morning. good morning. it's wednesday, december 11th. >> we'll get to those stories in a moment. you're never more than seven minutes away from your accuweather forecast. checking in with mike this morning. >> keep the umbrellas handy the next four days. we have waves of light showers that will impact us through saturday. a few leftover showers this morning. more likely tonight. everything kind of damp and slippery. live doppler 7 showing the best radar returns in the southern half of the bay area now. they're scooting off mainly to the east, maybe a jog northeast. look what they leave behind. here's sfo and the peninsula, it's wet this morning. temperatures in the low to mid 50s through 7:00. showers are less likely from noon to 4:00. so the coverage will decrease. that will help push us into the upper 50s to low 60s. but then we'll increase showers are once again as we head towards 7:00. we'll take an hour-by-hour look at that coming up. let's get to jobina out there.

she has a check on the morning commute. how is it going? >> it's going much better, mike, after we had major issues on the roads in the south bay this morning. things are looking good. all green here excluding our little area that matches my jacket, the altamont pass, commuters coming out of tracy. this is the dprigolden gate bri. i can see some droplets on our camera. overall a smooth and clear wide. same thing here in san francisco. we're looking at our king street camera there. nice and clear for you all. just nice clear ride across our bridges. everything is green. >> thanks. the san jose city council is backing the mayor's proposal to turn pg&e into a customer-owned utility. the council voted to support the resolution mayor liccardo recently introduced. it follows pg&e's public safety power shutoff that left thousands in the dark in the bay area and beyond. it appears san jose elected leaders are not the only ones

fed up with the utility. 90% of you want to get rid of pg&e. >> this is according to a poll just released. julian glover is live with those details. good morning. >> reporter: good morning. the bottom line here is people are fed up with pg&e, the wildfires, the endless cycle of blackouts and a new poll out this morning says 9 out of 10 californians are in favor of getting rid of the utility company. the big problem is they can't agree on what to do next going forward from there. let's look at the numbers out by the "l.a. times" and uc berkeley. in it, 11.7% of people surveyed say they're in favor of maintaining the current structure of the company once it exits bankruptcy and have it develop a plan to fix its own problems that are subject to approval by the california public utilities commission. 13.7% of people said the company should be split into two separate companies. one for gas, one for electric,

with each responsible for fixing its own problems. again, subject to approval by the state. one of the more popular solutions, 16.8% of people answered that pg&e should be a state agency, no longer owned by investors, and that the government should be responsible for developing a plan to move forward. san jose mayor sam liccardo are hoping more californians back a proposal to make it a public owned utility as the utility company looks to pay up that 13$13.7 billion in that settlement. now, keep in mind, pg&e serves about 5.4 million customers across the state of california and a public utility that large has never been created. reporting live in san jose, julian glover, abc7 news. at the live desk i'm looking ahead to a big hearing on capitol hill startin at maekman

of the federal aviation administration about the agency's relationship with boeing. the faa grounded the 737 max in march after two deadly crashes, one in indonesia, the other in ethiopia. the house transportation and infrastructure committee chair told abc news that he believes the faa puts too much trust in manufacturers and the aircraft certification process needs to be improved. we have developing news in the impeachment showdown. house democrats have put forth two articles of impeachment against president trump. the president called it pathetit night. serena marshall has more. >> reporter: good morning. house judiciary committee announcing they will take up those articles of debate and approval later this morning. >> reporter: it's an announcement made three times before in american history.

>> charging the president of the united states, donald j. trump, with committing high crimes and misdemeanors. >> reporter: house democrats declare they will impeach president trump charging he abused the power of his office and obstructed congress. on abuse of power, they charge the president ignored and injured the interest of the nation and betrayed the nation by abusing his high office to enlist a foreign power in corrupting democratic elections. on obstruction of congress, they charge that trump without lawful cause or excuse rejected every subpoena or request for evidence. the article declaring in the history of the republic no president has ever ordered the complete defiance of an impeachment inquiry. hours later the president on the campaign trail reacting. >> these two flimsy, pathetic, ridiculous articles of impeachment. this is the lightest impeachment in the history of our country by far. >> reporter: impeachment is an accusation of high crimes and

