traffic on highway 101 near spencer avenue. video from sky 7 shows dirt and debris on the far right southbound lane. the chp is slowly escorting traffic past the slide. this area has been prone to slides in the past and it's happening again. good evening, thank you for joining us. i'm ama daetz. >> and i'm dan ashley. with just days left in 2019, the focus is on the final night. >> from last-minute checks to all the preps, the holidays aren't a time off for people in charge of pulling off the new year's eve fireworks that thousands will watch tomorrow. >> the pressure is really on them. luz pena is live from san francisco with the inside story of the city's fireworks show and why this year marks really the end of an era. >> reporter: that's right. the baton was passed on this year and you're about to meet that person in just a minute. before that i want to point your attention to this. here they are, the barricades ready to provide a safe new year fireworks celebration. a new year means a new fireworks

show, and these crew members of working to bring san francisco the best one yet. >> it's going to be a bunch of big shells and they're going to look like they're right on top of you. >> reporter: this year's show is extra special to pat diaz. tomorrow he will lead san francisco's new year's show. >> san francisco has seen jeff thomas displays on the fourth of july and on new year's eve many year for many years. jeffrey tired this year and the torch has been passed to me and my colleague, matt. >> congratulations. >> well, thank you. >> reporter: and he hopes to continue this legacy with a bang and a trigger in hand. yes, you heard right, a trigger. >> you have to hold this button down. it's called the dead man. and this button allows the system to shoot fireworks. if something goes wrong, then all that has to be done to stop the fireworks is to let go of

that button. >> reporter: while this crew loads up the shells for the fireworks, san francisco police officers are also prepping for the big show. >> no discretionary time off, so people are being called back into work. we are going to be patrolling the city on bike, on foot and vehicles. we have plainclothes officers and a heavy uniform presence so we're ready to go. >> reporter: the san francisco department of emergency says they'll have all hands on deck and want your eyes not only looking up to the sky but all around you. >> if you see something, say something. call 911 if you see something suspicious. also with large crowds, it's important to have a plan. >> reporter: and having a meeting spot in case of emergencies is crucial. you can also receive emergency text alerts by texting nyesf to 888777. in san francisco, luz pena, abc 7 news. >> okay, we need to talk about this dead man switch.

how long does he have to hold it? >> reporter: okay. isn't that the perfect job of the night? i think so. i wish i could be the one holding that trigger down. it's actually 15 minutes and 25 seconds. a lot of responsibility because if that person decides to take a bre break, guess what, the fireworks show ends. so it's a lot. >> that's not good. you'd have a lot of angry people. thank you, luz. several bay area transit agencies are offering free rides tomorrow. in san francisco you can ride muni for free starting at 8:00 p.m. until 5:00 in the morning on new year's day. it will double service for its late night routes. ac transit is offering free rides from 8:00 to 5:00. caltrain free rides last until 2:00 a.m. the vta is offering free rides through the end of the year to help people adjust to new schedule changes. as for b.a.r.t., it will not be free. trains in and out of san francisco will be on a special

schedule, only stopping at certain stations in certain directions. you can find links and information about fireworks shows on our website, abc7news.com. let's give you a live look over the bay from the abc 7 exploratorium camera at pier 15. so will we have clear skies for tomorrow's fireworks? let's put the pressure on abc 7 news weather anchor spencer christian. >> i'm used to the pressure, bring it on. great minds must think alike. i'm going to use that same live shot in just a moment. first i'll show you live doppler 7 indicating clear and dry conditions. no precipitation around. this is a view once again from the abc 7 exploratorium camera looking at clear skies over the bay and over the bay bridge and looking in the other direction from emeryville looking towards san francisco, clear skies as well. it looks like that's pretty much going to be the pattern through tomorrow night. let me give you a little forecast animation for new year's eve. starting at 6:00 tomorrow morning we'll see mainly bright skies but with a few high clouds passing through around 8:00 a.m. or so. then mostly clear in the

afternoon with a few thin high clouds passing through. the evening starts off 6:00 tomorrow evening nice and clear. later tomorrow night as we approach the midnight hour when the fireworks begin, we'll see a few more thin, high clouds sweeping through, but it does not look like we're going to have any clouds interfering, not significantly anyway, with our viewing of the fireworks. with that good news, i'll have more for you in the seven-day forecast in a few minutes. >> thanks, spencer. if you want to stay home, stay with abc 7. dick clark's rocking new year's eve with ryan seacrest begins at 8:00 p.m. several new laws will go into effect in two days. among them is an increase to the minimum wage. lyanne melendez is in the news ram with some others. >> here's one. the minimum wage is going up again to $12 an hour for businesses with fewer than 25 employeeis and $13 for businesss with more than that. by 2023 the minimum wage will

