>> abc7 news is in the car. >> abc7 news reporter vic lee is checking on public transit. live doppler 7 as we show you again is lit up in all kinds of colors that we haven't seen in a long time, so we have a team of weather experts monitoring the storm, which is called a bomb cyclone. >> abc7 meteorologist drew tuma is going to explain what that is. >> first let's go to abc7 news weather anchor. >> those areas of yellow, orange and red represent the heaviest downpours. as you can see we even have some thunderstorms and some lightning d in right now, it's basically a line of very strong rain sweeping through the north bay right now, and it's affecting much of marin county moving eastern into napa county

and over farther east to vacaville, and as this storm continues, this southward and eastward movement, we can track this for you over the next few minutes, about 6:12 or so this line of intense storminess will be moving through san francisco. then about 6:46 over across the bay to oakland and down into hayward about 7:36. 8:15 they'll be reaching fremont and by 9:15 this evening it should be moving through san jose. the storm still ranks two on the storm impact scale, a storm of moderate intensity with occasional heavy downpours, powerful winds gusts ranging from 45 miles per hour to 50 miles per hour, rainfall estimates over an inch of rain from this storm will fall in some locations. let's go meteorologist drew tuma on the roof with a closer look at this bomb cyclone. >> i can tell you the strongest wind is happening right now in the city, and it's for that we do have a wind advisory that is currently in effect and will last until about tomorrow

afternoon because these winds are so strong they could gust over 50 miles per hour, excuse me, it will last until 4:00 a.m. tomorrow. not only wind, it's some heavy rain right now, flash flood watch in effect around the burn scar of the kincade fire where moderate to heavy rain could cause debris flows. we're going to keep our eye on that over the next several hours. a high surf advisory will go into effect at 7:00 p.m. tonight. we could see waves up to 20 feet, breakers up to 27 feet, so our ocean is very dangerous right now along our coastline, and we have a winter storm warning, winter weather lovers are going to love this. we're going to see feet of snow, at least through thursday, and this storm is what's known as a bomb cyclone. it comes from the term bombogenesis, which is a meteorological term, which is an intensifying storm. that is what we're seeing right now. it drops 24 millibars in 24 hours, that's when it gets the term bomb cyclone. wind gusts up to 106 miles an

hour. when spencer comes back he's going to go hour-by-hour and show you the full accuweather forecast in a few minutes. in the east bay, traffic has been just hat a crawl along i-80 all afternoon, combination of weather, and commuters and early thanksgiving travellers. luce pena is live from the road. where are you now? >> reporter: we are on i-80 approaching one of the exits here, and i'm seeing it says san rafael so we are stuck in traffic here with everyone on this commute hour. i want to let you know that chp be confirm to us that i-80 is where the majority of accidents happen in a rainstorm. we have scanners on right now, we're listening to fire and police and no accidents have been reported here as of yet. i want to show you a live look here of what we're looking at on i-80, a lot of red lights, traffic moving slowly, but hey, keyword it's moving. keep in mind, if you're driving in the next several hours, keep

a three-car distance between your car and the ones in front of you. chp says many of the accidents that take place during a storm happen on the freeways because drivers are speeding. now, earlier today we spoke to a caltrans spokesperson, their maintenance team will be working a 12-hour shift so they can respond around the clock as problems break out. caltrans is monitoring the weather system and says they are ready to respond. >> as we get into the winter months, we perform storm water preparation in all areas where flooding can happen or where our projects are or maybe where there's been a recent fire. what we'll do is we'll clear out the drainage inlets, take a look at erosion control methods so we can make sure as water runs off, we're prepared to deal with flooding. >> those roadways, they become a little more slick. all those oils have settled to the bottom of the asphalt, and now they're coming up for that first rain. >> now chp also has all hands on deck, and this weekend it's what they call a maximum enforcement

period. it's a holiday weekend, and it's raining so that translates to more traffic and eyes on the road. if you're driving, keep your distance and report to 511 any potholes you might see on the road. stay safe out there, it's raining. we're feeling it, we're seeing it. we're here stuck with you in this commute hour, and we're asking you to keep your distance between your car and the cars in front of you. live here in the news truck, luze pena, abc7 news. >> she's stuck with the drivers. i thought she was staying she's stuck with us. i'm like yes, you're stuck with us for the rest of the evening. taking public transit in this storm doesn't guarantee an easier ride home either. let's get an update from vic lee who is live at the san francisco ferry building. hi, vic. >> reporter: hi, so far so good here at the san francisco ferry terminal. all of the ferries to marin and to the east bay apparently took off without a hitch. it's not really raining thatheartthat

