they will unveil those at least two impeachment articles followed by debate and likely a vote on thursday. obstruction of congress and abuse of power. two impeachment charges against the president expected to be unveiled later this morning. the charges are not yet finalized but followed a late night meeting monday over chinese food and a contentious ten-hour hearing. >> bang it harder. it still doesn't make the point that you're not doing it right. >> sharp cross-examination of a witness is not badgering the witness. the gentleman will continue. >> mr. chairman. >> if it is if it's by another witness. >> reporter: while republicans continue to defend the president and criticize the protest. >> it's outrageous we're trying to remove a president with a kangaroo court like this. >> reporter: and democrats say this is about a clear violation of the president's oath of office. >> he placed his own private interests ahead of our national security and the integrity of our elections and constitutes a continuing threat to the

integrity of our elections and to our democratic system of government. >> president trump's persistent and continuing effort to coerce a foreign country to help him cheat to win an election is a clear and present danger to our free and fair elections. >> reporter: the president still not participating in the house hearings but admitting. >> i did. i watched a little bit. very little. it's a disgrace. it's a disgrace to our country. >> reporter: and while monday's hearings did not lay out much new information the charges will come down to which side lawmakers fall on when it comes to president trump's words to ukraine's president, will you do us a favor. >> i don't think there's any other way to read the words on the page than to conclude that. >> i don't think it supports that. i think it's ambiguous. >> reporter: democrats' announcement is expected again at 9:00 a.m. eastern, kenneth and toni and that is likely to be followed next week by a full

floor vote meaning they'll get this impeachment vote done before the christmas recess. kenneth, toni. >> all right, serena, thank you. abc news will bring you live today news conference on capitol hill beginning at 9:00 a.m. eastern. president trump and russia's foreign minister are meeting in the oval office today, one day after a new report found the fbi was justified in launching the russia investigation back in 2016. the justice department's inspector general uncovered no evidence of political bias or spying undercutting claims by president trump, but the report criticized agents for serious errors and omissions in handling secret service warrants. fbi director christopher wray says changes will be made but wray and his predecessor james comey are defending the bureau. >> based on the findings in the inspector general report, is the fbi part of some deep state? >> well, i think that's the kind of label that is a disservice to the 37,000 men and women who work at the fbi. that's not a term i would ever use to describe our workforce

and i think it's an afront to them. >> the fbi had to wait two years while the president and his followers lied about the institution. finally the truth gets told. i hope it's not too late but on all the important things it tells the truth. >> attorney general william barr criticized the report saying it was launched on the, quote, thinnest of suspicions. he's overseeing a separate criminal investigation into the origins of the investigation. we turn to the deadly volcanic eruption in new zealand. overnight we learned nine americans are among the injured and missing. authorities are now launching a criminal investigation. this morning, that volcano in new zealand still smoking more than one day after it erupted killing at least five people. eight others are unaccounted and presumed dead. new video shows the moments after the blast on white island sent ash soaring 12,000 feet into the air. this webcam image shows a group of people inside the crater taken just minutes before the eruption. rescue helicopters raced

to the island soon after the volcano erupted bringing some injured back to shore for treatment. these newlyweds from virginia were among the nine americans on the island at the time. according to "inside edition," matthew urey left this voice mail for his mother. >> this isn't a joke. the volcano actually erupted while we were on the island. lauren and i got pretty badly burned so we're at the hospital in new zealand. high my hands are burned so i can't use my phone. >> reporter: the volcano has long been known as unpredictable and scientists recently reported an increase in gases and small tremors leaving many demanding answers to why tourists were allowed to climb it. >> it was a relatively small explosion, and the reason why it turned deadly was not because of all large it was, it was because of how close the people were to where the explosion occurred. >> reporter: and now authorities in new zealand have launched a criminal investigation focusing on the circumstances of the deaths from the eruption. >> we'll look into if there was anyone criminally responsible for the deaths and injuries.

it's early days yet, so we're just going to have to work through the evidence, talk to people and conduct the investigation. >> authorities say the island is too unstable to begin efforts to find those eight missing people. they say there's a 50% chance the volcano could erupt again in the next 24 hours. breaking overnight, chile's air force says one of its planes has been lost on its way to antarctica. they declared the flight lost at sea and launched air and sea rescue operations. 38 people were on board the plane. turning to the weather. a snowstorm working its way east. this 50-car pileup closed interstate 80 for hours monday. that is quite a mess. one person was seriously injured and in nebraska a police patrol car became part of this pileup very slowly. the conditions making it nearly impossible to stop. let's take a closer look at your tuesday forecast.

good morning. a warm and wet tuesday on tap for us across the northeast. once this front pushes off to the east, though, big changes as we head into tonight and tomorrow. that rain changing to snow as the arctic air rushes in. we've already got that cold air in place across the central u.s., chicago, mid-20s for our highs today after being in the upper 40s yesterday. into the pacific northwest we are tracking a frontal boundary. it's bringing rain showers on shore as we head into the afternoon. i'm accuweather meteorologist adam del rosso. coming up, a milestone for women in politics. the new world leader who is only 34 years old. but first, new details on the sudden death of rapper juice wrld and what was found on his plane. and later another controversy for the new england patriots caught recording another team's sideline. why they say it had nothing to do with the game.

