forecast. the good news is it's not this morning and it's not this afternoon during the commute but will be after that when we get the wet weather. look at the lack of fog this morning. we have a little bit of a light, offshore breeze, a wind coming out of the east and blowing to the west. it could move into parts of our east bay and north bay. it is moving in right now. you can see the winds blowing a little bit offshore especially at sfo. the san mateo bridge, we can see the entire bridge today. temperatures upper 40s. we'll get cooler the next couple of hours. mid-50s, 55 across the board at noon. up in the north bay a few rogue showers, near the coast, most of us cloudy. we get our wet weather from 7:00 on. i'll show you that hour by hour good morning, everyone. we are starting off with a live

look at the bay bridge toll plaza. metering lights are not ottg re r past treasure island that'sou to the bay bridge the next few minutes or so. looking live at 880 and oakland near the coliseum. yesterday we could not see any of this because of all of that fog. i do have a commuter alert, the caldecott tunnel, bore 4. the full closure will start at 9:30 tonight and will go until 4:30 tomorrow morning, reggie and kumasi. >> thanks, jobina. we're starting with breaking news from san francisco. heavy police activity in the sunset neighborhood. >> reporter amy hollyfield is live with what she just learned moments ago from san francisco police. amy? >> reporter: hi, good morning. police did make an arrest here after having a standoff with a man. they are now here staging at this doughnut shop.

their officers are here gathering evidence and wrapping up their case. three women went to a man's home willingly, they went home with him. when they wanted to leave they say he pulled a gun on them. they did manage to escape and waved down officers who then went to his apartment and tried to get him to come out. they say he was unresponsive for a couple hours. this all was going down about 2:00 this morning. they finally brought in the s.w.a.t. team. they had been trying to communicate with him and he was nonresponsive. they do think he was under the influence and may have passed out. they did finally go to his door, went in and they say he did surrender. they have him in custody and they have a gun in custody. now they're interviewing these women to wrap up their case. i don't have the name but the captain estimates he's about a

35-year-old man. s.w.a.t. team involved, arrests have been made. this case is wrapping up. amy hollyfield, abc 7 news. this morning we're learning more about one company's plan to ban all single use cups by the end of next year. >> blue bottle coffee says the goal is for everyone to bring their own cup or pay to use one of theirs. but first the company is testing the program here in the bay area. george, julian. >> reporter: good morning to you, kumasi and reggie. that is the word. the ceo of blue bottle coffee brian mehan says he's not afraid to admit his business is a part of the problem when it comes to ending the endless cycle of thoughtless consumption. one of his coffee shops alone can go through about 15,000 of those disposable or single use cups in just one month. that's per cafe and by the end of next year all of these

locations will no longer use the single use cups. that means you'll either have to bring your own coffee cup or you can pay what they're calling a modest deposit to use one of their reusable cups. this was a gradual change. they were using biodegradable cups and straws and learned they were still ending up in landfills. the company switched and realized that still was not enough. now they're going single use free. the ceo said we are proud to announce an experiment that may not work, that may cost us money and that may make your life a little bit more complicated and certainly that's how some people might feel about the issue. this decision is not all about goodwill. we should point out the company is getting ahead of sustainability ordinances like the one that will take effect here in 2021 in palo alto, a charge if restaurants give

ten-hour hearing and lots of back and forth. president trump says he's not taking part in the process and is calling it a disgrace. approval of the charges could come as soon as thursday. kumasi? rescue operations have now turned to recovery following this terrifying volcanic explosion. the death toll has risen to six overnight and eight missing, presumed to be dead. the volcano is on an island called white island away from the north island which includes the city of auckland. san francisco tourist michael schade and his family tweeted these dramatic images. 47 people were on or near the island when the volcano erupted, nine of whom are american. >> these eruptions come with no warning. they're instantaneous. they just emerge from out of nowhere. there's no leadup time for anybody to react.