hard here, and we have seen, believe it or not, no lines here at the terminal. the only advisory we've received from the golden gate transit district is for the tiber ron ferry service. they tell us if the ferries are unable to land at the tiberon ferry landing, the passengers will be dropped off in sausalito, and buses will take them to tiberon. in that scenarios none of the ferries will be running from tiberon to san francisco. most of the riders we spoke to here at the ferry channel told us they're not really that cncerned about the weather, maybe the choppy waters. take a listen. >> i've got the utmost confidence in our ferry driver, and our boat driver so i'm good. >> do you get seasick? >> i don't, but it gets pretty bad sometimes. >> and you still take the ferry. >> yes. >> why? >> i have no choice. >> i don't have another way to get home, so we'll just have to bear with it for today.

>> so so far the ferry service from san francisco to marin in the east bay appeared to be normal, no problems, and so far that includes the tiberon ferry service as well. as i told you that advisory received earlier said there may be some problems, but apparently there isn't any problem so far. we'll see what happens. vic lee abc7 news. >> thanks very much. in the north bay, the rain has certainly had an effect on the roads. this is what it was like about 45 minutes ago on highway 29 in napa county. abc7 news reporter wayne friedman has been on the road. as you can see from this video taken by his news truck, it's a slow drive, especially on that two-lane highway. the thought of having to deal with not just the rain but snow in the sierra changed some travel plans. we found a few people today who decided they would be better off staying at home instead of trying to navigate through a

snowstorm. >> we typically go up to south lake tahoe, but with this big snow event coming in, it doesn't make sense to get stuck in the snow and then on saturday and sunday another event coming in being stuck in the snow coming back home. >> for those who decided to stay a little closer to home, a few decided in the north bay to stock up on things like tarps and rooftop patches, which may come in handy. for those who decided to head up to the sierra today, well, they might be thinking twice about it. here's why. there were so many crashes between truckee and alta on interstate 80, the chp had to hold traffic in both directions for about two hours. it reopened in both directions about 30 minutes agoment . if you're going to make the trip to the mountains you'll need to take chains. know that. they are required from alta to the state line on interstate 80. on highway 50 chains are needed from twin bridges to myers. santa clara county has extra shelter beds in warming

shelters. temperatures are going to get near freezing for the rest of the week. we'll have a live update on south bay conditions coming up at 6:30. now to the peninsula and a live look at san francisco international airport where the weather is causing delays for thanksgiving travelers. abc7 news reporter david louie continues our team coverage from the airport. >> reporter: well, the number of cancellations and delays keeps growing. it's currently up to 105 delays, 20 cancelations, and all of this is causing a lot of stress on passengers. it's nothing sthohort of a test patience when people fly this week, getting to the airport, dealing with luggage, standing in line for a security check, then this. the flight status board. this morning flights to and from denver saw delays of an hour up to two hours. that's where mitch mann is headed. >> i've seen it get continually delayed before, so i'm hopeful that it goes out at 4:00, but you know, if it doesn't, well, w'll get there when we get there. >> that's the kind of attitude that helps flyers cope, whether it's a rainstorm here or heavy

snowfall in the denver area, the impact is delays and logistical headaches for the airlines. >> it's the movement of pilots. it's the movement of flight attendants, and when a major airport like denver shuts down their operations for a snow event, it has a ripple effect really across the country. >> a change in travel patterns may have helped to ease the pain of flying in bad weather. sfo is seen with some schools off all week, the families have started their thanksgiving travel earlier avoiding a more traditional tuesday or wednesday rush. those hit by today's storm delays have to resign themselves to hanging around the terminals longer on top of facing congestion. the lowes family is heading to france and is hoping it won't run into delays. >> how is it you got stuck with all the baggage, all the luggage, is this your husband? >> that's because i have such a wonderful husband, and he tdoes all the work for me even though i'm doing most of the work right now. >> reporter: s iffo has more

