reaches the ground. the cloudiness that took over while we were sleeping. 35 to 47 our temperatures. a wide range at 7:00. 53 to 58 at noon with a little bit of sunshine but that will start to fade away with clouds increasing, mid to upper 50s, and even at 7:00, we are still dry. i'll give you the time line when it will rain coming up in just a second. here at the live desk breaking news. authorities are investigating a double homicide just outside of vallejo city limits. deputies and vallejo police rushed out to the scene near east orchard avenue. they say a fight broke out at a home overnight. in the end two men were found dead, at least one shot to death. a woman was hurt and taken to the hospital, but she is expected to be okay. a sheriff's deputy says neighbors are not in danger. >> no further reason for the public to be aware. we believe the parties involved are on scene and we just want to

let the community know we'll be out here for a while investigating. >> investigators found a gun near the crime scene. we'll continue to follow the story and bring you the very latest here this morning. an escape plan landed him in the hospital and he had severe burns and left a family without a home. >> 29-year-old raul anthony rodriguez was driving a stolen vehicle near lewis and senter roads. officers tried to pull him over. instead deputies say rodriguez took off on foot and broke into a home on santee river court. the homeowner was able to escape the house. then the house caught fire with the suspect inside. >> by the time they got here the house that was burning was fully engulfed that i could see from the street. >> the suspect suffered significant injuries. he is now also facing several charges. pg&e has until the end of the day to submit a new

restructuring plan. governor newsom says the plan doesn't meet the requirements of a new law. $13 billion fund for fire victims is hanging in the balance. chris reyes tells us why some people are in favor of taking the slow road to a solution. >> reporter: mark tuney is one who wants to see pg&e held liable for wildfires in recent years. another group demanding accountability camped out in protest at pg&e's san fracisco headquarters monday afternoon. >> i'm here with the power to live coalition. people are dying because of power outages and that has to stop. >> reporter: governor newsom rejected the restructuring plan saying it did not comply with state law and did not go far enough in improving safety, corporate governance. pg&e had this to say. we believe our restructuring plan meets the requirements of assembly bill 1054.

we will continue to work dill gently in the coming days to resolve any issues. >> it's more important to reach a settlement that is complete rather than reaching one just to make it quick. >> we are so glad the governor is paying attention to the issue and holding pg&e accountable. we need more of that. we need the california public utilities commission to also step up. >> reporter: pg&e's equipment has been linked to the devastating fires of 2017 and 2018. if they can't reach a new deal with fire victims, well, they stand to lose access to the state's wildfire liability fund. in san francisco, chris reyes for abc 7 news. happening today sonoma county leaders will announce emergency measures to deal with the homeless crisis including possible creation of short-term shelters at the county fair grounds. sky 7 was over an encampment along highway 12 near the fair grounds. one goal is to find temporary shelter for the almost 200 people living here. the shelter would have 24-7

security and medical and mental health services. about 3,000 people are homeless in sonoma county. a new report says women face challenges getting promoted within the san francisco police department. the two-year-long report released by the san francisco department on the status of women and the report says that while women are being promoted to leadership positions at a higher rate than men, women are overrepresented in administrative positions and underrepresented in specialized units. the police chief said that he is committed to addressing those concerns. you have more time to avoid a fine and sign up for health insurance under the affordable care act. covered california is extending the enrollment through friday. sunday was the original deadline. they saw a surge in enrollment, thus the extension. the plans take effect on january 1st. a new state requirement. a new state requirement means everyone has to have health insurance coverage or face a fine. if you passed through l.a.x.