>> this morning nearly 30 people are being treated at burn. they were from the cruiseship ovation of the seas. part of building a better bay area involves finding solutions to stopping side shows and street racing. in the south bay people say they have had enough of the early morning wake-up calls. as abc 7 news reporter amanda del castillo tells us, the residents want something done now. >> reporter: this sound, this scene far too common across the bay area. those living near hillsdale say the sounds ripped through the neighborhood at 3:45 sunday morning. >> i woke up and watched from my window. i saw at least two cars speeding around, racing around. >> reporter: george wang says it happens around the clock. one block away a viewer captured this video, the same scene, this time with the sun up.

hey, reggie, hi, everybody. number one is our potential rainfall out of our next system which is a 1 on our storm impact scale, anywhere from a tenth of an inch to nearly half an inch up in the north bay. i'll have an hour by hour look at that up next. number two san francisco neighborhood dealing with flooding damage after this weekend's rain. at least 12 homes in west portal flooded. people are telling abc 7 news water from storm drains and the sewer system got into their house. number three, democrats expected to unveil a pair of impeachment charges against president trump today. they are abuse of power and obstruction of congress. the president is calling the

here is the cloud cover that's keeping the fog from forming. you can see a little bit of a break later this morning. some sunshine and then the clouds will return and these will bring the rain with them. at noon looking like we're in the sunshine and watch the clouds increase as we head into the evening, light to moderate rain, steady, moving into the north bay and moving through the heart of the bay and becoming showery as we head up to midnight. we still have some random showers rolling along and then during the morning commute a little impulse that will bring us steadier rain for tomorrow morning's commute. you can see it turn over to random showers to nothing by tomorrow evening. tomorrow morning's commute the most likely to be slippery. we'll have one more chance across the entire bay thursday and then for the north bay friday and saturday before a drier cooler sunday and monday. hi, jobina. if you are traveling from the east bay into san francisco and plan to hop on the bay

bridge, i have an update for you there. first off i want to point this out, speeds are low, 15 to 14 miles an hour on the bridge itself. that's because we have a stalled car just past treasure island. pulling up our caltrans camera, that's where the backup begins to form. moving to the bay bridge toll plaza. metering lights came on early at 5:03 because of the stall and the backup is extending back about four miles. it's going to be very slow as you try to make your way through this morning. a north bay tradition on hold, a popular art festival will not return. a tree that volunteers spent more than 2,500 hours putting together. the detailed decorations, each with something special on it. >> reporter: do you know the best hotel reward programs? i'm michael finney. this is a 7 on your side quick tip. the financial website wallet hub crunched all the numbers looking

for where you get the best deal on hotel rewards. they found it wasn't the biggest names. instead, it was windham, radison and best western. wallet hub says windham offers up to $13.46 in rewards for every $100 you spend. now all of the programs on average from alm of the hotels earn you about $10 per $100 spent and that's an excellent deal. now the smaller brands like the ones i mentioned often come through with a better deal because they're trying to compete against hyatt and hilton. so how do you take this information and use it for the best purpose for you? wallet hub says if you're a business traveler the best thing is confine your hotels to one or two brands and the rest of us should use reward points as a tiebreaker. if you come down to two hotels that have very similar offers

this is what we like to see early in the season. 116% of average for a statewide sierra snowpack measurement. it's the equivalent of 7 inches of rain across the sierra. that is very impressive. let's look at how much rain we're going to get from now through 11:30. barely any in the south bay. up to a third of an inch in the north bay. we'll add a little bit more so we'll try to get to a tenth in the south bay but you can see up to a third of an inch around the bay to even a half inch in the north bay. a nice, healthy system that will hit tomorrow morning's commute the hardest. a north bay tradition put on hold. the sausalito art festival draws

we're experiencing residual delays. you can see it is still a bit slow as people move in towards the tunnel. we'll take you now to the bay bridge toll plaza. and now a little update on the caldecott tunnel, bore 4 closed at 9:30 tonight until 4:30 tomorrow morning. back to our breaking news, a search for a suspect this morning after a pretty dramatic situation in the city's inner sunset. abc 7 news reporter amy hollyfield live with what she's learning from san francisco police. amy? >> reporter: good morning, reggie. police took the man into custody after a standoff with the s.w.a.t. team. they say it started around 2:00 this morning at an apartment building at 4:25 judah street. they say three women went home with a man. they went willingly to his home but decided they wanted to leave. they tell police when they tried to leave that the man pulled a

gun on them. they managed to escape and then waved down police officers and surrounded that apartment. they say they tried communicating with him but he was unresponsive for a couple hours. they do think he was under the influence. the s.w.a.t. team went to the door and he surrendered. the police captain at the scene tells us the man is 35 years old. they did not release his name. they had been here interviewing the women here at 9th and judah. this is where they staged their police operation. the women appeared to be okay. police say when they arrested the man they also did confiscate a gun. reporting live in san francisco, amy hollyfield, abc 7 news. >> i'm glad that is over. happening today democrats will unveil at least two articles of impeachment against the president. they are expected to include obstruction and abuse of power and this comes after monday's fiery hearing where republicans slammed the process and called it a sham.