live doppler p shows who's getting the worst of today's level two storm right now. you can see it's particularly intense in areas like vallejo, san francisco. it's been rough on the roads, as you may know firsthand. here's a live look at the skyway through san francisco, headlights or cars trying to get onto the bay bridge inching along in both direction s. in the east bay a solid stream of cars on i-80 with no one going very fast in either direction, jam packed. this is the view from our emeryville tower camera as you can see. it is absolutely slow going in the rain tonight. our commitment to building a better bay area means tackling the homeless crisis in san francisco. it's easy to say we need more shelters. it's not so simple to pick a place and build one. that's been the debate surrounding the city's newest navigation center, currently under instruction at bryant

street. you can see it here on this map not far from oracle park and chase center. more than a homeless shelter, navigation centers are designed as one stop shops with the explicit goal of getting people off the streets after a few months. abc7 news reporter, lyanne melendez joins us live with the legal battle. >> reporter: well, you know, if you ask the city attorney he will say that he's confident that this fight is over, but residents here say they're not ready to give up yet. crews were working quickly to meet the proposed deadline of mid-december. that's when this highly controversial navigation center on the embarcadero is set to open. about 200 homeless people will take up residency here. that's unless neighbors opposed to the center can pull off an 11th hour stay. >> some of the steps that could be taken could be taken pretty quickly, so again, it's not over until it's over, and it's not over. we could move for a new trial, we could appeal. >> the group called safe

embarcadero has tried to stop its construction in the courts. all attempts have failed including yesterday's when a judge ruled that the city can do what it wants with this project without any state oversight. this piece of land was given to the city by the state but only if it benefits all san franciscoens. after a woman was attacked by a homeless man outside her apartment, residents and people working in the area began expressing their concerns. >> terrible. i don't understand it. i do not understand it. it's beyond me. it's gotten worse and worse every year, and i grew up in san francisco. >> reporter: the woman who was attacked told me she has since moved out of the area. navigation centers are a temporary solution to the homeless crisis and designed to get people off the streets and someday into housing. >> i'm hopeful, but i can't control what anyone decides to do, and we'll continue to fight the battle if necessary, but i feel good about where we are.

>> reporter: residents acknowledge the battle has been exhausting. >> i know it's controversial, but it's like high priced area to live in, but people got to live somewhere. >> now, there are five navigation centers in san francisco, two including this one are on the way. of course this one by far is the most controversial. i'm live in rainy san francisco, lyanne melendez abc7 news. >> stay dry and warm. fierce fighting over the embarcadero navigation center made national news. abc7 news contributor and chronicle inside her phil matier says the center could have nationwide implications. >> we're going to be watching this. the residents are going to be watching this. the entire nation is going to be watching this to see if it works. if it works, then there's a step towards a possible solution that you can say, hey, it worked here. maybe we can do it elsewhere.

>> matier says he believes the navigation center will be built even if the opposition appeals. he has columns running every wednesday and sunday. we want to hear your ideas about building a better bay area. share them by joining our better bay area group on facebook. spencer christian has been tracking the rain we've been desperately needing. >> we saw lee ann holding onto that umbrella the best she can. >> a lot of people outside are holding onto something to keep from being blown away because it's windy and gutsty out there. you can see that line featured in yellow and orange and red, a line of intense storminess sweeping through the central part of the bay area right now. much of it is up in the north bay. san francisco is also getting pounded again, so marin county, southern parts of sonoma county and over into napa county and eastwa eastward, parts of the east bay right now as well, concord, antioch, lafayette all the way out to rio vista.

we're seeing pretty stormy weather right now. it's all sweeping eastward and southward. you can tell from the raindrops hitting the lens of our exploratorium camera, looking back towards parts of the skyline that it's pretty wet out there. 47 degrees in san francisco right now, 51 in oakland, mid to upper 40s in redwood city, san jose, gilroy and half moon bay. this is the view at the golden gate. it is pouring there right now. traffic is flowing fairly well because it's not very congested right now. temperature readings in the mid to upper 40s, santa rosa, petaluma, napa, fairfield, concord and livermore. here's the view in san jose where things seem to be a bit quiet at the moment. that won't be the case very long because the storm is moving in that direction. these are our forecast features. we'll have rainy and windy conditions tonight with showers continuing overnight, even into thursday, and this cold showery period will last through thanksgiving. then another storm comes in over the weekend. storm still ranks two on the storm impact scale, a storm of