hit the $15 an hour mark. not much to live on, and that's why the following laws are so timely. with the high cost of living, many people can't afford to live in some cities. the rent cap bill says a landlord can't raise someone's rent by more than 5% a year with an added cost of living increase. when you add it all up, it amounts to a more or less 9% hike. rent control advocates never thought it would become law. >> and so it's going to be a seismic shift in what we see. >> reporter: it will also protect tenants from unfounded evictions. a new law also makes it easier to build so-called granny flats on a person's property. lawmakers who supported the bill hope it will help address the housing shortage in some cities. >> families are returnwondering our children going to be able to live in communities they grew up in? we're finding that's not the case because there's no housing

for them. >> reporter: senate bill 22 addressed the backlog of unprocessed rape kits in california. now any evidence collected through a rape kit must be handed into a crime lab within 20 days and tested within 120 days. finally on the environmental front, microbeads found in products such as toothpaste and facial cleansers will be banned. people have enjoyed their scrubbing power, except that those microbeads are essentially plastic that end up in the ocean. so if you are a parent of teenage kids, you know how popular those microbeads are because they are used in those soapy products to fight acne. let me just tell you what i'm going to do when i get home. i'm going to get rid of all those products. so, kids, you have been warned. we have all the new laws on our website, abc7news.com. in the newsroom, lyanne melendez, abc 7 news. >> sounds good, thank you. uber and postmates filed a

lawsuit against california's new gig work law. it is set to go into effect on wednesday. it requires gig economies to treat those like employees and provide minimum wage, health care and compensation for on the job injuries. the lawsuit says it is irrational and unconstitutional. uber and postmates says it could hurt their industry by restricting the flexibility that their business models are based on. organizers of mothers against drunk driving through their support behind technology today. they want to expand the use of devices known as ignition interlocks. it requires the driver to blow into an onboard breathalyzer in order to start the car. one woman believes it's the most direct way to attack the problem. >> it protects all californians, regardless of race, religion or

gender. ignition interlock devices work. when installed, they work 100% of the time. they are a game-changer in the fight to stop the revolving door of repeat dui offenders. >> the bill would require even first-time dui offenders to install the device in order to retain their driving privileges. its backers say they're also working to lower the cost for low-income drivers. a grisly story in the south bay. a pedestrian who was killed on highway 101 in san jose late last night may have been hit by several cars. it happened at 11:30 sunday evening near brokaw road. one driver stopped. the victim was an adult male walking on the freeway. another driver called authorities from home saying they believe they also hit the victim. the coroner has not released the man's identity. a dog is recovering after being shot last night in the front yard of his owner's home in menlo park. the gunman was on a bicycle and fired apparently at close range.

unser hasan spoke with the owner who is clearly shaken by what happened. >> when that shot was let off, i rushed out here is my first instinct. all i heard was rambo cry. >> reporter: he has been raising his pit bull rambo since he was a pup. he gets emotional. >> just going back in to call 911, i was crying the whole time. >> reporter: did you think your dog might not make it? >> that was going through my minding the entire time. it's just crying. >> reporter: young says his dad took rambo out sunday night to play in the yard. dad says a young man dressed in all black and wearing a hoodie was slowly riding a bike. rambo ran toward the fence barking. that's when he was shot. >> the bullet penetrates his neck, grazes his shoulder and grazes his heart and lung, which by far is so crazy. so lucky for rambo. >> reporter: rambo is currently being treated at sage veterinary center in palo alto. menlo park police say their

investigation continues. collin, who has lived in the neighborhood the past 25 years, says there's no reason anyone should open fire on a dog paying in a residential neighborhood. >> it was just unbelievable. why would somebody shoot a pet, a dog. it's just shocking. >> reporter: young and his family are happy rambo survived the shooting. they have big plans when he comes home. >> he played it off so smooth, man. he has such a gold heart. >> reporter: doctors say rambo should be home by new year's y day. people impacted by california wildfires have until 5:00 p.m. tomorrow to file a claim against pg&e. the deadline is for wildfire victims impacted by fires that happened before january 29th. that includes the devastating camp fire and the north bay firestorm. people can submit a claim in person at selected pg&e service centers or online. missing tomorrow's deadline means victims risk getting no compensation from the utility company.

