advisories are all gone from the national weather service. there may be some from the chp. heavy rain in the santa cruz mountains and down to the south. you can see not too much in the way of orange and red for us, but wow, look at the atmospheric river just pounding parts of monterey and all the way up to modesto, gilroy and merced. right now, our winds are still coming out of the south. they're still gusty, just not expected to cause much damage. here's our planner for today. low to mid 50s now. near 60 from noon to 4:00. mid to upper 50s at 7:00 with tapering rain today. we will be faced with a difficult ride. this is interstate 80 through emeryville. things are slowing down. there have been quite a few accidents. lots of spinouts. a high wind advisory for the san mateo bridge and the bay bridge.

traffic is moving okay. we're not seeing any issues. it definitely is one of those mornings where you will want to slow down. it was definitely a rough weekend for travelers. chain controls were in effect on interstate 80 in the sierra because of the snow. yesterday was a busy day as people returned home from their thanksgiving holiday. >> how are the roads? >> pretty slick. the rain is making it more slippery out there. it's cold. i saw the snow coming down, thought it was best to get them on now before anything bad happen happens. >> look at this backup. this is i-15 out of vegas towards california. authorities are saying there was a 20-mile backup of thanksgiving travel. what a rough trip for those people. no matter what you went through yesterday, think about that situation. and now it's back to work time. time for reentry to the rain in the bay area.

snow. stephanie ramos is there. >> the state university of new york is one of several colleges cancelling classes on monday. >> reporter: in carthis car pind beneath a truck. and this plane skidded on the taxiway in buffalo. several airports across the country reporting delays and cancellations. >> drive to get here was crazy. >> reporter: in south dakota blizzards turned deadly when a plane carrying 12 people crashed shortly after takeoff. nine people were killed including two prominent business executives from idaho, two children and the pilot. in minnesota, snow drifts buried these cars in duluth after more than a foot and a half of snow. plows struggled to keep up as people abandoned their cars on the highway. already dumping snow in parts of washington state. >> weather closed point reyes

will be back since two boys were shot and killed in that school's parking lot. a community healing ceremony was held yesterday. detectives say they have not ruled out gang activity in the shooting. the 11-year-old and 14-year-old boys were gunned down while sitting in a minivan in the middle of the night. there's been no arrests. students at saugus high school in santa clarita areclare heading back to school. for the first week back campus access it limited to students and staff only. a board rules committee will vote on whether to expand regulations that prevent landlords from evicting tenants living in buildings that were built before 1979 without just cause. they want people living in buildings after that same year to receive the same eviction

rainfall to pick up. here we are on the san mateo bridge. it looks quiet. nearly an inch and a half on the eastern side. looking to the west, if you're out and about today, exercising, yard work, keep those drains clean but have the wet weather gear for the other activities and the steadiest rain will be in the morning. it will be more scattered in the afternoon. you can see this on the peninsula, steadiest rain through 9:00, 10:00, just a chance with temperatures near 60 for the afternoon hours. south bay, we'll have our best chances of rain through 11:00. temperatures will hold at 50s. just a chance in it the afternoon hours. north bay, a chance for all 1 hours starting at 7:00. we'll be in the mid 50s. the east bay, we have a chance up until 1:00, then less of a chance this evening with temperatures falling into the upper 50s. san francisco, we have a chance all the way through 5:00. that's a pretty big window. in the east bay valleys, we have a chance through about 3:00. another big window. temperatures in the upper 50s. we have more rain just about

oakland at about 52 degrees. here's the area of low pressure that induced the atmospheric river. any thunderstorm also stay out over the ocean today. the atmospheric river, you can see the heavier rain down to our south will stay down to our south. you can look and see as we go through 7:00 to noon, the coverage shrinks. the yellow and moderate rain shrinks. heading into the afternoon hours, we'll get a few more showers here and there. most of it is light to moderate. we wake up tomorrow morning, mainly with slick conditions out there because of the showers. for the most part, the afternoon on tuesday will be fairly dry. heaviest rain in the south bay or the southern half of the bay area for wednesday. rain returns thursday night. it gets heavier friday and saturday. >> thanks, mike. lots of drivers are spinning out right now. there's some slick roads, ponding as well, water splashing. here's a live shot in san jose

of 280 and highway 17. headlights are northbound 280, that's coming out of the santa cruz mountains. a second spinout has been recorded at the summit. at meridian, there may be a spinout blocking two left lanes. it's a difficult drive in the north bay, visibility is limited. taillights move southbound there past lucas valley towards 580. no major problems. there was an earlier overturned crash in novato that has been cleared. there's a high wind advisory for the san mateo bridge and the by bridge which is backed up to the maze. tracking an accident in oakland, southbound 880 approaching 980, this involves a big rig blocking two left lanes. it's not slow yet, but what is slow is westbound 580 approaching the bay bridge toll plaza. happening today, president trump and first lady melania trump will travel to london for the nato summit. today mail have a reception with queen elizabeth ii at buckingham

