today's news conference were abc 7 news reporters. >> ansar? >> good evening. the lawyers say they're representing between 25 and 40,000 victims. some of the victims are still trying to understand the very complicated details of this $13.5 billion settlement. the settlement comes after two years of the tense negotiations on behalf of the victims of the wildfires allegedly caused by pg&e equipment between 2015 and 2018. it also includes victims of the ghost ship warehouse fire. the victims will get $13.5 billion. has to be paid in cash, the other half paid in stock. the stock will be monetized which means -- and victims will be given new stock clear of any

past pg&e liabilities. >> so they're actually drawing upon the future value of pg&e to compensate the victims and to extent that they are doing that, they're drawing upon the fact they will be generating billions of dollars in income as a public monopoly. >> a singing father of three, and he says he understands that lawsuits are complicated and he trusts the lawyers, but he's still uncertain about the stock option being the best option. >> the stock is very risky. people -- we can't take anymore risk. >> reporter: ceo bill johnson wrote from the beginning of the chapter 11 process getting wildfire victims fairly compensated especially the individuals has been our primary goal. we want to help our customers, our neighbors and our friends in those impacted areas recover and

rebuild after these tragic wildfires. now, governor gavin newsom has approved of a settlement, but it still has to be signed off by a bankruptcy judge. it lawyers anticipate a decision on that to come within the next few months. if all goes according to plan, pay outs could begin as early as next year. reporting live ansar hassan, abc 7 news. overtime for firefighters has skyrocketed over the past decade in california by 65%. the l.a. times also found that spending by cal fire spiked by 142%. this can be attribute today the many devastating wildfires that the state has seen over the past several years. last year alone "the times" found there was $1.3 billion in fire overtime. wages for firefighters are now close to $5 billion. four pple are safe this evening after their boat ran ashore in rough surf along a san francisco beach.

a coast guard rescue surfer kangled from a helicopter while teams raced in to help the boater. firefighters think something might have gone wrong with their boat this morning. >> they ran ashore because they ran out of like either gas or the engine just wasn't working. and so then they jumped off to get on the beach. >> paramedics took one of the boaters to the hospital after they showed signs of hypothermia after being in the cold surf. a coast guard freed the bet from the beach and brought it back into the open water. chp is investigating a dadly car crash. >> reporter: friends sing and played music at an event at a church in concord, sadly only hours after this video was shot three men including

alcohol played a part in and crash and are also looking for anybody who may have witnessed it. new details tonight in the officer involved shooting that happened in the mission district. san francisco police were responding to a report of a burglary yesterday morning when they encountered a possible suspect. a police spokesman told the san francisco chronicle the suspect struck the officer with a glass bottle. officers then fired at the man. he was hospitalized with life threatening injuries. te officer was discharged last night. not again. that's what residents are saying near san francisco's rest portal neighborhood after street flooding damaged their cars and basement. cleaning up neighbors admit their block has flood in the past but the problem has worsened in recent years. >> it might flood once every two or three years in the intersection only. it never came up into the houses. so it's -- it's -- something is going on and i don't know probably infrastructure.

>> we'd like to see what the city's going to do. the city has not been out here yet. we'd like to talk to our supervisor, the mayor. >> some residents hired companies that specialize in dealing with water damage to help cleanup their homes after yesterday's flooding. well, the rain finally cleared out earlier today. we are also getting a chance to finally dry out a bit but the question is are we going to be done anytime soon. >> well, i know the answer. meteorologist drew tuma. >> live doppler 7, this is the past six hours. we were dealing with some scattered showers earlier today. that has now wound down and the showers have moved out. this is pretty good rainfall across the entire bay area. anywhere from half of an inch in san jose to more than an inch in san francisco. the north bay the sweet spot coming in with 2 inches of rain in a lot of spots. the wider view along with satellite, there's our storm moving into southern california. tomorrow high pressure is going to prove in.

in the south bay, one of the few remnants of the cold war is set for renovation. our media partners at the mercury news report $2.4 million has been set aside to restore the radar tower located just south of san jose on top mount -- the air force used to keep an eye out for russian aircraft. it was opened to the public a couple years ago and was a popular spot because of its scenic views. the park is part of a park managed by the midpeninsula open space project. a northern california couple who met online end up being a perfect match in more ways than one. he gave her his heart and she gave him her kidney. they met on e harmony after the

especially in the north bay we will likely have that fog to cog tend with. outside the sfo control tower almost getting consumed by that fog. and the accuweather highlights we'll highlight that fog developing in our valleys mainly in the north bay, and it will be locally dense in spots. so slow down. and it's a brighter day and dry day tomorrow. do not need the umbrella or rain gear. as we head into tuesday and tuesday night especially we could have a bit of drizzle. numbers out there right now slowly dropping through the 50s. 52 currently in nevado and currently a temperature of 55 degrees and overnight tonight it will be a colder night compared to last night. you can see most spots around the bay shoreline dropping in the 40s. even colder in the north bay.

over the next 12 hours we'll bottom out in the upper 30s. in santa rosa, napa, and lake port. the 12 hour a day planner we'll show that dense fog in spots especially in the north bay. it'll evaporate by about 9:00 in the morning. so into the afternoon we're fog-free and we'll have brighter skies. 4:00 we'll she temperatures in the mid-50s to localwer 60s. about 60 the high in santa rosa, cooler and more 57 for the afternoon high. 59 in both oakland and concord, 60 in san jose i livermore. the bigger pattern what we're looking forward to tomorrow high pressure will build in towards our coastline. we'll have that morning fog giving way to afternoon sunshine, and it is a dry day. however, on tuesday the high pressure gets suppressed to the south. we're watching a cold front approach from the west, so throughout the day on tuesday we'll increase that cloud cover and a mostly cloudy day. that front will move through

northern california at night, and it's really going to fall apart. we're not expecting measurable rain across the entire bay area. here's the accuweather seven day forecast. plan for morning fog to some sun tomorrow. those clouds will linger midweek here on wednesday. warmer weather, brighter skies arrive on thursday and clouds come right on back friday ahead of our next substantial storm coming on saturday. a level one light storm with some light showers area wide to start the weekend, but we're drying out on sunday. and for the second straight week the niners played in what you could call the game of the year. today's winner between the niners and saints could control their destiny as a front-runner in the nfc. one play is all jimmy garoppolo needs. to emmanuel sanders, falls down, gets up, 75 yards later it's a score.
