porch pirates how police are looking to thwart package thieves. a group of moms in oakland who seized this house now going to court to stay here. >> thousands of people are rallying in support of impeaching trump. abc 7 news starts right now. and that breaking news is with pg&e. a federal bankruptcy judge has just approved two settlements totaling $27.5 billion. >> the governor said the plan didn't comply with sfat law. late last night pg&e worked outlet a deal with attorneys of the fire victims that eliminated the need to get the governor to sign-off on a settlement. >> the victims will get

hernandez was caught picking up a package that didn't belong to her. the box a decoy package made by police just eight minutes earlier. >> our suspect stopped on the street, got out and took the package to her car. >> reporter: a short distance away hernandez was stopped and arrested. the equipment inside was worth more than $950 which made it a crime. residents are now heeding the warnings from police are now stopping home delivery, but for those who choose convenience over caution milpitas police hope these bait boxes will stop it. one neighbor who's been asked not to be identified says he's lost three packages to porch

pirates. he shared this video with a man taking the delivery right from his front door. he says more needs to be done. >> they're still stealing because of that stupid law. if it's under $900 that they can walk free. >> reporter: lieutenant torres confirms the punishment really demands on the value of the package. he says the department has just deployed about a handful of these bait boxes in the last few months. hernand hernandez's arrest is the first relate today the operation. now staying in the south bay morgan hill police say they nabbed a suspected package thief thanks to surveillance video. detectives used the images to identify the man and stake out his home. they say they arrested the 26-year-old after he tried to escape but was quickly taken into cusdy. he faces multiple charges, and police say they are going through stolen property. new details, san francisco police chief phil scott hosted an emotional town hall meeting tonight. the suspect was an officer

involved shooting. the police department released body cam video of the incident, and we do want to warn you these images may be considered disturbing. officers were in the area of 23rd and mission street investigating a report of a hot prowl burglary and a separate vandalism report when they attempted to stop a man they claimed matched the description of the suspect in both reports. that man is jamaica hampton. you can see the officer sterling hayes opens the car door and is immediately attacked by hampton. officer hayes' body camera shows the moments leading up to the shooting. his partner officer christopher flores tries to use his baton but hampton overpowers him, striking him twice in the head with an empty vodka bottle. officer hayes attempts to pepper spray hampton before firing six rounds and officer flores fires another shot. community members, friends and family were all present at the meeting.

they painted a different picture of jamaica hampton who they say dreamt of working in foster care and volunteered at vibe in oakland. >> and i'm disgusted. >> i taught him to drive. i saw him get his first job in life, and he was no more than a kindhearted loving human being, never violent. he never lashed out. he never acted this out ervin his life. >> hampto remains in critical condition in the hospital. the family wasn't allowed to visit him because he's been charged and held in custody while he recovers. but tonight chief scott promised hampton's mother they would be allowed to visit. developing news on the evil of an impeachment vote. protesters across the nation rallied in support of ousting president trump from office. people gathered in a number of cities including seattle, denver, chicago and new york.

new developments in the east bay tonight. a group of homeless mothers in oakland are gearing up for what could be a high profile court battle. they recently moved into a vacant home and are now using legal means to fight eviction. cornell bernard has the story. >> reporter: a community meeting in oakland's taylor memorial meth dist church to support these homeless moms who recently found shelter with their kids at this vacant home on magnolia street by seizing it without permission. >> we've moved in and we've been

keeping up the house. >> reporter: she says she's done nothing illegal. >> there's four vacant homes for every homeless on the street and that's criminal to me in winter. >> reporter: the group is now fighting eviction. its website collecting donations for the cause. the house is owned by a southern california real estate investment company which says the women have no right to be there. >> unfortunately for these women they're going to be evicted. >> reporter: the women want a temporary stay from eviction on monday. they'll appear before a judge later this month to argue why they should be allowed to stay in the house. owners are not optimistic. >> ridgewood is very sympathetic to the homeless situation and is major krebter to homeless causes in the west. but it doesn't condone stealing others properties and that's what these individuals have done. >> reporter: the women already have many people on their side. >> my prayer is that they are allowed to stay. >> reporter: they'll be back in
