now news to build a better bay area from abc7. >> notes fill the windows outside the starbucks where a man with a bright future had his laptop stolen on new year's day. he died as he chased down the suspects, but his brave act is not going to be forgotten. good afternoon. thanks for joins. i'm larry beil. >> and i'm ama daetz. as the victim of the deadly laptop robbery in oakland's montclair neighborhood is being remembered, the two suspects arrested in the case were back in court today. the family of one of the accused men had a message for the victim's family. >> melanie woodrow has been following this story for us, joining us live from oakland. melanie? >> larry and ama, you can see the windows here outside the montclair starbucks in oakland look pretty different today. all of the community's thoughts and wishes are now being organized in a book that will be given to the victim's family. >> your beautiful son will live in the spirit of life shared with so many. >> one by one, organizers

removed dozens of post-its from the montclair starbucks in oakland. the memorial a tribute to shuo zeng. the 34-year-old was killed on his birthday, december 31st, as he attempted to recover his stolen laptop. >> i came down here on the 2nd and put a post-it up and left some for others. i was hoping that one window pane would be covered. >> reporter: sue's hope fulfilled more than she would imagine. yesterday zeng's coworker, neighbors, friends filled the space sharing his talent at ibm for his passion for krav maga and photography. they'll be turning all of the post-it notes, sentiments and pictures for a scrapbook for zeng's family. >> it will be nice to have the memories. i thought they should be shared with the family. >> over the weekend, his parents arrived from china. meantime, the aunt of one of the suspects arrested said she is also thinking of zeng's family. >> my prayers definitely go out.

my prayers also go out to my nephew. >> teresa jones' nephew is 23-year-old byron reed jr. who is charged with murder and second-degree robbery. reed was the getaway driver. >> oh, well, he has a prior. oh, okay, well, he had to do it. and we got to stop doing that. >> oakland police have also arrested 21-year-old javon lee. he is charged with involuntary manslaughter and second-degree robbery. attorney chris lemiro is representing mr. lee. >> i just met mr. lee a for the first time. >> both are scheduled to be back in court january 16th to enter pleas. and the flowers that remain here will be gathered up tomorrow. zeng's picture will stay on the starbucks. >> melanie, thank you. in west oakland, police just finished searching a warehouse after spending more than 11 hours on the scene. officers first went to this building on adeline street to

answer a call about somebody breaking in. this was just before 4:00 in the morning. they detained one person, recovering a gun. a swat team determined that nobody else was inside the building. oakland police told us that building contained an unpermitted cannabis growing operation. abc7 news is committed to building a better bay area. and one of the issues we're looking at is safety. there was a 7% increase in violent crime in oakland in 2019 from the year before. and a spike in property crimes like car break-ins and stolen lap tops. anser hassan tells us what the city is doing to make the streets safer. >> it is indeed always a disappointment when you see any increase in crime. >> oakland police chief ann kirkpatrick says 2019 was a tough year for her department. there were 400 more violent crimes, up 7% from 2018. and seven more homicides, some of which can be blamed on an increase in gang violence. >> we do know that we had some

homicides that were related to gangs that we do not typically see become active in conflict. >> like other cities, there was also a spike in car break-ins and stolen laptops. this year, oakland is forming a task force with alameda, berkeley, emeryville, piedmont, and san leandro to tackle the issue. >> we will each be giving two officers per month to come together and to work in each other's jurisdictions with a focus on those autobergs. >> it's not possible to arrest our way out of this problem. >> reporter: the new chief of the department of violence prevention. his job is to look at socio-economic issues such as income inequality and homelessness that lead to crimes. part of his works to bring together community groups to build stronger relationships with law enforcement in an effort to bring about a drop in crime. >> don't get involved in arresting people, but we do get

involved in the relationship between police and community. >> in oakland. >> and we spent a week on ways to protect yourself, your family, your property and your neighborhood during safety week, part of our efforts to build a better bay area. all of the stories have been posted on our website. go to abc7news.com. scroll down and click on building a better bay area. new details this afternoon about a deadly shooting in san francisco's tenderloin area. friends set up a memorial at the site where 32-year-old emma hunt was shot at larkin and o'farrell streets early yesterday morning. she died at the hospital. san francisco police say the suspect is a man in his 20s. if you know anything about the crime, call police. in the south bay last summer nearly $4 million in state surplus funds was earmarked to help police combat auto break-ins and san jose received $750,000 of that money. but the investment really doesn't appear to be slow do you think the crooks. there was another wave of burglaries in san jose overnight as cars were hit on stokes