misdemeanors, and the house vote likely to come ahead of christmas. in the senate where the president is eager for a full trial, live witnesses and all, not happening until after the holidays. top senate republicans have also indicated they may not call live witnesses calling it a risky move. that would go against what president trump says he wants to see in that senate trial. homelessness and the lack of affordable housing are some of the top challenges we face for the entire bay area. in the south bay, san jose is hoping a new housing tax could help ease the pressure and building a better bay area. the property transfer proposal would tax any transaction involving homes and businesses valued at $2 million or more. the potential revenue is an estimated $70 million a year. san jose voters get to decide in mar muc march >> i'm sure if this passes, it would change many lives for the better. >> mayor sam liccardo wants the revenue to fund housing projects and services.

one councilman says he wants to make sure the money solves other city issues as well. we want to hear your solutions about building a better bay area. join us on facebook. gregory adams is the n ew ceo of kaiser permanente. adams was the interim ceo. he joined the health care provider in 1999 and has been the executive vice president and group president since to 16 sfwlooch. sausalito and caltrans are facing a second lawsuit over a massive landslide. it happened during a strong winter storm in february. one of the property owners says a highway 101 project channelled water on to the hill and caused the slide. a woman who was trapped in the slide is also suing. she is accusing the city and caltrans of not properly maintaining drainage on the hillside above her property causing the destabilization. the city of sausalito and the department of transportation

deny the allegations in the claim. san francisco will now require permits for companies that want to test new technology in public. the newly created office of emerging technology will only grant permits if the technology is overall in the best interest of the public. companies that share data, ensure public safety when testing and promote job creation have a better chance of securing a permit. >> lets look at what's going on with the fog outside. it is thicker in some parts than what you're seeing at some of these reporting stations. the altamont pass socked in. highway 4, discovery bay heading to brentwood. all foggy. if you're on 280 or planning to be on 280 on the peninsula, you will run into dangerously low visibility there. you can see the low clouds hanging over the exploratorium or over downtown san francisco. exercising will be wet at times today. have a neighbor who puts up just

ishia curry's restaurant in houston, texas has suddenly closed. >> international smoke released a statement saying its grateful to staff and guests over the past year. other locations including here in san francisco will remain open. the houston location got a lot of flack before it opened in 2018. the warriors beat the rockets in the western conference finals in 2018. many rockets fans left one-star reviews on yelp before the restaurant's opening day and that is playing dirty. tony hawk, rupaul and a bunch of other famous california natives were back home for a special ceremony. it was for the california hall of fame ceremony in sacramento last night. ten californians were inducted, a poet, an actor, an athlete and a chef. anser hassan has more now from the red carpet. >> reporter: only in california will you find a half pipe on the red carpet with skateboarding legend tony hawk showing off the

future radar shows more wet weather in the bay area. mike is timing out the next round of rain. good morning on this wednesday, december 11th. >> we'll get to those stories in a moment. first we want to check in with mike for a look at the rainy forecast. >> it's wet this wednesday, foggy out there also. we'll show you both of those. first, let's look at the storm impact scale. if you're new to us, this is our exclusive way of giving you an idea of what to expect out of today's storm. scattered showers this morning, more likely they'll increase as we head into the evening hours. light amounts. not a heavy downpour, but it will keep things slippery. showers moving through the southern half of the bay area. more lining up out over the ocean to move in later. here's some of the drops falling on the golden gate bridge. here's some of the fog that is plaguing the bay bridge. you can see it's a mix of items

to deal with this morning. we have slick spots out there, very mild. low to mid 50s. our driest times at 4:00, scattered showers randomed this afternoo random this afternoon. they pick up by 7:00. temperatures in the 50s then. let's get over to jobina. you're looking at the bay bridge? >> i am. i'll get to that a moment. the highway patrol is investigating a deadly crash in cupertino, two cars were involved. one person may have been ejected from the vehicle. officers performed cpr on the victim and they did not survive. the chp shut down the off-ramp but everything is now back open. if you saw us earlier this morning, wanted to give you an update on that. we are look right now at the bay bridge. you can see that fog that mike was mentioning. metering lights came on at 5:18. it's sluggish as you get through the tunnels.

