is on high alert after protesters launched a dramatic attempt to storm the compound. president trump has deployed new reinforcements to the middle east. here's ines de la cuetara. >> reporter: good morning. things have calmed down but the situation remains volatile and the embassy remains on lockdown saying in a statement that all public operations have been suspended. overnight hundreds of additional troops deploying to the middle east. more than 700 soldiers from the 82nd airborne division in ft. bragg, north carolina, making final preparations and boarding a plane. >> they're pretty motivated, and they want to get out there and find out exactly were we're doing so we can make it happen. >> reporter: more than 100 marines have already been sent in. on wednesday they fired tear gas to disperse the crowd after the roof of a reception area was ignited.

protesters eventually forced to withdraw. it was the second day of a siege that began after weekend air strikes by the u.s. reportedly killed 25 members of a militia group backed by iran. those u.s. air strikes coming in retaliation for an attack by that militia group that killed a u.s. contractor. secretary of state mike pompeo canceling his first official visit to ukraine to stay in washington and monitor the situation. tensions with iran have been at a high ever since president trump got rid of the nuclear deal and increased sanctions on iran. many here worry the situation will only continue to escalate. ines de la cuetara, abc news, washington. kim jong-un says he will take shocking actual action to show his frustration with the u.s. on the slow pace of nuclear talks. he made the comment during a four-day meeting in pyongyang. he also warned he will unveil a new strategic weapon. kim says north korea will never give up nuclear powers because

of what he describes as increasing american hostility and threats. thousands are escaping australia's wildfire ravaged areas. this is an intense situation on the eastern coast as the military is stepping in to help evacuate people who are trapped. it's a matter of extreme urgency along the south coast of new south wales and in the state of victoria. there are long lines of cars leaving towns and the danger zone. conditions are expected to deteriorate this weekend bringing high temperatures and strong winds to fuel those out of control bush fires pushing them into populated areas. >> it is imperative that you look out after yourselves, responsible sponresponsibility yourself and your families and do exactly what firefighters say. >> more than 12 million acrers of land has burned. at least 17 people have been killed. more than 1,400 homes have been

destroyed. the navy brought in 1,000 person ship for mass evacuation of areas in victoria. that's where 4,000 people are feared stranded now. >> thank you. a head tax in mountain view is now in effect that's charging businesses based on the number of employees they have working in the city. >> answer hassaweer hassan look impact it will have. >> reporter: google's footprint in mountain view is big. construction projects are another sign of growth but that growth comes at a cost for the city. >> we're holding accountable the companies that are growing for paying the money to solve our problems. >> reporter: those problems include skyrocketing housing costs and huge traffic problems. the head tax that he initiated a few years ago was passed overwhelmingly by voters in 2018. companies from mom and pop shops to google will be charged a tax based on the employees they have

working in the city. the revenue will fund infrastructure projects. >> right now mountain view's budget is balanced. the difficulty is investing in infrastructure. that's where we're targeting this. >> reporter: it's a progressive tax. so small companies may only pay a few hundred dollars, but overall the tax is expected to bring in $6 million annually. about half coming from google. >> you can't build a transit line based on donations. so you need regular money. over a period of years, it's actually going to generate a lot of money we can invest in our infrastructure. >> reporter: but regional leaders have raised concerns. they point out this is not a business tax but a general tax so the city could spend the money on other projects. some say google may not have put up a big fight on the tax, but a downturn in their economy could change their strategy. that for a company that already has offices around the bay area. >> there's talk about, you know, the expansion that they're planning to do in downtown san jose. so i think they'll weigh all the

factors when they consider those moves. >> reporter: so will other bay area cities considering a tax of their own. in mountain view, anser hassan, abc7 news. happening today, the state department of water resource also conduct the first snow survey of the year. the survey is a key indicator for the state's water supply. a sizable snow pack thanks to a month of storms in december is a good sign for the survey. last month it measured 113% of average, roughly 40% higher than it was the same time in 2018. looking good up there in the sierra, have a healthy snow pack. we'll get those official numbers later on today what we're dealing with this morning is some dense fog in spots. we have a dense fog advisory for solano county and much of the central valley. this until 10:00 a.m. this morning. part of the reason why, you can see pretty well that the visibility is low in some spots. down to a quarter mile visibility in livermore, about a mile and a half in napa. two miles in oakland.

u.p.s. expects to ship 1.9 million gifts and other items back to retailers today. that's up 26% from a year ago. authorities in southern california are working to track down whoever stole 30 llamas from an exotic animal farm in the riverside county town of paris. investigators are say somebody cut the lock on a gate at the property on monday morning taking the lalamas and allowing other animals to go free. crews spent all day tuesday trying to round up all the animals. a caretaker on the property says the 14-acre farm faced accusations of animal negligent and cruelty on social media. >> we've had law enforcement, everybody is happy except for the activists. now they come in every other night and cut the fence open. letting all the animals out. >> the farm's owner has gotten a code enforcement violation for junk on the property. officials determined that the animals have not been mistreated.