street near leigh avenue. reporter david louie telling us they think they know why that neighborhood is the new hot spot. >> the latest wave of break-ins is centered here on stokes avenue and grace avenue. about a dozen cars have been left with smashed passenger side windows, presumably to steal whatever is of value inside. one resident heard noise after one income the morning. she spotted suspects at her car, describing them to police as hispanic in their late teens or early 20s. two of them female, the third a male. residents say they think the thieves are looking for electronics. >> there is not that much through traffic and activity on the street. during the day we have the high school so there is always somebody coming and going. i don't think anybody opportunistic is going to happen them. >> the break-ins are happening in the dark of night. del mar high school is across is the street. a constituent of councilmember detective davis said he called in to complain that the police did not respond to his call.

however, there is a fingerprint on this vehicle and that could possibly be linked to the culprit. some of the cars appear to be parked along stokes for long periods. this car was tagged just after 3:00 this morning for parking in a red zone. todd hartman is watching a friend's car. with news of the break-ins, he has a strategy to prevent a break-in. >> i've seen a couple of cars that unfortunately ended up that way. so right now i'm taking care of a car for a friend. and i'm going to move it and shuffle it around and try not to leave it in the same place. >> in san jose, david louie, abc7 news. in the north bay, sonoma county began efforts today to reduce the rat population at a homeless camp set up along a trail in santa rosa. a sheriff's helicopter shot this video with an infrared camera. the white blobs you're seeing there, those are rats scurrying around the tents and piles of people's belongings. sonoma county has declared a state of intelligence along the

trail. over the next three months officials plan to spend $12 million to clear the encampment and find shelter for about 200 people. turning to the weather. so far pretty dry starts to 2020 in the bay area. but that looks like it's going to change. >> abc7 news weather anchor spencer joins us now. there is rain coming? >> not more than about a day away. here is a look at lye doppler. at the moment you can hardly tell rain is coming our way. mainly clear skies and calm and relatively chilly conditions. but the approaching storm does rank 1 on the storm impact scale. a storm of light intensity. it will be moving in late tomorrow evening into the early morning hours on wednesday. again, a storm of light intensity, producing less than 0.2 of rain across the bay area. the best chance of any significant rain is up in the north bay. let's start the forecast animation at noon tomorrow. notice late afternoon we'll see clouds thickening, and a few pockets of light showers offshore. by 7:00 tomorrow evening, we'll see more widespread showers in the north bay.

as tensions mount in the middle east following the u.s. drone strike that killed one of iran's top military leaders, president trump is now back in washington. >> the president is challenging congress, saying if iran retaliates, he plans on striking back quickly. abc7 news reporter mona kosar abdi is in washington with today's developments. >> iran entering another day of mourning over the loss of its top military commander, qassem soleimani. the country's supreme leader shedding tears over soleimani's coffin during his funeral monday, surrounded by a sea of mourners paying tribute to a man revered by many, but also with the blood of hundreds of american troops on his hands. washington watching closely, bracing for iran's next move. soleimani's replacement vowing for revenge while in iraq members of the parliament at the request of the prime minister

took a nonbinding vote to expel all american troops. aboard air force one, president trump warning iraq, a u.s. ally, that if it follows through on removing u.s. troops, we will charge them sanctions like they've never seen before ever. regarding iran this morning, the president tweeted in all caps, iran will never have a nuclear weapon, following its announcement it will no longer abooed by any operational constraints under the 2015 nuclear deal. nato general calling for de-escalation in the situation. >> a new conflict would be in no one's interests. so iran must refrain from further violence and provocat n provocations. >> in a letter to her colleagues sunday, nancy pelosi called the air strike provocative and disproportionate, announcing that the house will vote on a war powers resolution to limit the president's military actions, and in the senate, minority leader chuck schumer called the president's foreign policy erratic and unsuccessful. >> we do not need this president

either bumbling or impulsively gtting us into a major war. >> and on wednesday, there will be an all senate meeting to discuss soleimani's strike and the rising tensions with iran. moby that kosar abdi, washington. according to leader mitch mcconnell, wednesday's hear willing be headed by michael finney. it will also include defense secretary mark esper, cia director gina haspel, and joint chiefs of staff chairman mark milley. meanwhile, mark milley is clarifying the u.s.' stance on the future of u.s. troops in iraq. a memo sent to the iraqi government suggesting that american troops would be withdrawn from the country was a poorly worded unsigned draft released by mistake. the letter was sent by u.s. command in baghdad. the clarification comes a day after the iraqi parliament unanimously voted in favor of expelling united states troops from their country. authorities in puerto rico are assessing the damage

