first day of 2020. >> announcer: now, news to build a better bay area, from abc7. a little girl dropping off a handwritten note outside a starbucks where a man was killed. he died trying to stop a thief who stole his laptop. as a community grieves over what was a senseless death. good evening. oakland police tonight say two that case. thanks for joining us. i'm larry beil? i am kristen sze. this happened in oakland's month claire district. laura anthony is live in montclair tonight with new developments for us. laura? hi kristen. oakland police say this investigation is ongoing so there could be more arrests in adesignation to the two announced today. in the meantime we talked with witnesses who will remember this new year in a way they could never have imagined. >> it just all happened so fast. he was really fast. he was really drav. >> reporter: julie and her young daughter were sitting next to a young man working on his laptop

at a oakland starbucks when there was a sudden kmoigs commotion. >> the guy ran in grabbed his laptop. the kid who was working chased after him. it happened very fast. >> reporter: julie says she saw the victim into the black suv waiting outside. >> it was like a superman dive he made it pretty far into the car. >> reporter: the victim dove into the car? >> yes, there was a struggle i think they tried to push him out and he got dragged. >> the getaway car blasted through the intersection. we were one step away from betting hit. >> reporter: they were about to cross the street when the suv sped right through them. >> i looked at the driver and saw he a black mask on which i thought was pecuniary. he saw me and the power kids with me and avoided us going through the intersection. it was kinds of scary. >> reporter: he and his family returned this morning to pay their respects at a growing

memorial outside the coffee shop. john brown owns a small tea shop just up the street. >> this is a community tea shop. everybody sat together and we just chatted a little bit about the surprising nature of what happened yesterday. and then further, we chatted about, you have got to remember, your life is worth much more than any thing. >> reporter: as you came back today, what are you thinking? >> gosh, i fool so bad for his family. just think like the day we get to have versus what they are dealing with. >> reporter: we are showing you antioch street. this is where the getaway car took off from. we talked with an official from the local business association here in montclair. he told us that they provided surveillance video a license plate number to oakland police. they think that may have led police to those two suspects that they arrested. as for the victim, at this point his identity not being released. we understand it is taking some time to notify his family.

in oakland, laura anthony, abc7 news. >> laura, thank. we are now getting answers about the cause of a large hire fire at a growing homeless camp another santa rosa. it is growing. this camp lies along the joe redoda trail aye miles. sky 7 took video of tents in the area a few days ago. the problem illustrates how hard it can be to a build a better bay area. especially when neighbors have had enough. as abc7 news reporter wayne freedman found. >> reporter: if you read the signs this neighborhood has pulled back its welcome mat. you might do the same if you lived next door to a mile long homeless encamp ep. >> they have been here four years. >> not what i signed up for. >> reporter: he is talking about the series of propane explosions monday night along the trail. looked out my door and all i see is flame ten or 12 feet high. i see another tank exploding.

>> reporter: this encampent has become the face for voezco's homesless program. it is con land on one side and a freeway on the other. >> i have three kids, they can't play out here. >> i won't take my biggest dog i have down that trail right now. >> i am working around the clock. i apologize. >> reporter: today the county supervisor linda hopkins looked around and listened to nays. the county declared this a disaster area and pledged almost $12 billion to clean it up by moving people into shelters. but the time ion for that extends month. hopkins and these neighbors want something done in weeks, if not yesterday. >> the neighbors living around this encampment are taking too much of the responsibility, too much of the burden. it is unfair to have 400 people concentrated on a trail camping out -- on a public trail. >> reporter: the intention is high minded goal shrouded in the history of how exactly city and

county governments can get it done. in santa rosa, wayne freedman, abc7 news. the basketball world lost an icon today with the death of former collisioner david stern. warriors head coach steve kerr was a player in the days when stern was just starting to lead the nba to new heights. >> david stern made probably a bigger impact on the game than any non-player in the history of the nba. everybody who is part of the nba, we all owe him a great debt of gratitude. >> the warriors shared this photo of david stern standing with team executives and former san francisco mayor ed lee, this was taken when the warriors first announced their plans to move to san francisco. david stern led the nba for 30 years, 1984 until 2014. the 7-year-old executive recently suffered a brain hemorrhage. mountain hughes

controversial employly head tax took fact today. companies like google are based on the number of employees they have working in the city. the tax is designed to alleviate google's impact on traffic and social services. construction projects like this new camp success another sign of growth and more jobs at google. but that comes at a cost for the city. >> we are holding accountable for the companies that are growing, for paying the money to solve our problems. >> reporter: he says those problems include skyrocketing housing costs and huge traffic problems, the head tax he initiated a few years ago was passed by voters in 2018 and begins today. companies from mom and pop shops to google will be charged tax based on the number of employees they have working in the city. the revenue will fund infrastructure projects the right now, mountain view's budget is balanced. the difficulty is investing in infrastructure. that's where we are targeting this. >> reporter: it is a progressive

tax. smaller companies may just pay a few hundred dollars but the tax is expected to bring if $6 million annually, half of that money coming just from google. >> you can't build a transit line based on donations. you need regular money. to every a period of years it is going to generate a lot of money we can invest in our infrastructure. >> but regional leaders are concerned about the message it stands. a head tax backfired in ceiling when amazon got the tax repealed. some say google may not put up a big fight against the head tax but a downturn in the economy could change their business strategy. >> there is talk about the expansion this they are planning to do in downtown san jose. i think they will weigh all the factors when they consider those moves. >> reporter: and so will other bay area cities who are considering new taxes of their own. in mountain view, unser hassan,

abc7 news. obviously happy new year. a lot of people were popping champagne to ring in the new year last night. >> but one east bay family celebrated at the hospital by welcoming the first baby born in the bay area in 2020. >> reporter: it was just five minutes after midnight when little christopher canned yago was born in kaiser hospital in san leandro. 2020 is not the number his parents were thinking about in all the excitement. >> i was focusing on delivering the baby and that was it. >> reporter: there was an important number this this story that motivated ursula and robert to oro to go for a third baby after having two daughters. >> our last name means third. we had a game back and fort worth that we should shoot for third child. >> reporter: ursula's father died last week in pick rnicarag.

on to some consumer news. our shopping habits have resulted in a new shipping fee. >> a lot of people may not like it. workers across the area are ringing in the new year with a raise. michael finney is here with these stories. >> good news first. >> let's hear the good news first. new years means a pay raise for minimum wage workers in several bay area cities. workers got a raise in oakland, santa clara, and sunnyvale, which now has one of the highest minimum wages in california of course $16.05 an hour. in san jose, minimum wage went up by 25 cents to $15.25 an hour. a server in san jose says they are taking a wait and see approach. >> does the 25 cents really make that big of a difference over the whole year? i am not sure yet. >> you may feel there are some places like san jose's flames restaurants are passing on then