and fairfield, the same areas we just talked about. a look from the south beach. quiet, no moisture, no fog. in fact, a good day for commuting weatherwise. it will be dry today, a little less sunshine on the bay commute and not as cold on mass transit. let's talk about the peninsula. a 12-hour planner and get your day set. you're going to be pretty cool up until 9:00, stuck in the 40s and even with increasing clouds look at the lack of sunshine this afternoon. we'll push into the upper 50s. we'll drop down to 52 degrees if you're heading out this evening. east bay, a jacket this morning. temperatures in the 40s through about 9:00. then we'll ramp into the mid and upper 50s with increasing clouds. if you're heading out this evening, 50 at 7:00. and in san francisco, 46 at 7:00. 50 at 9:00. and then mid to upper 50s with mostly cloudy conditions this afternoon. notice everybody is dry through 7:00. but once we get past that, all bets are off and the rain starts to roll in. i will show you that on our future radar, first jobina back here for the tuesday morning

from the scene there, just absolutely devastating. a couple was killed in alabama after a twister touched down in huntsville. several others were hurt including a 7-year-old child. in louisiana two possible tornadoes touched down near shreveport. police say a woman died when her mobile home was destroyed. powerful winds damaged a school, church and public works buildings. kumasi? people traveling through l.a.x. and los angeles may have been exposed to measles. public health officials announced yesterday three people with the virus passed through the airport last wednesday. they were in terminals four and five. because of this other people may be at risk of developing measles. symptoms like fever, rash and coughing may develop one to three weeks after being exposed. check your credit card statements. visa says hackers could be stealing your information when you are paying for gas at the pump . the company says hackers are exploiting weaknessness point of sale systems. they can intercept your credit card information. it affects systems that use the

magnetic strip not a chip. visa says multiple attacks have been discovered but it isn't saying where. gas station operators have until next october to install more secure systems or they'll be held liable for the fraud. let's look at what's going on with your weather. at 7:30 no measurable rain. it heads in as we move to midnight getting out to a tenth to possibly half inch up in the north bay if we get under a downpour or two. let's see what we wake up to tomorrow morning by the time we get to 6:00 you can see everybody's wet. i'm worried about tomorro morning's commute. the more people drive on it, the more it will thin out. a quarter to three-quarters of an inch of rain spread by the time we head to tomorrow evening

when the rain ends. california's high-speed rail authority is moving ahead with a plan to pursue its biggest contract in history. the agency took a stem last week toward issuing a 30-year contract to install track from san jose to bakersfield. the feds say it's premature to issue the new contract because high-speed rail faces significant delays. a job fair to fill dozens of positions in the restaurant industry. jobs available include assistant managers, servers, hosts and stock clerks. bring resumes and two forms of i.d. to the hyatt house in santa clara. just head to the river mark room between 9:00 a.m. and noon or 1:00 p.m. and 5:00 and be ready for the interview. aaa predicts a record number of people will be traveling for the holidays. 115 million people will be on the move. that is 4% more than last year.

research shows more americans are choosing to fly, about 7 million of us will fly. that is a 5% bump from last year. still, about 104 million people are expected to drive to their destinations and they're getting an early christmas present. gas prices are down just a bit. they've dropped more than a penny a day. the state average is $3.62 a gallon according to aaa. in san francisco it's $3.74 a gallon. $3.65 in oakland. $3.56 in san jose. modesto at $3.39 is the cheapest. all right. let's talk more about your commute. i'm not really worried about today's commute. some of you may have ice to scrape off the windows. the rain continues tomorrow during the morning commute. slippery, ponding early. that's why we have red there and

minutes. kumasi? a really special moment for this dog who found a home after patiently waiting at a shelter for over a year. >> this is sweet. a 5-year-old pit bull mix and her owner were showered with cheers and confetti as they left niagara county shelter in new york. at 500 days the shelter's longest and most beloved resident. left the shelter, as you can see, full of excitement jumping on the spca staffers and wagging her tail. she's like, i'm free! i'm out! this lady is taking me for my new life. well, three bundles of joy next at 5:00. the state lawmaker whose delivery just made history. >> time is running out. the big issue that popped up during one of the busiest weeks of the year. and a local woman will compete for pilot pete's heart on the jum coming season of "the bachelor."