palace. president trump is scheduledtor a one-on-one meeting with french president emmanuel macron and germany's angela merkel. president trump will be in europe when impeachment hearings resume on wednesday. the supreme court is taking up a gun rights case today for the first time in nearly a decade. they'll hear arguments in a case that began as a challenge to new york city's pro hib big on carrying a licensed locked and unloaded handgun outside the city limits. the rule was already repealed in july, but the justices are taking up the case any way. this has concerned gun control advocates who fear the courts conservative majority could use the case to question gun restrictions across the country. recreational marijuana is now legal in michigan. this new law went into effect yesterday. now, this video shows the line outside of a dispensary in ann arbor stretching down the street. some people even camped there overnight so they could be there

southbound 880 heavy through oakland approaching 5th because of an accident involving a big rig. i'll have more updates on couple more accidents and checking out the south bay as well in my next report. happening now, regional medical center in san jose is still recovering from flooding inside the hospital. >> this morning we have new video of that water pouring inside the building. lauren martinez is live in san jose with that. good morning, lauren. >> good morning. a public information officer says this occurred in an older part of the hospital and there are repairs under way. look at the video we have. you can see a thin stream of water come down from the roof. medical staff along with first responders tried to move medical equipment out of the way. the spokesperson for the hospital says a water line in tower three, which is the oldest portion of the hospital failed causing minor water damage near

an 85-year-old wife called police to report their 60-year-old son was acting erratically. they said he had a knife and a plastic gun. officers found the man in the front yard. they tried to talk to him, but he went back inside the house. >> our officers went inside and located the son straddling his mother while holding a knife. >> the officers opened fire fatally wounding the man. police have been called to that home before but investigators have not said why. today marks the third anniversary of the ghost ship warehouse fire in oakland. 36 people died when the warehouse went up in flames. a memorial for the victims was held at a church in oakland. ♪ the music and art by those who died in the fire was put on display during the memorial. friends and family gathered to remember their loved ones by

sharing some of their most proudest works. jonathan birnbaum was one of those who died in the warehouse. >> for me and my parents it's been really -- events like this are really healing. and getting a chance to have his work out there and shared is something that's really comforting. >> the reverend of the church says the memorial also serves as a reminder for the city's responsibility to protect the lives of its residents and artists especially who are particularly vulnerable. the families of many of the ghost ship victims have filed a lawsuit against the city of oakland and other defendants. the trial is set to begin in may. derick almena is expected to be retried on involuntary manslaughter charges. a jury deadlocked in a trial earlier this year and the judge declared a mistrial. jurors acquitted the co-defendant, max harris. in the east bay, around two

dozen protesters will hold a rally over what they claim is inhumane treatment of homeless. 22 people were arrested last week when they set up a tent city in front of city hall. this morning they're expected to attend the rally. organizers claim the city is committing civil violations by clearing home leless tent cities. it is the prime hunting season for porch pirates. now is the time to be on high alert especially since last week a new survey ranked the bay area as number one for the porch thieves. some of them know they face lesser criminal penalties for stealing a fedex or amazon package as opposed to one from the u.s. postal service. install a home security camera, put insurance on your packages if it's ordered. use in-person delivery or ship it to an amazon storage locker.

we have rain down 82 heading over towards santa clara and cupertino and 280. ponding on the roadways likely there. this is moving to so milpitas at 5:47. here's the bay bridge toll plaza, an inch and a third of rain so far out of the system. everything that has to do with commuting, caution today from standing water if you're driving to rainy conditions if you're on the bay to mass transit. it will be wet just about all day. a lesser extent during the evening hours. peninsula today, our best chances of rain in the morning, less of a chance heading into the afternoon hours. temperatures near 61 under a mostly cloudy sky. just because it didn't show rain there, doesn't mean there's no chance of a scattered shower. a less of a chance as we head into the afternoon hours.

the new one reported on the peninsula southbound 101 near 1 the cow palace. this is an idea of what to expect. bay bridge toll plaza is backed up into the maze. there's been flooding reported at the intersection of 580 and 24. traffic is recovering southbound 880 through oakland following an earlier crash. the ride in the south bay has not been horrible. this is northbound 280 for headlights moving past highway 17. there's been spinouts on 17 and also on southbound 280. and the ride in the north bay shows ponding on the roadways, water splashing. but right now no major problems reported. southbound 101 making your way from san rafael down to the golden gate bridge. >> all right. thanks. tense of millions of text messages that were being stored by a texas database company were left unsecured online. >> this is scary.
