burden for busineses

and some are at their breaking point, particularly smaller businesses. abc 7 news shows you some examples in san francisco. >> reporter: if a picture can speak a thousand words, the signs in the clothing store say it all. >> it is very sad. it is very sad and i am saddened by the whole situation. this was my baby. i created it. i built it. i have to let go. >> reporter: for 42 years the store has been a neighborhood staple. the designs worn by celebrities, but a flood, which damaged inventory, followed by a massive rent hike. >> the rent jumped 85% last year. >> reporter: forced her to make a decision to close at the end of the year. >> it doesn't make sense with the high rent that they are asking. >> reporter: it's not just clothing retailers that are feeling the squeeze. owners of barber shops and gyms have a hard time making ends

meet. >> i am being forced to close my doors due to increase of rent. >> reporter: she has owned the fitness center for 15 years. her rent when she first opened. >> i was paying $5,000 for a 5,000 square foot space. >> reporter: the space is now advertised online for over four times that amount now. she blames the city zoning red tape for not being able to find a new space. >> and then there's certain places you have to get a conditional use permit, which i learned could take six to nine months. and i'd have to sign a lease while i'm waiting for this permit and you pay money for it. it doesn't make sense. it just doesn't make sense. >> reporter: her plan b is a second store and a faith in fashion. >> fashion you have to try things on, you have to see it and touch it. you have to like it on you and then buy it. >> reporter: in san francisco, abc 7 news. another quality of life

issue in san francisco is hygiene. the lack of hygiene is visible on sidewalks and streets and it's something the city is trying to fix. we have an update on the latest efforts. >> reporter: if you live in san francisco, chances are you've seen feces around your neighborhood. all these reports show that this is an everyday problem. so we walked around san francisco and it seemed like almost everyone had a story about feces. >> different kinds of poop as well, human poop, dog poop. >> people are frustrated by the fifth filth on our streets. >> reporter: bathrooms are equipped with two on duty attendants during the overnight hours for safety. here is a map of where the 24 hour bathrooms are located.

according to public works, during the three months of this pilot program, the numbers of cleaning requests went down around these three areas. >> each of them had over 3,000 uses at nighttime for over 10,000 in all three. we are asking for at least another ten of these bathrooms to be open 24 hours. >> reporter: today the mayor's a office announced they will continue the pilot program and added the early results are programming, which is why they are using existing funding to keep these bathrooms open and they will continue to push the funding to build on this progress in the next budget cycle. funding ten extra bathrooms to remain open for 24 hours will cost roughly $3 million per year, something that the mayor's office says is not part of this year's budget. in san francisco, abc 7 news. we want to hear your ideas

napa, 51. that's the cool spot right now. on we go to the view from our rooftop cameras at abc 7. these are our forecast features. we'll have wind and rain arriving tomorrow afternoon. a cold wet pattern will be with us through thanksgiving and then another round of rain through the weekend. overnight clear skies and high clouds. it will be breezy at the coast and higher elevations. lower coast upper 20s and low 30s. upper 30s in other inland locations as well. mainly low 40s around the bay shoreline and coast. the approaching storm ranks two on the storm impact scale. we'll see heavy rain at times and gusty winds. strongest winds will be in the higher elevations. rainfall potential anywhere from a half inch to an inch.

tomorrow morning notice how quickly the storm moves in. by mid day rain covering most of the bay area. we expect heavy downpours. by the time we get into the late afternoon and evening, it's going to be a mess for evening commuters because it will be raining heavily and strong gusty wind and snowing over in the sierra. tomorrow we get a break, but trailing showers will follow wednesday and into early morning hours on thanksgiving day. wind gusts by that time tomorrow will be from 30 to 45 miles an hour. that's at the surface and higher elevations it will be windy and rainfall potential half an inch to an inch across the region. this is not going to be just a north bay event. we're going to have soggy conditions everywhere. tomorrow a bit on the cool side.