there. sky 7 was over the scene and traffic was backed up in the eastbound direction as you can see but it's open again. traffic beginning to recover. in abc 7 news' ongoing commitment to help build a better bay area we focus on a cleanup effort in concord. laura anthony has a look at the work by caltrans in a problem spot neighbors have been complaining about for a long time. laura. >> reporter: hi. caltrans told us late today that today's cleanup was a reaction to recent complaints about garbage and debris piling up here at this park and ride lot but neighbors say it's a problem that's been growing for months, so bad that some commuters were afraid to leave their cars here. neighbors say it's been a long time coming, a major cleanup of a park and ride that's been overrun by a homeless

encampment, garbage and illegal dumping. >> do you park your car here? >> yeah. >> do you feel safe? no. >> reporter: the park and ride is on property owned by caltrans, so it was caltrans crews that moved in in force to do the cleanup. the effort came only after local blog claycourt.com posted a story on the lot and commuters' fears about using it. >> every night before i lock up, if i see them i give them coffee. >> reporter: the sales manager of the car dealership next door says he's sympathetic to the homeless, even giving them food and access to hot water. but issues in the lot have become a problem for his employees and his customers. >> there's needles, bottles, blankets, food. >> reporter: it's getting cleaned up right now. do you think it will stay that way? >> i think in another week it will be right back to normal. >> i understand where they're coming from but they don't understand where we're coming from. >> reporter: antwan collins has lived there for six months. >> where do you go?

>> wherever we can. there's not too many places we can go. >> do you have a new year's wish? >> to get a job and get off the streets. >> reporter: late this afternoon, caltrans told us that the campers here are not being evicted, at least not yet, that today's effort was strictly a response to the complaints about all the trash out here. so the status of the encampments remains to be seen. in concord, laura anthony, abc 7 news. >> laura, thank you. no decision by an alameda county judge caused a big celebration outside an oakland home where a battle is brewing over ownership rights. these are supporters of several women who began squatting in a vacant west oakland house last month. the women returned to cheers after a judge said he would consider their right to stay in the property. the home is owned by a real estate investor and has been vacant two years. squatters say they can't afford to live in the area.

>> alameda county denied me housing. this is bigger than me standing up here talking about i'm taking this. i'm taking this because you did not help me. alameda county. >> the real estate firm says it wants to sell the home to a first-time home buyer once the women are out. in their final game as the oakland raiders, the team lost sunday to the denver broncos and finished the season 7-9, eliminated from the playoffs. today players returned to their lockers and cleaned them out and some diehard fans showed up too looking for one more glimpse of the team before they start their next chapter as the las vegas raiders. at team headquarters in alameda, fans lined the driveway hoping for a rounding of autographs as players left for the off-season. >> any sentiments? >> we'll miss it. we're still here in the off-season so we're not going anywhere yet. >> so this is the ending of it.

they're going to clean out everything and hit the road, go back home. >> as for how much longer team headquarters will remain in alameda, that is unknown. they still plan to hold training camp in napa. the 49ers have clinched their first nfc title win since 2012 after a thrilling game that came down to the wire in seattle. it was a great game. the niners defense made a huge stop at the goal line to win the game 26-21. the niners only need to win twice at levi's stadium to make it into the super bowl. their first playoff game will be january 11th. and right here on abc 7 you can watch the afc wild card game between the buffalo bills and houston texans. coverage starts at 1:35 p.m. on saturday. >> so exciting. all right, so let's check on our weather because we want to know what it's going to be like for the fireworks tomorrow. >> that's right, new year's eve. spencer christian is here. >> the outlook is getting clearer and clearer as we speak. here's a look at live doppler 7. we have mainly clear skies around the bay area and quiet and dry conditions.

check out this completely unobstructed view of central san francisco from sutro tower. it's quite a clear evening out there. 54 degrees at san francisco, oakland, and redwood city. 50 at san jose and 46 at half man bay. here's a clear view from emeryville, it's 53 right now at santa rosa, 49 at fairfield, 48 livermore and 57 concord. our view from our rooftop view looking out across the embarcade embarcadero, it's clear sailing everywhere at the moment. we may see occasional high clouds passing through, through new year's eve, but we're looking at mainly clear conditions the next couple of days. a dry start is expected in 2020 and there's just a slight chance of rain over the weekend. let's take a look at this beach hazard statement. the surf is getting rough right now, wave heights are elevated. from 1:00 p.m. tomorrow to 9:00 p.m. wednesday we have a beach hazard statement in effect as wave heights continue to grow

