figure out how to shelter the people living here and elsewhere. >> this camp is along the joe trail. eight miles linking downtown. a place where neighbors say they can't use. >> the homeless population has grown 4% in the last two years to nearly 3,000 people. that number is less than what it used to be. >> good evening. >> despite the numbers the homeless czar for the county says he's confident that the problem can be solved. >> we're focussed on efforts to build a better bay area. this one of the top issues we follow. >> live in santa rose. any action taken tonight? >> there was action taken. it was late in the day. a declaration of emergency by the board of supervisors declaring the trail an area that needs attention. here's more. >> a cold december day a mile

long stretch of mostly homeless misery. that returned to local headlines. >> it's no longer something the community can hide. >> the board moved the issue to possible emergency resolution status. >> we have to clear this trail. it's ridiculous. >> we have have a hoover ville along a public trail. >> now with the united states supreme court refusing to hear a case that would have allowed cities and counties to arrest people sleeping on public property. the county is refocusing on its 3,000 homeless. and how to help. >> it puts us in a corner. we have to have shelter space to move people. >> the supervisors are considering options. one would be to offer the homeless an opportunity to move to the fairgrounds. in shelters. today the ceo described her concern. >> there isn't a real definite exit plan.

>> especially among those who live in surrounding neighborhoods. >> it's multiple families. this neighborhood is really quiet. so i believe having that is probably raise flags. >> the county sees it those flags have already been up for a long time. pass by a homeless encompment and you'll hear them flap in a strong wind of discontent. inside and out. >> it's not up to the county. it's up to the community and the people who live in the encampments. >> we come back live. it maybe more than a mile long. it maybe two. we have heard estimates. the board did pass the resolution they will come back and do more on monday. this isn't so much an issue they can solve as one they can manage. >> they have to go into this believing they can solve the

problem. what specifically are they seeing that is giving them confidence? >> i think what they're saying they can decentralize the issue in terms of where they put some of the people who are homeless. i don't think they believe they can solve the problem. they can deal with it. it has to do with mental illness and help for the people who have the problems to put them out here in the first place. one of the things the board did was put $25,000 towards the problem. that's not a lot. we expect to see more. >> all right. thank you. >> major announcement today in a decades old cold case. police say they identified through dna the person who killed two cousins 37 years old this week. >> mary jane had met up with her cousin as he was ending his shift. they walked along and stopped at

this convenience store to buy food. as they continued to walk northbound that's where they were last seen. 250 hours of testing done at two labs. empbtly led them to suspect. who was 31 years old at the time. a disabled former employee of a fiberglass company. >> they didn't know each other. there was no connection with the suspect and victims. maybe that's why a case goes cold. >> he was discovered around 6:00 a.m. at this intersection. about two and a half hours later police got another call about a body in this intersection. at the time of the crime the area was still rural, no witnesses saw or heard anything. >> this is where her body was discovered. she had been sexually assaulted. suspect lived nearby. his body was exhumed to obtain

dna samples. he died in 1999. that means the family will never see a trial or conviction. >> they're going through a lot of grief. after 37 years and now they're readdressing the hurt and pain. they're appreciative the work we have done. we have never stopped looking for the killers in this case. >> residents are relieved dna helped solve the crime. >> i think it will stop a lot of crime. knowing they will get caught. there's no way out of it. somehow, some way you leave something behind. >> a former google employee is the fifth person in less than a month to accuse the company of illegal retaliation. after she says she was fired for organizing. and now she's charging the company with unfair labor practices. >> katherine says she was fired from google after creating an

internal notification tool on the chrome browser that informed colleagues about their rights to participate in labor organizing when they visit the wb site of a consultants firm that advises employers on how to combat unions. >> users are really at risk. billions of people trust their sensitive data with google and no one is willing to speak up. >> a google spokesperson provided us with a letter sent to staff by company vice president. stating that spears misused a tool to create a pop up without a business justification. saying the decision to abuse the access she had was unacceptable beech of trusted responsibility. >> i didn't abuse any privilege. i got the normal authorization before submitting my code. >> google might be paying the price for previously being vague in the earlier effort to establish a company culture of

shooting. they say there are no out standing suspects or concern for the public at large. >> a mysterious odor forced the evacuation of the apartment building in san francisco. complaining about eye irritation. crews say it was not gas. and it's not clear exactly what it was. >> new developments a rescue effort spans days to save a whale. they called on december 9 saying it was wrapped in fishing line. two days later agency searched the bay from sunrise to sunset. and found 40 whales. not the one tangled. they located that on friday. they slowed the whale down and cut the line running akrsz the whales back. it came off and the whale swam away. >> okay.

the psychological district is in a dire financial situation. and lay offs are a possibility for the upcoming school year. the total deficit is close to $48 million. and the district says they're working on a solution. we have the story. >> instead of planning ahead for

the next school year, third grade teacher is concerned about the school districts budget. >> it makes me nervous. i don't know what will happen tomorrow. will i have a job. are my kids going to have books or the services they need. >> according to the school district they are facing a two year budget deficit of about $47.8 million. >> where did the over spending happen? >> we received $35 funding formula revenue increases. $26 million goes to state mandated contributions to our retirement system. >> the school district has $34 million to carry them over this school year. lay offs next year are almost certain. >> plan of action that the superintendent and business officer have laid out.

there will be lay offs in order to weather this budget crisis. >> according to the district the cause of this deficit are a drop of enrollment of 1,300 1,300 1,0 and rising cost like staff salary. this deficit could have been stopped and now he's asking for a fiscal crisis management team to intervene. >> you can't allow the people on the inside to do their assessment. you have to hire a third party. >> the school district will have notify staff about lay offs by march 15. >> the home of a man suspected of being the golden state killer has new owners. the couple who bought the house is expected to live there. the three bedroom home sold for $320,000. which is on the low end for similar homes in the area.

winding up off the coast and we're seeing rain late tonight. going into tomorrow. temperatures in the 40s. 50s. it is getting chilly. a lovely view at the shark tank. and you are seeing clouds gathering. storm moves in late tonight wet for the morning commute. a stronger storm over the weekend. producing more rain. it's a light level 1 tonight. tomorrow light to moderate rain. thunderstorm chance. rainfall totals from a tenth to three quarters of an inch. time line here. hour by hour. 10:30 tonight a few showers begin to develop alon the coast. into the over night hours most of it spreads. 5:00 a.m. you'll notice pockets of rain. in the north bay. that commute is going to be tough. especially with wet roadways. between 5 and 8:00 a.m. we're expecting showers to continue well into the afternoon. noontime grab lunch. 3:00 still hang onto the

umbrella. by evening it's all gone. winding down. that's the system. and in term of rainfall you'll see anywhere from about a tenth of an inch places like san jose to seven tenths in santa rose. a nice variety of rainfall totals. temperatures in the morning in the 30s 40s. need the extra time for the commute. because of the wet roadways. be prepared for that. have a raincoat and bundle up. for the afternoon scattered showers most will be in the 50s. and as we look at the weekend storms since a lot of people travel, 5:00 a.m. saturday the rain begins to knock at the door. into the afternoon and evening saturday it will be wet around hee. in the mountains this will turn to snow. especially sunday. and the wet weather will continue sunday into monday. 7-day forecast. level 1 for tomorrow morning rain afternoon showers. you get a break thursday friday. with milder conditions.