moderate intensity, although it feels a bit heavier than that at times as we get these downpours and flashes of lightning and wind gusts from 45 to over 50 miles per hour. rainfall totals will reach or exceed one inch in many locations. here's our forecast animation picking it up at 7:00 p.m. and notice that eastward and southward sweeping of this line of stormy weather pushing down onto the peninsula a little bit later out to the east bay, in fact, parts of the system are reaching the east bay right now, down through the south bay, and finally after about 10:00 tonight, we'll see the bulk of that system having moved out of the bay area, but there will be lots of showers trailing that frontal system through the night tonight, through the day tomorrow, and into thursday. wind fwgusts, we, we had some strong ones a few minutes ago. 44 miles per hour at santa rosa. by 7:00 this will be the picture, still 30 to almost 40 miles per hour gusts for much of the bay area where the frontal system is sweeping through.

pretty much the same picture at 8:00, 9:00, but by midnight tonight we'll see the winds beginning to ease up just a bit going into the overnight hours. rainfall totals by noon tomorrow will be up freemo fre front and redwood city, and in the sierra we expect snow to. by thursday at about 6:00 p.m., 7:00 p.m., we'll see snowfall totals in the central sierra near tahoe from two to two and a half feet of snow, and back to the bay area tonight look for low temperatures dropping into the mid-30s in many north bay locations where it will be quite cold. tomorrow high temperatures will reach only just barely above 50 degrees in most locations near the bay and inland. here's the accuweather seven-day forecast. talk about cold weather, freezing conditions will prevail over much of the bay area on friday morning, especially in our inland valleys, and then another storm moves in over the weekend, and we don't get much of a break because that's going to produce periods of rain and

reminder. slow down. here's a live look at how drivers are doing across the bay area, on the left the golden gate bridge. it is moving not so much. the bay bridge toll plaza in the middle, and on the right you have the san mateo bridge, and it looks like traffic is maybe a little better on the right-hand side, which is your westbound traffic. a flash flood watch is in effect for the kincade fire burn zone in sonoma county. officials say the rain in the forecast can cause mud and rock slides and flooding. residents are being encouraged to use extra caution when driving and walking through the impacted area. the kincade fire started on october 23rd burning 77,000 acres and destroying nearly 400 structures. right now a wildfire is burning in the mountains just outside santa barbara, it's already having major impact. firefighters say the cave fire has burned more than 4,300 acres in the los padres national forest. it's 10% contained since starting yesterday.

crews say dry winds are now pushing the fire downhill towards santa barbara and the town of galita. nearby evacuation orders are in place, but no homes have burned. the university of santa barbara has canceled classes for the rest of the week. new details about that dive boat that caught fire over labor day weekend with deadly consequences. >> it turns out some safety rules didn't apply to that boat. the question that remains, though, is would it have made a difference. we're keeping an eye on today's level two storm. spencer is back with an update to the forecast tracking the system newscast brought us rain and wind. today's storm is level two, that means moderate rain. track today's storm anytime

impact scale. >> rain has been heavy at times causing traffic delays in san francisco. drivers are crawling along the skyway trying to get to and from the bay bridge. this is a live look at the drivers on 80. it is slow going, and that camera is bouncing around in the breeze. >> sure is. and trying to get on the bridge from the east bay, that isn't any easier as you can see here. look at the backup at the toll plaza in this live picture, again, a very sticky out there. >> and most of 80 is at a crawl as you see here as well. this is a look at drivers stacked up in both directions. this shot is from our emeryville camera. rain here, snow in the sierra. it's so heavy caltrans hut down i-80 earlier today. chains are required on most roads. traffic where it is moving is moving slowly. >> yes, abc7 news weather anchor spencer christian is the busiest man in the building today. >> spencer, what are you seeing out there? >> and happy to be so.