and there's the possibility of rip currents or sneaker waves. on we go to our forecast animation taking us to midnight tomorrow night. notice the passage of a few high clouds in the early morning hours. they'll be thin high clouds so skies will remain bright through the afternoon hours into the evening when the skies get even clearer. late tomorrow night just before midnight we might see another wave of thin, high clouds sweep through, but according to the computer outlook at the moment, we should have mainly clear skies and smooth or clear viewing for the fireworks display tomorrow night. this night look for low temperatures dropping into the upper 30s in our inland valleys and pretty chilly there. low 40s near the coast and around the bay. there probably will be some fog over the central valley. it's not expected to spill over significantly anyway into the bay area. tomorrow look for bright skies and passing high clouds. temperatures in the upper 50s close to 60 degrees. it will get a little milder

midweek. wednesday, new year's day, we start off with dry conditions and relatively mild conditions as well with high temperatures reaching into the low to mid-60s inland and even around the bay shoreline. pretty much the same range of highs expected on thursday. friday gets just a little bit cooler. we'll have a gradual cooling trending taking us into the weekend. here's the accuweather seven-day forecast. once again, happy dry new year's day. mix of clouds and sun on thursday, mild conditions. not much cooler on friday but quite a bit cooler over the weekend as clouds increase and there's a chance, a slight chance of some light showers saturday, mainly in the north bay. if they develop, they could spill over to early sunday morning. essentially we're looking at a dry weekend, just a lot of clouds. >> thank you, spencer. coming up next, help for one of the most common new year's resolutions. >> eating better is abou

let's take a live look at some bay area freeways. 101 across the golden gate bridge. 80 at the bay bridge toll plaza and noon over the san mateo bridge. did you know on this day in 1940 california's first freeway opened? it was called the arroyo parkway. it connected los angeles to pasadena. gas prices are going up to close out the year. that's according to aaa. the national average is 31 cents higher than it was a year ago at

1 airport drive. patient on board alaska flight gate 14, terminal 1. >> i was concerned. >> reporter: patton tweeted why are dogs allowed on board when allergy risk is possible? we don't know the status of this poor woman and many passengers will miss their connections. alaska air tweeting back oh, no! unfortunately, we simply cannot guarantee animals will not be onboard as many are service animals. in an email statement to abc 7 news, alaska airlines writes if a passenger is allergic to pets, our policy is to move the pet and its owner to the back of the aircraft, which is what happened in this case. the woman was evaluated by medics and returned to the plane and her original seat. alaska airline says the delay was caused by a small unrelated maintenance issue. >> both were understanding but also -- >> reporter: a spokesperson with oakland international airport says policies regarding traveling with pets vary depending on the individual airline.

melanie woodrow, abc 7 news. >> okay. so let's look at the results from abc7news.com/vote. they're on the bottom of your screen. >> 85% of the people, 84 now, say yes, passengers should be notified, which makes sense. you want to know. >> 15% saying no. part of building a better bay area includes making public transit more reliable and accessible. that's what vta is trying to do in the south bay and this is the first work day for passengers to try it out for free. changes took effect over the weekend on saturday. vta increased the frequency of service along 20 of its most popular bus routes and added a new light rail line, the orange line, between allen rock and downtown mountain view. to get people used to the changes, vta is offering free rides through tomorrow night. regular prices resume on wednesday, january 1st. the new year means some changes to bay area transit agencies, from pricing to scheduling. we have put together a list of all upcoming changes. it's on our website, check that

out when you have a moment. abc7news.com. b.a.r.t. has launched a new effort to help build a better bay area by combatting fare evaders. it's a huge problem and it appears to be working. phil mattier wrote about it in the sunday morning chronicle. on abc 7 news at 4:00, phil explained b.a.r.t.'s new approach to the problem, checking each passenger on the train for proof of payment but not issuing offenders a citation. >> you didn't have your ticket? okay, we'll give you a pass on the fine but get out of the station. that has resulted, whether it's correlated or not remains to be seen, in a 5% to 7% drop in the quality of life complaints about people riding on b.a.r.t. >> interesting, right? b.a.r.t. began those sweeps in september aboard eastbound trains leaving the embarcadero station. you can read phil mattier's columns in the san francisco chronicle every wednesday and sunday. remember, we want to hear your ideas about building a better

bay area. share them by joining our better bay area group on facebook. san francisco officials have come up with a plan to fund city college classes for older adults and those with disabilities. the classes were at risk of being cut because of ongoing budget issues at the college of san francisco. the mayor will pay for the classes which include nutrition, fitness and wellness programs. the annual cost is $216,000. people are enrolled at several sites around the city. [ bell ringing ] stocks on wall street are on track to end the year with the best performance since 2013. all three major indices closed lower, erasing some recent gains. the pullback ended a two-day winning streak by the s&p 500. more to come here, a plane on its way to a football game all but obliterated during a crash this weekend.

