increase is double digits. it's why san francisco today opened its first safe parking site for people living in rvs. it's just off 280 near the balboa park bart station. it's inspired partly by successful overnight parking site in the east bay. >> leslie brinkley has the story. >> reporter: the latest count in san francisco shows there are over 700 occupied vehicles parked on city streets. way up from the tally the year before when there were 432 inhabited vehicles. this parking lot on san jose avenue will start tonight providing a new home for 30 rvs. plugged showers, water, office services all on-site with security 24/7 provided by urban alchemy. >> i want to make it clear, this is not an open invitation to people in other counties to come to san francisco. because the fact is, we have a long waiting list of people who we have identified. >> reporter: people like sondra

hughes, who grew up on the streets of bay view, has found she's no longer welcome as she lives in her van. >> and the community members yell at me not to park there, to move away. they treat me as if i'm less than human. i wish they could understand that i don't want to live in my rv or have to park there either. >> reporter: city supervisor brown talked about how she grew up in a van on the streets. >> as a child of 13, living in a van, there's a lot of struggles. >> reporter: san francisco officials visited this safe parking lot in oakland near the coliseum after it opened in june, according to the oakland community houses services manager. she says they shared their program model and rules. the lot expanded from 28 to 46 spots, so they're putting names on a waiting list. the san francisco lot is calling itself a victory yaunlg center. the goal of getting folks into permanent housing. >> the search is on to create more safe parking sites in san

francisco because 70% of the increase in homelessness is due to people sleeping in their vehicles. >> the idea of safe parking sites is one we've covered before around the bay area. in addition to san francisco and oakland, san jose, berkeley, palo alto, mountain view, you can see they have all considered the idea. so today we checked in with each city for an update. a couple got back to us. palo alto was the first. they say a committee has been working for months on a draft pilot program to allow overnight parking at churches and other religious institutions. parking would be limited to four vehicles per site. the city council will hear the proposal early next year. east palo alto was the first bay area community to set up a safe parking zone, and they told us all is going well with the program. in may abc 7 news was there as the site opened on bay road. the law provides a secure place

for people to park rvs, as well as bathroom services. an idea being floated in oakland to help build a better bay area by housing homeless people on a cruise ship in the bay. oakland city council president rebecca kaplan brought up the idea almost as an offhanded remark during a council meeting saying cruise ships have been used as shelter for people in coastal areas left homeless by natural disasters. >> if it can be used both by tourists cruising and by other cities as emergency housing, surely our housing emergency is no less. >> homeless advocates say they prefer a plan that offers permanent housing. port of oakland released a statement again the proposal saying there isn't infrastructure to berth a cruise ship, and there would be safety and security issues. we want to hear from you, your ideas for building a better area. join our better bay area group on facebook. antioch police arrested a

driver suspected of deliberately ramming her car into a barbershop during a dispute over her son's haircut. the victim, 63-year-old brian martin, is recovering from surgery after being hurt last wednesday. 28-year-old ruby del gadillo is in jail after turning herself in. a man taken to the hospital after falling from a building in san francisco. he had been climbing on the outside of buildings for hours. it happened near the intersection of market and goff streets this afternoon. at times the man was on the roofs of some of the buildings. when he fell it was from the awning of a ground-floor building. the extent of injuries is unclear. officers had blocked traffic but the area is now moving freely and all clear. three alleged drug dealers in the tenderloin have been arrested and charged by federal authorities in the deaths of a santa rosa man and his toddler. this announcement came during a news conference by the u.s. attorney in san francisco. abc 7 news reporter vic lee is

following the story in the newsroom tonight. >> reporter: the u.s. attorney filed this criminal complaint charging an alleged drug dealer, saying his drugs caused someone's death. that's a strong charge and relatively rare. it sends a message. if convicted the three defendants could get a maximum sentence of 20 years in prison. september 14th. a horrific discovery in this house in santa rosa. police found patrick o'neal unresponsive. his 13-month-old son dead. the toddler died after accidentally ingesting fentanyl which o'neal had consumed. he died later at the hospital. u.s. attorney david anderson announced that three alleged drug dealers have been arrested. >> the defendants are charged with the distribution of fentanyl results in death. where these drugs were distributed in the open-air drug market that exists in the tenderloin neighborhood of san

