just about a half hour ago, president trump became the third u.s. president to be impeached. the house passed the first article of impeachment, abuse of power. the vote is expected any minute on the second article. obstruction of justice. it comes after some six hours of politically charged debate. >> each through this sham impeachment, he will do his job, he will put the american people first. he will tell them that i care about you. he will still put the economy first. >> do you see something that is not right, not just, not fair, you have a moral obligation to say something, to do something. >> gives you a sense of the passion today members of the house spoke on both sides of this question. not a few moments ago, the obstruction of justice article of impeachment passed in the house. a senate trial is expected to begin in january with republicans in control there. political insiders believe strongly that president trump will be acquitted. the president said he would not

watch the debate or the vote and tonight he arrived in battle creek, michigan for a rally. bay area members of congress urged their fellow lawmakers to impeach president trump. south bay democrat talks about the scandal that toppled president richard nixon. >> president nixon attempted to corrupt elections. his agents broke into the headquarters to get a leg up on the election and like president trump, he tried to cover it up. then he resigned. this is even worse. president trump not only abused his power to help his re-election, he used a foreign government to do it. >> north bay congressman mike thompson raised concerns about foreign governments in u.s. elections. >> every elected official must dedicate themselves to protecting our democracy. no one should invite a foreign country to interfere with our most sacred act of voting. >> lawmakers on both sides cited the constitution and mentioned

key figures in history during today's debate. the bay area republicans are taking a more skeptical look at the hearing and the vote. ahead of the contra cost a republican party tells eric thomas, whatever the president is accused of, it doesn't rise to the level of impeachment. no surprise as to what was on tv in the walnut creek office of county gop chairman matt shoop or which network it was tuned to. his view of the impeachment proceedings tracks what republicans on the judiciary committee and national party officials have been saying. >> they haven't come up with substantive smoking gun, high crimes an misdemeanors to impea impeach. >> another example of how democrats and republicans can look at the same act and see something completely different. democrats on two different house committees allege that president trump solicited political help from ukraine and withheld aid and a meeting with the president until he got it. they say it may not have been

directions and officers discovered another hazard on the road. >> traffic was stopped on the eastbound side. a dui driver fell asleep in his car in the traffic here and was arrested. >> as the sun rose and the rain cleared a little, we were treated to this beautiful sight. a rainbow arching over the bay bridge. i can see it there. abc 7 news weather anchor spencer christian is tracking what's left? >> i checked out the end of that rainbow. no pot of gold. let's look at live doppler 7. the rain is winding down. but down in the south bay and i mean all the way down in the southernmost part of our viewing area, still have light scattered showers. mainly over the higher terrain. some areas south of mt. hamilton. it is truly winding down. still, we have wet spots out there and the chance for scattered showers. we'll rank the storm 1 on the impact scale. there are wet spots on the roadways and we expect less

raiders are leaving for las vegas. what they're leaving behind are a bunch of fans and $65 million of debt. phil ma tier is here speak wg sports director larry beil. >> dan, thanks. we should start with the origin of the debt. this goes back to 25 years ago when the raiders left l.a. to come back to oakland and then -- >> wait, wait, wait. the raiders left oakland to go to l.a. >> then came back. >> with the promise of a new stadium or at least a completely made over stadium and revitalized, plus oakland would pick up the expenses for their headquarters and training facility and all the relocation fees. let's be clear on something. the raiders don't owe the money. the deal was they weren't going to put any money up or borrow any money or back the deal.

it was the taxpayers of oakland and alameda county that said we're going to do this for the team. they took on the debt. it's the city and county' debt and it's $65 million. if it was paid off today, if they keep making the payments they're making, which is about $11 million a year, it will be 75 million. >> as is often the case in con str strux deals, the taxpayers are left holding the bag. the raiders are off to vegas. the warriors to san francisco. you have a football/baseball stadium, the a's are still there, but the arena is for all intents and purposes going to be empty on a lot of night. >> it is. it's interesting. what happened is the idea was they were going to sell psls, personal seat licenses, something the giants did. the 49ers did, the warriors did with chase center. back then it was just getting

started. it cratered. it never worked out. the taxpayers have been paying 11 million d a year. that could go to money for police, homeless services, could go to all these different things. they've been paying $11 million each to pay off that debt. so where does it go from here? one of the ideas is the a's are saying, we'll pay you $75 million for our share of the stadium and the entire city complex and you can go retire your debt. right? some people say we don't want to go with that. it's really up in the air. as is stands right now, everybody gets to keep paying while the raiders go to las vegas. >> one of the things i thought was interesting in the article you wrote was the comment from former oakland city councilman who said he thinks that the a's will end up leaving oakland as well. he's not inside anymore. because that was like the political third rail, that whole deal. why? >> it's interesting.

the raider deal had such an impact on the bay area. it was the end of public financing for sports. the 49ers had to build their own, so did the giants. he's basically saying there's not the wherewithal or the money for the a's. like it or not, it's going to take public funding. whether it's paying for the stadium or infrastructure. but it costs. it costs money, big money. the risk is very big. it's interesting when the deals come through, communities look at them and go, it's like buying a big screen tv for your house. we won't go out as much. we'll stay at home, save on -- you're not saving anything. okay? you buy a big screen tv. you buy a big screen tv. you want major league sports. you put up major league money. the a's are the only team left. this is to be continued.

marin county handcuffed and blindfolded before his interrogation. >> today italian authorities announced three mifrs associated with that picture -- police officers associated with that picture and the case are >> dan noyes is here with more. >> two officers face charges for the blindfold and the photograph and another for lying about a potential part of the case. >> just hours after 35-year-old deputy brigadier was stabbed to death in rome, two young men from the bay area were under arrest in their hotel room. 19-year-old finnegan elder claimed it was self-defense and he didn't know regular a was an officer. another man from mill valley pushed a different officer away and ran off. this is the photograph that stunned so many people.
