prioritize in the next budget and she's calling on other city officials to make sure that it happens. >> abc7 news reporter luz pena is live in san francisco where business leaders are echoing the call for improvements. luz? >> reporter: that's right. this is where the majority of shopping takes place in san francisco. and also where you can see homelessness crisis in almost every corner. the mayor of san francisco says that crisis is going to be the focus of the upcoming budget. when speaking about cleaning the streets of san francisco, we had to start here. >> clean up, it's a lot of trash, lot of homeless. >> reporter: this is what he does every day. he's part of the city's tenderloin cleaning team. we interviewed him before noon, and what he said next might surprise you. >> i believe today was almost 22. >> reporter: 22 needles? >> in the morning, yeah. before my lunch. >> reporter: in a press conference about improving from conditions, we asked mayor breed, how would you describe the current state of our streets? >> well, they need improvement.

>> reporter: an improvement she hopes to achieve by calling on city departments and the board of supervisors to commit every spare budget dollar towards -- >> homelessness, mental health s.f., as well as people who are struggling with substance use disorder. those will be our priorities because we want to make sure that we change what we know people are frustrated over. >> reporter: a lot of the frustration is coming from business owners who, according to the san francisco chamber of commerce, are concerned about our streets. >> our level of street care is not great enough, and that we need to up our game when we can all step up and be part of that. >> reporter: oracle reits entitlely announced it will move its world conference to las vegas. one of the reasons, poor street conditions. do you think san francisco is falling apart? >> i don't think it's falling apart, but i think it could if we don't be more careful and take bolder steps. >> reporter: the oracle open world conference will cost san francisco an estimated $64

million a year. according to the mayor, san francisco, they already have other conventions in line to take that spot. in san francisco, luz pena, abc7 news. >> all right, luz. before you go, obviously it is an ambitious plan. what exactly is being done to try to accomplish it? are you hearing specifics? >> reporter: honestly, nothing new. to be specific, they're saying that they're going to increase the street cleaning teams and have more pit stops. bathrooms open 24/7, we have three in san francisco and also more big belly trash cans around the city and new beds in navigation centers like the ones we're going to have in the waterfront with 200 beds. back to you. >> all right, luz, thank you. >> abc7 news contributor and chronicle insider phil ma tier is here. now, phil, what's your take on all this? >> interesting. i went to the press conference in union square. this is part announcement what they're going to do and part damage control. the fact that oracle pulled its convention out of san francisco cost the city $64 million in lost tourist and convention

business. >> big hit. >> this is a $9 billion industry in san francisco. it's right up there with tech as one of the largest employers and blue collar employers. when conventioners say no to san francisco, it's big news. the mayor had to react. now, when you go to these conferences -- you've all been to press conferences. you're up there. they have everybody up there. at the front of the line we're going to have more police, more street cleaners. at the back of the line are the people that actually work on it. they say what we really need to do is change behavior because i don't care how clean you keep the streets, if somebody is passed out when you're walking there or drugged out and they've gone to the bathroom on themselves or on the street, your impression is the city's a mess. >> right. >> it's not going to work. you can't play catch up. you have to nip it at the source. go ahead. >> do you know that they're spending $94 million a year cleaning the streets of san francisco? >> yeah, they just increased it. it's amazing. >> amazing, isn't it, dan? >> you'd think it would be spotless. shows how big a problem it is.

>> they go out there spotless, then a couple minutes it changes. >> don't you think san francisco has a few years to play with in that it hasn't lost its leading place in the bay area yet? >> it's not lost in the bay area yet, but we're in a much bigger world. i mean, let's not kid ourselves. >> compete ing with las vegas. >> las vegas, and not just for conventions. businesses as well. tourist dollars as well. people living as well. we are not -- it's no longer san francisco, san jose, oakland, maybe danville, san ramon. this is a new york, los angeles, las vegas. >> i hear people increasingly we all do from all over the country, the impression of san francisco is negative. not that they've been here a long time. >> and seeing. >> let's talk about the navigation center as one possible solution. >> that's what the mayor is also trying to do. this is going to be one of six navigation homeless shelters being set up around the city of san francisco. you can see the map there. they're all pretty well spread out in the southern part of town. a lot of industial areas as well.