investigators are piecing together what caused a small

plane to crash in louisiana over the weekend killing five passengers and leaving a sixth hospitalized with severe burns. the national transportation safety board is asking for people with audio recordings of the plane to come forward. most of the aircraft was crushed when it went down. the plane was carrying people to saturday's football game between oklahoma and lsu in atlanta. the daughter-in-law of one of lu's coaches died in the crash. now to the latest developments in the texas church shooting where a gunman killed two people and injured three others yesterday morning. a firearms instructor and reserve sheriff's deputy are being credited -- is being credited with protecting the congregation from the gunman. jack wilson fired a single shot that killed the shooter who attacked the west freeway church of christ. wilson had been teaching members of the congregation to shoot as part of the church's security measures. >> i don't see myself as a hero. i see myself as doing what needed to be done to take out the evil threat. >> the two victims have been

identified was tony wallace, a deacon at the church, and richard white, who is a member of the church's armed security team. more than 240 people were in the church at the time of the attack. prosecutors have filed federal hate crime charges against the man accused of an attack during a hannukah celebration. they say 38-year-old grafton thomas entered a rabbi's home in a new york suburb saturday night stabbing five people with a machete. thomas' family and his attorney say he has a long history of mental illness but no known history of anti-semitism. >> my impression from speaking with him is that he needs serious psychiatric evaluation. whether those manifested in anti-semitism at a moment i can't tell you. >> investigators found journals. his internet history included searches for german jewish

the seven most watched stories from 7 on your side. number seven on our list came after pg&e shut off power to thousands of customers to avoid sparking a wildfire. 7 on your side showed viewers how to get ready. among the tips, get cash and gasoline. prepare a go bag with things like medicine and documents. and learn how to open your garage door manually. number six on the list, insurance companies refusing to renew policies for homeowners in wildfire areas. new figures showed 167,000 homeowners lost their insurance in 2018 even if they didn't have fire damage. among them was elizabeth from orinda. >> i thought, gee, i've been with them almost 40 years. here they are cancelling my insurance. >> reporter: number five, it was the story of a lyft nightmare. an oakland mother and her baby were in a lyft that broke down on the nimitz freeway in the

rain. and the driver ordered them out of the car. so the mother had to carry her baby in his car seat along the freeway to get to safety. >> i'm just stuck. i'm stuck and i'm trying to get us to where we need to go. >> topping it off, lyft would not even give her a refund saying that it did not want to, quote, monetize her safety. number 4 on the list was this exclusive report about the deaths of two dogs while under the care of local dog trainers. our report revealed the lack of state regulations or licensing requirements for dog trainers. jane cresswell says her dog died while in the board and care of a trainer. now there's a push for more state oversight for trainers. number three on the list was the story of the san lorenzo woman who died at age 102. and directv charged an early termination fee. the irony caused this one to go viral. the woman lived through two world wars, 18 presidents, but

she could not live her satellite tv contract. her family was charged $160 after she died. second most watched story had to do with those pg&e power shutdowns. we told you how to store electricity before it's turned off. among the tips, charge up your old laptops and use them later to charge phones. stock up on external batteries and of course make sure your electric car or hybrid has a full charge beforehand. finally, our number one story of 2019 was how to find out if you live in an earthquake hot spot. those are zones with soft soil broken to liquefaction, causing the greatest damage in a quake. the usgs put out an interactive map. you can type in your address and find out if you're in a danger zone. >> i'm just looking around this whole map. it's pretty alarming. >> so here's to more wild rides

good evening. 49ers defensive coordinator robert saleh has a saying how he likes his guys to play all gas, no brakes. when it mattered the most like right here, rookie linebacker greenlaw put the brakes on jacob hollister at the 1 inch line. i could watch that a thousand times. i have watched it a thousand times. that was the difference between victory and defeat in seate. a win that gives the niners home field throughout the nfc playoffs. a locker room very impressed with greenlaw and this win. >> greenlaw, that play you made on the goal line, lots of plays went into that game but we don't have these cool hats without that play.
