for less. >> announcer: news to build a better bay area. this is abc 7 mornings. good morning, earn. it's saturday, december 14th. i'm liz kreutz lets start with a look at the weather. good morning, lisa. good morning to you. it's a damp night. and for some of you've seen rain every day this month. but right now things are getting quieter. the low level moisture allowing for plenty of clouds right now and mist appear drizzle on the peninsula. widening the view we still have the clouds. we have the winter weather advisory in the sierra and anticipating another cold front through the bay area later today. it's a weak one, not spreading a lot in the way of showers. but it's a 1 on the storm impact scale. it's 52 in hayward. 47 in napa. and looking at a cool are morning out there. bundle up. but we are looking at some of

the coldest mornings in a while by tomorrow morning and monday morning. we have showers hon the way in evening. i'll detail that for you in your neighborhood coming up. chains are required for travel in much of the sierra this morning. that includes highway 50 and most of the roads around the lake and up to resorts. chain controls are required on interstate 80 from playser county to the donner lake interchange. you can always check the conditions where you live with live doppler 7 on the abc 7 news app. investigators are calling the disappearance of this san bruno woman suspicious. family and friends hope for the best but father the worst. today they will be searching for here in nearby parks. abc 7 news reporter lauren martinez talked to the woman's is son. >>reporter: lori esposito has been missing two weeks. >> it's unlike her to not contact me. >> reporter: the last day they heard from her was november 29th, belonging left at her san bruno condo. >> it's suspicious because she

left her dog in the apartment her car at her residence. >> the police detective mcmullin says she left the cell phone on wallet. >> reporter: completely out of character for this person to go missing. >> reporter: 61-year-old esposito is a retired social worker. >> helping out the children in abusive homes was her passion. intervening physically and through the court system. >> if you have any idea of seeing miss esposito or any idea where she went or who she was with after november 29th we'd encourage to you resch oh so the police department. >> reporter: for emanuel owe he wants to know what happened to her mom. >> finding her, at least what happened to her. hoping everything comes to a conclusion. >> reporter: in san bruno lorin martinez abc 7 news. big news overnight governor newsom rejected the utility plan of pg&e to pay for wieflds

victims and bankruptcy. announcing a 13.5 billion-dollar settlement to settle all claims from the wildfires. but newsom says the plan isn't acceptable under state law and doesn't do enough for customers. doesn't provide for a new board of directors and doesn't have a key provision that would allow for a takeover of the company if necessary. in statement, pg&e says it believes the plan complies with the law and will work to resolve issues saying quote looking ahead we are committed to getting victims paid, continuing to implement changes across the business to improve operations for the long-term and emerging from chapter 11 as a financially sound utility. now according to the l.a. times newsom approval wasn't required by law but pg&e asked for it because if the proechl comprise with the law it can dip into a state fund to pay for wildfires costs. state regulators must ultimately approve the proposal. and we sent this the push alert on the free abc 7 news app when newsom announced the decision last night.

if you want alerts like this the app is free in the app store. report. new details, the man wanted for a violent home invasion has surrendered after a standoff with fremont police. the incident shut down warm springs boulevard for several hours and cleared a construction site. amanda del castillo has the story. >> reporter: a violen home invasion led to an hourslong standoff with fremont police friday afternoon. the suspects took officers from the gated complex on wood creek terrace to a nearby construction site on warm springs and brown road. >> the suspect went to the top floor buy himself. he barricaded him we had time on our side. >> the sergeant credits communications for the peaceful outcome. hours before the surrender sky7 captured him on the roof here. he was armed with a knife and torch. 50 construction workers had to be evacuated. >> the police were concerned he may grab a construction vest if

escalated. >> why do you picture of the car. >> i took pictures of the bike racks. >> no, no. >> i took pictures of the bike racks. >> no, i see you. >> this was the tense situation between kenyon wheeler and three security guards in a residential building in oakland. >> here i am on a public street. >> minutes prior wheeler was photographing the bike racks he is chair of the oakland bicyclist and commission. he wanted to show bike racks to the colleagues but the guards came out to question him. >> what do you think he was implying. >> well he said he knew what i was doing and that he thought i was casing the cars. >> reporter: according to wheel one of the guards pulled a firearm and refusesed to let him go. >> this is definitely racial proefrlg a racist actin and the only reason i'm treated this way is because i'm black. >> reporter: wheeler says he feared for his lifetime and decided not to move. the second thought was to call