following a powerful earthquake that struck the u.s. territory just before dawn today. the magnitude 5.7 quake rocked the town about 100 miles west of san juan. it knocked homes off of their foundations, buckled roads, knocked out power and caused some small landslides. fortunately no deaths reported. the wake wquake was the latest strongest to hit puerto rico over the past week. they've been through so much in the last couple years. the last thing they need. >> you're right. turning to our weather. >> yeah, things are starting off dry in the new year as you pointed out. they're to be get a little wetter. not a lot wetter. we have sort of an unsettled pattern developing that will bring light rain in late tomorrow. right now live doppler 7 showing sunny skies and mild to cool conditions looking over san francisco from sutro tower. you can see how bright the skies are. it's 59 degrees in san francisco right now. 57 at oakland. 60 apiece at redwood city and san jose. gilroy did not report.

55 degrees at half moon bay. and here is the view from emeryville looking towards the golden gate. skies are quite clear there you can probably make out a few clouds in the distance. it's currently 60 degrees at santa rosa, petaluma, fairfield. 59 at concord, 57 at napa and livermore. mount tam looking on to the bay under mainly clear skies. these are our forecast features. mostly clear overnight as well. chilly, especially in the inland valleys. showers will develop late tomorrow, first in the north bay and then sweeping southward and eastward. and this unsettled pattern will be with us right on into the weekend. tonight as we get into the overnight hours, we'll still see mainly clear skies. some patchy fog could spill over through the delta and carquinez strait. and the inland east bay. overnight lows in the mid to upper 30s in the inland valleys. about 40 degrees around the bay shoreline and on the coast. now tomorrow look for mainly sunny skies in the south bay. that will be our mildest region tomorrow of high temperatures degrees.

about 61 at morgan hill. 59 degrees at virtually all locations there. mid- to upper 50s on the coast. and mid- to upper 50s in and around san francisco tomorrow. up in the north bay, we probably won't see any locations hitting 60 degrees. about 58, 59 in most locations near east bay. we'll have highs around 57, 58. the inland east bay 59 to almost 60 degrees. and as we look ahead to tomorrow night, we bring in the storm impact scale. we have a storm approaching that ranks 1 on the storm impact scale. a storm of light intensity. for tomorrow night into early wednesday morning, we can expect some light rain or showers, less than 0.2 in most locations. here is the forecast animation once again. 4:00 tomorrow afternoon, getting cloudier and spotty showers will develop offshore. by 7:00 in the evening, we'll see showers sweeping across much of the north bay. later in the evening and overnight, we'll see that frontal system that's bringing the showers, sweeping on out of the bay area. but it will be followed by a few trickles of shower activity into

now, news to building a better bay area from abc7. >> in the u.s., workers spend 90,000 hours of their life at work. >> that's awful. >> when you look at it like in total, that number, it's staggering. >> it is. but a nordic country is proposing a shorter, much shorter workweek. that's not much shorter. >> well. >> and work day in order to achieve that elusive work-life balance. >> abc7 news anchor dion lim joins us with more on this intriguing proposal, dion. >> i think all of news the newsroom said yes, let's do it. i will take it.

apparently the new prime minister of finland has proposed a six-hour work day and a four-day workweek. i wanted to dig into this a little more to see if this kind of schedule would ever work in the united states. here is a question. how much time do you spend at work each week? >> probably 80 to 100. it's a lot. >> i used to work 60 to 80 hours, and i let that go. >> the national bureau of labor statistics reports americans work more than anyone in the industrialized world. we take less vacation, work longer days, and retire later, which makes a proposal by finland's prime minister sanna marin of a nationwide six-hour work day and four-hour workweek amazing. >> i'm all for that. but sometimes the work needs to get done. >> the entire u.s., that's kind of asking a lot. >> for a time, sweden even had a four-day workweek. but this is already a country with 480 day maternity leaves and a five-week mandated

vacation policy. i wanted to see what their productivity was. they tell me it's taking a break. >> if you have a well rested employee, it's more effective when you're at work, because you're not constantly stressed and i think that's what the studies have shown. it works in sweden. >> there is even something called fica in sweden, which literally translates to coffee and cake break. but back to the four-day workweek. how realistic is that in the u.s.? >> it's a really hard cultural shift to make. >> productivity coach alexis haselberger says oftentimes american workers feed into that illusion of hard work. >> people say they're working 80 to 90-hour weeks. they may be at work 80 to 90 hours, but i don't think people are actually working that much. the studies show that the more we work, we don't actually get more done. >> so what's the first step in implementing a shorter work day and workweek here in the u.s.? >> individual leaders have the ability to make change, but i think the way finland is doing

