over the cars at that dealership. would you like your receipt? why those endless paper receipts may soon be a thing of the past. good thursday morning, everyone. thank you for joining us. i'm kenneth moton. >> and i'm marci gonzalez in for janai. we begin with the deadly shooting at pearl harbor where authorities say a sailor opened fire on the base killing two civilians and wounding a third. >> it happened in a shipyard used for warships and submarines. and comes just days before the 78th anniversary of the pearl harbor attack. this morning, shock at pearl harbor after a deadly shooting on the military base. >> it was very scary. >> reporter: investigators say a sailor opened fire near the shipyard in an area where nuclear submarines are maintained before turning the gun on himself. >> i can also report this shooter who has tentatively

been identified as an active duty sailor assigned to "uss columbia" is also deceased by an apparent self-inflicted gunshot wound. >> reporter: the base home to 66,000 people placed on lockdown along with nearby elementary schools as base personnel were alerted by text to shelter in place. >> hunker down, stay indoors and just be safe. >> reporter: two defense department employees were killed and a third was wounded. this morning authorities are not releasing the names of the victims who are all men or the shooter only saying it was not immediately clear if the gunman knew the victims. shooting came three days before the anniversary attack on pearl harbor that. >> the role the shipyard played in world war ii is pretty legendary and the shipyard is well known for the amazing work they did then and continue to do. this is certainly a tragedy.

>> authorities have not revealed any motive for the shooting. the third victim, a 36-year-old man, was in guarded condition at the hospital overnight, which means between critical and serious condition. thousands of additional american troops could soon be heading to the middle east. officials say the increase is being considered because of indications that iran may be preparing to take more aggressive action in the region. the iranian government has been cracking down on widespread protests that erupted across the country after fuel prices were raised. hundreds of people have reportedly been killed. a pentagon decision on troop levels in the region is expected in the next few weeks. turning to a combative day in the impeachment showdown, lawmakers and legal scholar arguing over what the framers had in mind when it comes to impeachment. three prominent law professors testified there is no doubt that president trump abused his power. in response the president fired back on twitter last night defending his phone call to ukraine. the first lady is also taking aim after an impeachment witness

referenced her 3-year-old to make a point. abc's ines de la cuetara joins us with the latest. ines, good morning. >> reporter: good morning, kenneth and marci. a new round of public hearings and a new round of partisan clashes as the house judiciary committee explores whether the president committed an impeachable offense in his dealings with ukraine. president trump is back in washington where the impeachment inquiry entered a new phase led by the house judiciary committee. >> if what we're talking about is not impeachable then nothing is impeachable. >> reporter: democrats brought in three legal scholars who testified the ukraine scandal is evidence the president abused his power for his own personal political gain and that he should be impeached. >> president trump's conduct as described in the testimony in evidence clearly constitutes impeachable high crimes and misdemeanors under the constitution. >> reporter: republicans were allowed to invite their own expert who did not defend the president but argued democrats were moving too fast and have

not yet proved their case. >> it's wrong because this is not how you impeach an american president. why you want to set the record for the fastest impeachment, fast is not good for impeachment. >> reporter: and then there was this moment. >> the constitution says there can be no titles of nobility so while the president can name his son barron, he can't make him a baron. >> let me also suggest when you invoke the president's son's name here and make a little joke out of preferencing barron trump that does not lend credibility to your argument. it makes you look mean. >> reporter: the first lady writing on twitter that a minor child deserves privacy and should be kept out of politics. professor karlan later apologized. >> it was wrong of me to do that. >> reporter: the house judiciary committee has given the president until thursday to decide whether he will participate in any of the next hearings. a full house vote is expected before christmas. marci and kenneth. >> all right.

ines there in washington, thank you. president trump's personal lawyer is in ukraine today where he's working on a documentary called "rudy giuliani debunks the impeachment hoax." the program is set to air on the conservative tv outlet one america news. giuliani is interviewing former prosecutors who once claimed that former vice president joe biden and his son were tied to corruption in ukraine. those new disputed claims between the basis for the current impeachment investigation. seven days after an explosion rocked a chemical plant in texas, new evacuations have been ordered. authorities are concerned about bute tine levels at this plant in port neches. schools are closed for the rest of the week. it may cause dizziness nausea and may irritate eyes and throat but insist no long-term damage.

a news helicopter for kabc is grounded after a drone hit the chopper. they first thought it was a bird so they made a precautionary landing. >> we were just flying east of downtown l.a. and heard a pop, a long bang. we felt it, heard it. we all looked at each other, didn't know what it was and just assumed it was a bird because that happensnce in a while. when we got on the ground, though, it was a different story. >> scary stuff. the helicopter was flying at an elevation around 1,100 feet. drones are normally banned from flying above 400 feet. turning to the weather another powerful storm is taking aim at the west coast. let's take a closer look at your thursday forecast. good morning. we've got a break from the wet weather across the west as high pressure moves in. it's going to be short-lived. a powerful storm makes its way onshore as we head into friday. heavy rainfall along central and northern california. you get into the mountains we're

it went flying over 1 vehicle answer landed only two feet from the worker at the dealership. no one was seriously injured. >> incredible. democrats and republicans have come together to take action against those annoying robocalls. the house has passed a bill to require phone companies to block those robocalls without charging customers an extra fee. the senate is expected to pass the bill by next week. a now report says americans get 18 a month. the nato summit ended by a show of unity, but president trump found himself embroiled in a spat with trudeau. he was caught on camera gossiping about the president at buckingham palace. he later acknowledged they were talking about trump's lengthy exchange with reporters in a surprise announcement about holding the g7 summit at camp david but president trump was not amused. >> did you see the video of prime minister trudeau talking about you last night? >> well, he's two-faced and

her rotating hairstyles were, quote, too black for the audience. a dispute between neighbors over mowing the lawn may now end in a murder trial. george patterson of rocky top, tennessee, faces a psychiatric hearing after being charged with first degree murder in the shooting death of his murder davey roach. roach's fiancee says the men had a long-standing dispute about who was allowed to mow a strip of grass between their homes and she says the fight came to a violent end just before thanksgiving. >> davey stepped out of the truck. he didn't go onto his property. he was still in the road and the next thing i know shots were being fired. >> reporter: the shooting came days after roach posted a facebook video saying he was concerned about patterson. he says he asked police to step in before patterson did something he'd regret. in sports, the houston rockets are expected to file a complaint with the nba over james harden's disputed dunk. the ball went through the hoop tuesday night, but then it bounced right out.
