standing there. >> reporter: this woman was inside starbucks and saw the suspect grab the young woman's laptop. >> the kid jumped in the car and he made what was like a superman type dive, and then there was a struggle and he tried to push him out and he got dragged up the road and that was awful. >> reporter: nearby firefighters tried to help but the man later died at the hospital. fortunately cameras captured the getaway car and oakland police quickly made two arrests. neighbor sharon silverman said they need to step up patrols. >> i think it shouldn't be taken for granted this is safe anymore. i can't imagine what this young person's family is feeling. >> reporter: some of the neighbors told me they're organizing a candlelight vigil this sunday and inviting oakland mayor libby schaaf. they have not released the name of the victim and said their investigation is ongoing. i'm kate larsen, abc7 news. >> such a shame. i can't believe that happened. it is 4:30. if you're just waking up to us, we'll get you up to date on your

visibility is looking low there. san jose, 87, clear ride there as well. we do have a crash, a report coming in through the altamont pass. i'll have that in the next update. >> thanks, jobina. two sonoma county sheriffs deputies are recovering after crashing their patrol vehicle in santa rosa. it happened around 6:20 last night on highway 12 near malita road. they were responding to a domestic violence call. only one deputy had to be taken to a nearby hospital. be careful around the water. a high surf advisory is in effect. >> julian glover is live in half moon bay with those details. good morning. >> reporter: good morning to you. the national weather service extending that high surf advisory, it was supposed to wrap up at 9:00 a.m. this morning but they're extending it to until 9:00 p.m. tonight. they're warning of big waves, 11 to 14 feet, and breaker waves some 20 to 25 feet.

if you're coming out to half moon bay, you want to make sure you're safe. there were large crowds of people coming out to see the wild weather for themselves on wednesday, on new year's day. the point they were pulling into half moon bay to see the large breaker waves towering up to 25 feet. plenty of people were making the most of it. a few surfers trying to catch waves. others snapping a picture away from the waves. >> there's not a beach to walk on now because the waves are so big. we're going to have to stay on the path. >> right now they're hitting the rocks hard. >> they look big, like in the movies. >> reporter: and if you need proof of just how powerful these waves can be, this is video here from bonnie dune beach, park rangers had to save that man on friday after a wall of waves knocked him down. a reminder, if you are coming out to half moon bay today, just be safe. don't come up to the water's edge, don't turn your back to

the water. it can be dangerous out here though it is calm so far this morning. reporting live in half moon bay, julian glover, abc7 news. >> thank you. vallejo police are searching for a hit-and-run suspect who hurt an elderly disabled man. it happened monday near redwood and sacramento streets. witnesses say this man that you see here left the scene after hitting an 85-year-old man who was in a wheelchair. the suspect also abandoned his 1980 plymouth pickup. another reason why people in santa rosa want to build a better bay area by cleaning up a homeless camp. neighbors say they feel unsafe after a propane tank burned near their homes. a neighbor captured video of the fire monday night. flames shot at least 12 feet in the air along the trail. at least 200 people are camping along the trail that runs next to highway 12. people who live nearby say it is ruining their neighborhood. >> it used to be really nice.

since the encampment, it's filled with litter, trespassing, crime, it's horrible. >> sonoma county declared a state of emergency and they will spend $12 million to help the people on that trail. it could take three months to move them into shelt sgleeers. state senator scott weiner reintroduced senate bill 50 with some changes. sb 50 would allow four plexes in an area with single family homes in large residential buildings near transit stops. cities argue they don't want to give up control over land use decisions. the bill has until the end of the month to make it through two key vote. san francisco is preparing to update its health care system. current trends show an urn gent need for increased senior and behavioral health services. emergency room visits are going up because of a lack of access to health services in the