but this new one is different, and this is really going to get the eyes of the country on it because it is situated right on san francisco's embarcadero, right on the waterfront. and if you look around there, what you see, it's on a parking lot by the port. but next to it are some of the most expensive condaleeza omini the west coast. who are going to be living next to a navigation center, it's going to be clean, orderly and not have an increase in crime. >> this is why it was so controversial. >> it was. >> we remember the woman who was stopped in the doorway, couldn't get in her doorway, the pricey building. she's moved away, not convinced -- >> the mayor knows this is going to be watched. and she knows her name is is on the line and building any other shelters is on the line. what's she doing? she's going to have special clean up crews in a two-block radius. set up a safe zone two blocks around it. their own designated foot patrols out there. >> how much does this cost? >> well, they figure it will cost 7 to $10 million a year to

operate. i would throw another one on top of that for police and all the other services that are going to be headed in that way. but if you lose $67 million in one convention -- >> politically it's money you have to pay. >> it's a business decision. >> thanks, phil. >> phil will be back with us in 30 minutes for an exclusive look at the future of san francisco's transit and traffic issues. see you then. >> new transit chief. the first supported -- it will be used to house formerly homeless people. adobe services is behind the project. the city of santa clara has more than 300 people who are homeless. the county has more than 97 people living on the street. a total that's second only to san francisco. and in the north bay, sonoma county officials will announce emergency response measures for the homeless crisis in their community. sky 7 was over an enkamment on highway 12 near the sonoma

county fairgrounds. the plan includes the creation of short term indoor and outdoor shelters near the fairgrounds. an estimated 3,000 people are homeless in sonoma county. >> a court decision that makes it harder for cities to clear homeless encampments will not be reviewed by the u.s. supreme court. juice advertises today left in place a ruling that struck down a boise, idaho, ordinance. that ruling by an appeals cord held that boise could not make it a crime for homeless people to sleep on the streets when no alternative shelter is available. that court found that the ordinance violated a constitutional ban on cruel and unusual punishment. so what do you think it will take to help the homeless? we want to hear your ideas. share them by joining our better bay area group on facebook. >> a little girl is safe tonight after police say she was taken from her home in san jose by her father leading to an amber alert. video shows the moments some good samaritans surrounded the man in cambria 200 miles south of san jose.

the suspect identified as victor magana locked his keys inside the van at a gas station. his 2-year-old daughter was safe inside. he was accused of stabbing the girl's mother last night before taking the child. neighbors say they could hear the mom screaming for help. >> my roommates were saying she was yelling help, help, he's going to kill me. and from there one of my roommates peeked from the window, saw her hopping over the fence right there. >> slummped over in a car, she' hospitalized in critical condition. >> it's happened again. since the start of the year more than 60 vehicles have been hit by froejeproject tiles on the h. six vehicles were hit in a six-minute span. abc7 news reporter chris nguyen has the story now from monterey county. >> reporter: tonight danger on the roadways. the california highway patrol confirms at least 62 vehicles have been hit by projectiles in monterey county since february, including six calls on saturday

night. >> we're lucky that we haven't had a big smash up. >> reporter: the majority of cases have been reported on highways 101 and 156 through prune dale and aromas south of gilroy. monica said her husband's vehicle was struck earlier this month and has a message for the culprit. >> i feel sorry for you because if this is what you look forward to, shooting cars on the road trying to hurt people, you know what, that's pretty pathetic. >> reporter: no fatalities for now, but a number of drivers have been hurt by flying glass after their windows shattered into pieces. despite that, the c.h.p. is still urging drivers to keep their windows rolled up as they travel through the area. if your vehicle is hit by a projectile, the c.h.p. says to pullover when it's safe to do so and immediately call 911 to report your location. >> it's extremely important for our investigative process that we get out to the scene as soon as possible so that we can inspect the vehicles for evidence. >> reporter: the c.h.p. believes the projectiles aren't coming from a traditional firearm. >> we have a full-time task

