world. this is video from australia. why some wanted sydney to skip these fireworks altogether. >> good morning, everyone. happy new year. it's tuesday, december 31st. last day of the decade. >> i know. and of course you're never more than seven minutes away from the accuweather forecast. here is lisa. good morning to you. starting out with live doppler 7 where we're looking at mostly clear conditions this morning. this afternoon a few high clouds will move into the bay due to a ridge that will allow a little bit of cloud cover. overall we'll see some sunshine today, starting out with cooler numbers than yesterday. 41 in oakland and hayward. 48 in san francisco. some upper 30s in the valleys. that's six to nine degrees cooler than yesterday. throughout the afternoon numbers coming up in the low to mid-50s. it is mild with low 60s in the warmest locations. upper 50s at the beach and check out the sunset, 5:00 p.m., and increasing clouds for your new year's eve evening.

the freeway was shut down in both directions. you can see at the magazine street overpass traffic in the eastbound lanes stretched across the carquinez bridge. we did see police talking to a man standing on the overpass. santa rosa firefighters say this propane tank caused an explosion and a fire at a homeless encampment. it happened on the trail. crews were able to contain the fire to one encampment. in the south bay two cats safe this morning after firefighters rescued them from a house fire in san jose. the. >> the fire started around 9:00. you can see the smoke coming from the home. firefighters got the flas under control in about 30 minutes. medics helped one person who suffered smoke inhalation. there's the little kitty. no word on how much damage the fire caused. and new details about a san jose family victimized twice this month. >> this morning they are getting the boost they desperately need.

an anonymous couple is giving the gomez family $20,000. they have been searching for a place to live ever since a fire destroyed their home. and then soon after that someone stole what was left of their belongings. the family says they are really overwhelmed by the generous donation. new this morning the family whose famous decked out home in novato won "the great american christmas light fight" is saying they were hit by a holiday thief. the family says since they appeared on the show, the house has gotten even more popular for visitors. last week they noticed two iphones were missing from the kitchen where the dad takes pictures as santa claus with gifts. the family says they will install security cameras and the house is open every night through monday. 5:00 p.m. is the deadline for those impacted by wildfires to file a claim against pg&e. the deadline is for wildfire victims impacted by fires that occurred before january 29th.

that includes the fire in butte county and the firestorm. people can submit a claim in person at select pg&e service centers or online. victims risk getting no compensation from the utility company. the deadline was established as part of the bankruptcy process. we have a ways to go until midnight. several companies have rang in 2020. here are the fireworks from auckland, new zealand, where the clock struck midnight at 3:00 a.m. our time. sydney, australia, rang in the new year with this iconic fireworks display over sydney harbor bridge. ♪ looks like a big party there but there was a big controversy over this display. there were calls for the fireworks to be canceled because of the wildfires burning in much of the state where sydney is located.

starting today you can expect extra officers on the roads. the chp's maximum enforcement begins at 6:00 tonight and ends at midnight january 1st looking out for people driving drunk or high. last week during the christmas enforcement, ten people were killed and 271 people were arrested on suspicion of dui. >> mothers against drunk driving is also getting the word out throwing their support behind an anti-dui technology. a current state bill would expand the use of devices known as ignition interlocks. it requires a driver to blow into an onboard breathalyzer in order to start the car. one madd member spoke about losing her son to a drunk o cf1o driver's decision and believes they are the most direct way to attack the problem. >> it protects all californians

alaska sent us a statement saying, quote, if a passenger is allergic to pets, our policy is to move the pet and its owner to the back of the aircraft which is what happened in this case. amtrak is offering half off its capital corridor train from now through march 15th. the corridor runs 168 miles between san jose and past sacramento. the track is roughly parallel to interstate 80 and 880. it's relaxing, eco-friendly, a good way to get around. the riders should use a code and book through the website capitalcorrid capitalcorridor.org. the raiders cleaned out their lockers at the team's headquarters in alameda. fans showed up to say good-bye. >> i wanted to say my last good-bye. >> bittersweet but i'll still be a fan. >> and the question is why. >> it was just a vibe. >> the raiders lost to the denver broncos in the final

and look at this backup. we started with a quiet morning here for new year's eve and it really just turned into a mess for people commuting on northbound 880 this is just before fruitvale. it keeps going and going and going. please avoid this area if you can. look at that, sky 7 takes us all the way back. we can see how awful this has gotten in the past few minutes. it was moving all morning long. please, please, please, avoid this if you can. we will face serious delays. one of the vehicles was carrying oxygen tanks and they spewed across the roadway. initially all lanes were blocked. now just two lanes are blocked. you can see the impact it is having on people this morning. i will take you now from sky 7 to a caltrans camera. people move past the scene there. watching that ambulance that's been sitting there for quite some time. we're not sure when they're going to get things moving. chp has not given us a time

police are on the lookout for burglars. >> two neighborhoods in san ramon were targeted and that includes homes along centennial way and asterbell drive. video shows three burglars inside one home. police say the crooks hit six houses in one night. they say this crew is experienced, likely looking for homes that were dark. once they got inside they looked for jewelry and cash. >> in all the cases they either smashed the rear slider or the window connected to a door. >> it's scary because i always thought that around this area was always very safe. i had no idea that it's happening here now. >> police say alarm systems, surveillance cameras, even a big dog are deterrents for thieves. leaving your lights on when you're not home is also a good idea. a dog shot in the yard of his owner's menlo park house is home and on the mend. damian young showed this video of rambo after he returned home