francisco. >> the tenderloin has tan tackles that extend into san francisco. >> reporter: the tenderloin. in august the u.s. attorney announced a federal initiative cracking down on its drug trade. 15 federal law enforcement agencies partnered with an equal number of federal prosecutors executing arrests in the neighborhood. in a letter to supervisor matt haynie, who represents the district, anderson said since august they made more than 100 arrests. 46 have already pled guilty. but anderson also pointed out the lack of collaboration with local authorities. partly to blame, he said, the city's broad interpretation of its sanctuary policy. >> the way those policies are being applied in san francisco is also resulting in sanctuary in some instances, perhaps immunity, for those engaged in criminalist conduct. >> reporter: mayor lunde breed says she's open to working with anders anderson, however -- >> crime happens no matter what, so to attribute to it a policy

is i think unfair. >> mayor breed says the city has to be careful when it works with federal agencies not to violate people's civil liberties. racial profiling she says being a big concern, among others. >> as i recall, the san francisco police department is not a member of the federal joint terrorism task force either, i think that's right, and there was big controversy when they left that group? >> there was, you're right. the sfpd is not a signatory to the joint terrorism tachction force. the city withdrew from the task force two years ago. by the way, we checked with the police commission today which decides whether the police will rejoin, that's the agency. it seems like this is a dead issue. there is nothing on the agenda even though the grand jury has recommended rejoining. >> that's interesting, okay, vick, thanks very much. another big story today. we're on storm watch. colors showing rain falling on

the bay area. abc 7 news weather anchor spencer christian is tracking more wet weather for the rest of the week, spencer? >> that's right. we'll be watching for lots of storms in the coming days. here's a look at what's happening right now. light rain pushing into the north bay. some steadier, heavier rain is offshore. as you can see in the santa rosa area, points northward, very light rain. it will get steadier later in the evening. this storm ranks one in the storm impact scale. tonight and tomorrow periods of showers, mainly light intensity. highest rainfall totals will be in the north bay. here's our forecast animation starting at 7:00 p.m. later tonight, showers will become a bit more widespread moving down to parts of the south bay and peninsula. overnight breaking up into pockets of light showers. for the morning commute we don't expect much rain falling but there will be wet pavement, bear that in mind, it could slow traffic a bit. this storm tapering ovulate tomorrow but there's more on the way. the complete forecast in just a few minutes.

former new york city mayor and presidential hopeful michael bloomberg kicked off or picked up stockton today, actually, he went there to kick off his campaign events in california. >> why stockton? it has a high poverty rate and is need of affordable housing, two issues very important to bloomberg. >> following that he was in san francisco to talk about climate change with former governor jerry brown, who has not yet endorsed him. >> lyanne melendez is live with details on his visit today. >> reporter: michael bloomberg came to san francisco to sort of introduce himself as the environmental candidate. in stockton bloomberg was looking for acceptance.

this morning bloomberg picked an unlikely city to launch his campaign, stockton, in the central valley. but seeking the endorsement of mayor michael tubbs may end up working in his favor, as reporters quickly homed in on the issue of bloomberg's controversial stop and frisk policy while mayor of new york. his critics insist it unfairly targeted blacks and latinos. >> look, we tried a lot of things. my whole focus was on reducing the murder rate. in looking back, certainly in the third term, it got out of hand and maybe i should have paid more attention. >> this man went to a black church with many parishioners who probably encountered stop and frisk and said, i'm sorry. >> why do i think california would vote for somebody like me? because californians understand, nothing's simple, you have to have real solutions, and you

listen, he did speak to president obama before and president obama told him that he visited iowa more than 90 times before the iowa caucus. so clearly bloomberg doesn't have the time, doesn't have the energy, to do that in such a short time. he will, though, focus, he says, on super tuesday, which comes after that. but i do have to say something, dan. and this is where he's coming from, and i want to quote him on this to get it right. he says, if i didn't run, i would never forgive myself if i didn't do something about it. meaning, beating president trump. >> all right, thanks very much. >> he's also doing a lot of ad buys. >> sure, got a lot of money to do it. >> during bloomberg's visit the trump campaign put out a statement which read in part, it's only appropriate michael bloomberg is joining forces today with governor brown in san francisco, a city that's seen the disastrous effects of the

assault victims to file a civil lawsuit against their perpetrators no matter how much time has passed. >> many victims are coming forward for the first time in decades. melanie woodrow spoke with them today. >> reporter: in anticipation of the new law going into effect january 1st, george howell has filed a lawsuit against the diocese of oakland christian brothers congregation of holy cross and morrow catholic high school. he hopes his story will inspire others to speak their truth. it's been more than 40 years since george howell says he was sexually abused by two morrow catholic clergymen in hayward. >> there's a lot of questions you ask yourself, a lot of fear that comes with it. if you speak out are you going to be discredited? are they going to try to slur you? there's a lot involved in it mentally before you decide -- before i decided that i needed to deal with it. >> reporter: howell breaking his silee now in part because of a