scary moments for a snowboarder in alaska caught on camera. he's partially buried by this avalanche heading down a mountain north of anchorage, he gets up and signals to a friend at the top that he's okay. he says his avalanche air bag deployed and saved his life. new details this morning about the death of rapper juice wrld. the 21-year-old died sunday shortly after he and his entourage were searched at chicago's midway airport. investigators say a drug-sniffing dog led them to 41 bags of marijuana along with codeine and guns in the group's luggage. the rapper went into convulsions during the search and was given the opioid antidote narcan. an initial autopsy was inconclusive. toxicology results are pending.

walmart is apologizing for selling a sweater depicting a santa-like figure with lines of cocaine. the sweater shows three lines on a table with the words "let it snow." it was sold online in canada by a third party vendor and has now been removed from the site. 3,000 truck drivers are losing jobs as another major trucking company hits tough times. celadon group of indiana is one of hundreds to declare bankruptcy this year as the industry struggles. local media reports say some were stranded on the road when their company gas cards no longer worked. another parent has agreed to plead guilty as part of the college admissions scandal. karen littlefair of california is accused of paying $9,000 to have someone take online classes for her son in order to help him graduate from georgetown university. prosecutors say they'll recommend a four-month prison sentence. a political milestone overseas this morning. a woman who is just entering

and we turn now to the tributes pouring in for the man who became the driving force behind the ice bucket. >> pete frates has lost his battle with als. he was only 34 but his push to raise awareness so the disease became a social media phenomenon and in the process he inspired millions around the world. for most of his life pete frates was a kind, able-bodied athlete. >> and that is hit high and deep. >> reporter: diagnosed with als in 2012, frates would spend the remainder of his life as a hero. >> a hero to every single one of us. >> reporter: frates was a talented baseball player, captain of the boston college eagles, but his lasting memory will be the ice bucket challenge. >> i'm proud to take the ice bucket challenge. >> the ice bucket challenge for als. >> for a young guy like myself to be diagnosed, hopefully i can use my youth and the networks that i'm part of to promote some awareness.

>> reporter: frates was celebrated after the challenge went viral raising $220 million for als research. ♪ happy birthday >> reporter: overnight the tributes pouring in following his death. former boston red sox kluger david "big papi" ortiz shared this image saying, you changed the world, pete, i'm so very proud to have called you my friend, and frates' own alma mater tweeted out their condolences with this photo. >> we did get one miracle out of this and that was all the funding and awareness that came through with the ice bucket challenge, and we just want one other miracle now, which is a cure. >> reporter: that cure will come too late for frates. he leaves behind a wife and daughter along with a lasting legacy. >> who knew that all we needed really was a bucket and a bag of ice to create all the awareness. >> the frates family wants the ice bucket challenge to continue every august until there is a cure. and a man caught on camera trying to steal a woman's

wheelchair in phoenix has been captured. videotape shows him pushing the woman out of her wheelchair so he could steal it. luckily other passengers on the light railcar came to her rescue. the suspect took off but police have now tracked him down. the golden globes is facing new criticism this year for once again failing to nominate any female filmmakers. women directed some of the most critically acclaimed films of the year such as "hustlers," "book smart" and "a beautiful day in the neighborhood" but were snubbed for an all male lineup of nominees including martin scorsese's and quentin tarantino. "little women" were among the biggest shutouts. >> there were so many more films directed by women and great quality films so a lot of these women were considered to be shoo-ins to land nominations so when they didn't the snub seemed even bigger. >> in the 77-history of the golden globes only five women nominated for best director.

the patriots are denying new allegations of cheating after videotape of the lithe bengals broke a league rule by filming the sidelines during the bengals claim in cleveland but the team says the crew was made up of independent contractors working on a web series for the patriots about the team's scouting department. those scouts were watching the bengals because they face the patriots this weekend. the league is now investigating. >> if the patriots are admitting in their statement that they violated a rule even inadvertently, then, yes, you would have to think the league has to do at least something. now, when they were caught doing illegal videotaping in 2007, they were punished severely. >> the patriots got permission from the browns to shoot the video but did not inform the bengals or the league. the team calls that a, quote, unintended oversight. a disappointing return to action last night for giants quarterback eli manning. in his first start since september, manning helped the

bore 4 tonight starting at 9:30 and that will go until 4:30 a.m. this could potentially impact some people as they drive around in the late evening. it does start at 9:30 tonight. our drive times this morning tracy to dublin, 38-minute ride. dublin to mission, 14. highway 101 to cupertino a 15-minute ride. kumasi? i'll take it. the storms are gone but the problems are not. some san francisco residents dealt with a foot of mud and water inside their homes. abc 7 news reporter amy hollyfield is live for us this morning. good morning, amy. >> reporter: good morning. the water in this neighborhood has nowhere to go. we're hearing at least 12 homes were flooded. a look at what residents were dealing with after the rains came through here on saturday. this is the west portal neighborhood in san francisco. city officials say this area flooded because the