low to mid 50s and rainy and windy. we have a high surf advisory in effect from 7:00 p.m. tomorrow to 3:00 p.m. wednesday. wave heights are elevated already. rip current and beach erosion are possible. in the sierra, there will be lots of snow. about 2,000 feet, look for 18 inches of snow. in the higher peaks, up to four feet of snow. here is the seven-day forecast. you see that we might get a little bit of a break on friday. late in the day on thursday, we expect partial clearing, but showers are likely to linger into thursday morning. friday we get a break, but it will be a cold morning. over the weekend our next storm comes in and it looks like it's going to rank one on the impact scale, but it may feel like a two. >> glad to see this though. >> we need it so badly so it's good to see it. system. that's a week later than promised. you can see the lightening bolt icons on this map of san jose. san francisco will get them next. there's no timetable for the return to the east bay. bay wheels which is owned by lyft pulled electric bikes twice this year. in may a man said he was injured when the brakes malfunctioned. over the summer it was due to the batteries catching fire. no one was hurt. 49 million americans are expected to drive somewhere for thanksgiving. most of them can be thankful that gas prices are not much higher than last year, but it's a different story in california. the national average is just two cents higher than last. california's average price is 25 cents higher. that's despite one of the biggest weeklyri nationwide. gas prices are down nine cents in the past week. california gas is the most

>> that gun fight didn't just result in property damage. a person was hurt. >> it happened on grand avenue just a few blocks from the theater, whi theater. >> abc 7 walks through what happened. >> reporter: this started right here at the coin exchange on grand avenue. two men left here with $60,000 worth in coins. they ran across the street and up this hill only to be slowed for two unexpected reasons, including the owner with a gun. >> two guys came in one after another. they both had guns pointed at me and they told me to get down on the floor, which i did, and then they each had a bag and they were dumping the cases and the saves and loaded everything up and then they were trying to exit. they couldn't exit. i told them i have to buzz you out. when i let them out, i got up, said a few curse words. i grabbed my gun. i went outside and i saw them

walking up the hill and so i followed after them. >> reporter: he believes the men were slowed down by the 100 pound bag of coins they were attempting to carry away. when the men saw him coming after them gun fire was exchanged. stray bullets hit a car and someone in their home. >> one of the residents was struck by one of those rounds and is currently at a local hospital and listed in stable condition. >> reporter: police say other family members were in the home. a neighbor said she saw the man who had been shot give a thumb's up to his kids. you must be shaken. >> it's a hairy deal. >> reporter: the robbers dropped the bag of coins and they did escape. police are looking for any information to lead to their arrest. this is a complicated investigation as well. there are laws that allow people and businesses to protect themselves, but if it turns out that the owner's bullet hit that person this case could go to the d.a. for further investigation.

abc 7 news. a man arrested in the course of the halloween shooting investigation was in court today. the 29-year-old suspect entered not guilty pleas to charges for being a felon in peossession ooo firearm. officials would not real estate sle reveal how the arrests were made in connection with the investigation. >> there were search warrants that led to the arrest and seizure of the firearm and mooua ammunition in this case. >> the atf says the gun seized is linked to a number of shootings. police and residents in union city are puzzled by two boys, one 11 and the other 14, would be shot and killed while

sitting in a van. it happened after 1:00 in the morning on saturday. abc 7 talked to one of the victim's parents and classmates. >> reporter: the district isn't known for dang activity. now there is concern that's changing after two boys were killed early saturday morning while sitting in this van parked outside an elementary school. the van was shot up multiple times killing one boy at the scene and the other died on the way to the hospital. the motive of the shooting is the focus of the investigation and the reason why two juveniles were outdoors in the morning. >> i don't know why they were at that location. the motive for their being there is still being investigated. >> reporter: a memorial continues to grow. that's where i spoke with a man who identified himself as the father of the 14-year-old. he was sitting by himself grieving with tears in his eyes. he had little to say as he tried to make sense of the double murder. however, the incident has angered this district resident

who raised four children here. she wants people to step up and protect young people from gun violence. >> the parents, the kids' parents, whoever, uncle, aunt, whatever, these kids got to know that we're out here and we're watching them now because they're driving around like they're free. they can do whatever they want to do, but we have to stop it because we're the parents. >> reporter: police have not ruled out a possible gang connection. the father of the 14-year-old maintained his composure during most of my conversation with him, except at one point he did raise his voice when he asked do you know how difficult it is going to be to spend thanksgiving alone? abc 7 news. investigators are looking into what started a fire that badly damaged a 150-year-old church. the fire at the church of christ was reported around 6:15 this morning. fire officials say the county

ars arson task force is part of the investigation. home security cameras captured images of a mountain lion roaming around a neighborhood. this happened after 6:00 this morning. california department of fish and wild life says if you happen to see a mountain lion, do not run. make noise and look bigger by by waiving your arms. in the south bay a holiday tradition about kindness kicked off today. thousands of holiday meal boxes are provided each weighing about 50 pounds. the boxes include $100 worth of groceries including fresh produce, canned goods and desserts. this year the charity says it has just under 2,000 turkeys.