lawsuit claiming fast track has wrongly charged thousands of motorists with tolls and penalties. >> the toll authority that runs fast track is trying to ban the media from entering the courtroom during much of the trial. abc7 news 7 on your side dion lim has more. >> reporter: you can't cross the bridge without paying the toll. for many cars tolling mistakes happen. >> it wasn't my license plate, it wasn't my car. >> fast track made a mistake u. >> i had to track down the vehicle. >> reporter: they are among scores who came to 7 on your side after fast track charged ca them with toll evasion. they switched to all electronic toll taking in 2013. the following year, a quarter million motorists got toll evasion penalties five times the previous rate.

at issue, they are supposed to receive toll invoices in the mail. in this lawsuit, they claim thousands of motorists never received their invoices mostly due to dmv address mistakes. the suit says fast track didn't try to find the motorist but piled on penalties. >> the policy was if the mail went out and came back up deliverable as addressed, they shredded the mail and impose a penalty. >> reporter: the fast track program director regina who testified the return invoices were indeed shredded and follow-up penalty notices went to the same incorrect address. michael of santa rosa, a lead plaintiff, says he tried to dispute huge penalties. >> they sent me a notice rejecting the appeal and informed me that i owed $1,900 more in fees. and i was like, what is going on? >> reporter: now the golden gate bridge district and toll authority say they have improved their system for handling returned invoices and customer disputes.

however, the agencies are also trying to keep those policies a secret from all of us. >> what they have said to the judge is that people would not pay their tolls. >> reporter: a judge has allowed the agencies to seal court documents that contain the public policies. now the agencies are seeking another court order, shutting the public out of the courtroom during testimony this week. the bridge district and toll authority would not agree to an on-camera interview. but in court documents, the agencies called the policies inside information. they seri veelg it to the public would be enabling them to game the system and avoid paying correctly assessed tolls and violation penalties. gut ride says the reflects the general outlook that motorists are inclined to cheat. >> it's troubling the tolling agency have this view of motorists that they are out to get them as opposed to having the view that motorists are constituents and what we should be doing is assuming the best intentions. >> reporter: for michael finney and 7 on your side, i'm dion

lim. >> 7 on your side will be in san francisco superior court tomorrow to object to closing the courtroom to the public when the public's business is at stake. >> we'll follow-up with you on that tomorrow. let's turn our attention now to the weather forecast. the gray we've had is going to stick around ask rain is coming. >> that's right. let's check in with drew tuma for the time line. >> the clouds already arriving tonight. tomorrow not nearly as bright a day as it was earlier today. live doppler 7, it's a quiet evening at hand. we don't have to deal with any rain tonight. we're still about 24 hours away from our next storm arriving. sutro tower camera on this monday night showing you we have good visibility. we're fog free. but we do have high clouds streaming in from time to time ahead of our next storm system. we bring in the storm impact scale, it's coming back this week, a light level 1 system we have here. and the rain really holds off until wednesday morning. so wednesday itself is an on and off rainy day with the light to moderate showers. rainfall totals throughout the day likely winding up to a

quarter and three quarters of an inch of rain. and the winds will turn gusty. strongest along our coast line, about 15 to 35 miles per hour. so bring back the rain gear starting wednesday. here's what we're looking at the next couple of days. tomorrow what you will notice, much more cloudier than what we had today. tuesday is a mostly cloudy day ahead of that storm, with rain returning early wednesday morning, and that's one of two storms we are tracking. unfortunately it looks like the weekend is going to wind up being pretty wet as well as another storm moves in on saturday. overnight tonight, it's a mixture of stars and clouds out there. coldest temperatures away from the coast line falling back into the 30s.s. 36 is overnight low. 40 the low in oakland. tuesday tomorrow you do not need the rain gear. we are dry in the daylight hours. starting off in a chilly note 30s and 40s. throughout the day limited sunshine. a lot of khloe kardashian cover throughout the day.