bayview and chinatown. while 250,000 people are estimated to have a behavioral health condition, the city has seen a 47% decline in nursing beds for severe cases. a magnitude 3.9 earthquake rattled parts of southern santa clara county last night. the quake had an epicenter along the calaveras fault. it struck at 11:16 last night. you could feel the shaking through the south bay and apparently as far north as san francisco. i didn't feel it. did you feel it? >> no. >> no reports of damage or anyone being hurt by that minor quake. google helping the fight against breast cancer. the technology that could help catch what doctors miss. and we break down the differences between a domestic partnership and a marriage. now that heterosexual couples have the option to choose. what people in years past got right about the future. a look back at what experts thought would happen by 2020. >> we'll get to those stories in

colder at 39 degrees. so, we'll look at the next three days. today, starting out with that morning fog. we'll give way to sunshine in the afternoon. it's a mild day. temperatures will top out in the upper 50s to lower 60s. friday we'll start out with sun. we'll bring back some cloud cover. at night, there's the chance of a shower in the north bay, very light. very minimal. and saturday we'll start out with clouds and finish off with sunshine. temperatures are mild in the 50s and low 60s. that's your three-day forecast. let's look at the roads with jobina. >> good morning. starting off with a look at our map. you can see that fog that drew was referencing hanging over moving into the altamont pass, westbound 80 past grant line, a three-car crash blocking one lane right now. injuries not reported. but you can expect delays for people coming out of the valley, our super commuters there. i'm not seeing it reflected on

our map, there is a solo car crash on southbound 680 at west bour bound 242 in walnut creek that is blocking all lanes. i will follow that for you all because that will impact people heading out the door. and that live look at the san mateo bridge, foggy conditions there, but the chp has not issued a fog advisory yet. we'll continue to follow that for you.

good morning. the time is approaching 4:42 a.m. we're starting out with fog in spots. dense, too. a half mile of visibility in oakland. a quarter mile in livermore. three miles in napa and fairfield. dealing with some reduced visibility first thing this morning. let's break down the day for you. a nice looking day once we get rid of this fog. we have that dense fog in spots early afternoon. the afternoon is brighter. high clouds from time to time. temperature-wise on the mild side. topping out in the upper 50s to lower 60s. at the live desk, new video overnight showing a bomb squad moving into a san jose apartment complex. this is at the alterra apartments. neighbors had to evacuate while police blocked off the area to investigate. one neighbor reported seeing a fire. the other said they smelled a strong odor. police took two people into custody. we reached out to san joe

police and fire to find out exactly what happened. we'll bring you more information as soon as it comes in. >> thanks. california has a new domestic partnership law for heterosexual couples. >> leann melendez breaks down the legal differences between partnership and marriage. >> reporter: for decades now, san francisco has had a domestic partnership law for all. people like charles sanderson and kelly wagg were surprised to find out in other parts of the excluded until now. >> that doesn't make sense at all. it should be for everyone, of course. >> scott wiener authored the bill. >> we had a system where some people were allowed to become domestic partners, but other people were prohibited from becoming domestic partners. that's just discriminatory. >> reporter: in 2013, same-sex couples were allowed to marry. so they had the opportunity to choose between marriage and a

domestic partnership. the benefits are nearly the same. the rights of survivorship can apply. one can adopt a previously born child to a partner. you can add a partner to your health care plan and both have the right to own community property. >> people should do whatever they want to do, you know. >> reporter: but under federal law, there are things that a domestic partnership does not give you. one cannot sponsor a non-citizen partner. no adopting a child from another country. there are few rights when traveling to certain states, and you must file federal taxes as two single partners. brent and christian opted to get married. >> it's a form of recognition, recognition for your relationship. >> reporter: by the way, dissolving a domestic partnership is identical to getting a divorce. >> the institution of marriage. now according to the pew research center, today, 53% of adults 18 and older are married. that's down from 58% in 1995.

until i found out what itst it actually was.ed me. dust mite droppings! eeeeeww! dead skin cells! gross! so now, i grab my swiffer sweeper and heavy-duty dusters. duster extends to three feet to get all that gross stuff gotcha! and for that nasty dust on my floors, my sweeper's on it. the textured cloths grab and hold dirt and hair no matter where dust bunnies hide. no more heebie jeebies. phew. glad i stopped cleaning and started swiffering.