here's what we're seeing, that line you saw behind you with the yellows and oranges and reds represents the most intense elements of the storm. here's a closer look, it's sweeping through the north bay and down into san francisco right now and moving a bit southward and eastward so marin county and parts of solano county are getting pounded right now. as the storm continues that southeastern sweep, by 6:46 the most intense elements will be sweeping through oakland, and 7:36 into hayward, fremont around 8:15, about 9:15 san jose, which is relatively calm at the moment will be getting some fiercely stormy weather. the storm still ranks two on the storm impact scale, a storm of moderate intensity, but it will produce moments of brief heavy downpours, and gusts up to 50 miles per hour or higher. i'll have the full forecast in a few minutes. >> thank you, and a high surf advisory is in effect now until tomorrow afternoon. check out the waves at san francisco's ocean beach just a short time earlier today with rip tides and tall waves, do be

extremely careful along our coastlines. >> today's storms swept in from north to south, so santa clara county is the last part of the bay area to get drenched. let's go live to abc7 news reporter chris nguyen in san jose tonight. how's the weather there? >> reporter: well, here in san jose, there's a break in the rain for now, but we're live on winchester boulevard where if you take a look behind me, you can see that traffic is improving after some slow going earlier today. as we get ready for that heavy rain later tonight, nights like these remind us of the work that goes into preparing for a storm to help keep people safe. they're ready for the first storm of the season. the san jose department of transportation says crews began preparing in the summer long before the a today, more than 8 this city's 32,000 storm inlets have been cleared of debris that could block sewer pipes or cause harm to our waterways. >> residents and business owners can really help us out by raking

and sweeping their leaves, picking those up and disposing of them when they have yard waste pickup once a week. it is property owner's responsibility to keep that area in front of their property clean. >> earlier this afternoon lighter than normal traffic downtown, but as temperatures began to drop, there's growing concern for those who are struggling. >> this is where the rubber meets the road, and nights like tonight are where you win or lose the battle. >> pastor scott wagers was with the team of volunteers today getting tarps, blankets and clothing ready for distribution to the needy. last year more than 150 homeless people died on the streets of san jose. >> those blankets literally can save a life, and tonight when it gets cold and starts to rain and you think about people that have pre-existing health conditions, it's just a formula for death, and it happens. >> reporter: a reminder that as exciting as it is to receive this much needed rain, there are those among us who are working to support the communiy. >> we will have crews on standby

the ship had an exit hatch only two feet wide and no illuminated exit signs. however, it's unclear if those would have made a difference for the people trapped below deck. people who lost family members to police shootings came together in vallejo in a call for justice. they rallied outside the solano county district attorney's office. the group included the mother and aunt of ron nell foster who police shot and killed in february of last year. protesters are demanding the district attorney charge officers involved in the shootings. >> i voted for you, lady. you got my vote. i went out and did my civic duty, and this ain't what i voted for. this is not what my tax dollars is paying for. you're going to show up for the people or you will be removed. hetho bharg's office has not against the officer who killed foster. no one from the d.a.'s office returned our calls for comment.

an elite san francisco prep school is dealing with complaints of racism from its black students. >> yeah, the abc7 news i-team has been investigating and dan noyes is here with a preview of his exclusive report he'll have. >> the head of the school acted quickly when he heard the complaints and held an assembly on the issue of race, but black students and coaches at the school tell me it's not enough. the problems of race have been dragging on for years. the issue is now exploding because of three social media posts including one described as black face. the president with drew's black student union tells me that was a shock. >> it was just really frustrating. it was really angry because it made a lot of the kids feel really unsafe and like not comfortable being around those students anymore. >>ite who just hit her job at drew school because of the handling of these complaints. i'll show you that snapchat post that has sparked so much

outages throughout the bay area as this storm moves through. >> so what can we expect the next few hours into tomorrow and thanksgiving. spencer christian is back with the forecast. >> what we have right now is going to be with us for the next few hours. we still have strong gusty winds, the possibility of downed trees and power lines s and of course power outages. here's a look at live doppler 7. you can see that line of storms sweeping through the central part of the bay area. the system ranks two on the storm impact scale, a storm of moderate intensity. however, it affects heavy at times as we get downpours and occasional wind gusts up around 50 miles per hour or so. on we go to the forecast animation, you can see by 8:00 p.m. most of the energy from the system will have left the north bay, but the east bay, the peninsula, and south bay will be getting pounded between about 8:30 and 10:30 tonight. after 10:30 we'll see the bulk of that system moving to the south of the bay area. it will be followed by trailing showers through the day tomorrow, and actually, into thursday, thanksgiving day.