temperatures still normal this time of year in the mid and upper 50s. highs on tuesday under that mainly cloudy sky, 56 in richmond and san francisco. about 59 in san jose. up to 57 in santa rosa. the same in concord and half moon bay just slightly cooler than that, coming in at 55 degrees. so we'll time-out that rain for you. future weather showing you 1:00 early wednesday morning while a lot of us are sleeping, that light rain arrives in a west to east fashion. it likely intensifies for the wednesday morning commute. 6:00 a.m. wednesday morning as we are going out and about early on, we'll likely be dodging some downpours. those pops of yellow and orange you see on your screen. as we head into midday and into the afternoon, the showers will begin to taper and wednesday evening it several will wind up dry. but the wind associated with this storm, you'll feel them starting late tomorrow night. especially along the coast line by 11:00 p.m. tomorrow. we're seeing the winds over 30 miles per hour, and even through early wednesday morning area wide we'll likely see the wind gusts well over 25 miles per hour at times.

total rainfall with this event will likely see a lot of spots at least get an inch or at least, say, a quarter of an inch of rain. most spots could get half an inch of rain. it is a healthy amount of rain. thankfully it's going to be light to moderate in nature. flooding is not an issue with this storm system. here's the accuweather seven-day forecast. 7 days for you, cloudy and breezy on your tuesday. wet weather returns wednesday with the wettest period in the morning. rain moves out, clouds stick around thursday and friday. there is our next storm arriving saturday evening. it lingers into much of the day sunday. scattered showers even into monday next week. >> thanks, drew. >> sure. >> all right, pg&e has just hours to come up with a new settlement over several wildfires. >> what activists want to see out of the deal after the governor

utilities company to emerge from bankruptcy before a june 30th deadline. >> governor newsome said the plan did not meet state law. the utility company insists it does. here's abc7 news reporter kris reyes with why some are in favor of taking this slow road to a solution. >> i think it is terrific that governor newsome rejected pg&e's proposal to end bankruptcy because it was inadequate. >> reporter: mark is just one of many advocates that want to see pg&e held accountable for crippling power blackouts and wildfires in recent years. another group demanding accountability camped out in protest at pg&e san francisco headquarters monday afternoon. i'm here with the power to live coalition because disabled people and seniors have been dying because of fires and power outages. and that has to stop. >> reporter: on friday, governor newsome rejected the utility company's restructuring plan saying it did not comply with state law and that it did not go

far enough in improving safety, corporate governance and the company's financial position. pg&e had this to say. we our restructuring plan meets the requirements of assembly bill 1054. we will continue to work diligently in the coming days to resolve any issues. >> it's more important to reach a settlement that is complete rather than reaching one just to make it quick. >> we are so glad that te governor is paying attention to this issue and holding pg&e accountable. and we need more of that. we need the california public utilities commission to also step up. >> pg&e's equipment has been linked to the devastating fires of 2017 and 2018. if they can't reach a new deal with fire victims, well, they stand to lose access to the state's wildfire liability fund. in san francisco, kris reyes for abc7 news. >> and coming up next, new on abc7 news at 6:00. >> when we look at solutions to congestion, there are only two.

>> announcer: now, news to build a better bay area from abc7. >> from the roof of our abc7 news studio in san francisco, we're looking down at the embarcadero with light traffic tonight. but in general, traffic is something where we definitely have room for improvement. but is there really room to build a better bay area? >> today san francisco's new transit chief jeff was sworn in by mayor london breed to start his job. >> he faces a massive undertaking previous leaders struggled to make work. dealing with the street and bus and rail system that struggles to keep things on schedule. >> now abc7 news is working to find solution s to these problems and we ask contributor phil matier to help us build a better bay area by asking tumlan