expect a few delays. no issues there, just a bit slow. san jose, 280, clear ride for you all. no problems there. and our drive times, tracy to dublin, slow at 52 minutes. dublin to mission boulevard, 17 minutes. highway 101 to cupertino, 15 minutes. this morning the university of california system is facing a lawsuit over s.a.t. and a.c.t. scores. >> groups say using them as an admission requirement is illegal, unkoconstitutional and discriminatory. amy hollyfield is live in uc berkeley with more on that. >> students we talked to this morning seem torn on the issue. they recognize it's a complicated one. the plaintiffs in the lawsuit say the a.c.t. and the s.a.t. are biased against poor and minority students and using them illegally discriminates against some students. this issue will head to court. this is what we heard from uc

students this morning. >> i definitely think we need an alternative method. i think that it definitely does discriminate. i personally went through a.c.t. classes. i had that advantage that i don't think other students get. when i first took it the first time i didn't do any a.c.t. prep. there was a big difference having done a.c.t. prep and my score. >> overall, it should still be required, in my opinion. how would you differentiate between people? >> uc berkeley's chance lore and academic supervisor said they support dropping the test scos as part of the required admissions process. more than 1,000 colleges have already made the change. the group that filed the lawsuit is made up of students, advocacy groups and a school district in compton. reporting live in berkeley, amy hollyfield, abc7 news.

a new development in the saga of the stolen van filled with dpaugogs. one of the pets is on their way home. >> sable is one of two dogs that went missing after a dog transportation van went stolen monday mopping in fremont. police found the van later in oakland with 27 dogs inside. the owner of a second missing dog, papo, is pleading for his return.o cf1 o >> we're worried he's lonely, scared. we just want him back, no questions asked. >> police think the man who stole the van tried to sell the dogs. two people were detained in connection with the crime. san francisco will unveil the new parking lot to allow people who live in their cars to park there. mayor london breed and other city leaders will be at the site today near the balboa park b.a.r.t. station. the lot will open by next week.

this is a first of its kind program in the city. it will hold 30 vehicles for a 90-day period. the site will also have case managers, portable toilets and a portable shower available three times a week. the man accused in last month's deadly stabbing on a b.a.r.t. train is due in court. 39-year-old jermaine brim stabbed oliver tyrone to death when williams tried stepping in to stop brim from stealing the shoes of a sleeping passenger. today brim is expected to enter a plea for his five felony counts including for williams murder. your voice your vote. a major newcomer to the 2020 race is touching down in san francisco today. former nyc mayor michael bloomberg is joining former governor brown to attend a climate change convention. this follows bloomberg's recent endorsement from another big name in the bay area, san jose mayor, sam liccardo. >> mike bloomberg has shown he's willing to take on big oil, he's willing to take on the gun industry, he's willing to take on big soda, coke and pepsi. >> liccardo will join bloomberg's team as a california

campaign co-chair. bloomberg is skipping early voting states to focus on states like california that vote on super tuesday in march. a recent uc berkeley poll found bloomberg to be favored by 2% of the state's likely democratic voters. we are following the latest on a deadly shootout in jersey city, new jersey. this morning investigators are treating the attack at a kosher grocery store as an act of anti-semitism. the shootout happened yesterday afternoon. six people including a police officer were killed. two others were injured. detectives say it's still unclear exactly what sparked the chaos. officers say shots were initially fired after two gunmen ran and took cover in the grocery store. what came next is what you're seeing now, an hours-long battle turning the area into a war zone.

>> shots, right there! >> every time any approach is attempted or anyone comes out of cover, he opens fire. >> one 13-year veteran was killed along with the two gunmen and three hostages inside the grocery store. dozens of schools in the area stayed on lockdown for several hours as this went on. the new jersey superintendent said he felt that decision gave police less interference. you can watch his interview on "good morning america" coming up at 7:00. kumasi? >> thanks. part of building a better bay area is making it more affordable to do business here. high costs are driving out of one of san francisco's biggest conventions. oracle usually holds its open world conference at the moscone center but next year it's moving to vegas. oracle blames skyrocketing hotel prices and street conditions for the move. mayor london breed acknowledged those problems need to be addressed, but she doesn't