police and tell them his story. >> reporter: once oakland police arrived wheeler was free to go home. in the statement the building said to the guards to abc 7 news we share the concerns mr. wheeler expressed as he was on a public sidewalk and shouldn't have been confronted effective immediately we have changed security providers. after this incident, oakland mayor libby schaaf says she will be sending an engagement team to the developments in the area. wheeler says he has to be part of a broader conversation. >> everyone should be safe to walk on the street, no matter age or gender or ethnicity. >> in oakland, luz pena, abc 7 news. happening in the south way volunteers will pack food boxes to distribute as part of sacred heart community services program. the sacred heart will distribute food boxes to 3500 families. food boxes filled with fresh fruit reg venls tabls, rice, bread, eggs turkey or ham.

presented the $15,000 check to the food bank in support of feeding america's produce program. food bank stachers say it will help why $60,000 in grocery for the one in six sonoma county residents facing food insecurity. >> we have buying power so we can buy the food we need and distribute it. we get donated food which we pay to transport and distribute. >> the feed bank serves 82,000 people a year, including 25,000 after the north bay fires. our parent company disney has been supporting feeding america since 2012. also in the north bay, a ribbon cutting ceremony will be held this morning for a new smart station in downtown novato. yesterday abc 7 news was at the larkspur station as it opened. it's expected to make life a bit easier for commuters trying to get to san francisco. it's less than half a mile from the larkspur landing ferry station. for those worried about cutting it close when taking the train to catch a ferry, smart says

it's planned for people to transfer. >> but we have made sure in the ferry schedule and the train schedule you've got 20, 25 minutes to get there and be on the ferry in time. train service service oberlely begins today. there are plans to take the service further north with a sfags in windsor. lets get a another check of the weather with lisa argen. >> hey, liz, goerpg to you. starting out here highway 1, you can see a shower south of pescadero. a lot of the activity winding down. but another system is on the which. because of that we have the winter weather advisory for the sierra nevada where we expect a dusting to a couple of inches around south lake. but the west slopes lacking at several inches up to you to a feet possible. we have a lot of cloud cover and that west to east flow right now. but we are looking at another system that's pushing through the bay area later on today. and enhance the rain and also the snow.

so through 4:00 tomorrow morning, 10 to 15 inches expected in the higher elevations with up to two fee for the peak there is. so certainly travel difficulty. but looking at our current snow pack, doing pretty good with the northern sierra 96%, central seer aire including yosemite, 115%. and in the south 131% bringing the stayedwide average to 114%. the rain snow mix we ened up doing well with the good snow pack or early december. and some of you have seen rain for most every day this month. we get into kwolder air by the second half the weekend. chance of rain late becoming light scattered showers throughout the evening and overnight hours. we will look for the isolated shower this morning. maybe mist and drizzle and fog. the next round of rain later today. and then looking at dryer conditions for sunday and monday with some sun before we get wet all over again.

looking at saturday, the rest of the day today, you can see the breaks in the north bay. that's why we're cooler this morning. some sun. 1:00 in the afternoon no problems mix of clouds and sun. but towards 4:00, 5:00, north bay showers, showers on the smat memo coast. and looking at 7:00, 8:00, more scattered showers rotating true the bay area as the front pushes through overnight. but highs today with a little bit of sun out there still cool in the upper 50s. pennsylvania 1 on the storm impact scale as we get towards the early evening hours. upper 50s san francisco. 58 in san mateo. it was december 9th, one day where you didn't have rain in san francisco for the entire month. a we can from today, winter arrives. it feels like it tomorrow morning into monday morning. we'll see a bit of a break out there before more rain arrives throughout much of the upcoming work week. looking at oakland tomorrow and of course we can talk about the niners. it looks sunny for both cities. and lacking at numbers in the