new law. it creates a one-time three-year window for child sexual abuse victims to bring a lawsuit against their perpetrators no matter how much time has passed. the three-year window closes at the end of 2022. thereafter the law enables child sexual abuse victims to file lawsuits until their 40th birthday. previously they had until they were 26 years old. assemblyman david chu coauthored the times. >> often times, victims, survivors, it's not until many years later they realize a crime has occurred. >> it allows survivors like myself to come forth, put it on record that this happened to them. keeping it within, being silent, it doesn't work. it didn't work for me for 40-some years. >> reporter: he says the sexual abuse began his sophomore year by mentor john moriarty. >> your parents trusted this man? >> yes, he would visit my

parents, come to the house, sit down with my mom and dad, stuff like that. them never having any idea. >> reporter: doctor his junior year howell says father gordon wilcox, the principal and a priest that tutored him, began sexually abusing him. >> it's wrong. they tell you, don't tell anybody, it's our secret. >> >> reporter: howell says he did tell some students and between his junior and senior years wilcox was transferred to portland, and howell was expelled for failing spanish. a spokesperson for the congregation tells i-team wilcox was assigned to the university of portland when a position became available in 1978, and credible allegations were made against him in 2003 and 2012, 19 years after his death in 1984. but howell questions the reason for wilcox's move and the reason for his expulsion, which he believes was because he didn't keep the secret.

both wilcox and moriarty have been named on the list of confirmed clergymen accused of sexual abuse. >> there's no denying it anymore for them. >> reporter: in an emailed statement a morrow school spokesperson writes quote morrow catholic high school stands with survivors of abuse and denounces those who have perpetrated these crimes. we pray that the bravery of this surviving in sharing his story inspires other survivors to come forward. >> it's no longer a secret, it's no longer something that's stuffed down inside me. if doing this reaches one other survivor from the people who did this to me or others, then it was all worth it. >> reporter: the lawsuit asks for damages for physical and mental pain and suffering, as well as for past and future medical expenses. >> powerful and meaningful testimony.

all 41 members of the house judiciary committee are meeting right now, likely to spend more hours arguing for and against impeaching president trump. the panel may resume its arguments tomorrow morning. both parties face high stakes. democrats are trying to prove two articles of impeachment against the president and making their case while mr. trump keeps discussing those accusations during campaign rallies. >> the argument, why don't you just wait, amounts to this. why don't you just let him cheat in one more election? >> this is the lightest impeachment in the history of our country by far. >> if the house votes to impeach the president, a trial must take place in the senate, and president trump's fellow republicans hold the majority in capitol hill's upper house. last week's massive cut to the nation's food assistance program could be just the tip of the iceberg. new reports say two other proposals being considered by the trump administration could cut assistance to 3 million

americans. this is in addition to the 700,000 who lost their benefits last week. abc 7 news reporter kris reyes shows us who will be affected by the new rules, which some call confusing. >> as of 2019, 36 million americans use s.n.a.p., supplemental nutrition assistance program. that's the number the trump administration wants to change and is doing so with this headline, "a second chance, not a way of life." who's here it will affect immediately in government lingo. able-bodied adults ages 18 to 49, without dependants, working fewer than 80 hours a month. so if you're not working, you likely can't get on the program. it used to be states, including california, could waive those requirements. this new trump rule will make it very hard to do that, and that is what advocates are worried about. >> these rules are kind of cruel. we're trying to get people fed, especially here in the holiday season. and make sure that people are ready to thrive and to find the

jobs they need to support their families. >> reporter: secretary of agriculture sonny purdued a this to say. we need to encourage people by giving them a helping hand but not allowing it to become an indefinitely giving hand. the language critics have a problem with is this, able-bodied without dependants, abawds. >> you're able bodied and therefore undeserving of support. we have a structure that's creating these jobs that pay not a living wage and it forces them to need things like food stamps. >> the new rule has a number of "ifs" that could keep you on the program, for example, if you attend college and work 20 hours a week. if you take care of a dependant. if you're a single parent enrolled in college full-time with a child under 12. but getting a waiver is complicated enough to make people anxious. >> we urge anyone on cal fresh who is concerned they might be affected by this rule to call