what he expects to be his priority. he has a big job. >> he does. it's a big city out there. we decided to take him out onto the city streets to have a look at what's really going on rather than the theoretical. here's what we found. what have we got here? >> we have the most transportation intensive block in the entire western united states. everything comes together right here. and chances are everything stops right here. it's the gridlock center. >> that's right. because this is where we store the q for the bay bridge in the evening peak. >> so what we have here is pedestrians, buses over here. >> that's right. >> cars, all competing along with motorcycles and construction crews and everything else, bike lane. >> parking and buses coming into the transit bay bus center. >> it seems to be working really great. >> as you can see, we have a geometry problem here. we've got, what is this, 80 feet >> right. >> how do we move a growing san francisco in a street that's not

going to get any bigger than 80 feet? i look at all this car congestion here and i imagined just the people. all of this space is taken up with 14 people. so all of that street space is moving 14 people, fewer people than are right here on the sidewalk. but like it or not, those 14 people are in those cars and they're staying here. and for all the efforts to get people on buses, you and i know that statistically it's stayed pretty much the same. >> absolutely. because we have a supply and demand problem. i charge people $2.50 to take the bus. it's free to drive. >> that's so wonderful to have my 200 square feet of space for free, driving in my own car, listening to my tunes. >> so, are you supporting a charge or downtown or charging more for parking or charging people to drive their car? >> so, when we look at solutions to congestion, there are only two. we can destroy the region allie economy, troid

its problem or supply and demand. >> is that a yes or no? >> the only thing that works is price. >> that's interesting. one of the things right here, we see bikes, bicyclists and scooters. those are new modes hitting the streets. but they represent only 2 to 3%. here we have a scooter guy. hey, you're supposed to be on the street, not only sidewalk, okay? you're supposed to point that out. >> i don't start till monday. that stayed at between 2 and 3%. are we giving too much to the bikes? >> so, in fact, we're seeing a growing number of people using bikes in places where we provide some protection. so in these scary bike lanes on howard street where i've provided no protection at all from the people taking up space in cars, we're not getting that high of a ridership. in places where we're providing real protection like a first-world country would, utilization is skyrocketing. >> one of your biggest problems is you don't have enough bus drivers or mechanics.

what are you going to do about that? they can't afford to live here. >> it's actually one of my top priorities. one is solving the bureaucratic problem, allow us to hire more quickly. two, struggling with the fact we're increasing driver pay, the cost of housing is increasing even more rapidly than that throughout the region. >> is there a bus system or transit system in the city, in the world you think we should be -- >> there's a lot of cities around the world that i'm inspired by. i love looking at what hoover is doing and how rapidly they have brought down rates of driving in a city that looks a lot like san francisco. >> do you think it's going to be ease toy get around without a car here? >> i hope so. it may be more expensive, but it certainly should get easy. >> history has shown you can have a lot of good ideas, a lot of energy, but you have to have the buses and trains running on time or else -- thank you, that is the definition of it. heeds never run a mass transit agency before.

i asked how he planned to planned to improve on time performance. he said we need to get more buses, more drivers and more lanes for them to drive in. aside from that, you got any quick solution? this is not easy. 48 square miles. it's become -- the population in san francisco has grown terrifically daytime and nighttime. it's one of the few cities in the country where there's more people moving in than moving out. it's getting more crowded. >> there's not much room on the streets. >> they're not going to get any bigger a. bigger. >> it sounds like we're moving toward charging a fee to drive downtown. >> thank you. what we call congestion pricing. what would you think of this, a toll coming in over the bay bridge. what about a toll getting out? there's only a 2 or 3 or 4 streets you can get out of san francisco's downtown and onto that bay bridge. what if there was a toll on the way out? >> lot of people won't like that. >> they won't. dan, here's the politics of that. how many of those people that don't like driving out of san

thousands of kaiser mental health employees are on strike here and across the state. progress has been made regarding employee salary and benefits. those on strike are demanding kaiser hire more staff to ease their current work load which would allow for the quality health care that kaiser is promising. >> teenagers who are struggling with depression, trauma, serious anxiety should not have to wait three to five weeks in between appointmets to get care. >> we've invested $500 million in additional staffing. i know that we've put another $500 million into the budget for next year. i know that we've invested $700 million in new facilities.