county. last friday a truck was hit on hall road near las lomas drive. about 66 vehicles have been hit near san juan road since february. investigators believe these attacks in both locations are connected. the chp says it has more officers in the area and they're doing everything they can to find whoever is responsible and drivers are worried. >> it's dangerous for people, especially driving 55, 60 miles per hour, you know. they get hit -- >> the most recent attack was on 101 on monday. investigators are not revealing what type of october is hitting the vehicles. in today's "gma" first look, a base jumper found himself stuck on a mountain in arizona. >> luckily rescuers were able to bring him back to safety. will reeve has the story. >> reporter: in this morning's "gma" first look, this heart stopping video shows a life literally hanging by little more

what elon musk believes a manned mission to space could look like. musk tweeted the simulation video yesterday showing astronauts arriving to the launch pad and boarding a spacex rocket. the video goes on to show the launch and docking at the international space station. nasa hopes to launch the first manned spacex rocket in the next few months but there hasn't been a firm date set. officials say the launch will take place on the same launchpad that was used to send apollo 11 to the moon. u.p.s. and fedex are raising prices. there's a new $24 additional handling fee on packages weighing more than 50 pounds. that fee was previously charged for packages 70 pounds and heavier. online shopping for tvs is becoming the new norm. the u.p.s. price hike started four days ago. fedex will start on monday. nearly 1,000 letters written by t.s. elliott to emily hale will be unveiled.

don't be near the water's edge. those waves can be monstrous. julian glover, abc7 news. at the leive desk, new vide shows a pom squad moving into a san jose apartment complex. this was at the apartment. neighbors had to evacuate while police blocked off the area to investigate. one neighbor reported seeing a fire. the other said they smelled a strong odor. police took two people into custody. we reached out to san jose police and fire to find out exactly what happened. we'll bring you more information as soon as it comes in. in the east bay two arrests have been made in the laptop theft that ended with a man's death. >> we're expected to learn the suspects identities today after the horrifying crime that struck a cord in the community. this theft happened on new year's eve at a starbucks in the montclair village. one man ran into the coffee shop, stole the laptop and then another man held the door open and then a third masked man was

driving the getaway car. witnesses watched in horror as the victim was dragged by the car while trying to recover his stolen laptop and the victim later died at the hospital. >> the kid jumped in the car. it was like a superman type dive. then there was a struggle. i think they tried to push him out and he got dragged up the road. that's when it was awful. >> police have not released the names of those involved. security cameras from nearby businesses captured the license plate of that get away car. vallejo police are searching for a hit-and-run suspect who hurt an elderly disabled man. it happened monday near redwood and sacramento streets. witnesses say this man left the scene after hitting an 85-year-old man in a wheelchair. the suspect also abandoned his 1980 plymouth pickup. that victim is recovering at home. yet another reason why people in santa rosa want to build a better bay area by cleaning up a homeless camp. neighbors say they feel unsafe

after a propane tank fire burned near their homes. this is photo of what's left of the tachnk. a neighbor caught video of the flames. flames shot 12 feet in the air. at least 200 people are camping along that trail that runs next to highway 12. people who live nearby say it's ruining the neighborhood. >> it used to be really nice. since the encampment, it's filled with litter, trespassing, crime, it's horrible. >> sonoma county declared a state of emergency and they will spend $12 million to help the people on that trail. it could take three months to move them into shelters. a vont sers is back. state senator scott weiner

reintroduced senate bill 50 with some changes. sb 50 would allow four plexes in an area with single family homes in large residential buildings near transit stops. cities argue they don't want to give up control over land use decisions. the bill has until the end of the month to make it through two key vote. san francisco is preparing to update its health care system master plan this spring. current trends show an urgent need for increased senior and behavioral health services. emergency room visits are going up because of a lack of access to health services in the bayview and chinatown. while 250,000 people are estimated to have a behavioral health condition, the city has seen a 47% decline in nursing beds for severe cases. a magnitude 3.9 earthquake rattled parts of southern santa clara county last night. the quake had an epicenter along the calaveras fault. it struck at 11:16 last night. you could feel the shaking through the south bay and apparently as far north as san francisco.

enjoy. japanese prosecutors raided the home of carlos gohn. he was facing two trials on financial mismanagement charges and left the country landing in lebanon despite being under court monitoring. turkish media says the country detained seven people including two pilots, an airport manager and cargo operator for their suspected roles in his escape. gohn said he left japan because he felt the judicial system was unjust and he was being politically persecuted. happening today, christmas tree collection starts in san francisco. you have until january 15th to put your tree on the curb during regular garbage days for pick up. now, there's a few reminders. make sure you remove the stand and all of the decoratons. if your tree is taller than six feet, you have to cut it in half before you put it on the curb.

recology expects to collect 500 tons of christmas trees. they will be turned into mulch. california has a new domestic partnership law for heterosexual couples. the benefits under domestic partnership are nearly the same as marriage. they get rights of survivorship, they have the right to adopt, however under federal law there are things that the domestic partnership won't get you. you cannot sponsor a noncitizen partner or adopt a child from another country and state rights vary and you have to file taxes as single partners. scott weiner authored the bill. >> in modern california, we had a system where some people were allowed to become domestic partners, other people were prohibited from becoming domestic partners. that's just discriminatory. >> the fee is $33 and only $10 if you're over 62.