>> don't come here. >> police say the intruder on the screen was on the phone with an accomplice when he targeted this home on skyline drive two days before thanksgiving. he used a window punch to shatter a sliding glass window. investigators say the elderly resident inside interrupted him, though, after hearing the glass break. the man ran away, hasn't been caught yet. the man was posing as a salesman to determine which homes were empty during the holidays. new developments about a cal football player accused of trying to carjack a police officer sunday morning. "the daily californian" reports joseph ogunbanjo is no longer on the team. i allegations troubling and it was concerned about ogunbanjo's well-being. he's facing several charges including carjacking and battery on a police officer. abc 7 news learned a woman who delivers dogs for a living will

be cited after someone stole her van full of pups. the van disappeared early yesterday morning from a hotel parking lot in free month. hours later investigators located the van in oakland. there were 24 dogs inside, many of them rescue animals. police are still trying to determine if any dogs are missing. julie bingham says the van was locked but she left the engine running so the animals had ventilation, food and water. >> i don't know what i could have done differently, honestly. i couldn't drive anywhere else. i was exhausted. >> oakland police arrested a person in the van. they say the accused thief was trying to sell the dogs. officers detained a second man who said that he was just trying to buy one of them. we've learned this morning that a lab test led to a hazmat situation in the east bay. people had to evacuate biotech company in emeryville. they say somebody put a chemical in a tub of water that created a reaction sparking a fire and

snow showers saturday. really chilly week ending sunday into monday. thanks, mike. this morning new details from the cdc involving an e. coli outbreak. the fresh express sunflower crisp chopped salad kit is contaminated. officials say three people were hospitalized and investigators are still trying to determine which ingredient went bad. they say it may be related to the e. coli outbreak linked to romaine lettuce. the cdc says do not eat the salad kit and throw it away. police need your help to catch a pair of thieves that have ruined the holidays for a san jose floral business. their act caught on security cameras. they broke into a floral business on friday. the owner says they backed the van up to a loading dock and made a beileeline to the office. they took a priceless family

morning because of a stall just past treasure island. chp got that cleared up quickly so people could get on their way. to the san mateo bridge where we are seeing quite a few more brake lights as people head westbound. overall things are still moving very nicely overall. and then our drive times here, we have santa rosa to petaluma, a 14-minute ride. 280/680 to highway 85 a 15-minute ride as well. >> thanks, jobina. the novato police department is joining what's becoming known as the amazon surveillance network. novato police will be able to ask users for their amazon-owned ring doorbell surveillance video. detectives can use that to help solve crimes like package thefts or burglaries. nearly 700 departments have joined the network. novato is the first in marin county and one of eight in the bay area. speaking of amazon, it looks like the company will expand from the ring doorbell cams.

bridge where traffic is very light this morning. a smooth ride across in both directions really good. emeryville much more full here on 80 and headlights moving in from the bay bridge. metering lights came on early at 503. you will have a quick ride across the bridge. i do have a commuter alert. the caldecott tunnel closure, bore 4 will be closed. it starts at 9:30 tonight and will go until 4:30 tomorrow morning. reggie? now to what some are calling spy gate 2.0. the new england patriots say a film crew they hired inappropriately filmed the sidelines. the film crew was shadowing an advanced scout's life on the road when they shot the video for a web series. that is a no-no in the nfl if you are an opposing team. the pats, of course, infamously videotaped the jets in 2007 in a scandal known as spy gate that resulted in the team getting a $250,000 fine.

at 6:00 this morning, we're waiting f a major announcement in the impeachment inquiry. minutes from now democrats are expected to unveil at least two articles of impeachment against president trump. debate and final approval of the articles could happen by thursday. a full house vote is expected as soon as next week. an hour before president trump will meet with russia's foreign minister at the white house. i'm monitoring the news conference for you. we will bring that you abc news special report as soon as it starts. it is tuesday, december 10th. we're tracking showers headed back to the bay area. mike is here with what we need to know before we head out this