it is probably not going to work here. >> hopefully my boss is paying attention to that and she is maybe making some changes. who knows. joining us right now to talk a little more about the productivity tips and takeaways is alexis haselberger herself. thank you for joining us. >> thanks for having me. >> the one thing that struck me so much is a well rested employee is more productive. that's according to the folks at the consul general's office. and there are studies that prove this. >> yeah, there are some studies that show that actually we're supposed to be getting about seven to nine hours of sleep a night. who is getting nine hours? i don't know. never. but when you're getting less than seven hours, there are studies that show for each one hour less, it's like having the equivalent of a cocktail in you. if you're getting five hours of sleep, that's like walking around in the world with a two cocktail buzz all the time. >> i will remember this as i'm walking around my newsroom. okay. when it comes to the actual tips themselves, one of them is prioritizing things. and when i tried to get you for the story, i think i reached out to you via twitter and linked in

and email and finally you gave in. what was that it prioritized me in your day to day? >> it was simply that i got to a point where i was checking messages. because i only check slack, email, linked in two to three times a day and i get everything down to zero. you reached out a few times in a few hours and checked it. this is really interesting. but i didn't see any of that before that. >> so basically, had i not gotten to you within that window you would have never seen it. >> if you would have been later, we would have never connected. >> but what about that stress? for me when i see that inbox where there are 500 emails that are unread, it gives me anxiety. what do people do to quell that feeling of i'm not doing anything to solve this? >> so i think first of all everybody has that anxiety. have i that anxiety too, but i've conditioned myself over time to be less responsive to it because i know that when we have distractions, when it takes us 23 minutes to recover from a

distraction, and every time you get a little email ping, that's a distraction, i know that's not good for me or for my productivity. i essentially say the pain of sort of that anxiousness is less important to me than getting things done. >> the pain of that anxiousness. it's true. i feel it constantly. you know, what about the actual sorting of the things that you need to do? because email is just one of many tasks that we have on a day-to-day basis. >> i think one really important thing for productivity is to be able to have an external system. i call it a single trusted system whe all your tasks live. everything from that big news story you're working on to the fact that you need to buy your niece a birthday present next week to the fact that your driver's license needs to be renewed in two years, all of that stuff needs to be in there so you can use your brain to focus on the task at hand, instead of remembering all those things. >> i see. and are there special apps or methods you recommend people use? >> there are lots of different apps. the one i recommend most

frequently is tick tick. >> i'm writing that down. not many people have heard of it weirdly, but i reviewed 50 different task apps, and that someone of my all-time favorites. it's really easy to use. it has all the features you need but none you don't. this is not an ad. they did not pay me to say this. but it's an app i really love. it can go on the go with you in your phone. it's also sinked to your computer, et cetera. >> great ideas. alexis haselberger, thank you so much for joining us. >> thank you. >> even if we can't have a shorter workweek, maybe we can be a little more productive, guys. >> that was good information. i don't know that that would ever happen in america. do you? >> it's worth a try. >> it definitely is worth a try. all right. workers at one of silicon valley's original giants could have a new boss. xerox is upping its effort to buy hewlett-packard. its proposal values the palo alto company around $33 billion. xerox says it has lined up $24 billion to pull off the deal. it first made the offer in early

new developments today with harvey weinstein. there is another case against him. using a walker, the movie mogul arrived in a new york city court today for his trial there for sex crimes. then prosecutors in los angeles unveiled a new case, accusing him of sexually assaulting two women during oscars week back in 2013. abc reporter trevor alt has the story from new york. >> today just hours after his rape trial began in new york city, now infamous hollywood producer harvey weinstein hit with new serious allegations in los angeles. the district attorney there announcing separate charges of rape and other sex crimes. >> we believe the evidence will

bringing some relief, but it won't be enough to make a significant long-term impact on the flames. the fires raging for months now, have destroyed thousands of homes, killed nearly 30 people and hundreds of,000s of animals. australian officials say the australian government is ready to pay whatever it takes to help communities recover, with the prime minister committing an extra $1.4 billion toward the effort. people who use those juul e-cigarettes may be getting more nicotine than they think. a new ucsf study says juul cigarettes deliver nicotine at a higher rate than cigarettes. blood nicotine concentrations in the juul cigarette group were eight times higher than that caused by e-cigarettes and five times higher than conventional cigarettes. the study says juul also caused blood vessels to narrow just like cigarettes do. juul is marketed as a safer alternative to smoking. the company has not yet responded to a request for comment. let's check on our weather and find out how soon we're going get some rain.
